Water (Prevention & Control of Pollution) Act, 1974 and under Sec.21 of Air

1) In the reference 1st cited, an application was submitted to the Board seeking Consent for
Establishment (CFE) order to set up a plant to produce the following products with an
installed capacities as mentioned below, with a total project cost of Rs. 16.42 Crores.

2) As per the application, the above activity is to be located at Sri City DTZ, 870, Badam
Road, Chengambakam (V), Sathyavedu (M), Chittoor District in an area of 1.213 Ha.
3) The above site was inspected by Asst Environmental Engineer, A.P. Pollution Control
Board, Regional Office, Tirupati on 12.06.2018 and found that it is surrounded by the
following:
North: Sricity Road
South: Sricity Boundary
East: M/s. KGL Clothing Pvt Ltd
West: M/s. Paques Environmental Technology India Private Limited.
4) The Board, after careful scrutiny of the application and verification report of Regional
Officer, hereby issues CONSENT FOR ESTABLISHMENT(CFE) to your industry under
section 25 of Water (Prevention & Control of Pollution) Act, 1974 and under Section 21
of Air (Prevention & Control of Pollution) Act, 1981 and the rules made there under. This
order is issued to manufacture the products mentioned at para (1) only.
5) This order is issued from pollution control point of view only. Zoning and other
regulations are not considered.
6) This Consent Order now issued is subject to the conditions mentioned in Schedule ‘A’
and Schedule ‘B’.
7) This consent order is valid for a period of 7 years from the date of issue.

Annexure

SCHEDULE – A

1. The proponent shall obtain Consent for Operation (CFO) from APPCB, as required Under
Section 25/26 of Water (P & C of P) Act, 1974 and under Sec 21/22 of the Air (P&C of P)
Act, 1981, before commencement of the trail runs.
2. The proponent shall provide separate energy meter for air pollution control equipment to
record energy consumed. An alternative electric power source sufficient to operate all
pollution control system shall be provided.
3. The proponent shall construct separate storm water drains and provide rain water
harvesting structures. No effluent shall be discharged in to the storm water drains.

SCHEDULE – B

1. The proponent shall carryout only blending & mixing operations and under any
circumstances shall not change the manufacturing process without prior approval from the
Board.
Water

2. The source of water is Sricity supply and the maximum permitted water consumption is as
follows:

3. Separate meters with necessary pipe-line shall be provided for assessing the quantity of
water used for each of the purposes mentioned above.
4. The maximum waste water generation shall not exceed the following:

5. Treatment & Disposal:

6. The industry shall install separate digital flow meters with totalizer facility at various points
to assess quantity of waste water generated, treated, quantity of waste water sent to STP
of Sricity for further treatment and maintain the records for the same.
7. The Effluent Treatment Plant (ETP) shall be constructed and commissioned along with the
commissioning of the activity. All the units of the ETP shall be made impervious to prevent
ground water pollution. The ETP units shall be constructed above the ground level.
8. Effluent shall not be discharged into any water bodies or aquifers under any circumstances.

Air:
9. The proponent shall comply with the following for controlling air pollution.

10. The proponent shall provide a sampling port with removable dummy of not less than 15
cm diameter in the stack at a distance of 8 times the diameter of the stack from the
nearest constraint such as bends etc. The industry shall provide a platform with suitable
ladder below 1 meter of sampling port to accommodate three persons with instruments.
The industry shall also provide a 15 AMP 250V plug point on the platform
11. The proponent shall comply with emission limits for DG Sets upto 800 KW as per the
Notification G.S.R.520 (E), dated 01.07.2003 under the Environment (Protection)
Amendment Rules, 2003 and G.S.R.448 (E), dated 12.07.2004 under the Environment
(Protection) Second Amendment Rules, 2004. In case of DG Sets more than 800 KW
shall comply with emission limits as per the Notification G.S.R. 489 (E), dated
09.07.2002 at serial No.96, under the Environment (Protection) Act, 1986.
12. The proponent should comply with the National ambient air quality standards as per
MoEF, GOI notification dated. 18.11.2009 outside the mine lease area at the boundary
of the mine, as prescribed below.

Solid Waste:
13. The proponent shall comply with the following:

Other conditions:
14. The proponent shall carryout heat treatment process only to heat the components to certain
temperature by electricity and shall not carryout any heat treatment by using cyanide bath
operation.
15. The proponent shall not carryout any process/ activity covered under red category as per
CPCB notification dt.07.03.2016.
16. Green belt shall be developed all along the boundary & vacant spaces with tall growing
trees with good canopy and it shall not be less than 33% of total area.
17. Concealing the factual data or submission of false information / fabricated data and failure
to comply with any of the conditions mentioned in this order may result in withdrawal of this
order and attracts action under the provisions of relevant pollution control Acts.
18. Notwithstanding anything contained in this conditional letter or consent, the Board hereby
reserved to it the right and power under section 27 (2) of the Water (Prevention & Control of
Pollution) Act, 1974 and under section 21 (4) of the Air (Prevention & Control of Pollution)
Act, 1981 to review any or all the conditions imposed herein above and to make such
alternation as deemed fit and stipulate any additional conditions or revoke the order in the
interest of environment protection.
19. Any person aggrieved with this order may within thirty days from the date on which the
order is communicated to him, prefer an appeal as per Andhra Pradesh Water Rules, 1976
and Air Rules 1982, to the Appellate Authority constituted under Section 28 of the Water
(Prevention and Control of Pollution) Act, 1974 and Section 31 of the Air (Prevention and
