Sub: An appeal for allocating sufficient fund and releasing grant


to Research Councils to disburse the arrears of pre 2016 and post
2016 pensioners’ & family pensioners’ – regarding.

Respected Sir,

With reference to our letter No. 1-1/2018-19/NFPAC/GB/24 dated


5thNovember 2018 on the subject cited above, we would like to submit that
our requests before the authorities to release the 7th CPC arrears of pre 2016
& post 2016 pensioners and family pensioners of five Research Councils
(CCRAS, CCRUM, CCRH, CCRYN & CCRS) are still unattended. We have
contacted the authorities of these Research Councils and it has been observed
that these Councils have already submitted Revised Budget for the purpose
and which is pending with the Ministry for consideration and approval.
Therefore, we humbly request to kindly approve the RE to all these Councils
urgently and release the grant on priority basis so as to get our arrears
without further delay.

In this context, we state that these councils are wholly funded by the
Ministry of AYUSH and service conditions, pay structure and other service
benefits are at par with the Central Govt employees’ and pensioners’. But still
we have to wait for a long time and that too indefinite period to get the
legitimate rights within a reasonable time.

The Pensioners and Family pensioners of these Councils were getting


medical reimbursement facilities and CGHS etc prior to 7th CPC and the
same was withdrawn by the authorities, which need to be reinstated urgently,
keeping in view the service rendered by us continuously for more than 03 to
04 decades at different parts of the nation. Besides the above, we further
appeal to the Ministry of AYUSH to kindly direct the Councils authorities to
extend all medical facilities, including enhanced FMA @ Rs. 1000/- PM to
the pensioners & family pensioners, who resides the area where CGHS
facilities are not covered.
It is further request your good office that while considering all such
pending benefits as per 7th CPC, necessary administrative guidance may be
given to all the seven Councils to release the due benefits in a uniform
manner, so that the uniformity and equality should be maintained among the
pensioners of all councils, to which your good office is the well administrative
authority.

We solicit your kind interference to dispose of all the pending issues


at the earliest.
