stranded at the Matnog Port,

weather, or a typhoon signal
is prevailing in Bicol or in the

At the Lower House, our honorable
representatives want to lower what is called the
minimum age of criminal responsibility or MACR
of children to 9 years.
At the Senate, they raise it to 12.
Both proposals depart from the provision of
R.A. 9344 or the Juvenile Justice and Welfare
System Act of 2006 which pegged the MACR at
15.
Both clearly sees the liability of the child even
at these age of minority.
The proponents argue that the issue of
minority has in fact become an escape hatch for
children in conflict with the law to evade liability.
These, they said make them easy victims
of syndicates who exploit them in committing
crimes like drug pushing and even murder.
Opponents of the proposal on the other hand
say that the children only account for little less
than 2% of the crime volume in the country, with
most of them petty crimes like thief which are
connected with poverty.
They add that children within those ages are
still within the formative stage of their mental
and psychological maturation. Hauling them to
prison is tantamount to sending them to a crime
school, which is diametrically opposed to the
principle of restorative justice.
As it is, Congress appears bent on lowering
the MACR, in obvious obeisance to the wish of
the President.
Their solution to a complex problem like
juvenile offense seems to be simplistic, a
penology matter without consideration of the
sociological effects of economic and societal
inequity.

for national elcctive offices starts – there
are many prohibitions and policies that

experts in the Senate. The best bet
is former presidential candidate Mar
Roxas (second placer to our incumbent
president). If only all those who voted
for him as “losing” president will vote
for him this time as senator – surely he
can work wonders in the Senate. He

It does not come as a surprise any more to hear even chil-
dren in their very young age and living in the most dire situa-
tion and in residing in very remote areas would say they like
to finish their studies and be provided with a better life. We
become sympathetic when a child living a miserable life and
whose parents could hardly feed him three square meals a
day would declare without batting an eyelash that he wants
to be a doctor and help his parents and himself have a bright
future.
What then is the one most important purpose of education
but to provide a quality life in the future and not just for him-
self but for his family and subsequently contribute to national
development.
There are several ways that right education, call it exact,
can be attained and the teacher plays a big and important role
in shaping the students to achieve a “delalidad na buhay.”:
Primarily, entails forging. Education begins at home and
the teacher, however, comes in a handy as a strong support
in a handy. The child is likened to a metal which needs to be
a desired shape. The home but the teacher where the child
spends more time in school “forge” the child. It takes a big
heart to shape little minds, so it is said.

Farmers get help from City Agricultural Office

rangays are being extended
with help by the agriculture
office of the city govern-
ment of Naga to receive
their indemnities from the
Philippine Crop Insurance
Corporation (PCIC) after

[Standards of Social Behavior for
Teachers and Students]

• NEVER ASSUME. Before proceeding to class, make it
a point to remind yourself to avoid making assumptions about
your students, assumptions about your fellow teachers or
assumptions about other people you may get in contact with.
Any number of positive or negative things could happening I
one’s life, which could be the cause of one’s mood. It’s helpful
for you to remember that just as high achieving student can
have faults, a student who commonly causes trouble in the
classroom can also have moments where their strengths can
shine. Not assuming that a student will always act in certain
ways give space for everyone to learn from their mistakes.
• LET THE QUESTIONS BE ASKED. Neither teachers nor
students are mind reader. So that you may all understand each
other properly, it is better to inquire than to arrive at conclusions
without the benefit of enough information. If the students don’t
understand something, it is their responsibility to make this
known before an assignment is due or before moving to the next
lesson. It is also your responsibility to create an environment
that allows your students to raise whatever questions concerns
they may have.
• LISTEN. We ask our students to pay attention and listen
whenever we’re talking in class. Similarly, when our students are
talking-whether they’re speaking their mind about something or
simply reciting-we should give them our attention and listen.
Explain to them that listening is both reciprocal and rewarding-if
students listen respectfully to each other and to you, then it will
be easier for you to understand and be much more receptive to
their concerns or ideas.
• SUPPORT EACH OTHER’S HAPPINESS. The whole
point of the following standards for behavior is to maintain
a positive atmosphere and to uphold pleasant relations in
general. Remind everyone is like a family, class should be
made up of individuals who look after and support each other.
When everyone’s happy, the more engaged everyone will be.
• RESPECT PERSONAL SPACE. Respecting other
people’s personal space goes a long way towards maintaining
good relations. Let your student understand that acts like
touching other people or using other people’s belongings
without their permission serve as an invasion of personal space.
• STAY SEATED UNLESS OTHERWISE INSTRUCTED.
Remind your students that it’s important to maintain in the
classroom not just for the benefit of others but also for their
own. Just as well, if you have to step out of the class, don’t just
leave without telling your students that you’ll be going outside

LEGAZPI CITY -- The
Department of Health (DOH)
has put on hold the deploy-
ment of thousands of health
workers to various towns and
villages in Bicol due to the
delay in the release of funds
intended for their salaries
since December, an official
here said Friday.
Ernie Vera, DOH 5 (Bicol)
acting director, said at least
1,000 health workers, com-
posed of nurses and midwives
deployed to various towns
in the region, would have to
temporarily stop working un-
til the funds are released.
Vera said the delay in the
release of funds has prompted
the office to issue an advisory,
informing health workers that
their deployment has been put
on hold until the first quarter
budget for their salaries is re-
leased.
In a phone interview, Vera
said DOH-5 is spending about
PHP70 million a month for
salaries of 1,000 health work-
ers hired as job contract.
He said the monthly salary
rate of these health workers
ranges from PHP20,000 to
PHP31,000.
Vera said they have already
communicated with the DOH
central office, requesting to
fast-track the release of funds.
“So far, what we have been
able to pay (were) their sala-
ries for November. We will
be lifting this notice until the
funds are released,” Vera said,
noting that the halt in the de-
ployment began last Wednes-
day.
When asked about the ef-
fect of the issue to the deliv-
ery of health services, Vera
said with the current situation,
the agency would not be able
to augment the needed health
service given by the agency to
various town health units.
He said the situation could
be the effect of the impasse in
the approval of the PHP3.7
