Q.1) Which Quantities are measured by 3 Ph Energy Meter ?

Ans: The Energy meter measures KWh, KVAh , RKVAh lead, RKVAh lag, MD KVA and Instantaneous PF .

Q.2) What is formula for computation of power factor previously used ?


Ans: The quantities like KWh , RkVAh lag , RkVAh lead , MD KVA will read through AMR/MRI from
Consumer installed meter during the billing period .But RKVAh lead consumption was ignored for
calculation. Therefore P.F.was calculated by following formula:

PF = KWh
KWh 2 + ( RKVAh Lag )2

Q.3) What is the formula for Computation of Avg. Power Factor as per MERC order
no. 195/2017.?
Ans: The quantities like KWh , RkVAh lag , RkVAh lead , MD KVA will read through AMR/MRI from
Consumer installed meter during the billing period .Now RKVAh lead is taken in to consideration as per
MERC MTR order 195 dtd.12.09.18 .From above readings, P.F. will be calculated by following formula:

Q.5) What is Criteria for Power factor Incentive ?


Ans: Whenever the average Power Factor (PF) is more than 0.95 Lag and upto 1, an incentive shall be
at the rate of the percentage (as per MERC order) of the amount of the monthly electricity bill,
excluding Taxes & Duties. Previously it was for the P.F. more than 0.95 .
However,there is no incentive and penalty whenever the average power factor is more than 0.95 Lead.

Q.6) What is Criteria for Power factor Penalty ?

Ans: Whenever the average Power Factor (PF) is less than 0.9 (Lag or Lead), penal charges shall be
levied at the rate of the percentage (as per MERC order) of the amount of the monthly electricity bill,
excluding Taxes & Duties. In previous order it was for P.F less than 0.9.

Please Note that there is No ceiling to penalty as it is in case of Incentive (3.5%).

Q.7) What is meant by PF 0.85 lag and lead ?


Ans: If PF= 0.85 , it means 15% power does not result in actual work directly. If ratio i.e. P.F. is 0.85
lagging that means 15 % power is used by inductive elements. If ratio is 0.85 leading it means 15 %
power used by capacitive elements that don’t result in actual work.

Q.8) what is effect of lagging and leading Reactive power on electrical system ?
Ans: The effect of Lagging P.F. & Leading P.F. due to Lagging & Leading Reactive power is same in
electrical system, i.e. drawing more current & increasing I 2 R losses by load as compare to unity power
factor (P.F). Hence Power Factor Penalty is on both Lagging & leading P.F. below 0.90.Sometime
leading power factor can result into overvoltage in the system, also results in insulation failure and
system instability.

Q.9) Explain the case of power factor incentive?


Ans:

KWh = 10785, KVAh = 11445, RKVAh Lag = 1800, RKVAh Lead = 153

Q.12) To which consumer Load factor Incentive is applicable ?

Ans: Load factor Incentive is applicable for the Consumers in tariff categories HT I-Industry , HT II-
Commercial & HT IX –public service .

Q.13) How much percentage of Load factor will be considered for Incentive ?

Ans: Consumers having load factor above 75% & upto 85% will be entitled to an incentive in the form
of Rebate of 0.75% on the energy charges for every percentage point increase in load factor from 75%
to 85%.

Q.14) How much incentive is applicable if load factor is above 85%?

Ans: Consumer having load factor above 85% will be entitled to rebate of 1 % on the energy charges
for every percentage point increase in load factor from 85%.

Q.15) What is the limit ( Ceiling) to rebate of load factor incentive?

Ans: The total rebate will be subject to Ceiling of 15% of the energy charges applicable to the
consumer.

Q.16) What is criteria for load factor incentive ?

Ans: Load factor incentive will be available only , if the consumer has no arrears with the Distribution
licensee & payment is made within seven days from the date of electricity bill.

Q.17) What is criteria for disallow load factor incentive?

Ans: In case the consumer exceed its contract demand (including during the non-peak hours ,
i.e.22.00hrs to 06.00hrs) in any particular month , the Load Factor Incentive will not be payable to the
consumer in month . This criteria is applicable as per MERC MTR order 195 dt.12.09.2018.

Q.18) What are Wheeling charges as per voltage level ?


Ans: As per MERC order Hon'ble Comission has introduced wheeling charges for 22 KV Voltage level
and revised wheeling charges for various voltage levels are as below :

Q.30) What are the new features introduced in new MTR order which were not there
in previous order ?
Ans: 1) Introduction of 0.25 % discount on digital payment in order to support the initiatives of the
government a discount of 0.25 % of the monthly bill (excluding taxes and duties ) subject to a cap of Rs.
500/- shall be provided to LT category consumers for payment of electricity bills through various mode of
digital payment such as credit cards, debit cards, UPI, BHIM, internet banking, mobile banking, mobile
wallets, etc.

2) Introducing new mode of communication

a) Disconnection notice under section 56 of Electricity Act-2003 can be given through digital mode
such as WhatsApp message, E-mail, SMS, etc.

b) The licensee can also use the digital medium of communication for issuing other information to the
consumers including information regarding billing, outstanding payment, outage details, etc.
