docketed on flap and opening well for Exhibit display, red wax seal intact. A fine and scarce

Constand Varieties including the famous varieties from plate 21 'L over K' on LL and 'M

Aachen-Franco" on front and Moscow arrival on reverse. A few minor imperfections but an

Uruguay by French Packet via Bordeaux, bearing 1858 1 d. red pl. 93, 2 d. blue pl. 9, 1865
3 d. rose pl. 4, rare 9 d. straw pl. 4, 6 d. lilac pl. 5 and 1 s. green pl. 4; all tied by Manchester
498 obliterators in black. Red "Angleterre-Calais" cds also on front and oval "P.P." in red.
Minor bend just touches the 6 d. and 9 d. adhesives, but a remarkable and extremely rare
combination of issues and adhesives used to pre-pay the 2 shillings and 8 pence rate for 43+ 45+ 92+

2295 1860 (Jan 16): Cover sent registered from Moama / New South Wales, via Echuca / Victoria
on the Murray River to Huddersfield, UK. Franked by NSW imperforate 1854/59 Diadem
1 s. pale red and 1856/59 Registration (6 d.) orange and prussian blue tied by Moama
'137' numeral obliterators, in combination with Victoria 1858 rouletted 6 d. bright blue (2)
un-cancelled but tied by ageing and with slight ink spots from "Registered / Melbourne"
datestamp (Jan 17) in red. The Victorian stamps applied so that the letter could be carried via
the quicker Melbourne route. Backstamped Moama and Huddersfield (March 12). Envelope
with top right corner missing and partially replaced and adhesives with minor but relatively
inconsequential faults, for such a very rare and important cover. Cert. BPA (2009).

2297 1862 (Nov 22): Registered cover from Strathloddon to Bironico, near Bellinzona /
Switzerland franked at 2 s. 6 d. rate with 1862/64 6 d. black (two horizontal pairs and
a single) all tied in black and by both "Registered / London" transit (Jan 19, 1863) and
"Crown / Registered" handstamps. Unframed "Registered / Melbourne" transit (Nov 24)
in red on front alongside French "Chargé" and "Après Le Départ" (Too Late). reverse with
Strathloddon despatch, Paris cds and registered rate box and Bellinzona cds (Jan 21). A
remarkable and attractive cover paying the registered rate for 1/4 ounce. Recorded in the
Palmer census on page 170 and one of the most attractive of the early Victorian registered
covers.

2298 1873 (Oct 10): Cover from Melbourne to Moghegno / Switzerland endorsed "via Brindisi"
route, franked at 1 s. 3 d. rate bearing Laureated 1867/81 3 d. yellow orange in a strip of five,
some perfs. blunted at top of cover of no importance, cancelled by unclear numeral with
"Hepburn" cds at left. Reverse with Castlemaine transit cds, Melbourne cds, Brindisi cds
and Locarno datestamp (Nov 23). A scarce cover, listed in the Palmer census on page 183.

2298A 1877 (Aug.7): Envelope at 9 d. single rate via Brindisi to Geneva, Switzerland, franked by
laureated 1863/74 1 d. pale green + 2 d. violet + 6 d. blue, all tied by Melbourne duplexes,
sent via Suez to Brindisi and backstamped in Geneva (20.9.). A delightful three colour
franking, fresh and fine.

The Colony of Victoria was created in 1851 from the Port Phillip District in New South Wales. Mail between
the colonies is often scarce due to low populations. Foreign Mail is influenced by the Gold rushes of the
1850‘s’which brought people from all over the world to the colony where their only means of communication
was by way of maritime mail. Rates ranged initially from those to London plus the rate from Great Britain, or
by treaties either arranged for the Australian Colonies by Great Britain or ones arranged by the individual
Australian Colony. Routes, such as via Marseilles, Brindisi, Naples or San Francisco show also differing rates
of postage. When Victoria joined the Universal Postal Union (UPU) with effect from 1 October 1891 a
common rate to member countries of 2½ d. per half ounce was established.
Ben Palmer began specialising in the philately of the Australian States in his early teens.
Having published numerous articles in ‚Sydney Views‘ since 1993, he published his first solo book
‚THE PRE-UPU DESTINATION MAIL OF VICTORIA‘ with the Australian States Study Circle of The Royal
Sydney Philatelic Club in 2009 (Orders can be placed with the Australian States Study Circle,
GPO Box 1751, Sydney 2001 Australia. Price Australian $ 160.00 plus postage).
Ben Palmer is a member of the New South Wales Exhibition Standing Committee (NESC), The Royal Philatelic
Society London (RPSL) and an associate member of the Society of Postal Historians (SPH)
At London 2010 International Stamp exhibition the Ben Palmer Collection was awarded ‚Gold‘.

