Climate Change blamed

for landslides
LEGAZPI CITY -- The
head of the Office of Civil
Defense (OCD) in Bicol is
blaming climate change for
the disaster that recently
struck the region, where
57 people died in landslides
and flooding spawned by
the low-pressure area (LPA)
that has caused heavy rains
here in the past two days.
“Zero-casualty is our con-
stant goal, but there are situa-
tions beyond our control -- the
unusually heavy rains caused
by climate change,” OCD Re-
gional Director Claudio Yu-
cot said in a phone interview
on Monday.
Yucot said there are disas-
ter protocols being followed,
such as warning, evacuation,
and relief, but in the case of
an LPA, aside from warning,
there are no other disaster
protocols to be carried out.
He said that after the local
weather bureau downgraded
the storm warning signal 1
to an "LPA accompanied by
the tail end of the cold front
(TECF)," people were not ex-
pecting that this would bring
heavy rains that would trigger
landslides and floods.
“We have disaster protocol
when it comes to typhoons,
storms; but there are none for
LPA and TECF,” he said.

INFLATION EASING TO 5.5%: In-

abac are also flooded.
Typhoon Usman occurred in Dec.
28, 2018 and the landslides in Patitinan
happened on Dec. 29, 2018. Within 24

fell to 53.2 in December from 54.2 in
November. The quarterly PMI average
in the three months to December, how-
ever, was the strongest for the year. The
latest reading is still well above expan-
sion territory as a gauge of below 50
indicates a deteriorating business con-
dition. The five indicators: new orders,
output, employment, inventories and
delivery times.
Despite the slower growth in output
in December, this remained above the
2018 average as demand remained
robust. The domestic market played a
primary role in driving demand amid soft
export sales. With sustained growth in
sales, firms hired more workers to keep
on top of the increase in workloads.
Employment rose to its strongest level
in four months in December as firms
increase operating capacities. The em-
ployment rate was favorable.
TERM DEPOSIT RATES: Term de-
posits fetched lower rates across all ten-
ors as banks swarmed the first auction
for 2019 with funds coming back into the
financial system. The yield of the seven-
day tenor dropped by 11.19 basis points
to 5.0784% at the term deposit auction
facility (TDF) from a high of 5.1903%
last week. The 14th day term deposits
declined by 6.95 basis point to 5.1319%
from 5.2014% while the 28-day term de-
posit rate also eased to 5.1672% (from
5.2094%).

I laud and thank Pres. Rodrigo
Duterte for coming and looking at
the situation of the people in Bicol
not only as the president but as a

Provincial Capitol in Pili disappointed
many mayors who went there to talk
with him. They were not allies of the
Governor and Rep. Lray, and were
not allowed to speak. Next time when
you come to the prtovince, Mr. Presi-
dent, the venue where you will meet
with local officials should be on neu-
tral ground.
