Terms of Reference

MEDICAL DOCTOR

BACKGROUND

Yayasan Indonesia Bhadra Utama (IBU Foundation) is focused on strengthening community


empowerment, research and two-ways policy engagement, in poverty alleviation, maternal and child
health, early childhood development as well as disaster risk reduction programs.

IBU Foundation (IBU) is currently responding to the earthquake and tsunami disaster in Central
Sulawesi by sending the trained volunteers and staff to implement Psychosocial support and Non-Food
Items (NFI) distribution through programs which is titled “Rumah Kencana”. After the interventions,
however, there is a need for IBU to scale up the current response to fill the gaps in health, nutrition
and sanitation and hygiene, especially during the early recovery phase which will possibly last more
than 3 months. In this current project, IBU aims to provide services to 10 affected locations in
Donggala and Sigi Districts which can include IDP camps and affected villages. The project duration is
for 6 months with possible extentions based on the needs.

The objective of the project is to establish sufficient access to affected population especially mothers
and children to health and nutrition services and sanitation and hygiene facilities.

The project has four outputs which are:


 Output 1. Health Service:
o To provide access to affected population especially mother and children to integrated
health services
 Output 2: Sanitation and Hygiene Promotions:
o to provide sufficient access for children and mothers to hygiene kits and hygiene
promotion activities to prevent some key diseases by promoting Hand Washing and
Distribution of Hygiene Kits
o To ensure sufficient access for affected population to latrines
 Output 3. Infant Young Child Feeding in Emergency (IYCF-E)
o increased access of Pregnant and Lactating mothers to trained IYCF Counsellors (peer
counsellors and/or BF counsellors)
o Increased access of Pregnant and Lactating mothers to information and IYCF
counselling activities
 Output 4. Nutrition Surveillance, Supplementation and Referral
o Establish nutrition screening for Children under 5 using Middle Upper Arm
Circumferences (MUAC)
o Provide targeted supplementation for malnourished children (HEB and other
micronutrient supplementation will be provided by MOH/ Nutrition Sub clusters
o provide support for families with children of SAM who need to be admitted to
TFC/Hospitals
THE ROLE

IBU is seeking a Medical Doctor that will support the effective and efficient implementation of the
project in providing medical/health outreach activities including health promotion, counseling for
Infant Young Child Feeding in Emergency (IYCF-E) and nutrition screening for children under 5 with
appropriate management for children with malnutrition.

This position will directly report to the Project Coordinator. In addition, the successful candidate will
coordinate closely with the Nutrition and Sanitation Officers. He/she will also work under general
supervision of the Program Director and Advisor at IBU Headquarter.

SPECIFIC TASK
o Develop and maintain a workplan of current assigned portfolio.
o Plan and conduct medical/health outreach activities (including health promotion) to affected
populations, mainly mothers and children with coordination with Local Puskesmas.
o Coordinate with nutrition officers to ensure pregnant and lactating mothers are able to access
information on IYCF and counseling activities with appropriate messages.
o Coordinate with nutrition officers to ensure that all children under 5 years old are screened
using MUAC and ensuring that all malnourished access are provided micronutrients
supplementation.
o In coordination with Project Coordinator, attending any technical working group coordination
meeting in health and/or nutrition clusters
o Provide referral to families and or children when needed to the health facilities
o Collect and analyze data and report it to the Project Coordinator
o Coordinate with local Puskesmas regarding data and numbers of medications needed

LENGTH OF ASSIGNMENT:
The length of the position is for 6 months with possible extention, based on the needs.

PERSONAL SPECIFICATION
The candidate should be a motivated and proactive Medical Doctor with the right combination of
talent, energy and commitment. In addition, the candidate is expected to have the following criteria:

o The ideal candidate should hold the Medical Degree and finished internship, strongly preferred
having public health experience
o Officially registered (Having Surat Tanda Registrasi/STR) at the Indonesian Medical Council
o A sound knowledge in the Maternal and Child Health Issue
o Knowledge in public health nutrition and sanitation
o Ability to effectively present information and respond to questions from government agencies,
donors and other stakeholders.
o Ability to collect and analyze data and effectively write it in the report;
o Ability to deal with problems involving several concrete variables in standardized situations
and Make decision and solve problems in complex situations.
o Ability to work under pressure and meet deadlines with many tasks at one time.
o Demonstrate computer skills in Microsoft Office Suite applications including Word, Excel,
PowerPoint, and advance skills in the use of other internet tools and application