2300 1854 (Nov 14): Cover from Belfast to Melbourne franked by single 1854 6 d. dull orange,
four margins tied by "55/V" obliterator of Belfast, pre-paying the 6 d. single inland rate
(applicable from 1 May 1854 until 30 June 1855). Reverse with Melbourne arrival (Nov

2301 1855 (Aug 3): Cover to Melbourne franked by 1855 Throne 2 d. brown-purple in a fine
margined vertical pair paying the full internal rate; franked in addition with January 1855
6 d. lilac and green, three large margins, paying the Late Fee, tied by "2/V" obliterators of
Geelong. Reverse with Geelong despatch and Melbourne arrival (Aug 4) in black. Late
Mail was accepted up to 15 minutes after the closure of the Post Office to ensure same day
processing: this being the earliest example in private hands believed to exist. A rare cover.

pink and 3 d. deep blue tied by "24" numeral in black; the 1 d. being shaved at left otherwise
both stamps with four margins (scarce thus on this issue); reverse with Ballarat despatch
and Geelong arrival (Aug 20) but struck with date error 'Aug 90'. A fine and scarce cover
prepaying the 4 d. inland rate (applicable 1 July 1855 to 31 July 1866). 28+ 31b 6 300 (€ 220 )
2303 1859 (March 21): Cover from one Carlo Zanetti in Hepburn to Ballarat, sent registered at
single rate with 1858 perf. 4 d. rose and 1854 imperforate 1 s. blue paying the registration
with red ink "No. 89-Registered" on front panel; poorly tied by black obliterators. Reverse
with "Hepburn" despatch, Creswick Creek transit and Ballarat arrival (March 22). Some

2304 1861 (May 1): Cover from Geelong to Melbourne franked by rouletted 1858 2 d. violet
on laid paper and Nov. 1858 6 d. bright blue tied by "2" numerals in black. Reverse with

from adhesives but a fine example of double (above ½ oz.) the 4 d. inland rate (applicable

2305 1861 (Jan 8): Cover from Ballan sent registered to Melbourne, franked by horizontal pair
of 1860/66 4 d. rose (paying the internal double rate of 8 d.) and 1859 1 s. blue all tied by
black obliterators with manuscript "Registered 8th January 1861" at top as datestamp was
unavailable at Ballan due to undergoing repairs in Melbourne. Red "Registered / Melbourne"

2306 1864 (March 23): Cover to Sandhurst endorsed at top "Sample of Merchandise Only - Packet
without Letter in writing" franked by 1859 1 s. blue and 1860 3 d. blue-green on toned paper
both tied by Melbourne duplexes. The 3 d. discoloured and the 1 s. value with heavy crease,
but an extremely scarce example of a 1 s. 3 d. franking for the 8-10 ounce rate.

2307 1875 (March 12): Cover from Melbourne to Amphitheatre franked at registered single rate
with 1873/77 2 d. lilac (I) and 1872 6 d. blue (for registered fee) tied by two strikes of oval
"REGISTERED" handstamp in black. Melbourne despatch cds at left and Avoca transit
on front. Reverse with Amphitheatre arrival cds (March 13). The 2 d. internal single rate
was introduced on 1 Aug 1866 applicable until 31 Dec 1883. Light ageing but an attractive
cover, also a matching 1877 cover (ex Pack) bearing two 2 d. lilac (I) used on double rate
cover from Bridgewater On Loddon.

ship at Inter-Colonial 6 d. rate, franked by 1862/64 6 d. black tied in transit with framed
"MISSENT TO / SYDNEY / N.S.W." handstamp in black. Reverse with "SHIP LETTER /
SYDNEY" (Jan 27) datestamp and mailed on to correct destination with "SHIP LETTER /
QUEENSLAND" and Ipswich arrival cds (Feb 1). A rare and very fine cover. 6 500 (€ 365 )
2310 South Australia. 1860 (Oct 20): Cover to Red Ruth, South Australia, endorsed "per
Aldinga" bearing single 1858 rouletted 6 d. blue cancelled by Melbourne "1" obliterator.
Adelaide GPO transit on front (Nov 22) and Red Ruth arrival on reverse of the following
day. The Inter-Colonial Ship letter rate of 6 d. was introduced on 1 July 1855, current until

