Executive Summary:
This proposal presents the SHIELD Real-time Crime Prevention (RTCP) System. SHIELD RTCP is a
telecommunications solution designed to fight crime in a metropolitan area public park. This is achieved
by providing real-time actionable intelligence to all those involved, from the park patron to the
responding public safety officers, to mitigate or prevent criminal and emergency situations in its
coverage area. Our RTCP system provides public safety responders with the timely information they
oftentimes lack in order for them to react to situations appropriately. Our solution also provides
invaluable investigative and evidentiary support for the prosecution of criminal acts and the mitigation
of emergency situations after the fact. This is achieved through the integration of this solution into the
The fact that public safety is grossly understaffed due to budget restraints in most municipalities
has given rise to the need for alternative solutions to supplement current traditional efforts. We
recognize that such systems need to be affordable, reliable, sustainable and interoperable with current
public safety evidence and operating procedures. In addition, we understand that civilian city employees
and park patrons alike can play a crucial role in supplementing this real-time crime prevention system,
especially if given the appropriate telecommunication tools. We have taken these elements into
consideration and designed a solution that will supplement current public safety efforts with the help
they so desperately need. In addition, our solution provides its own independent deterrent effect to
crime in the implementation coverage area due to its conspicuous and pervasive design.
SHIELD RTCP provides the telecommunications system geared toward real-time crime
prevention. Our solution incorporates municipality-owned fixed and mobile high-definition cameras and
fixed emergency telephones. These municipality-owned elements are additionally supplemented by the
use of our specifically designed app for cellular smartphones and a companion website for other
portable devices such as laptops and tablets. These devices provide real-time information updates to all

users as well as allow them to record data into the system while within the confines of the park. All of
these devices feed our network with a large amount of data. Our solution for the networking of this
system accounts for recording, secure storage, retrieval, and disaster recovery of data.
A simple and effective training plan for all park patrons, public safety personnel, Emergency
Management volunteers and support staff is also included within our solution. Training will be
completed either by in-person presentations or an online course taken from our website. Training
requires minimal time to complete for most users which can typically be done in less than thirty
minutes. Our solution is highly end-user friendly and requires minimal technical skill to operate. More
advanced training for public safety, IT support services, and RTCP system control personnel is provided
as well. Cross training for the traditional 911 Communications Center staff to operate the system’s
control center, if the need arises, is currently being negotiated with the 911 board.
Our solution is scalable and can be easily modified as conditions change. Scalability variables can
be adjusted for staffing numbers, budget adjustments, the geographic make-up of the desired
implementation area, as well as the response needed due to fluctuations in crime patterns. Our full
proposal provides a detailed six-month timeline for the initial implementation of this solution.
Innovative design concepts and educational programs geared toward crime prevention have also been
incorporated into our solution to enhance the telecommunication aspect. Finally, our solution is well
below the prescribed budget parameters while still taking into consideration initial sunk costs and the
sustainability of hardware, software, personnel expenses and other innovative concepts over the
The SHIELD Real-time Crime Prevention (RTCP) System was designed from the ground up with the safety
of all users in mind. Our solution is designed with robust telecommunications technology purposefully

built for real-time crime prevention while maintaining ease of use for all end-users. We then take our
solution a step further and provide additional innovative concepts to supplement the
telecommunication aspects of our system. Our solution provides the following services and functions:
● Control Centers (2). There will be two control centers, one will be located in the 911
Communications Center. This will be staffed during park operating hours (7am - 11pm) 7 days
per week, and additionally upon request for special events, by trained staff. The staff salaries are
covered in our proposed budget. The second control center will be located in the park office. It
will be a slightly scaled down version of the main control center, but will maintain nearly the
same functionality. This secondary control center’s main uses will be for maintenance on the
park’s system and for park staff to be able to view camera images when needed.
● Two 100TB servers and 20TB of cloud storage through Google. One server will provide main
storage at the 911 Communications Center and the other serves as a backup and recovery
system located at the park office. Long term storage of investigative evidence and additional
disaster recovery is provided by the cloud storage option.
● Fixed HD Bosch NBN-80122-F2A cameras (25). These cameras will be strategically placed
throughout the park. They will be contained within weatherproof housings affixed to existing
structures within the park such as buildings and light poles.
● Body worn Wolfcom 3rd Eye cameras (20). These will be worn by park staff, park police and
volunteers while on duty. The number of cameras in use will be determined by the number of
the staff on duty at any one time.
● Lighted ETP-MTE VoIP Emergency Call Boxes (20). These will be strategically placed throughout
the park. They will provide VoIP one-touch calling to the system monitoring station at the 911
Communications Center.
● Wolfcom Emergency Management Solution software. This will incorporate fixed and mobile
camera data. Data will be accessible to authorized personnel. Video will be stored for 30 days
unless specifically requested to be kept longer.
● Stand alone network. This network includes the telecommunications switch closet located
within the park to the 911 Communications Center system monitoring station. Communication
between the two remote locations will be provided by Comcast Business Class service.
● Smartphone App and Website. The app and website will provide park patrons with the ability
to report incidents and submit video feed or images. App users can request immediate
assistance from local law enforcement in two clicks.

● SHIELD RTCP System Training. Six initial system Train-the-Trainer sessions for park staff, public
safety, Emergency Management volunteers and system control personnel is provided by SHIELD
Consulting during the first 6 month implementation period. Five additional training sessions over
the seven and a half years following are also provided if refresher or additional training is
needed. All training will be scheduled as needed and the length of each session will depend on
the needs of the group being trained and the type of training presented.
● Innovations to supplement the telecommunications system. Requested public service
announcements of the system implementation will be made to all local radio stations to raise
awareness for park patrons to utilize the services provided. Also, this will serve to begin the

deterrent effects of its existence to would-be criminals. Ten empty camera housings are
incorporated to provide the illusion of heightened security. Free scheduled presentations in the
park will made by public safety trainers geared toward the education of park patrons in regards
to personal safety considerations and their response to emergency situations. These will be
announced via public service announcements over local radio as well as pushed out as
notifications via the RTCP system app and website. Funding for free handouts such as bike locks,
gun locks and emergency whistles for attendees are provided by our solution. Free safety tip
flyers (also containing information about the RTCP system) will be readily available at the park
office. Printing for these flyers is included within the cost of our solution. Free technical training
sessions on the use of the app and website are provided to the public by public safety trainers.
These sessions will be held at the park and scheduled as requested through the provided
website. Minimum numbers of attendees will be required. Emergency management volunteers
will replace or assist public safety and control center staff, when available, to mitigate personnel
issues if they arise.
Usage Scenarios:
Our system provides many solutions for all users to more efficiently and effectively conduct business:
Scenario 1. Park patrons and park staff are provided with an increased level of security and response
options to criminal and emergency situations that otherwise would be unavailable. For example, if park
patrons or staff are involved in, observe, or are made aware of a situation, they will have several options

