The 27th September, 2017
No. DSYA/ESTT/198/2009.—The Governor of Arunachal Pradesh is pleased to accord approval of the
Arunachal Pradesh State Sports Policy, 2017 which is as hereunder :-
1. THE PREAMBLE :
Building of a healthy society is closely associated with the comprehensive and harmonious, development
of the people. The overall activity of the society is based on the system of Physical Education which is to be
created and perfected constantly. The concept of physical education is universal and highly significant. The
Concept includes Sports, Physical Culture movement, Physical development, physical fitness and health. All
round development of an individual through regular participation in physical education, games and sports,
recreation and youth activities are some of the concerns which the state has to bear.
The importance of mass participation in physical education and sports for good health, high degree of
physical fitness, increased in individual productivity as a means of promoting discipline and to develop health
habits, attitude of co-operation, sportsmanship, fair play and team spirit including sense of devotion self
confidence, sense of responsibility, sense of patriotism, spirit of self-sacrifice are some of the fruits of physical
education and games and sports, which has got great bearing on the younger generation for their personality
development.
Arunachal Pradesh, the largest (in area) N E State is situated in the Eastern Sector of Himalayas in
India, bordering Bhutan on the West, China on the North Myanmar on the East and Assam in South. The
entire territory forms a Complex hill system with varying elevations ranging from 50 mtrs. In the foothill and
gradual ascending to 700 mtrs, transverse throughout by a number of rivers and rivulets. Its climate varies
from sub-tropical in the south to Alpine in the North thereby giving rise to varying forest types covering 60%
of the states geographical area.
Before creation of full-fledged separate Directorate of Sports & Youth Affairs in September 1996 under
Govt. of Arunachal Pradesh, Sports & Youth Activities were being organized and administered by the State
Education Department. The Sports Department at its growing stage reasonably required proper nurturing and
caring for its harmonious growth and development.
It is, therefore, has always been engaging attention of the Department in pursuing the sporting talented
youth by envisaging twin objectives. The broad basing of sports and achieving excellence in identified sports
disciplines, since, inception of the Directorate.
2. IDENTIFIED SPORTS DISCIPLINE IN THE STATE:
(a) CATEGORY – A : OLYMPIC RECOGNIZED EVENTS : All Sports disciplines of Summer Olympics
and Asian Games namely Aquatics(includes Swimming, synchronized Swimming, diving, water
polo) Archery, Athletics, Badminton, Baseball, Basketball, Boxing, Canoe & Kayak, Cycling,
Equestrian, Fencing, Football, Gymnastics (includes Artistic Gymnastics, Rhythmic Gymnastics,
Trampoline), Handball, Hockey, Judo Modern Pentathlon, Rowing, Sailing, Shooting, Softball, Table
Tennis, Tae-kwon-do, Tennis, Triathlon, Volleyball, Weight-Lifting & Wresting for which National
Federations are affiliated to Indian Olympic Association and the concerned State Sports Associations
affiliated such National Federations (Cash incentive rule enclosed in Annexure-I).
(b) CATEGORY – B : NON-OLYMPIC RECOGNIZED EVENTS : Billiards & Snookers, Body Building,
Bowling, Carrom, Chess, Cricket, Golf, Kabaddi, Kho-kho, Karate-do, Net Ball, Rugby, Sepak Takraw,
Squash, Wushu, Ball Badminton, Bridge, Kick Boxing, Kung-Fu, Mallakhamb, Power Lifting, Strength
Lifting, Tug-of-War, Veteran Athletics & Yoga . (Cash incentive rule enclosed in Annexure-II).

(I) Para Sailing, Para Gliding, Para Motors, Micro light flying, Hang Gliding, Ballooning, Aero
Modeling.
Water Base Adventure Sports
(I) White W ater Rafting, Canoeing, Kayaking, Rowing, Wind Surfing, Snorkeling, Jet Skiing,
Water Para Sailing, Scuba Diving.
N.B: Inclusion of any new game at the category of Olympic Games will be amended/included
through Govt. gazette notification.
2.1. Over the last decade the State of Arunachal Pradesh has steadily progressed in sports by successfully
participating in the various sports events with changing scenario in the state , national as well as
international level. Enthusiasm in several sports has grown remarkably with Sportspersons from the
State performing credibly in the Zonal, National and international level. Moreover, the state has no
dearth of Sports talented persons. The need of the hour is to develop the minimum required Sports
Infrastructure by providing quality training & coaching to get exposure of the hidden talents.
The Department of Sports & Youth Affairs is also developing the state of art sports infrastructure for
hosting of events like, National and International Games as well as world cup and National cups.
3. APPROACH :
(a) By the year 2030 AD the basic pre-requisite need of infrastructure and necessary technical back
up for development of Sports & Youth activities will be fulfilled in all the districts, Sub-divisions and
Block Headquarters of Arunachal Pradesh so as to generate more interest and extend facilities for
mass participation in games and sports. Besides, the main aim of providing such facilities will be
to catch talented youths and provide them necessary amenities to excel as per their potential.
(b) To make Arunachal Pradesh a vibrant leading state in the sports arena.
(c) To execute “Time Bound” and target oriented action plans to release the Funds meant for the State
Sports Associations and State Olympic Association for diverse activities which include coaching/
Training/Counseling, participation at various level of tournaments and championships of various
sports disciplines.
(d) To create adequate infrastructure and promote rural sports.
(e) To synergies the activities of Sports in Education Department.
(f) To raise the standards of sports in the state, promote the spirit of sportsmanship and comradeships,
harness talent at the grass root level, nurture the potential sportspersons and achieve excellence
in the sports at National and international level.
(g) To give befitting incentives to sportspersons who bring laurels to the state by winning medals at
National and International level.
(h) To provide equipments to all coaching centre, sports wings and coaching camps.
(i) To promote indigenous youths and provide maximum opportunities and benefit.
(j) To organize sports events at Block, District, State and National levels.
(k) To organize seminars/ clinics for coaches/players to update their knowledge by hiring resources
persons, coaches of International standard.
(l) To establish coaching institute/ centre for outstanding State Sports Persons.
(m) To establish a scientific Evaluation and Monitoring Laboratory for sports persons.
(n) Promotion of Sports among girls and women to be encouraged.
(o) Promotion of sports for physically disabled to be encouraged.
(p) Focus to create more avenues.
(q) To be able to produce players/participants for 2020 Olympic.
(r) To create awareness for taking sports as career.
3.1. This policy is being framed to achieve desired results in the field of Physical Education, Games and
Sports and Youth activities in the State along the lines of local environment, physic and other natural
resources.

