ESSENTIAL REQUIREMENTS FOR LIGHTING PRODUCTS


UNDER THE CE MARK

1. Introduction
For lighting products, the CE Mark of the European Communities signifies the manufacturers (or
responsible vendors) self-declaration of conformity with the following directives (and regulations):

 2014/35/EU Low Voltage Directive

 2014/30/EU Electromagnetic Compatibility Directive

 2014/53/EU Radio Equipment Directive

 2009/125/EC Energy Related Products Directive

2. Simplest Route to Conformity


In many cases harmonised European Standards offer a presumption of conformity with the
requirements of EU Directives/Regulations and as such offer the easiest approach for manufacturers
to satisfy their requirements.

A list of standards providing a presumption of conformity or assisting conformity with EU Directives


are detailed in the Official Journal of the European Commission. The situation of standards
supporting the above mentioned directives is as follows:

3. Departures from Standards


Departures from the standard, for example by not meeting the full performance requirements, would
mean that the technical file, and perhaps the declaration of conformity, would need to reference the
fact that the standard had not been applied in full and would have to detail the compliance route.

Such deviation might cause problems with enforcement authorities as there would have to be a
subjective interpretation which would differ depending on who was doing the interpretation and on
this specific design solution and the intended use of the product. Enforcement authorities in other
Member States could have different interpretations!

There will no doubt be occasions where manufacturers cannot, for one reason or another, fully
comply with the standard; the manufacturer will then have no option but to deviate, but they must
still only place conforming products on the market and document the means by which the essential
requirements have been satisfied.