surveillance to call for immediate assistance.
2. For both groups - use the provided app to signal for GPS specific help and have the
ability to record and transmit video of the situation if they choose.
3. For both groups - physically signalling for help from within the view of a fixed camera
will alert system control personnel to the need for assistance. The location is known by
personnel by the location of the camera within the park.
4. For park employees - use their portable body camera to capture video while they call
911 on their cell phone or from one of the call stations.
Scenario 2. Responding public safety officers will have the ability to use the public safety login feature of
the app on their smartphone or the website from their in-car mobile data terminal (MDT) to see video of
incidents in real-time as they respond. 911 Center dispatchers will also be provided with real-time
updates of an incident from the RTCP System control center personnel. This information will then be
Scenario 3. The existence of this solution will greatly mitigate the need for routine patrol in the
implementation area. The conspicuous and pervasive design of the camera housings, emergency call
boxes and body cameras worn by park staff will present their own deterrent effect to criminal behavior.
They also allow for quicker response times to non-criminal emergency situations such as injuries,
illnesses or lost persons within the coverage area. This will allow public safety units to dedicate more
Scenario 4. Criminal case follow-up investigations will benefit in two ways. First, the video provided by
the RTCP system offers great evidentiary value to investigators and the prosecutor’s office. The video
can capture the actual criminal act or suspects and witnesses in the area. Secondly, the benefit of the
system’s ability to store the high-definition video for a 30 day period is crucial. This provides the
investigative staff a window of time, previously unavailable, in which to respond to related incoming
cases and secure this evidence for an extended period of time for prosecution.
Mobile devices must meet the following specifications to run the app:
We have chosen to keep this potentially sensitive data secure by storing it in-house on two separate,
redundant 100TB servers. In the case of a power outage, we will have a gas powered generator at the
park office. These generators will subsequently power the switches, fixed cameras, and the emergency
call towers. The 911 Communications Center is already setup with emergency backup power. If there
are any power blips, the uninterrupted power supply will automatically kick on and will provide at least
27 minutes of power. SHIELD will train municipality IT staff for the support of this system.

Solution Architecture:
Equipment
Fixed cameras. Our system utilizes the Bosch NBN-80122-F2A (PoE) HD camera. These cameras offer 4k
Ultra HD and a 1080p resolution. This camera also offers intelligent Video Analysis, meaning that the
camera can be programmed to notify the monitors when activity is happening in a certain camera field
of vision. This can be extremely helpful for after park hours monitoring. The camera housing used is the
Bosch UHO‑HBGS‑11. This is an enclosed housing with a tinted front window. We have decided to
purchase a total of 35 camera housings that will be mounted in various locations around the park. Ten of
the camera housings will be empty. There are two types of mounting accessories available. The two
different mounting accessories provide for all possible mounting options and include the Bosch LTC
Transmitting equipment for 4K Ultra HD Cameras. Our solution will utilize the Cisco Meraki
MS320-48FP PoE switch. This switch provides enough port density and the PoE function to power all 25
fixed cameras. This switch is also stackable in the event that additional ports are needed. Category 6
ethernet cabling will be used to connect cameras via PoE. Cameras that are at a distance greater than
100 meters will be equipped with the Outreach Max PoE extenders. The number of Outreach Max PoE
Data Storage. In order to store data, we will use two 100TB servers, HP XP7, and 20TB of cloud storage
through Google. One server will be located in the secure 911 Communications Center and the other at
the system workstation in the park office. The park office server will serve as the backup/disaster
recovery unit for the system. We will use Bosch DIVAR IP 7000 1U DIP-7040-00N to capture the data
Body worn camera for park staff. The body camera that we chose is the Wolfcom 3rd Eye Body Camera.
These cameras have 1080p resolution and H.264 video compression. The camera offers 17 hours of
video storage on the device and has an internal GPS to tell where the recording is taking place. The
camera also provides a wide angle lens offering a 120 degree field of vision. This camera comes with a
set one-year warranty with the option to extend to two-years and free upgrades if a new camera from
Wolfcom is introduced to the market. These cameras also offer two-way audio so it can act as radio
between park staff. There are two types of mounting devices provided as stock items as well as charging
cords, HDMI, and USB cables. Downloading of the mobile cameras is achieved by attaching them to the
park office computer, via USB, which will house the Wolfcom Evidence Management Solution. Charging
Emergency call boxes. Our solution uses 20 Talkaphone ETP-MTE (blue dome lighted) tower stations and
push-to-talk function. Connectivity for the emergency phones will be provided by Category 6 ethernet
cable to the PBX in the park office. The units will derive their power from the existing power lines in the
park. We provide the call box functionality by use of the PBX_IP PBX system also provided by
Talkaphone. This includes all 20 call boxes and two licenses for PBX-IPPHONE desk phones, one phone
to be utilized in the park office and one in the 911 Communications Center to receive calls. We would
initially use 20 of the 56 port licenses available with this PBX system. This allows for future