4. OBJECTIVE OF THE POLICY :
(a) To define the areas of responsibility of the various agencies/Stakeholders involved in the promotion
and development of sports.
(b) To identify State Sports Associations eligible for coverage under these guidelines, to set priorities,
and to detail the procedures to be followed by the Association, to avail of Government sponsorship
and assistance.
(c) To state the conditions for eligibility which the Government will insist upon while releasing grants to
Sports Associations.
(d) To provide equal opportunities to all its citizens to participate in sports.
(e) To encourage mass participation in sports.
(f) To promote excellence in sports.
(g) To develop, maintain and optimally utilize high quality sports infrastructure.
(h) To encourage, train and support sportspersons to participate in national and international
championships in a large number.
(i) To lay special emphasis on strengthening of infrastructure and facilitates in educational institutions,
including universities.
(j) To create a culture of sports by imbibing higher moral and ethical values, spirit of comradeship and
the desire to excel.
(k) To channelize vibrant youth energy for sports activities and physical fitness.
(l) To recognize talent in sports and reward young women and men, who achieve excellence in sports.
(m) To recognize special needs of disabled and facilitate their participation in sports.
(n) To make effort to encourage adventure sports in the State of Arunachal Pradesh.
5. ROLE AND RESPONSIBILITY OF POLICY :
The role and responsibility of the agencies involved in implementation of the guidelines will be as follows :
(A) The Department of Sports & Youth Affairs
(i) Will determine the eligibility conditions for recognition of All State Sports Associations.
(ii) Will establish categories to determine quantum and scale of assistance which may be provided
to State Sports Associations will have to fulfill if they wish to avail Government support.
(iii) Will lay down conditional ties which State Sports Associations, will have to fulfill if they wish to
avail of Government support.
(iv) Will provide assistance to State Sports Association against agreed long term development
programme.
(B) State Sports Association :
Shall be fully responsible and accountable for the overall management, direction control, regulation,
promotion, development and sponsorship of the discipline for which they are recognized by the concerned
National Federation. They will be expected to discharge these responsibilities in consonance with the
principles laid down in the Olympic Charter or in the charter of the Indian Olympic Association or the
relevant National Federations, as the case may be.
NB: The Details role and responsibility is given at clause-20.1.
(C) Sports Authority Arunachal :
Will provide the necessary Support to State Olympic Association & State Sports Association for
the identification, training and coaching of sportspersons, including provision of infrastructure, equipment
and such other assistance as may be agreed to under the Long term Development Plan (LTDPs).
N B : The Details role and responsibility is given at clause-20.2.
6. ACTION PLAN :
Information & Documentation
(i) The Sports Department shall make extensive use of Information Technology tools for dissemination
of information to the public. The Department shall set up and maintain an interactive website that
shall contain all necessary up-date information for the use of general public, sportspersons and
sports infrastructure developers. The website shall, inter alias, host schemes of the Department, a
database on the latest of designs, measurement of playfield, records of championships at State,
national and international levels.
(ii) The Department shall set up library of important sports related books and CD ROM etc in the office
of District Sports Officer (DSO). For this purpose, the Department shall provide adequate funds to
the DSOs. A State level library will also be established in the Directorate of Sports & Youth Affairs,
which shall be further strengthened.

7. BROAD BASING OF SPORTS :
The broad basing of Sports in the State largely and squarely depends on the augmentation of
various sports activities at Schools, Colleges and University and rural areas. The highest priority is
given to develop rural and women’s sports.
8. SPORTS FOR ALL :
A holistic approach is necessary to spread the message of “sports for all” with a provision for
universal access for sports & physical education among all classes of students. To involved and encourage
civil society through various charitable organizations to enhance participation in sports and to link up
sports with major festival celebrations.
9. CREATION OF INFRASTRUCTURE (SPORTS AND OTHER) :
The Directorate of Sports & Youth affairs in conjunction with Sports Authority of Arunachal (SAA)
will explore all possibilities to adopt maximum number of schemes of the Central Govt. and NEC. The
State Govt will provide fund and release its State share in implementation of Central sponsored schemes.
Apart from the State Govt. the Directorate of Sports & youth Affairs will take all out efforts to establish
1 (One) Football Ground and 1 (One) Athletic Field, One Category –III Indoor Hall in each block. With
resources from the Department of Urban & Housing, Panchayati Raj and Tourism and universalization of
sports through PYKKA now rename as RGKA, USIS, and Khelo India.
Facilities like Indoor Hall, Gymnasium, Outdoor stadium, Sports Hostel, Play grounds, Swimming
Pool, Youth Hostel, Sports School etc., shall be provided in phased manner so that whole state may be
covered in long run from state level up to Panchayat level with the assistance from the Ministry of Youth
Affairs & Sports, Govt. of India, North East Council, DONER, Ministry of Rural Development/ Tourism
Department & Urban Development.
10. UNIVERSALIZE SPORTS FACILITIES IN EDUCATIONAL INSTITUTIONS :
Sports infrastructure within the school system is not only most inadequate, it has, in fact, been in
serious decline. The availability of other sports facilities like indoor halls, gymnasia, equipment etc. is
even less than the basic outdoor playfields. This is a very unfortunate development, which reflects the
declining importance of sport and physical education in school education. The Comprehensive Sports
Policy, therefore, reiterates the critical importance of sports and games in educational institutions to the
achievement of the Policy’s objectives and seeks to:
(A) Get physical education and sports made an integral part of the curriculum up to the higher secondary
level. This might be mandated through the national co - curriculum with effect from the academic
year 2018.
(B) The Navodaya Vidyalayas and Kendriya Vidyalayas will play a lead role in promoting the integrated
model and also organize school competitions, which others should emulate, in order to progressively
integrate physical education and sports with education. An adequate number of trained physical
education and sports teachers has to be assured through a time-bound programme and arrangements
made for playfields. State Governments and Local Governments will be urged to engage physical
instructors in schools and make available at least 1 acre of land for a primary school and 2.5 acres
of land for an upper primary school for use as playgrounds. Guidelines may be put in place for the
recruitment of physical education instructors, and provision of developed playfield and sports equipment,
for recognition of schools and colleges.
(C) Encourage the managements of educational institutions in both the public and private sectors to
allocate adequate resources in a time-bound manner for infrastructure, equipment and trained staff
to provide all students with a minimum prescribed standard of facilities for a minimum number of
selected sports and games.
(D) Encourage the managements of educational institutions in both the public and private sectors to
optimally utilize their sports facilities by making them available on commercial terms during off-hours
or week-ends or vacations to local communities/youth/sports clubs for regular practice, or to reputed
players to run coaching academies, or to reputed organizations to conduct tournaments and other
competitions.
11. INTEGRATION OF PHYSICAL EDUCATION AND SPORTS IN SCHOOL :
(A) School is the maternity home for physical education curriculum and sports. Physical Education and
sports is the integral part of general education Physical education & sports is to be treated as
compulsory subject from Class 1 to X In Class XI and XII and at college and University level the
subject to be treated as optional subject. Necessary syllabus for the compulsory and optional subject
should be adopted for implementation as a part of educational system.
(B) It is to be assured that each and every student of a school is made to play at least one or two games
and school routine is prepared in such a way that every class has got chance to attend at least 2-3
period in a week.

