PD 1570 – Philippine Aeronautical Engineering Decree

June 11, 1978

Governs:
 Standardization of aeronautical engineering
 Examination for registration of aeronautical engineers
 Supervision, control, and regulation of the practice of aero eng in the Phils

The Board
 Chairman (appointed by the President of the Phils from among the registered aero eng
of recognized standing in the Phils upon recommendation of the Commission)
 Two officers (appointed by the President of the Phils from among the registered aero
eng of recognized standing in the Phils upon recommendation of the Commission)

Qualifications of Board Members


 Citizen and resident of the Phils
 At least thirty-one (31) of age
 Holder of the degree BS in Aero eng
 Registered aero eng under this decree, with the exception of the first group of
appointees
 Had been in active practice of aero eng or teaching of subjs thereof for at least ten (10)
years
 Not a member of the faculty of any univ, college, institute or school where a regular
course in aero eng is taught or review classes conducted.
 Not financially interested
 Not an elective officer of any professional assoc or org of aero eng

Term of Office
 3 years
 No member of the Board shall serve for more than two (2) successive complete terms

Duties of the Board


 Administer oaths or affirmations
 Issue, suspend or revoke certificates of registration for the practice of aero eng for
justifiable cause
 Exercise powers as may be necessary for the maintenance of good ethics, morality and
professional standards
 Coordinate with the Commission in prescribing, amending, or revising collegiate courses
 Determine and impose essential requirements and facilities

Annual report of the Board


 Within sixty (60) days following the end of each fiscal year

Qualification for examinations


 At least twenty-one (21) years of age
 A citizen of the Phils or of a foreign country qualified to take the exams under existing
laws
 Must be of good moral character and reputation
 Holder of the degree of BS in Aero Eng from any institution of learning recognized by the
Govt of the Phils
 Must not have been convicted of any crime involving moral turpitude.

Passing average
 GWA of seventy-five percent (75%) in all subjects with no rating below fifty percent
(50%) in any subject
Report of Ratings
 Within ninety (90) days after the last day of the exams
 All ratings shall be released at least seventy (70) days before the next examination
period

Certificate of Registration
 All successful candidates in the written exams shall each be issued by the Board a
Certificate of Registration as Aero Eng upon payment of the req fee.
 Signed by the Members of the Board
 Approved by the Commissioner
 Bear full name of the registrant, serial no. of cert, authenticated with the officials seal of
the Board
 Before commencing the practice of aero eng, all registrants under this Decree hall be
required to take professional oaths before the Board or before any person authorized to
administer the same

Registration without examinations


 Members of the first Board
 Applicants other than the Members of the first Board who has at least five (5) years of
active practice in aero eng and;
 Shall indicate that he could be entrusted to perform or render professional aero eng
service (teaching of aero eng in any recognized univ, college, institute, or school shall be
considered as active practice of aero eng PROVIDED certified by the Registrar of the
institute of learning concerned and under oath)

Temporary registration; issuance of special permits


 Aero eng from foreign countries called for consultation
 Any person from foreign countries employed as technical officers or professors in such
specialized branches of aero eng
 Special permit is renewable every year

Refusal to issue certificate


 To any person convicted by a court of competent jurisdiction of any criminal offense
involving moral turpitude
 To any person guilty of unprofessional, unethical, immoral or dishonorable conduct
 To any person of unsound mind

Meaning of practice of aero eng


 Holding out oneself as skilled in the knowledge, science, and practice of aero eng
 Qualified to render professional services as an aero eng
 Offering or rendering, or both, on a fee basis
 Services such as planning, designing, analyzing, constructing, assembling, installing,
altering or maintaining aircraft structures, power plants or accessories
