Pakistan Centre for Philanthropy (PCP) is a non-profit organization registered on 27th December 2001 with Securities
and Exchange Commission of Pakistan (SECP) and licensed under section 42 of the Companies Ordinance 1984.

Pakistan Centre for Philanthropy (PCP) is a designated Certification Agency by the Federal Board of Revenue (FBR),
Government of Pakistan vide S.R.O. No. 1116(1)/2003 dated December 18, 2003. In accordance with the section
2(36) of Income Tax Ordinance, 2001, Non-Profit Organizations working in Pakistan are required to seek approval of
Commissioner Inland Revenue to be recognized as not for profit. After seeking approval of Commissioner Inland
Revenue, NPOs can avail other tax benefits including tax credit and exemption as well. As part of the procedural
requirement as envisaged and provided in rules 211(2)(g), 213 (2)(d), 217 (1) (b)(vii), 220(1)(b)(vi), 220 A (3) (d) and
220 A(7)(1)(b)(iv) of Income Tax Rules 2002 , PCP conducts performance evaluation of Non-Profit Organizations on
behalf of FBR and certifies that NPOs meet with the desired requirements of certification standards (notified by FBR)
in the areas of internal governance, financial management and programmed delivery.

1. Certification

The Certification Programmed awards accreditation to non-profit organizations that demonstrates excellence
in three functional areas. So far, more than a 1000 NPOs have chosen to be trusted. Charities and Not for
Profits often seek certification to boost trust and credibility of their organizations and showcase that they are
a well-functioning organization having sound structures and systems to deliver services effectively and
efficiently. Certified organizations feel that the process has identified and reduced organizational risks and
improved internal governance practices.

a) INGO Certification
The procedure for grant of approval under section 2(36) of the Income Tax Ordinance, 2001 is governed by
the relevant Income Tax Rules, 2002 (Rules 211-220B). According to clause (g) of sub-rule (2) of Rule 211
(Income Tax Rules 2002), in order to obtain NPO status from Commissioner Inland Revenue, Non-Profit
Organizations including INGOs are required to furnish a detailed report with regard to their performance for
achieving their aims and objectives during the preceding financial year duly evaluated and certified by an
independent certification agency approved by an authority designated by the Government of Pakistan for this
purpose. In this regard, the Federal Board of Revenue (FBR) via notification S.R.O. No. 1116(1)/2003 dated
December 18, 2003 has notified the Pakistan Centre for Philanthropy (PCP) to act as a Certification Agency
for the purposes of rules 211 to 220B of the Income Tax Rules 2002.

SCOPE
PCP certification is based on an examination of the INGO's functioning and performance during the last three
years. Moreover, the evaluation process examines the operations of organization in the light of objectives as
stated in the governing document of the organization and certifies that the organization meets the
requirements as per the set standards agreed with the FBR. Certification by PCP is voluntary and optional,
does not guarantee non-profit status, as this is a matter to be determined by FBR, and the relevant
Commissioner of Inland Revenue. All INGOs are subject to security clearance from the Ministry of Interior
and other concerned Ministries, Law Enforcement Agencies of the Government of Pakistan and other
Provincial Governments.

2. Research and Publications
Philanthropy is growing at a fast pace, at a greater scale and in much more complex forms than ever and emerging as
an important component of Sustainable Development Goals (SDGs) agenda. PCP, through its research undertakings,
provides updated information on magnitude of giving in different forms and examines the patterns and motivations of
philanthropic behavior that captures the new dimensions of philanthropy around funding, community philanthropy,
giving circles, public sector endowment funds, and their impact on the not for profit sector in Pakistan.

Our research is informed by vigorous quantitative and qualitative analysis that is robust, vigorous, relevant and
accessible to a wide range of constituencies committed to strengthening civil society, their capacity, research, and
leadership tracing. Our publications are trusted resources that are widely circulated and guide practice among
foundation leaders and staff.

3.Communication and Outreach
PCP Communication and Outreach brings together important information on how to reach out to pre-determined target
audience and some of the best philanthropy, charitable organizations, Government and civil society organizations and
their communities. We aim to create successful community and not for profit outreach campaigns and reach out to
local media to host philanthropy events and develop materials that reflect local philanthropy and inspire people to
contribute more. Communication and Outreach disseminates information on the concepts, statistics and mechanics of
philanthropy.

For this purpose, a multi-pronged media strategy is used to advance discussion and awareness on philanthropy
including regular updates on PCP website regarding global development as well as through e-mail alerts, news reports
and the distribution of in-house publications at various forums.

PCP Studios
PCP has recently set up a video recording studio at its office. The objective is to document and promote the work of
PCP certified network in Pakistan.
PCP Studios has started production of documentary services to highlight the work and achievements of its certified
organizations. Interviews of senior management of the certified organizations are recorded and shared through the
social media pages of PCP.
PCP certified organizations are encouraged to apply and benefit from the services provided by the communication
unit at PCP.

Philanthropy Matters is a bi-annual newsletter of Pakistan Centre for Philanthropy (PCP). It aims to provide news
about the current projects and future activities of PCP. The effort is directed towards improving the understanding of
philanthropy in Pakistan in general, and of corporate philanthropy.

4. Projects & Partnerships


Pakistan Centre for Philanthropy works with other charitable and philanthropy organizations; and partners with the
private sector and corporates to ensure that not for profit sector continues to play a pivotal role in building assets and
fostering development in the country. We offer programmers, services and resources to help strengthen linkages
between philanthropists and not for profit sector in the communities which they serve in Pakistan. We also aim to
build linkages with Pakistani diaspora who want to support our trustworthy and credible civil society partners.

Partnerships

We value relationships and consider them fundamental to our work. The wide network of our partners (national and
international) enables us to leverage complementarities to offer broader portfolio of services and mobilize resources
quickly. Our associates include academic and research entities, think tanks, corporates & private sector, INGOs and
others.

International Partners

Foundation Center

PCP entered into a MoU with The Foundation Centre (FC) to explore a strategic alliance, whereby their collaboration
results in increased understanding, knowledge, and transparency of the philanthropic sector in Pakistan.

Give to Asia

PCP entered into a partnership agreement with G2A to help manage their regular grant making activities in Pakistan.
Under this, PCP conducts due-diligence, project / budget evaluation and monitoring for G2A’s grantees in Pakistan.

The International Center for Not-for- Profit Law

Under the partnership agreement with ICNL, PCP monitors civic freedom developments and files quarterly reports
detailing developments and recommending revisions to the country report and ensures the list of materials ICNL has
compiled on Pakistan in its online library database is fully up-to-date.

Worldwide Initiatives for Grantmaker Support

The Worldwide Initiatives for Grantmaker Support (WINGS) is a network of almost 100 philanthropy associations
and support organizations in 38 countries around the world whose purpose is to strengthen, promote and provide
leadership on the development of philanthropy and social investment.

British Council

PCP, British Council Pakistan have joined hands to develop cooperation and collaboration for joint research, which
can result in supporting programme development in areas including arts, education and social development through
philanthropy.

Lahore University of Management Sciences

The collaboration between SEDC/LUMS and PCP aims at engaging relevant stakeholders to better understand the
dynamics of individual, corporate and private sector giving in the country, thereby, contributing towards effective
planning, implementation and promotion of philanthropy in Pakistan.