12. TECHNICAL SUPPORT AND SCIENTIFIC BACK UP :
With the unfolding of the international standard of sports thorough the television and other media
the realization that right technical knowledge is required for a sports person from the beginning of his
career has become an imperative. Such requirement demands availability of competent coaches in all
discipline of sports. Endeavour will therefore, be made with the aid of a joint venture of the state Government
and Sports Authority of Arunachal, & State Olympic Association to appoint coaches and make them
available to the sports clubs and Sports associations for arranging coaching camp. Moreover, the Physical
Instructor of Schools/Colleges and Physical Training Instructors/Physical Education Teachers of School
and Colleges will be adequately trained for providing technical guidance to the Students and Youths.
Physio-therapy centre will be established for rehabilitation of injured sports persons and Yoga classes
will be conducted for proper physical and mental tuning up of sports persons prior to competitive sports.
13. IDENTIFICATION OF SPORTS TALENTS :
Identification of Sports talent is a must for making any head way for promotion of games and sports
to achieve result. To find out talents and to develop pre-requisite game abilities (conditional & Cord
national) of latent talent, training and coaching play a vital role. Again latent talent can be found through
mass participation and conducting of competitions/tournaments at various levels. Emphasis should be
laid for mass participation in physical education & Sports through integration of physical Education
Sports in School curriculum and sports in rural areas. The competition is to be strengthened in school
and rural level competition.
Stress to be attached for district-wise Inter-school and Inter district School tournament on the
state identified games; Play Centres may be opened at Panchayat level, Village throughout State with
necessary assistance of Panchayat organization to search a large number of talents for the long term
benefits. A Ground of expert will conduct preliminary coaching in selected school for a definite duration
followed by a preliminary screening. Further basis training in a district coaching centre for a longer
period.
14. MASS PARTICIPATION FOR SPORTS CULTURE AND COMPETITIONS :
Serious and sustained efforts at providing universal access to sports facilities and social development
through sports will create the required enthusiasm and motivation among the general public, and particularly
the youth, to participate in sports activities. While the Central government will foster a pervasive sports
culture in the State, it should be recognized that competition is the soul of sports. Accordingly, the State
government will take the following steps to institutionalize sports competitions in various disciplines to
involve the proficient and build a healthy competitive environment to create opportunities for talent search
and development.
15. FOSTERING A SPORTS CLUB CULTURE :
Encourage and support the setting up in both rural and urban areas, with particular emphasis on
poorer localities, of a variety of public and private sports and youth development institutions, as well as
sports and health clubs, to enable the young and the old, men and women, the physically challenged
and the children, casual players and serious contenders, employees and professionals, the health
conscious and talented sportspersons, to find a suitable playing environment to meet their playing needs.
These sports clubs would either create their own facilities or access public or private facilities through
suitable ‘pay and play’ schemes for their members. They could also avail of the governmental programmes
and schemes to provide the required facilities, equipment and technical support.
16. PROMOTING SPORTS COMPETITIONS :
Encourage and incentivize the National Sports Federations and their state, district and local
constituent units, as also other sports administrative bodies like the Sports Authority of India and its
counterparts in the States as well as the States themselves, besides the sports control boards of the
Railways and Defence services, the Association of Indian Universities (AIU), School Games Federation
of India (SGFI) [etc.], to organize on a massive scale a wide variety of individual and team-based sports
competitions in their respective disciplines to cover both area-based competitions at inter-village/block/
district/State/national level and between institutions such as interschool/college/university/club/youth
club/sports club, as well as community-based informal organizations. Such competitions would be
organized from the village level upwards up to the All-India level for different categories of players like
men, women, juniors and sub-juniors, veterans, and the physically challenged. Apart from annual knock-
out tournaments at higher levels, the league format would be specially promoted for such competitions
throughout the year at the local level. All participants in each category would be further sub categorized
in to different grades in accordance with their performance levels so as to provide fair competition to
everyone. The league format has the twin advantage of increasing the number of matches manifold and
yet being extremely cost-effective for the organizers as the teams bear the small logistical costs of
bilateral visits. The high number of matches sustains interest in the sport at the grassroots level as well
as provides a fairer opportunity for every competitor/team to show their prowess for talent search.
17. STATE FLAGSHIP PROGRAMME :
The State Flagship Programme is being organised for mass participation in games & sports for
meaningful involvement of the youth especially in rural population.

18. YOUTH DEVELOPMENT AND SPORTS :
(a) Introduce physical education and sports as a core activity in all youth development programs
undertaken by the Nehru Yuva Kendra Sangathan (NYKS), National Social Service (NSS), Bharat
Scouts and Guides (BS&G), and NGOs by providing specialized training in sports and games for
youth coordinators and volunteers, organizing practice and competitions in sports and games at
their national and other camps. Using sports as an ‘entry point activity’ in community development
programmes; and using role models from sports for inducing desirable behavioural changes.
(b) Acknowledge and disseminate the value of physical education and sports for better academic
performance, better health and wellbeing, improved life skills and leadership qualities, promotion of
social inclusiveness, and growth of employment opportunities and economic development.
19. ADVOCACY OF BENEFITS OF SPORTS :
While the Department of Sports & Youth Affairs will bring about greater convergence in the
programmes and activities of its Youth Bureau and its Sports Bureau, and make use of their synergies for
the effective delivery of results, it will also play a pro-active role in advocating the benefits of sports and
physical education among a variety of major stakeholders such as other key Ministries, State governments
Departments, local bodies, NGOs and private enterprises, and in encourage them to organize various
workshop and seminars for spreading of message on sports and physical education as key instruments
of public policy and programme activities. Specifically, this advocacy will cover the following areas.
20. HEALTH AND WELL-BEING :
To disseminate the wide range of physical, social and mental health benefits, and how sports can
contribute to strategies to improve diet; discourage use of tobacco, alcohol and drugs; help reduce
violence; enhance functional capacity; break down stigmas attached to diseases like HIV/AIDS; and
promote social interaction and integration. This would lead to reduced health care costs, increased
productivity, and healthier physical and social lifestyles and environment.
21. EDUCATION AND SPORTS :
The games & sports can help in personal and social development, improve academic performance
in key skills such as numeracy and literacy, reduction in truancy, and re-engaging youths in education
and retention in schools, improve social behaviour and reduce anti-social and criminal tendencies.
Special emphasis will be given to meritorious sportsperson with 10% grace marks in all state run
school. The leave of absence to be granted from school and office at the time of participating with a
condition that the sportsperson is representing the state of Arunachal Pradesh in the recognized National
& International level competition. The timing of examination for the participants in recognized National
Federation will be flexible by concern University & State run school.
22. LEADERSHIP AND TEAM-WORK :
To highlight sports as a powerful tool for ice-breaking and engaging the whole of a community in a
common activity; promoting personal development, leadership and team-work skills; fostering volunteering
through coaching and sports administration; and developing community responsibility and involvement.
23. BUILDING INCLUSIVE COMMUNITIES :
Promoting social cohesion through sports to help build communities and a sense of belonging
among all members of the community, enhance the self-image of individuals and the community as a
whole, empower women and other weaker sections to promote their independence and self-confidence,
and adopt an inclusive approach to the welfare of persons with disabilities.
24. PROMOTION OF INDIGENOUS SPORTS : (STATE GAMES TO BE INCLUDED) :
I. We have a vast array of indigenous sports and games which are integral to the civilization inheritance
practiced by all section of tribes of Arunachal Pradesh. These include:
(A) “Bobo”/”Boha-Beni”: Which is sometimes also called Babo, a game familiar to the Apatanis,
throughout their plateau, and in Nyishi Belts.
(B) ‘THE BAMBOO – SKILL EXERCISE’: The Bamboo-skill game, called Enh or Aga by the
Idus, is more a nature of an exercise than a game and requires dexterous agility.
(C) ‘TUG-OF WAR ON ALL - FOURS’: ‘Tug-of war on all fours’ is a game that is peculiar in to
Kameng. It is generally played by boys, as it is rather strenuous, but it provides fund for all to
watch.
(D) STRICK WRESTLING’: ‘Stick – Wrestling’ locally known as Niramin sudo, is a Nyishi game
that is played by two players at a time.
(E) ‘TRADITIONAL ARCHERY’: Traditional Archery is the most popular indigenous game played
by all tribes of Arunachal Pradesh. Competitions are organized in every traditional festival.
List could be indefinitely lengthened. This list is merely illustrative.
II. The key element of the overall strategy of the Sports Policy is to include securing national and
international recognition for indigenous games in which we have a natural, cultural and civilisational
advantage, an activity which advances community pride and self-confidence, where expertise and
facilities for training/coaching are, by definition, locally available, where local spectator participation
is assured, where domestic and even international rural tourism is likely to be generated, and
where some indigenous games can attain the kind of international recognition and support those
indigenous East Asian disciplines.

25. PROMOTION OF SPORT AMONG YOUNG GIRLS AND WOMEN :
Particularly in rural Areas of the State, and many segments of urban Society as well, there is
significant gender discrimination in respect of even the limited access to organized games and sports.
Moreover, social practices, and physical differences between the genders, usually make it imperative
that separate but equal facilities be made available to girls and boys, men and women ensuring such an
equitable bridging of the gender divide in sports must be a key element of the strategy for implementing
the Comprehensive Sports Policy.
26. EMPLOYMENT AND INCENTIVES :
Adequate incentive shall be provided to those who excel in Sports/Youth activities, Special incentives
is also to be given to outstanding sports persons/Youth through employment (There will be Job
reservation of 10% in the Police Department and 5% in all other Departments of Government of
Arunachal Pradesh for the meritorious sports persons of Arunachal Pradesh. Out of the reserved
post for meritorious sports persons of Arunachal Pradesh, 80% shall be reserved for APST sports
persons and remaining 20% will be opened for General competition.) The reservation will be
guided by the Guidelines & rules framed by the State Govt. Administrative & personal Department. Cash
prize award, stipendiary provision etc., Concerned Coaches and Physical instructor shall also be
considered for incentive keeping in mind of their services in bringing the best out of the sports persons.
Incentives will also be extended to excellent Sports persons who has achieved excellence in the
Olympic Games, World Championship, Asian Games, Asian Championships in different sports disciplines,
National Games, National Championship (Organized by respective federation affiliated to IOA recognized
by GOI). Concession will be granted for employment and the current level of reservation for outstanding
sportspersons in recruitment shall continue. The State is committed to ensure that the reservations for
recruitment for outstanding sportspersons are strictly followed by all State Governments and Bodies
receiving grants-in-aid from the State. The system of reserving quota/incorporating grace marks
10% to meritorious sportspersons for admission to educational/professional institutes will
continue. Coaches will also be provided incentives for their excellence etc., which will be guided namely
by Rule for Arunachal Pradesh Sports Incentive Cash Award Rule as per Annexure – I.
27. OUT OF TERM PROMOTION OF IN-SERVICE OUTSTANDING SPORTS PERSONS AND COACHES :
(a) The Government of Arunachal Pradesh shall honour the in-service coaches and outstanding sports
persons working in various Departments by giving them promotion in returns of their Contribution &
achievements at National Games, Asian Games, SAF Games, SAG, Commonwealth Games,
World Championship, Olympic etc. which shall be guided by the guide lines approved by the State
Government.
(b) Recognition of Sports achievement for eligibility for Appointment in Instructor, PET, Coaches etc. in
State Govt. Department. The State Government in recognition to the outstanding sportspersons
who have participated minimum three times at Senior National/International events and brought
laurels for the state by winning medals will be eligible for appointment to the post of Instructor, PET
and Coach under State Government guided by RR of the Department.
28. EXCELLENCE IN SPORTS :
I. International competitive sports have become extremely expensive owing to investments required in
equipment, participation in competitive events throughout the year, costly coaching and training
services etc. In India, the Central government has been supporting high performing national
sportspersons to represent the country and participate in recognized international competitions.
For all other purposes, the sportspersons have been left to their own devices. In many cases,
corporate sponsors step in to provide resources to sportspersons to train and gain international
exposures in return for commercial endorsements and brand ambassador duties for the sponsors.
While this has been helpful in individual cases, the sponsors usually select glamorous sports and
sportspersons. This may not always lead to the most desirable results or to the most deserving
sports persons.
II. Under the Sports Policy, the State government commits itself to systematically providing the necessary
financial and other support to outstanding excellent sportspersons to give them the best chance to
pursue their goals of winning medals in Recognized National & International competitions. The
State government, in association with the State Olympic Association & State Sports Associations,
will identify outstanding sports persons who have achieved benchmarked performances in individual
or team events and have the potential to win National, Olympic and World Championship medals in
their respective sports. Such sports persons would not only be given specialized individualized
coaching at the Centre of Excellence in India and abroad, but would also be financially supported
to pursue their respective medal goals with strategic national & international exposures, personalized
coaching and support staff, financial incentives and assurances of suitable employment and financial
security at the end of their active sports careers. They will also be encouraged and financed to
contribute to their sports by setting up academies to train other sportspersons, given recognition
and rewards in terms of high public assignments etc. Corporate entities would also be encouraged
to co-finance the training activities for medals or post retirement projects of such outstanding
sportspersons.

III. To achieve the highest levels of performance at the highest levels of national & international
competition, a well-formulated, target-oriented and need-based approach will be adopted
incorporating the following elements :
(a) Ensuring fair and reasonable opportunities to all talented young sportspersons, irrespective
of economic background, social origin, gender or regional location, to fully realize their potential,
and win laurels for themselves and glory for the nation;
(b) Promoting a competitive sports culture by harnessing sports development to youth development
and youth development to national development so that the culture of sports acts a critical
engine of accelerated and inclusive economic growth.
(c) Providing for a sufficient number of sports competitions at all levels, from the village/urban
neighborhood level through the block/district level to the state level, to create a culture of
mass participation in competitive sports, including indigenous games and sports, and extending
to genders as well as Paralympics, Special Olympic events. This would also enable
sports administrators to cast their net wide enough to spot talented young persons of both
genders indifferent age groups in different games and sports from all over the state.
The Sports Policy proposes to put in place the following structure for talent search and
development, an endeavour shared between the Central and State governments, supplemented by
the National Sports Federations and the Sports Authority of India and the State sports authorities,
as well as the corporate sector, both public and private.
29. TALENT SCOUTING POOL :
State government, would encourage Sports Authority of Arunachal, State Olympic Association,
Educational institution and Sports Association encouraged to create and maintain a pool of seasoned
talent spotters to identify talented youngsters indifferent age brackets from the block level and district
level competitions. Special emphasis would be given to identifying the disciplines that are most
popular in certain areas or regions due to geographical or cultural reasons, including indigenous
sports and games. Special camps would be held to identify children below fourteen years of age with
special motor and speed capabilities or with particular bone and muscle structure that is suitable for
certain sports or games. It would be ensured that the selection base is kept large enough to cater for
drop-outs.
30. SPORTS NURSERIES :
Identified youngsters would be exposed to short-duration specialized coaching in sports nurseries
in different disciplines to verify their potential and commitment, including the family support for a more
structured and long-term training regime. Counselling for making a career in sports with a clear understanding
on the financial and academic arrangements would determine the selection of the talented youngsters.
The selected youngsters would then be admitted to specialised sports schools or academies which
combine a strict sports regime with a normal academic curriculum.
31. SPORTS SCHOOLS AND ACADEMIES :
The state government will encourage and financially support to set up one or more Sports schools/
Academy’s where high-end facilities and competent coaches in the selected sports discipline would be
provided along with residential accommodation for all the talented players. All common services like
gyms, sports doctors, trainers, masseurs, entertainment, extra-curricular activities etc. would be made
available. Tutors and distance education would be provided to facilitate their academic pursuits in a
flexible and convenient manner. The state governments will also give scholarships to the players to meet
their living costs.
The central government will also be approached as per the provision time to time. The intake would
be limited to 3 to 4 times the number required to represent the State in inter-State or national team
competitions in each of the selected disciplines. Admission and subsequent continuation would be
strictly on the basis of all-round commitment and performance in the chosen sport. In the event of
termination or drop-out for genuine reasons, the State government and the sports school will make all
necessary efforts to ensure financial and academic rehabilitation of the players within the sports sector
by arranging for regular or part-time employment as coaches for beginners or volunteers to help mass
participation activities in the villages or management of sports competitions etc. This would ensure that
the public investments made in the sportsperson do not go waste.
The corporate sector, public and private, would also been encouraged to set up similar sports
academies in association with the Central and State governments, SAI, the National Sports Federations
& State Olympic Associations etc.
32. STATE LEVEL AND NATIONAL LEVEL PARTICIPATION IN SPORTS :
(A) Emphasis is to be laid from Block to district and district to state level competitions on state
identified sports disciplines prior to participation in National level tournament. State Sports
Association/School Sports have special responsibilities with regard to conduct of competitive sports.
They shall be encouraged to present a unified image to preserve the dignity of the State as well as
the Nation. State level School Sports Association are to be encouraged to held regular competition
so as to prepare the teams for participation in national level competitions ensuring proper and
timely selection. Efforts to be made to extract central assistance from Govt. of India (SAI) for
organizing district level & state level competition for Rural & School Sports and participation in
National there-of.

(B) The State Government would also encourage formulating a separate Annual Sports calendar in
consultation with the Sports Authority of Arunachal, State Olympic Association & State Sports
Associations keeping in view of the National Competitions & Championships.
33. CENTER OF EXCELLENCE/ SPECIAL AREA GAME :
This scheme aims at identifying groups (tribes) and areas where natural talent and aptitude for
particular sports exists. The schemes involve process of identification and survey rural & urban areas in
the State. Special competition to assess potential selection of promising young boys and girls and
intensive training at SAG Centre in state will be arranged.
34. STRENGTHENING OF COACHING & TRAINING :
To enhance sports performance level of sports person effective training and coaching on scientific
principle is must. For providing and strengthening in the area of coaching and training a new instruction
will be taken in the shapes of searching of talents through preliminary coaching scheme to provide basic
training of specific skill to the identified talent. Accordingly long term ( more than 5 yrs) middle term
(2 to 5 yrs) and start to (not more than 2 yrs) coaching plan for various games components will also be
mooted Maximum stress to be given on desired level fitness technical and tactical efficiency of concerned
sports. Residential and non-residential coaching camp shall be organized at various level as an when it
is felt necessary.
35. WELFARE SCHEME FOR DISTRESS SPORTS PERSONS :
(A) A pension scheme for welfare of the distressed sports persons shall be formulated. The
Scheme will provide benefit to the needy present and retire sports persons who have achieved
excellence in sports and have won laurels in sports competition in different level on behalf of the
State.
The rates at which the pension will be provided to the retired eminent sports persons of the
state shall be as under:

(B) Insurance against the injury for the players during tournament/competition will be given in the form
of reimbursement upto ` 25 lakhs approximately subject to fulfillment of terms and condition of the
insurance policy.
Terms of Insurance Policy : The terms of insurance policy of any Nationalized Insurance company
shall come into force as per the term of existing market policy.
36. SPORTS FOR PERSONS WITH DISABILITY :
State Government will make special efforts in promoting sports among persons with disability by
raising awareness, removing barriers to access, enhancing participation and developing specialized
systems for identification and training of talent. To this end, the sports infrastructure at all level shall be
made disabled friendly in a phased manner.
The recognition recently given to the Special Games Federation, and the growing popularity and
spread of Paralympics events provides the appropriate opportunity to focus on sports for the differently-
abled as an essential component of the State Sports Policy.
The State Sports Association (Special Olympic chapter Arunachal) representing Sports for
Disabled will be treated at par with other Association in grant of assistance. In addition, a separate
scheme will be formulated to meet their specialized needs in the areas specialized training infrastructure,
training equipment and coaching.
The State Government in association with the Sports authority of Arunachal and Special Olympic
chapter Arunachal shall make special efforts to have an organized competition structure for persons with
disability at sub-district, district and state level, leading to a well established Disability Sports calendar.
The Scheme of Awards to meritorious sportspersons shall be made fully applicable to sportspersons
with disability.
37. SPORTS AND PHYSICAL EXERCISE FOR SENIOR CITIZENS :
Special efforts shall also be made to promote physical activity and sports for senior citizens by
introducing a scheme for Senior Citizens.

38. PHYSICAL FITNESS PROGRAMME :
A National Physical Fitness campaign using various out networks such as National Service Scheme
(NSS), Nehru Yuva Kendras (NYK), National Cadet Corps (NCC) and Bharat Scouts and Guides (BS&G)
shall be carried out to encourage people of all age groups to engage in physical fitness activity. A special
programme of physical fitness shall be introduced in all schools through the Department of School
education. The physical education curriculum shall be specially developed for this purpose.
39. MODERN AND SCIENTIFIC EQUIPMENT :
Proper modern equipments play an important role for the development and enhance performance
level of the individual and team. The State Govt. shall provide such sports equipments/goods to the
schools and district sports Offices. The other Department of the Govt. shall also play their role by
providing/sharing fund with the Department of sports & youth Affairs and supply of modern and scientific
sports equipments at all level up-to Panchayat so as to cover the entire youth forces in the state in phase
manner.
For ensuring such, a lot of fund will be required which may be pooled up by State Govt. assistances,
other Govt. departments, various organizations and sponsors, for providing adequate equipments to the
schools & District Sports Offices. Sports fees should be made compulsory @ ` 50 per students per
session for the student from class VI to XII and ` 25 per students per session from class 1 to V to meet
the cost of sports materials & equipments and to organize regular annual school sports. The sports fees
should be collected by the concerned Head of institution as non-govt. fund in one or two instalment.
Proper accounts should be maintained by the concerned head of the institution concerned. PTI will be
held responsible for expenditure incurred for the sports fees fund. This rate may be only for 3 years and
will be changed as and when felt necessary.
40. RESOURCE MOBILIZATION OF SPORTS :
In order to implement the sports policy effectively a huge fund will be required. The State allocation
of fund for sports is very minimum. Therefore the resources will be mobilized from the following sources:
(A) State Government fund through budgetary provision as considered necessary.
(B) GoI Fund through CSS generally with 100% funding.
(C) North East Council, Shillong,
(D) Private Investors,
(E) Corporate bodies.
In return the Govt shall exempt the tax imposed to All Privet Investors, Corporate Bodies for
the contribution made to the State Sports Development Fund.
41. ADVENTURE SPORTS :
In Recognition of the potential achievements in the field of Adventure Sports an integrated approach
is considered necessary for the development of the infrastructure. A unified action plan will be prepared
by the concerned department for the same which will be executed in a coordinated and systematic
manner. Sports’ climbing has become a very popular sporting event in the national/International Sporting
events. Besides, other adventures like river rafting, hand gliding, Para-sailing, etc., efforts are being
made to popularize Sports climbing in the State.
42. INSTITUTIONAL MECHANISM :
42.1. STATE SPORTS ASSOCIATION/STATE OLYMPIC ASSOCIATION :
The State Government shall recognize only one State Association for each discipline for non-
indigenous games. The state Association shall be affiliated to the National Federation recognized by
Government of India. In respect of indigenous games the Association shall be affiliated or recognized
by Arunachal Olympic Association and SAA. Each State Association shall strive to have at least
minimum of eight to ten District level Association affiliated to the State Sports Association only such
association will be recognized. All District Sports Associations should be affiliated to their parent
State Sports Associations.
The State Sports Associations have special responsibility in organizing competitions. They will
be provided with support for organizing State and National Level Tournaments under the aegis of
National Federation for the latter. They shall also plan annual action calendar and also prepare effective
plan for preparation of state teams for National Championships, by timely selection and coaching. The
State Association shall assess the strength of the State team before embarking on such participation.
The State Association shall organize at least two tournaments for both male and female, that is senior
and junior levels. They will also ensure that similar competitions are held every year by the District
Associations affiliated to them.
On the line of national sports policy the state recognized that the management and development
of the state is the function of the Arunachal Olympic Association & State level Sports Associations
which are autonomous bodies and who is in turn affiliated to district level association. The State
Government, Sports Authority of Arunachal, State Sports Associations and State Olympic Association
have therefore, to work together harmoniously and in coordinated manner to fulfil the objectives of
sports policy. The Arunachal Olympic Association & State level Sports Associations will need to
demonstrate orientation towards the achievements of results and ensure tangible progress in the field
of sports.

Keeping in view model bye-laws/organizational structure may be formulated for the state level
sports association, in consultation with them and with the regards to the Olympic Charter, so as to
make the functioning of Arunachal Olympic Association and the state level sports associations
transparent professional and accountable.
The State Government will encourage and support the Arunachal Olympic Association with necessary
fund to organize state games (Arunachal Olympic) in every two years and similar district games and
Inter-district games every year.
42.2. SPORTS AUTHORITY OF ARUNACHAL :
The Sports Authority of Arunachal is the Apex body headed by Chief Minister of the State, responsible
for promotion of sports & youth activities in the state. The Sports Authority of Arunachal coordinates the
activities of different State level Sports Associations and Olympic Association, assists the government
in policy formulation and release of own fund to implementing agencies for creation of sports infrastructure,
take up the tasks of coaching & training and procurement of sports items as per demand and requirement
of the state in consultation with the Directorate of Sports & Youth Affairs. Sports Authority of Arunachal
will submit the proposal and requirement to the Directorate of Sports for getting fund from the Government.
The body will allow to generate and mobilize a corpus fund from various Government and Non-Government
sources for the purpose of well being on the various sporting activities of the state.
This fund may be known as ‘State Sports Developmental Fund’ with an initial contribution from
the State Government within the defined function and power of this body. Separate rule for monitoring in
this regard will be framed.
Further Sports Authority of Arunachal will provide the necessary Support to State Sports Association
(SSA) for the identification, training and coaching of sportspersons, including provision of infrastructure,
equipment and such other assistance as may be agreed to under the Long term Development Plan
(LTDP).
The Arunachal Olympic Association shall nominate adequate number of representatives
amongst the State Sports Association as members in the Executive Body of Sports Authority of
Arunachal.
42:3. PRIORITY SPORTS :
In order to priorities sports disciplines for special focus and work out a differential pattern of
assistance based on their status and performance, various sports disciplines have been categorized in
the following manner. The lists of disciplines in the respective categories are given at Annexure - 1.
(A) Priority :
In this category such Sports can be listed which are included in Olympics, Commonwealth
and Asian Games or such other sports for which internationally recognized tournaments are held in
which at least two third or 60% of States of India participate, subject to the fulfilment of the following
conditions:
Sports in which the current standards are at or close to international competitive levels; and
(ii) where the teams or individuals are likely to win medals in future.
(B) General Category :
Sports, which are included in Olympic, Commonwealth and Asian Games and where there is
a proven aptitude but not yet close to international competitive levels.
(C) Others Category
In this category such Sports can be listed which are not covered under above-mentioned Priority
and General Categories.
Provided that, the assistance may be provided to Indigenous Games of Arunachal, physically
and mentally handicapped sports persons who possess the standard equal to or close to the
international & National standards prevalent in the recognized tournaments in those sports through
the concerned State Sports Associations and not to any individual directly.
The Long Term Development Plan (LTDP) should be for a period of four years and categorization
once done shall be valid for one LTDP period. The categorization can be subject to review depending
on the change in the performance indicator of the teams/ individuals in national/international tournaments
in respect of specific sport. Department of Sports & Youth Affairs shall issue suitable guidelines and
set procedure for categorization of various sports to ensure objectivity and transparency.
42.4. RECOGNITION OF STATE LEVEL SPORTS ASSOCIATION :
(A) The purpose of this chapter is to lay down the conditions which State Sports Associations will
be expected to fulfil while applying for recognition. The intention is to ensure that State Sports
Associations maintain certain basic standards, norms and procedures with regard to their
internal functioning, which conform to the high principles and objectives laid down by the
concerned National Federation and which are also in consonance with the principles laid down
in the Olympic Charter or in the constitution of the Indian Olympic Association.

(B) The State Sports Associations seeking recognition will have to apply as per Guidelines given
from time to time. While considering the proposals for recognition, the Department will be
guided by the following :
(i) The current legal status of the Organization.
(ii) Recognition by the National Federation.
(iii) Recognition by the AOA / IOA.
(iv) Its undisputed status as an Apex Body in State.
(v) It’s all Arunachal Pradesh spread (60 % Minimum).
(vi) The role and contribution of the organization in promoting and developing Sports in Arunachal
Pradesh.
(vii) Its internal financial and management practices and standards.
(viii) Its electoral practices.
(ix) Its protection and promotion of player’s interests and welfare.
(C) The State Government/Sports Authority of Arunachal on recommendation of Arunachal Olympic
Association reserves the right to suspend funding or other assistants to the concern association
in the event of serious financial irregularities being detected against grant-in aid received from
State Government or SAA for certain period till the committee revoke their suspension.
42.5. CONDITIONS FOR ELIGIBILITY :
(A) For State Sports Associations (SSA) to be eligible for financial assistance and sponsorship,
organizations must maintain their recognized status with the department.
In addition to State Level Sports Association, financial assistance will also be provided to non-
Government Organizations like Jawaharlal Nehru Hockey Tournament Society, Subroto Mukherjee
Educational Society recognized by the Ministry of Youth Affairs and Sports & Department of Sports
& Youth Affairs Govt. of Arunachal. However, financial assistance to these Societies will only be
given in the discipline of hockey and football for junior and sub-junior category as per admissibility.
(B) Further in order to be eligible for assistance the State Level sporting organizations must meet
the following criteria:
(i) The State level Sports Association will be eligible for assistance under these Guidelines
immediately after recognition.
(ii) Follow proper, democratic and healthy management practices which provide for greater
accountability and transparency at all levels.
(iii) Have proper accounting procedures at all levels and produce annual financial statements.
(iv) Produce an annual report within three months of completion of the year.
(v) Have impartial and transparent selection procedures.
(vi) Provide a positive exposure to the Department of Sports & Youth Affairs as a major sponsor
of sport in State.
(vii) Will ensure that the dope test of all its players be conducted regularly as per norms/
standards laid by the NATIONAL ANTI-DOPING AGENCY (NADA).
42.6. FLOW OF FUNDS :
(A) The flow of funds to State Sports Associations, will be from following streams :
(i) From Grants to Sports Authority of Arunachal.
(ii) From other Schemes of the Department of Sports & Youth Affairs.
(iii) From Corporate Houses & Privet Investors etc.
(B) The items for which the Department will continue to provide assistance to SAA under Grants
to State level Sports Association will be as under :
(i) For training requirements (including coaching camps, training abroad, hiring of coaches/
equipment etc.)
(ii) For purchase of equipment.
(iii) For participation in tournaments at National & International.
(iv) For hosting and holding one State level tournaments including one national Level tournament
on approval & Sanction of the Government.
(C) All the proposals for financial assistance for organising Sporting activities by various sports
associations must be routed through Arunachal Olympic Association.
42.7. GRANTS TO STATE SPORTS ASSOCIATION :
State Sports Association under “Priority” and “General” category may avail assistance as indicated
below. State Sports Association in “Others” category shall, however, be entitled for assistance for
holding one State Championships only as per provisions of as Follow :