compatible with our body cameras and has been highly rated on its ease of use. It is robust and
customizable while maintaining compliance with IACP (International Association of Chiefs of Police)
standards. We are able to run our surveillance cameras and body cameras through the same software,
which allows for a more streamline monitoring process. This software allows for the organization of
digital evidence to be prioritized and stored in a central location or distributed locations. Our storage
solution utilizes two 100 TB servers and 20 TB of cloud storage through Google. The server in the 911
Command Center will be the main server, and the server in the park office will be the redundant server.
Each server will be partitioned with VMWare which will create additional redundancy within the servers.
The computer we will use to run and manage our RTCP will be the Lenovo K450e. This machine
was chosen based on the client specifications that the softwares list in their manual. This specs of this
This graphics card offers around the same quality of service, however, the 4600 Intel HD Graphics tends
to have more power. We will purchase a monitor separately from the desktop tower because Lenovo
does not offer an affordable option to meet the client requirements. Therefore, we will purchase the
ASUS VS24AH-P. This monitor offers the the correct pixel sizes and the minimal size requirements. It is a
24” monitor with 1920x2000 pixels. We selected Comcast Built for Business internet with download
speeds of 150Mbps and upload speeds of 20 Mbps. This service is rated to handle the capacity of
storing and sharing large amounts of media. This is ideal for the amount of video that will be recorded
Communications Center, there is a backup generator at each location. The backup generator at the park
office can withstand up to 150 mph winds and temperatures of -41 degree fahrenheit. The UPS allows
for at least 27 minutes of uninterrupted power if using 80 kW which will provide power to our servers.
As long as the server is functioning appropriately, all of our cameras will remain operational. The
primary server is located in the 911 Communications Center with redundancy located in the park office.
We store active evidentiary data on the paid Google cloud storage. In the event that both servers go
management plan. We have developed an algorithm that accounts for current industry practices and
inflation. This forecast will not take into account the advancement of technology that is not already
known or the reduced cost of certain technologies because of proprietary ownership being relinquished.

1-year manufacturer's limited-warranty. However, for $350 per camera, Wolfcom offers a standard
2-year warranty that encompasses a free upgrade of warrantied cameras when a new Wolfcom camera
is released to market. Our plan is to warranty 15 cameras and use five cameras solely for backup
purposes. Since Wolfcom promises to release a new camera every 18 months, the 15 warrantied
cameras will be replaced for free with five cameras still in good condition. The goal is to replace all 20
warranty. The only maintenance we foresee is the need to purchase light bulbs for the top of the towers
(Talkaphone ETP-EL 12/24). We recommend the purchase of 20 extra light bulbs, one for each tower, at
the time of the original purchase of the emergency call towers (no inflation need be applied). The bulbs
will cost $470 each or $9,400 for 20. Replacement should not be needed for the call towers or any of the

not needed within the eight year window of this project. We suggest incorporating a credit of $5,000 for

warranty is not available and should not be needed. This item should be replaced on the same schedule
as the Wolfcom 3rd Eye body camera at the 4 and 8 year mark after total implementation. The cost for a
similar computer in 2019 would be approximately $1132 and $1263 in 2023 per computer. The total
eight year sustainability for the replacements of the computer towers will cost approximately $5792.
The Asus VS24AH-P monitor comes with a 3-year complete warranty. This should be replaced on the
same schedule as the previous two components. The monitor’s anticipated cost will be near $249 in
2019. The next scheduled replacement would be in 2023 and the estimated cost would be $278. It is
believed these monitors will come with a very similar warranties. We suggest incorporating a credit of
