Brief History
It was in 1984 when apiculture/beekeeping was introduced as a project of the Don Mariano
Marcos Memorial State University (DMMMSU) College of Agriculture and Forestry (CAF),
Bacnotan, La Union. In 1991, by virtue of DMMMSU Board Resolution No. 91-160, the
Apiculture Training and Development Center (ATDC) was established with the help of
beekeeping experts from Fairview College, Canada. ATDC based in DMMMSU was regarded as
the only apiculture center ever established in the Philippines however, the Center had limited
functions and resources. To better manage the beekeeping industry, the beekeepers,
stakeholders, and other industry players back then, clamoured for an authority. Earning the full
support of Congressman Manuel C. Ortega, First District of La Union who sponsored House Bill
10594 and Senators Loren Legarda, Nikki Coseteng and John Osmena who filed and sponsored
Senate Bill 2199, in August 10, 2001, Republic Act 9151 was signed into law by H.E. Gloria
Macapagal-Arroyo, President Republic of the Philippines. R.A. 9151 abolished the ATDC and
created the present National Apiculture Research Training and Development Institute (NARTDI)
located at the DMMMSU-North La Union Campus (NLUC), Sapilang, Bacnotan, La Union.
Dr. Apolonio S. Sito who started the beekeeping project in DMMMSU, initiated the
establishment of the ATDC until its conversion into a National Institute (NARTDI), served the
apiculture industry for three (3) decades until his retirement in October 31, 2013. Under his
leadership, a number of beekeeping breakthroughs were put into record. Dr. Sito collaborated
with many local and foreign government and private entities that paved way for the
advancement of the emerging api industry. His initiatives in linking with State Universities and
Colleges (SUCs) resulted to the formation of regional and Provincial Apiculture Satellite Centers
in Luzon and Visayas islands that serve as arms of the Institute. He also facilitated the
establishment of the La Union Honeybee Center situated in Raois, Bacnotan, La Union. The
Beekeepers Association of the Philippines, Inc. the Beekeepers Network of the Philippines,
among other local beekeeping associations, were organized during his term.
After Dr. Sito’s retirement, Dr. Jaime C. Dangle was appointed as OIC-Director on November 01,
2013 and officially as Director from December 01, 2013 to September 06, 2015. After his term,
Dr. Pablo L. Masiong was designated as the new Director from September 07, 2015 until his
mandatory retirement in June 11, 2018. Despite the limited manpower and resources of
NARTDI to include the natural and uncontrolled situations that affect beekeeping activities, Dr.
Dangle and Dr. Masiong still equally and effectively carried out the Institute mandate and
contributed to the University and Country’s goal of alleviating poverty by providing additional
livelihood to marginal farmers while sustaining ecological balance to mitigate the effects of
climate change. From May 07, 2018 to present, Dr. Joana N. Quinquito is the new Director and
she continues the implementation of various beekeeping endeavors.
Mandate & VMGO
As prescribed by Republic Act 9151, the National Apiculture Research Training and
Development Institute (NARTDI) is mandated to:
1. Educate and train would-be beekeepers and apiculturists;
2. Conduct researches; and
3. Extend beekeeping technologies

national development.
Objectives:
The Research and Development (R&D) program of the DMMMSU-NARTDI adopted the program
planning cycle of the Department of Science and Technology (DOST) Philippine Council for
Agriculture, Aquatic Resources, Research and Development (PCAARRD).
This includes program formulation (Phase A) and program implementation (Phase B). The
prioritization of researches to be conducted at the Institute is based on the felt needs of the
industry particularly the problems encountered by the beekeepers and other beekeeping
supporters. Such problems serve as basis of researchers taking into consideration the available
share being extended by the University to the Institute.

active partners of the Institute in generating, piloting, diseeminating and extending
beekeeping information and technologies:
