can not be guaranteed but those checked include the known re-entries, Double Letters and
Constand Varieties including the famous varieties from plate 21 'L over K' on LL and 'M

2220 1841: 2 d. blue, Plate 4, the complete used reconstruction of the sheet of 240 stamps  (12 x
20) lettered AA-AL / TA-TL, generally very fine used with marginal examples noted, pairs

52 (240), 55-60 (each 240), and 62 (240). A magnificent and exhaustive study, obviously
plating can not entirely be guaranteed but appears to be correctly plated, condition generally

2222 1862 (Sept 13): Cover from London to Moscow endorsed "Via Ostend" franked by 1d.
red stars (2), 1862/64 9 d. deep bistre (blunted perfs but of extraordinarily rich colour)
and 1856/57 1sh. green all tied by London-71 duplexes in black. Red "Aus England Per
Aachen-Franco" on front and Moscow arrival on reverse. A few minor imperfections but an

2223 1866 (July 23): The outstanding six colour Great Britain entire letter from Manchester to
Uruguay by French Packet via Bordeaux, bearing 1858 1 d. red pl. 93, 2 d. blue pl. 9, 1865
3 d. rose pl. 4, rare 9 d. straw pl. 4, 6 d. lilac pl. 5 and 1 s. green pl. 4; all tied by Manchester
498 obliterators in black. Red "Angleterre-Calais" cds also on front and oval "P.P." in red.
Minor bend just touches the 6 d. and 9 d. adhesives, but a remarkable and extremely rare
combination of issues and adhesives used to pre-pay the 2 shillings and 8 pence rate for 43+ 45+ 92+

2224 1869 (July 7): Cover from London to Vienna franked by 1858 1 d. red pl. 109 (two examples),
1865 4 d. vermilion pl. 11 and 1867 1 s. green pl. 4 all tied by Londdon duplexes. Fully prepaid
at triple rate, the addressee was unknown and the cover marked "Lista. Unbekannt". Returned

2225 1870: Bantam ½ d. rose-red, pl. 13, the phenomenal reconstruction of the plate of 480
subjects (24 x 20, lettered AA-AX / TA-TX) with only eight stamps missing, predominantly
used (although one or two mint examples noted) with many pairs and a block of four, most
stamps cleanly cancelled and appear fine to very fine. An extraordinary lot and almost
impossible to replicate nowadays Gi = £ 8'400+. 48 500 (€ 365 )
2226 1867/80: 3 d. rose, pl. 4, wmk. Emblems, a horizontal strip of three used on small piece, a
few minor perf. faults, all cancelled "BO2" obliterators of Alexandria in blue. A scarce plate

2249M 1911 (Sept 9): London-Windsor Coronation Mail, scarlet envelope with monogram on the
flap, franked by 1 d. scarlet cancelled by "First United Kingdom Aereal Post SP 9 1911"
special cachet and addressed to Bournemouth. A very scarce envelope with compl. official
insert, dated Sept. 8th. 1911. Two tears at the back, not affecting the nice appearance.

in Basra, Persian Gulf (Iraq). First Flight cover franked by Great Britain 1924 2 1|2 d. blue
and 6 d. reddish purple neatly tied by despatch cds's with large handstamped "AIR POST" in
violet at top and endorsed stating to be routed via Cairo and Baghdad. Reverse with "Basra-
Reg." arrival cds (Jan 15) in black. Minor imperfections but a scarce and appealing cover.

'137' numeral obliterators, in combination with Victoria 1858 rouletted 6 d. bright blue (2)
un-cancelled but tied by ageing and with slight ink spots from "Registered / Melbourne"
datestamp (Jan 17) in red. The Victorian stamps applied so that the letter could be carried via
the quicker Melbourne route. Backstamped Moama and Huddersfield (March 12). Envelope
with top right corner missing and partially replaced and adhesives with minor but relatively
inconsequential faults, for such a very rare and important cover. Cert. BPA (2009).

remarkable and attractive cover paying the registered rate for 1/4 ounce. Recorded in the

Internal and Foreign Destination Mail 1854 – 1912
The Ben D. Palmer collection deals with letter, packet and newspaper rates, supplemented by registration and
late fees, as initially set out by the Post Office of Victoria commencing with the Post Office Act of 1854.

The Colony of Victoria was created in 1851 from the Port Phillip District in New South Wales. Mail between
the colonies is often scarce due to low populations. Foreign Mail is influenced by the Gold rushes of the
1850‘s’which brought people from all over the world to the colony where their only means of communication
was by way of maritime mail. Rates ranged initially from those to London plus the rate from Great Britain, or
by treaties either arranged for the Australian Colonies by Great Britain or ones arranged by the individual
Australian Colony. Routes, such as via Marseilles, Brindisi, Naples or San Francisco show also differing rates
of postage. When Victoria joined the Universal Postal Union (UPU) with effect from 1 October 1891 a
common rate to member countries of 2½ d. per half ounce was established.

