Narrative
On March 13th, 2018 I, Detective Matthew Piloto, was made aware of a YouTube video which potentially violated Florida State Statue
794.03 by broadcasting a video containing the identity of a sex offense victim.
Youtube Video in Violation
On January 29th, 2018, Youtube subscriber "rodney mcgee" posted a video titled "Has Judge Burns Helped a man sodomized an 11
year old girl."
The video shows Rodney L. McGee (DOB 12/5/69) filming himself with a video camera. Rodney was easily identifiable in the video
due to his many prior booking photos and contacts with Charlotte County Sheriff's Deputies in the past. In the video, Rodney begins
to voice his dislike for Charlotte County Judges. Rodney specifically speaks about a sexual offense case involving Raymundo Garza
and 1 - Sex Bat/Ag Child Rodney broadcasts that 1 - Sex Bat/Ag ... was a sexual offense victim in a previous
crime where Raymond Garza molested her.

I also learned this same video was re-posted on YouTube subscriber page "charlottecountyflcopwatch2" titled "DID CHARLOTTE
COUNTY Judge JOHN Burns help a man sodomize a 11 year old girl, WHAT DO U THINK ?"
The beginning of this re-posted video begins with an infomercial page showing "Charlottecountyflcopwatch" Facebook page
followed by the CarMarshal.com homepage. There is a voice heard speaking during this infomercial which is known to be that of
Andrew B. Sheets (DOB 4/14/65). Andrew Sheets is well-known amongst Charlotte County Sheriff's Office employees due to
numerous face-to-face contacts and his outspoken comments about his Charlotte County Cop Watch YouTube channel. Many
employees are able to readily identify his voice as the person speaking before the video begins to play. Additionally, the Charlotte
County Sheriff's Office has had several encounters with Andrew Sheets where he identifies himself as the owner and operator of the
Charlotte County Cop Watch YouTube channel.

I also learned that Andrew Sheets posted a link to the video on his Facebook page on January 30th, 2018. The Facebook page is
identified with the name "Andrew Sheets."

On August 30th, 2018 I learned Andrew Sheets obtained another YouTube channel "livefree ordiepeople" which also posted this
video.

confirmed that she was a victim of sexual assault many years ago. The perpetrator was Raymundo Garza. 1 - Sex Bat/Ag... advised the
sexual assaults took place over the course of several years in both Texas and Florida. When 1 - Sex Bat/A... was younger, she reported
these incidents to law enforcement and medical personnel but nothing was ever done. Once she became older, she had gotten over
the abuse issues between her and Raymundo and no longer wanted to pursue the matter.

That case was investigated by the North Port Police Department and Raymundo was eventually arrested and convicted of Lewd /
Lascivious Molestation. During that investigation, 1 - Sex Bat/Ag ... provided a statement to the North Port Police Department describing
her witness account and; a description of her own sexual abuse. However, 1 - Sex Bat/Ag ... no longer wanted to deal with the issue and
was mostly concerned that another victim was exposed to the abuse she had endured for years. 1 - Sex Bat/Ag ... expressed her desire to
be left out of an investigation because she did not want her personal life to be exposed to anyone.

Andrew Sheets. 1 - Sex Bat/Ag... never told Rodney about her past abuse and is not sure how Rodney would have found out. 1 - Sex Bat/Ag... did
tell her friend Troy about her past but trusted that he would not disclose the information to anyone else. 1 - Sex Bat/Ag... guesses that
Rodney may have gotten this information from Troy.
Now that 1 - Sex Bat/Ag ... is aware of the videos, she is very upset that her personal information is available on the internet. It has brought
up many issues with her family and current boyfriend. It has also caused 1 - Sex Bat/Ag ... to recall many of the traumatic events that she
had previously forgotten.

details of the incident but disclosed that Raymundo had sexually battered her in the past as well. The investigation was passed onto
the North Port Police Department.
3. North Port Police Department report #2010-03-1290
Based on the investigation from the Department of Children and Families, the North Port Police Department initiated an investigation
with 1 - Sex Bat/Ag Child listed as the victim of sexual battery and Raymundo Garza listed as the suspect. 1 - Sex Bat/Ag... provided a recorded
statement accusing Raymundo of sexual battering her and molesting her since she was 4 years of age. Based on the lack of
evidence in the investigation, the case was closed.
4. Department of Children and Families report #2008-466435-01
In November of 2008 the Department of Children and Families opened an investigation for 2 - Victim Amend 6 with concerns she was
being abused by 1 - Sex Bat/Ag ... Dortha Reed, and 1 - Sex Bat/Ag ... , Raymundo Garza. During the investigation, 1 - Sex Bat/Ag Ch... prior records
from Texas were pulled and evaluated. Among other reports of physical abuse, the Texas Child Protective Services investigated
allegations of sexual abuse between Raymundo Garza and 1 - Sex Bat/Ag Child in 2003. The allegations could not be proven and no
criminal charges were filed.
Subpoena Results
I completed subpoena requests for information pertaining to the YouTube subscriber accounts: "Charlottecountyflcopwatch2",
"livefree ordiepeople" and "rodney mcgee." This was completed through the Google LERS system. Due to a link of the video being
posted to Andrew Sheets' Facebook account, I also completed a subpoena request for the Facebook account of Andrew Sheets. This
was completed through the Facebook Law Enforcement Online Request system.
Upon return of the subscriber information from Google LERS, I completed subpoena requests for the IP addresses associated with
those subscriber accounts.
The results of the subpoena returns are as follows:
1. YouTube channel: Charlottecouthyflcopwatch2
The results provided did not identify an individual person and utilized the name and username of "charlottecountyflcopwatch2" and
an email address of charlottecountyflcopwatch2@gmail.com. It provided a creation date of July 1, 2014 and a creation IP address of
IP:98.208.162.32.
2. Comcast: IP address IP:98.208.162.32.