The State Sports Association will be assisted for organizing one National level Championship
@ ` 50 lakh each for seniors Championship, Junior Championship and sub-junior championship in a
year. In addition, State Sports Association will also be assisted for organising championships as
preparatory to nationals @ ` 10 lakh per championship. In case the Association organize the
championship for men and women separately, only 50% of the admissible grant will be sanctioned for
each category.
The assistance indicated above shall be primarily for provision of boarding and lodging and
transportation to the participants. Assistance at the rate of ` 1200 per head/per day for ‘A’ class
cities and at the rate of ` 1000 per head per day in other venues will be reimbursed, subject to the
ceilings of 90% of the admissible grant. Balance amount will be utilized for hiring of infrastructure and
cost of consumables. Provision of medals for conducting tournaments. Association shall take steps
for mobilizing resources from sponsors and other sources for meeting other expenditure for organization
of the tournament.
The Association shall take steps to ensure participation of all the affiliated units in the State Level
Competition & national level championship. In case less than 75% of the affiliated units participate,
the scale of assistance will be reduced by 25% and no grant shall be provided in case less than 50%
of the affiliated units - participate. Association who will fail to organize championship for junior and
sub-junior categories will not be entitled for grant for senior category. Application on the prescribed
pro-forma to be issued by Sports Authority of Arunachal should be submitted two months before the
date of the championship.
42.8. COACHING CAMPS :
Financial assistance will be provided to Recognized Sports Association and support personnel for
approved coaching camps at scales to be notified by Sports Authority of Arunachal. This will cover to
and fro journeys by AC II Rail or Bus Fair for senior players and by 2nd, Sleeper Class or Bus Fare for
junior and sub-junior players from place of residence to the coaching camp and back to the place of
residence, board and lodging, training kits, medical coverage and insurance. Scales of ration will be
decided by Sports Authority of Arunachal in consultation with Government of Arunachal Pradesh,
Department of Sports & Youth Affairs on the basis of actual requirement of trainees as assessed by
National Institute of Nutrition. Scales of ration and training kits will be notified by Sports Authority of
Arunachal after obtaining the approval of the Government. Provided that all coaches, doctor (s) and
physiotherapist’s) shall be entitled to travel in AC II. or Taxi. The assistance will only be extended to
the concerned Sports Association and not to the coaches.
42.9. EQUIPMENT :
Assistance will be provided by the Sports Authority of Arunachal for required equipment for State
camps. The equipment once procured will be owned and maintained by the concern State Sports
Association atleast for a period of 3 yrs.
State Sports Association may also be assisted for purchase of sports equipment/sports sciences
equipment for training/competition. Requests for purchase of equipment may be made to the Department
on prescribed pro-forma to be issued. These should be accompanied by a list of equipment to be
purchased. In case the equipment is to be purchased from indigenous suppliers it should be purchased
from suppliers on the rate contract of Sports Authority of India (SAI). In case it is to be imported it
should be from Company/firms recommended by National & International federations.
43. FOR PARTICIPATION IN NATIONAL & INTERNATIONAL COMPETITIONS AND TRAINING ABROAD :
Assistance for participation in international tournaments and for training abroad in case of teams /
sportspersons may cover the following:-
(i) Financial assistance will be provided based on actual cost/estimate submitted by the concern state
sports Association for participation at National level competitions.
(ii) Financial assistance will be provided based on actual cost/estimate submitted by the concern State
Sports Association for participation in the Olympic recognised International level competitions. This
will include to and fro international/domestic travel by excursion / economy class, visa fees, airport
tax, incidentals on account of inter-airport transfers and insurance.
(iii) Board and lodging for teams including coaches.
(iv) Senior Teams (Priority Category Sports) :
For participation in Olympics, World, Asian, Commonwealth, SAF and Afro Asian Championships /
Games or mandatory required international pre-qualifying tournaments for these championships, full
assistance may be provided. In addition free board and lodging as per the approved norms may be
provided for two other training cum-competition. One exposure to be agreed upon In the Long Term
Development Plan (LTDP) meetings per year, Allowances for board and lodging will be provided on
the recommendation of Federation supported by details of rates for boarding and lodging indicated
by the organizers. For remaining exposures limited to a maximum of Two only in a year, air passage
cost may be provided as at para 21.ii above.
(v) General Category Sports :
Board and lodging for participation in World cup, World Championship organised under the aegis of
national Federation or pre-qualifying tournament for these championships may be provided in case
the teams qualify for such participation/two exposures at air passage cost may be allowed.