Ben Palmer began specialising in the philately of the Australian States in his early teens.
Having published numerous articles in ‚Sydney Views‘ since 1993, he published his first solo book
‚THE PRE-UPU DESTINATION MAIL OF VICTORIA‘ with the Australian States Study Circle of The Royal
Sydney Philatelic Club in 2009 (Orders can be placed with the Australian States Study Circle,

Ben Palmer is a member of the New South Wales Exhibition Standing Committee (NESC), The Royal Philatelic

single and horizontal strip of five with large to clear shaved margins all round neatly tied
by "1/V" obliterators of Melbourne with datestamp below and was charged 2 s. due in
manuscript on arrival (July 18) in London. Green Wolverhampton cds also on reverse of a
dramatic and very rare cover: the "Golden Age" had just a single Trans-Pacific Trial sailing
from Melbourne via Tahiti and Panama. The earliest example of the 1 s. per ½ ounce rate
recorded.

transit charge. An attractive and appealing cover.

being overpaid 1 penny. Rare: believed to be the only example of a "Via Marseilles" wrapper

2326 1861 (July 25):  Cover to Birmingham franked at 3/3 d. rate with 1860/61 3 d. blue and

"Via Marseilles" at upper left and struck on reverse with Melbourne despatch cds in red and
Birmingham arrival (Sept 16). A rare franking representing the 1-1¼ ounce rate of 2 s. for
1-2 ounce letters plus five times the French transit charge of 3 d. per ¼ ounce. One of very
few quintuple rate covers to survive.

2337 1870 (May 21): Mourning cover, slightly trimmed at top, mailed from Melbourne to
Glasgow endorsed "Via Brindisi", franked by 1863/74 1 d. dull yellow green and 1 s. deep
indigo blue on blued paper tied by Melbourne duplex. The route via Brindisi was introduced
as a supplementary routing and was more expensive than the Marseilles route. Therefore on
it's introduction in January 1870 until its closure in January 1871, the route was not greatly
utilised until the Siege of Paris closed the Marseilles route in late September 1870. This rare
cover was mailed prior to this and is one of only three such recorded. Cert. RPS (2006).

2339 1855 (Jan 1): Registered cover from Beechworth to Skibbereen, Ireland endorsed "per
Steamer Argo" bearing horizontal pair of July 1854 1 s. blue cancelled in manuscript with
"Registered Letter" and with faint impressions of obliterators (the cancelling device was in
Melbourne to have the year altered). The cover shows a rate of 2 s. representing an above
½ ounce double rate of 2 s. + 1 s. registration paid in cash (see upper right corner of letter
with this marked in manuscript). Reverse with Melbourne transit (Jan 4) and London cds
(March 18) and Skibbereen arrival of the following day. Manuscript 1/6 d.credit also on
front. The 1 s. ship rate was only applicable from 1 May 1854 until 30 June 1855. A rare
and interesting cover.

4 d. rose for the 5/8 d. rate representing a weight step of 2-3 ounces + 1 s. registration. The
cover presumably travelled via Alexandria as the only backstamps are Melbourne (Oct 14)
and a framed "Triest - Recommandirt" (Dec 12) datestamp. The charge made in red crayon
of '29' (kreuzers) due is also inexplicable to this describer. For more discussion on this and

in black in Paris (Van Der Linden fig. 1173). Thence via Aachen (Oct 14) with "Aus Frankreich"
marking in red on reverse to Carlsruhe, where charged 17 kreuzers in blue manuscript. A

2395 1859 (Aug 16): Cover from Melton to Bückeburg, Hannover endorsed "for Germania via

route (note deletion at top of cover) and went instead via Southampton and London (Oct 8)
with red cds and manuscript '8' pence credit to Britain. Reverse with Melton, Melbourne and
Bückeburg datestamps, part of flap missing but a fine and very scarce cover.

single 1 d. bright yellow green perf. 12 all tied by '1' numeral obliterators of Melbourne.
Due to the wrong routing the cover was 6 d. underpaid and struck in Paris with framed
"F.39" Convention marking (Van Der Linden fig. 1174) in black. Rated above 7½ grams and charged
14 decimes French credit and mailed via Aachen with red datestamp on reverse and charged
3 sgr. to Prussia, with a total charge on arrival in Russian Poland of 65½ kopeks. A lovely

top "Via France", franked by laureated 1863/81 1 d. yellow green pair and a superb vertical
strip of three 1 s. deep blue on blued paper all tied by Melbourne duplexes. The 3/2 d.
franking represents a double rate to Sweden with red entry marking of Marseille (June 12)
and reverse with Södra St. Banan cds ((June 16). Despite the fault, an attractive and very

4). One of only three registered pre-UPU covers to Sweden recorded in the Census. Covers
with amounts paid in cash from Victoria are rare, see Palmer page 150 where this cover is

franked by 1854 1 s. blue (two defective examples and two vertical strips of three)
cancelled by numeral '4' obliterator on despatch. Mailed via London (the 8 shilling franking
representing the ½ - ¾ ounce 6 s. rate, 1 s. Colonial registration fee plus double the 6 d.
per ½ ounce ship letter rate to GB). Red "Crown / Registered" and London transit (July 19)
and manuscript "6 s." being triple the 2 s. credit to Britain. Black "CHARGÉ" handstamp
applied in France in transit with Locarno arrival on reverse (July 24). The cover is battered

with additional 6 d. blue applied and tied by Ararat '93' duplex. The cover was then actually
4 d. overpaid for the via Southampton route, reaching London (July 9) with manuscript '2'

4 anna blue & red tied by lozenge of dots obliterator in Singapore. Prepaid as far as
Alexandria at single rate, the cover was taxed "9/9" by the Austrian P.O. (9 kr. by land,
9 kr. by ship) in blue ink and a further 6 kr. in black ink. Thereafter charged 90 rappen due
on arrival in red crayon. Reverse with Glarus arrival cds (Aug 31). An attractive and scarce
cover.

