DepED Order No. 54, s. 2009 (X. Transitory Provision) provides: “Existing and

duly recognized PTCAs and its Federations shall no longer be given recognition

effective School Year 2009-2010. They shall cease operation at the end of School Year

2008-2009 and given until June 30, 2009 to dissolve, wind up their activities, submit

their financial reports and turn-over all documents to the School Heads and Schools

Division Superintendents, respectively;

Whereas, there is a need to clarify the purpose and intent of such provision to

mean that PTCAs that do not conform to these guidelines shall no longer be given

recognition but in no way to abolish the PTCAs;

Wherefore, the same Transitory Provision of DepED Order No. 54, s. 2009 shall

read as follows:

X. Transitory Provision

Existing PTCAs, whether SEC registered or not, may conform to these

Guidelines effective School Year 2009-2010 in order to be recognized as the duly

constituted PTAs; provided, that PTAs already existing and duly recognized at

the time of the signing of this Order shall continue to exist and operate as such

subject to this Order and other existing rules and regulations of the Department.

As used in this Act, the term “teacher” shall mean all persons engaged in

classroom teaching, in any level of instruction, on full-time basis, including guidance

counsellors, school librarians, industrial arts or vocational instructors, and all other

persons performing supervisory and/or administrative functions in all schools, colleges

and universities operated by the Government or its political subdivisions; but shall not

include school nurses, school physicians, school dentists, and other school employees.

Provided, further, That in the absence of applicants who possess the minimum

educational qualifications as hereinabove provided, the school superintendent may

appoint, under a temporary status, applicants who do not meet the minimum

qualifications: Provided, further, that should teacher-applicants, whether they possess

the minimum educational qualifications or not, be required to take competitive

examinations, preference in making appointments shall be in the order of their

respective ranks in said competitive examinations: And provided, finally, that the results

of the examinations shall be made public and every applicant shall be furnished with his

score and rank in said examinations.

the world and its complexities, and to provide an appropriate and adequate foundation

for future learning.

Learning to do: to provide the skills that would enable individuals to effectively

participate in the global economy and society.

Learning to be: to provide self analytical and social skills to enable individuals to

develop to their fullest potential psycho-socially, affectively as well as physically, for a

all-round ‘complete person.

Learning to live together: to expose individuals to the values implicit within

human rights, democratic principles, intercultural understanding and respect and peace

at all levels of society and human relationships to enable individuals and societies to live

in peace and harmony.

Consistent with the provision of Article 77 of Presidential Decree No. 603 as

reiterated in Section 77 of Batas Pambasa Blg. 232 otherwise known as the Education

Act of 1982, the Department of Education hereby issues the revised guidelines (copy

enclosed) on PTAs/PTCAS to make these associations more responsive to the

demands of the present times.

The guidelines shall serve as the primary and guiding parameters in the conduct

of all PTAs/PTCAs school based activities.

The regional offices shall keep a registry of PTAs/PTCAs accredited/ recognized

by the school principals and submit a consolidated list to the Office of the

Undersecretary for Regional Operations (Attn.: Employees Welfare and Benefits

Division) not later than two months after the opening of every school year.

All previous memoranda, orders, circulars, and/or guidelines inconsistent with

this Order are deemed amended and superseded.

Immediate dissemination of and compliance with this Order is directed.
