Tasks of the Oversight Committee:

1. Prepare a policy for management and budgetary instruments for the smooth implementation of FIRM
including, but not limited to, issuing the necessary technical bulletins and IRR specific to DENR’s
budgetary provisions I the GAA;

2. Ensure that all key environmental laws are carried out in the SIAD process;

3. Activate all the appropriate DENR staff in the field to competently and honestly participate and
provide participatory leadership in FIRM;

4. Identify the team from the Central Office that will undertake an independent external audit of the
FIRM; and

5. Take responsibility for other tasks that would emerge during the process.

The Policy and Planning Service together with the Financial Management Service shall serve as
the Secretariat to the FIRM Oversight Committee.

ADHOC Committee

Tasks of the ADHOC Committee:

1. Database management of investment related information such as registry of potential areas suitable
for various investment categories;
2. Policy formulation and revision related to forestry investments;
3. Collaboration among DENR, DTI (BOI, BoC), DILG-LGUs, DOT, DOE, NCIP to harmonize, streamline, &
amend investment-related policies;
4. Technical assistance thru capacity building training and activities related to forestry investments in
field offices.
5. Review, evaluation and issuance of tenure and other management arrangements

The Forest Investment Development Division together with the Office of the Director shall serve
as the Secretariat to the FIRM ADHOC Committee.