(vi) Junior Teams (Priority Category) :
For the Junior teams in addition, to participation in National/World / Asian Championships for which
full assistance may be provided, two exposures with all costs paid may be allowed. In addition, one
exposure at air passage cost only be allowed.
(vii) General Category :
For the junior teams two exposures with all costs paid may be allowed.
(viii) Sub-Junior Teams :
For the Sub-Junior team’s two exposures with all costs paid and one exposure at air passage cost
may be allowed.
(ix) hiring/transportation of equipment :
(a) For hiring of equipment locally, actual amount required wherever necessary may be advanced.
Horses along with their diets for equestrian events and boats/yachts etc. shall be treated as
equipment for reimbursement of hiring/transportation.
(b) Out of pocket allowance @ ` 1500 per day is to be provided to players for participating in major
International events like Olympics, Asian Commonwealth and SAF Games.
(c) For Proposal at “No Cost to Government” State Sports Association will not be required to
obtain prior approval of the Government in future, In the event that any Association seeks
approval at “No Cost’, the selection procedures as laid down in the guidelines must be followed.
(d) Participation at “No Cost” shall not be allowed in major multi-discipline National & international
sports events like National Games/Asian Games/Commonwealth Games and Olympic.
(e) For Proposal “At Cost to the Government”: State Association should forward proposal in the
prescribed proforma issued by their concern federation to the Department of sports &Youth
Affairs at least three months prior to the event along-with selection committee minutes. These
proposals should be in consonance with the LTDP already approved. The Government will
clear all proposals which have been previously agreed upon in meeting between Department,
SAA and the State Sports Associations at the time of the LTDP discussions.
(f) While submitting the proposals for teams to go to take part in National & abroad for training or
competition, detailed justification for the inclusion of officials(Coach, Manager) including doctor,
physiotherapist, masseur, referee, Umpire in each case is to be given.” Final clearance will
depend upon the duties assigned to these persons in the context of their responsibilities
during the tour.
43.1. COACHES :
(A) The Government of A.P may appoint National/foreign coaches and meet the expenditure on
salary and other benefits as per contract. Wherever the foreign coaches are training the
sportspersons, these shall be included as members of the team when being sent for foreign
exposures.
(B) SAA may prepare a scheme after obtaining the approval of Government for imparting training to
support personnel like masseurs, GTMT experts and doctors :
(C) Each State Sports Associations relating to Priority and General Category disciplines may be
required to appoint a State coach from a Panel offered by SAA only and the Government will
reimburse the salary of the State Coach up to ` 20,000 per month & The National Coach up to
` 25,000 per month for specific period/assignment to be selected by a Committee as per
composition indicated below :
(i) The State Coach will be selected by a Committee with President of the concerned State
Sports Associations as its Chairman, Member Secretary, Sports Authority of Arunachal,
Director (SYA) one ex-international (preferably an Arjuna Awardee or an international/National
medal winner) to be nominated by the Govt. and a nominee of AOA as its members from a
panel prepared by Sports Authority of Arunachal. The State Coach will be appointed by Sports
Authority after careful consideration of the name recommended by the Selection Committee.
(ii) The Selection Committee, in consultation with the Coach will be members of the Coaching
Team.
(iii) The Team of, sports sciences experts etc. shall not normally be changed or modified once
chosen until the National Games/ national championships are over.
(iv) The State Coach will evaluate the progress and performance of the sportspersons in the
coaching’ camps and make recommendations to the Selection Committee regarding
elimination of sportspersons who show unsatisfactory performance. He may also recommend
inclusion of new probable’s. The Selection Committee will decide the elimination/inclusion of
sportspersons as recommended by the concern state Coach.
(v) The SAA shall reimburse TA/ DA to the National/Sate Coach and Government observer for
attending the meetings of the Selection Committee etc.
(vi) State Sports Association will be assisted for organizing State Level Championship @ ` 20.00
lakh each for seniors, Junior and sub-junior championship in a year. In addition, State Sports
Associations will also be assisted for regional championship as preparatory to nationals
@ ` 30.00 lakh per championship. In case the Association organize the championship for
men and women separately, only 50% of the admissible grant will be sanctioned for each
category.

(vii) The assistance indicated above shall be primarily for provision of boarding and lodging and
transportation to the participants. Assistance at the rate of ` 500 per head/per day for ‘A’
class cities and at the rate of ` 300 per head per day in other venues will be reimbursed,
subject to the ceilings of 75% of the admissible grant. Balance amount will be utilized for
hiring of infrastructure and cost of consumables, Provision of medals for conducting
tournaments. Associations shall take steps for mobilizing resources from sponsors and other
sources for meeting other expenditure for organization of the tournament.
(viii) The Association shall take steps to ensure participation of all the affiliated units in the state
level championship. In case less than 60% of the affiliated units participate, the scale
assistance will be reduced by 25% and no grant shall be provided in case less than 50% of
the affiliated units - participate. Association who will fail to organize championship for junior
and sub-junior categories will not be entitled for grant for senior category.
(ix) Application on the prescribed pro-forma will be sent to Department Sports & Youth Affairs
with a copy to Member Secretary (SAA), three months before the date of the championship.
43.2. MECHANISM FOR HOLDING SPORTS COMPETITIONS :
The Sports Department, Sports Authority of Arunachal, Arunachal Olympic Associations and
various State Sports Associations have special responsibility in regard to sports competitions. Though
at present the intuitional structure for holding competitions from Village Panchayat, Block, District
and State level is not up-to the desired level. It needs proper strengthening and well guided polices so
that competitions are well planned. In this regard, proper implementation of newly introduced PYKKA/
now renamed as RGKA/Khelo India Schemes by Ministry of Youth Affairs & Sports, GoI is required to
be augmented for ensuring better results. While encouraging the sports the following aspects are
needed to be emphasised.
(i) Competitions to be conducted in the State would be recognized by the State Olympic Association
and the Department of Sports.
(ii) Competitions in identified sports discipline would be held at village, Block, District and State level
by following GOI PYKKA now renamed as RGKA/Khelo India scheme guidelines.
(iii) Competitions would be held in all sections like Senior ( Men &Women), Junior & Sub-Junior
(Boys/Girls), veterans etc.
(iv) Criterion for age would be strictly adhered to.
(v) More competitions would be planned for the rural area, so that rural talent is properly identified.
(vi) Rules, eligibility, age, prizes, diet, certificate etc., would be well defined by the concerned sports
Associations/State Olympic Association/Department of Sports & Youth Affairs, Arunachal Pradesh.
(vii) Participation in District/State competitions would be made mandatory for all the affiliated units.
(viii) State Patronage to various sports associations shall be given to bodies affiliated to Arunachal
Olympic Association.
44. TO PROMOTE FINANCIAL SELF RELIANCE OF SPORTS BODIES :
The 100 % funding to the Sports Associations & Society etc., is not feasible in the long run in
terms of Grants-in-Aid for organizing competitions/ tournament. There is a need to promote financial
self reliance and discipline in sports. For success of any competition the feeling of Contribution &
responsibility need to be generated. Therefore, for Development of sports the financial support/
contribution from all concern sports Association & society needs to be levied minimum @ 5 to 10% to
ensure equal responsibility for successful completion of event. This measure may be adopted gradually.
45. DISTRICT SPORTS COMMITTEE:
The “District Sports committee” will be constituted for the entire District. This committee will be
looking after all the Assets created against Sports Infrastructure in the district. They shall be responsible
in fixing rates for levying rent/fees/revenue against use of Sports infrastructure facility available for
conducting activity in the District.
The revenue so generated will be utilized for maintenance of assets, payment of electric bills;
telephone bills etc. A joint account for the purpose will be maintained by the committee operated jointly
by Deputy Commissioner cum Chairman & District Sports Officer as Member Secretary of the committee.
The proposed District Sports committee will comprise of following :
(a) Deputy commissioner — Chairperson
(b) SP/DSP — Member
(c) Dy. Director, School Education — Member
(d) Executive Engineer (PWD & Power/Electrical) — Member
(e) Two member from Panchayat body — Member
(f) Two members from General users — Member
(g) Two local Representatives of Sports Bodies — Member
(h) District Sports Officer — Member Secretary

46. GENERAL :
The State Sports Policy will be reviewed from time to time whenever, considered necessary, in
order, to incorporate changes/modification which may be necessitated by technological and other
advancement in this field of sports. For actual implementation of the various measures spelt out in the
policy, assistance for the various govt. Dept. will be necessary.
A Special implementation committee under the chairmanship of the Chief Secretary and the
Commissioner/Secretaries and Head of Dept. of concerned Dept. as members and 2 (two) members
from Arunachal Olympic Association will be constituted to oversee the implementation of various
measurers and development of the sports, physical education and Youth activities in the state.
The Arunachal Pradesh Sports Policy, 2017 issues with concurrence of Finance vide their U.O.
No. 469 dated 6/9/2013 & U.O. No. 4454 dated 7/09/2017, vetting of Administrative Reform vide their
No. Dy. No. – 158 dated 24th September, 2012 and vetting of Law Deptt. Vide their U.O.No 430 and
approval of Cabinet.
