THE QUALITY OF
PUBLIC WORKS
What Usman, as well as other natural
calamities past and present did, was
literally expose the quality of public
works in the province. For instance,
in Iriga the abutment at Waras Bridge
which led to its eventual closure,
showed why floodwater easily scoured
its adjoining base. In the same city, the
riprap at Balos river similarly displayed
the same cause why it got breached by
the floodwaters. Both have very loose
foundation, i.e. the materials used were
just small stones, some even the size of
a fist which were mixed with earth then
covered (pun intended) with concrete.
Any ordinary thinking homo sapiens will
certainly say those works were ampaw,
as we call it in the dialect.
These two examples recall the
imminent collapse of a DPWH project
deceptively called Nabua Dam when it
was located in Baao. When rains brought
by typhoon Puring in 1993 poured in, it
the dam showed cracks as it flooded
nearby barangays and threatened to
inundate more. When the water finally
subsided, the scoured base of the dam
showed the substandard materials
used. This also led to the dismissal
from service and imprisonment of three
DPWH officials.
Given the similarity of the two
examples to the 1993 DPWH project,
can the sovereign people go after those
responsible for these substandard
works which could have caused the
loss of lives of Iriguenos. Is there an
institution which monitor the quality of
projects implemented by the DPWH?
We also ask, is the riprap at Balos

After Typhoon Usman
devastated parts of Cama-
rines Sur in the Bicol Re-
gion, various organizations
and groups in Naga City,
together with the Local
Government Unit (LGU),
immediately organized re-
lief operations to help the
typhoon victims.

Poor Federation, Inc. (NCUP-

In an interview, Mayor
John Bongat shared that with
the financial assistance, they
hope that the affected munici-
palities will be helped with
the materials, goods and other

safe drinking water at, Buhi,
Iriga and Nabua and distrib-
uted 50 jerry cans to one mu-
nicipality in Buhi.

Welfare and Development

of 278 families or 1,131 per-

one of the hardest hit localities
in Albay during the rampage of
TD Usman, experienced severe
landslides and flooding,” Albay
Governor Al Francis C. Bicha-
ra said.
As reported by the Office
of the Civil Defense for Bicol,
Tiwi recorded the highest ca-
sualties in Albay, of which 14
were dead, three missing and
12 injured.
Bichara has ordered the
evacuation of residents in ba-
rangay Maynonong, Tiwi Al-
bay after the Mines and Geo-
sciences Bureau discovered
cracks in the area.
On the other hand, the De-
partment of Health (DOH) and
other partner agencies in the
province have also streamlined
its health services to address
the basic needs and uplift the
health status of the displaced
individuals.
“The DOH is actively in-
volved in the efforts to address
the need for medical services,
safe drinking water and sani-
tary toilet facilities. No one
must be ill. If there is inevi-
table illness, there are deployed
teams to provide check-ups for
the pregnant, elderly and chil-
dren," DOH Regional Officer

health and psychological sup-
port team has been deployed to
provide psychological first aid
to eight individuals and three
families in Tiwi, Albay who
survived the massive land-
slides.
The DOH in Bicol allocated
over P6-million worth of relief

in Albay, Sorsogon and Cama-
rines Sur.
Meanwhile, the social
workers of the Department of
Social Welfare and Develop-
ment (DSWD)-Bicol are cur-
rently conducting interview,
assessment and payout to the
families with dead or injured
members.
“Though we have noted the
increase in evacuation center
decampment, we are also fa-
cilitating the provision of finan-
cial assistance to those families
with death and injury,” DSWD
Regional Director Arnel Garcia
said.
DSWD will provide up to
P5,000 in instant cash as part
of the DSWD’s assistance to
individuals in crisis situation
(AICS). AICS is a social safety
net or a stop-gap mechanism to
support the recovery of indi-
viduals and families from un-
expected crisis such as illness
or death of a family member,
natural and man-made calami-
ties, and other dire situations.