2616M 1928 (Oct 15): R.A.F. Telegram form congratulating the crew of Vickers Victoria J 8233 on
non-stop flight to Egypt "your fine performance on reaching Abu Suweir yesterday" from
their Commanding Officer in Baghdad handstamped "RAF Depot M.E." in black. Also a
photograph of the aeroplane concerned. Unique.
The normal practice on flights from Baghdad to Egypt was for the Pilots to stop for the night
at Ziza, near Amman (Jordan) or at Ramleh in Palestine and also to take on fuel overnight.
However, on the flight of October 14, 1928 the Vickers Victoria J 8233 piloted by Flying
Officer Switzer and crewed by LAC  Cox (mechanic) and LAC  Sharp (wireless operator)
completed a non-stop Flight. 6 300 (€ 220 )
2617M 1929 (April 23): Airmail letter franked by 1923/25 1½ a. lake (4) and 3 a. grey-blue tied by
Cantonment cds, and mailed to Mrs Cox in Portsmouth. Interesting content from LAC Cox
(mechanic) with 70 Squadron re Kabul disturbances: (an aircraftman) was in a machine
shot down by the rebels and managed to escape, he was the means whereby 70 Sq. were
informed by Wireless as to the condition of affairs, state of snow on the landing ground
etc." Cox goes on to mention the Vickers Victoria J8233 had been replaced by a new 'metal'
V.V.J8921. Faults to cover but most unusual.
Between December 1928 and February 1929 Units of RAF 70 Squadron based at Baghdad
were attached to Kabul, Afghanistan to assist with evacuation of Civilian residents due to

2618 1932: The world's first airletter form, designed by Douglas W. Gumbley for the Iraq
Government for light-weight letter use, with King Faisal I design 15 f. deep blue. A fine
unused example of this scarce letter-sheet, slight buckling due to gummed flaps, scarce.

2620M 1937 (May 31): OHMS envelope sent on first day of flights from Dhibban Airport (Lake
Habbaniya) to Hinaidi (Baghdad) Airport after the RAF had been forced to move base from
Hinaidi due to the 1937 Anglo-Iraq Treaty. Envelope struck with circular "Headquarters
/ Aircraft Dept. RAF Dhibban" cachet in black. Just 11 covers carried on the first day of
this service.
Prior to this service starting by Air, all journeys between Airports were effected by taxi.
A letter from the UK (May 10) to Hinaidi and forwarded to Dhibban by the taxi service
is included with the lot, together with an order signed by Wing Commander Townesend

from this issue, with issued stamps on glazed coloured paper: 1 anna black on bright green
mint (4) and used (5, one in a very rare pair showing arabic figure "1" inverted); 8 a. black on
olive green mint (2) and used (3, one used on piece and another with part circular datestamp
- the only such usage in this collection); 1 rupee black on purple mint (2, one with inverted
arabic figure "1"); 5 rupee black on bright vermilion mint (2, one is marginal from top of
sheet). Also the Colour Trials including 8 annas in colour of both issued 1 r. purple and
8 a. in colour of issued 5 r. bright vermilion marginal mint. A wonderful lot which is almost

franked at 10 d. rate with 1863/72 2 d. blue (single and horizontal pair) and single 4 d. rose

An. V. Suez / P.F. Amb. Mars" (Sept 25) with red unframed "P.D." above. Reverse with

2671 1873 (June): Cover from Westland to Locarno, Switzerland via Suez, franked by two
horizontal pairs of 1871 2 d. orange, perf. 12 1/2, tied by bold strikes of rare "W" handstamp
of Westland. The stamps have been lifted for checking and carefully replaced, with slight
tear in perfs. of the left hand pair. London transit cds (Sept 9) in red on front of cover
alongside "PD" in same ink, with manuscript "2 d." at upper left being the credit to Britain
and further mss. '20' (centimes) being the credit to France. Reverse with Hokitika cds (June
30), Christchurch transit (July 2) and Locarno arrival (Nov 11) datestamp. Some ageing
to envelope and small piece removed from reverse, however a rare 'Goldrush' cover to
Switzerland with no similar item recorded. Note: In 1873 the usual via San Francisco route
was interrupted and the rate to Switzerland via Suez was officially 9 pence, as introduced
in November 1871. The British share on this cover is noted clearly as 2 pence, so it has to
be assumed that the reduction in rate to 8 pence (officially pronounced on Jan 1, 1874) was
already in force.