Glasgow endorsed "Via Brindisi", franked by 1863/74 1 d. dull yellow green and 1 s. deep
indigo blue on blued paper tied by Melbourne duplex. The route via Brindisi was introduced
as a supplementary routing and was more expensive than the Marseilles route. Therefore on
it's introduction in January 1870 until its closure in January 1871, the route was not greatly
utilised until the Siege of Paris closed the Marseilles route in late September 1870. This rare
cover was mailed prior to this and is one of only three such recorded. Cert. RPS (2006).

Melbourne to have the year altered). The cover shows a rate of 2 s. representing an above
½ ounce double rate of 2 s. + 1 s. registration paid in cash (see upper right corner of letter

2422 1859 (July 16): The delightful and unique cover to Warsaw, Poland franked at 1s. 5½ d. for
the single rate via Southampton route, endorsed "Per Northam" at upper left and incorrectly
routed via Marseilles in error: bearing 1859 1 s. blue and Emblems 2 d. lilac grey pair and
single 1 d. bright yellow green perf. 12 all tied by '1' numeral obliterators of Melbourne.
Due to the wrong routing the cover was 6 d. underpaid and struck in Paris with framed
"F.39" Convention marking (Van Der Linden fig. 1174) in black. Rated above 7½ grams and charged
14 decimes French credit and mailed via Aachen with red datestamp on reverse and charged
3 sgr. to Prussia, with a total charge on arrival in Russian Poland of 65½ kopeks. A lovely
cover. Illustrated on front page and on page 26 of Palmer. Signed Thier.

franking represents a double rate to Sweden with red entry marking of Marseille (June 12)

4). One of only three registered pre-UPU covers to Sweden recorded in the Census. Covers

2429 1858 (May 11): Extraordinary registered cover from Sandhurst to Locarno, Switzerland
franked by 1854 1 s. blue (two defective examples and two vertical strips of three)
cancelled by numeral '4' obliterator on despatch. Mailed via London (the 8 shilling franking
representing the ½ - ¾ ounce 6 s. rate, 1 s. Colonial registration fee plus double the 6 d.
per ½ ounce ship letter rate to GB). Red "Crown / Registered" and London transit (July 19)
and manuscript "6 s." being triple the 2 s. credit to Britain. Black "CHARGÉ" handstamp
applied in France in transit with Locarno arrival on reverse (July 24). The cover is battered

Mail Steamer via England" bearing the remarkable franking of 1854 1 s. greenish blue,

'1' numeral obliterators. Fully prepaid at the 1s 8½ d. rate, with no corresponding 1/2 d.
adhesive the sender had to pay 1/9 d. in adhesives. London transit cds on front (Oct 18) in

struck with red entry cds and framed Accountancy marking "GB / 1F 62 4/10c" in black (Salles
2131, Van Der Linden fig. 1600). Charged 6 decimes due in black. Flap missing but scarce.

2671 1873 (June): Cover from Westland to Locarno, Switzerland via Suez, franked by two
horizontal pairs of 1871 2 d. orange, perf. 12 1/2, tied by bold strikes of rare "W" handstamp
of Westland. The stamps have been lifted for checking and carefully replaced, with slight
tear in perfs. of the left hand pair. London transit cds (Sept 9) in red on front of cover
alongside "PD" in same ink, with manuscript "2 d." at upper left being the credit to Britain
and further mss. '20' (centimes) being the credit to France. Reverse with Hokitika cds (June
30), Christchurch transit (July 2) and Locarno arrival (Nov 11) datestamp. Some ageing
to envelope and small piece removed from reverse, however a rare 'Goldrush' cover to
Switzerland with no similar item recorded. Note: In 1873 the usual via San Francisco route
was interrupted and the rate to Switzerland via Suez was officially 9 pence, as introduced
in November 1871. The British share on this cover is noted clearly as 2 pence, so it has to
be assumed that the reduction in rate to 8 pence (officially pronounced on Jan 1, 1874) was
already in force.