Upon return of the creation IP address responsible for the "Charlottecountyflcopwatch2" page, I subpoenaed Comcast for any
information pertaining to its origin, in effort to positively identify Andrew Sheets as the owner and operator of the cop watch
YouTube channel. Comcast was not able to provide any results. A closer look at their legal guidelines revealed they do not keep
these records past 180 days.
3. YouTube channel: rodney mcgee
The results provided a name of Rodney McGee and user name of Rodney McGee. There was also an email address of
rodneymcgee5@gmail.com with a creation date of July 7th, 2014 and creation IP address of IP:172.56.26.165.
Based off my knowledge of the previous attempt of obtaining IP address records, I did not submit a subpoena for the identity of this
IP address.
4. Facebook: Andrew Sheets
The results confirmed Andrew Sheets as the user of this facebook page with a registered email address of
charlottecountyflcopwatch2@gmail.com (The same email used for the YouTube account: Charlottecountyflcopwatch2). It showed a
phone number of +19419162259. This is the same phone number listed for Andrew Sheets in the Charlotte County Sheriff's Office
ACISS database.
5. YouTube channel: livefree ordiepeople
I submitted a subpoena request for this account on August 31st, 2018. As of October 16th, 2018 I have not received a response.
All of the subpoena requests and returns were attached to this case.
Admissions made by Andrew Sheets and Rodney McGee
1. On September 6th, 2018 Andrew Sheets posted a video to his YouTube channel, "livefree ordiepeople" pertaining to this
investigation. In the video Andrew Sheets is complaining of the investigation brought against him and posted the notice he received
from Facebook, advising him that the Charlotte County Sheriff's Office has requested his user information. By doing so, Andrew
Sheets confirmed that he is the owner and operator of the facebook page identified with the name Andrew Sheets and responsible
for posting the link to the YouTube video in violation of Florida State Statue 794.03.
The video is titled "CHARLOTTE COUNTY,SHERIFF,BILL PRUMMELL IS TRYING TO TAKE DOWN COPWATCH ON FACEBOOK."

investigation. In the video Andrew Sheets posts the subpoena I completed for his Facebook page. By posting this subpoena, he
again confirmed he is the owner and operator of the Facebook page identified with the name Andrew Sheets and responsible for
posting the link to the YouTube video in violation of Florida State Statue 794.03.
The video is titled "CHARLOTTE COUNTY,SHERIFF JUST ILLEGALLY DID SUBPOENA 4 REPORTER 4 COPWATCH FACEBOOK
PAGE."

investigation. In the video Andrew Sheets talks about how he is being investigated by the Charlotte County Sheriff's Office. Andrew
Sheets proceeds to post a copy of the incident report to this case (Which he received via public records request). As the video
continues, Andrew Sheets talks about contents of the investigation which includes the video he and Rodney McGee posted involving
the young girl who was molested.

4. On September 24th, 2018 Andrew Sheets came into the Charlotte County Sheriff's Office Headquarters requesting to speak with
Sergeant Nikki Wagner. Sergeant Nikki Wagner and Lieutenant John Heck met with Andrew Sheets in the front lobby. During their
conversation, Andrew Sheets spoke about this investigation and referenced Florida State Statue 794.03. Andrew Sheets provided a
copy of a previous court case involving this statute and claimed that it can no longer be used because it was struck down by the
Florida Supreme Court many years ago. Andrew Sheets also voiced is frustration with being investigated over a YouTube video and
provided a hard copy of the subpoena I submitted for his Facebook account. This encounter again confirms that Andrew Sheets is
the owner of the Facebook account "Andrew Sheets" which posted the link to the video in violation.
Andrew Sheets was offered an opportunity to provided a recorded statement in reference to this case but he refused.
This encounter was posted to Andrew Sheets' YouTube channel, "livefree ordiepeople" under the title "COPWATCH TOLD
CHARLOTTE COUNTY,SHERIFF THAT DETECTIVE JACOB HAWKINS IS ILLEGALLY INVESTIGATING ME."

5. On October 3rd, 2018 Andrew Sheets posted a video to his YouTube channel, "livefree ordiepeople" pertaining to this
investigation. Andrew Sheets video tapes himself approaching Sheriff Prummell, questioning him about the investigation against
him. Andrew Sheets again talks about how the statue being investigated was struck down by the Florida Supreme Court and further
complains about being investigated over a YouTube video.
The title for this video is "COPWATCH TALKS 2 CHARLOTTE COUNTY,SHERIFF,BILL PRUMMEL ABOUT HIS ILLEGAL
INVESTIGATION ON HIM."

6. On October 14th, 2018 Andrew Sheets posted a video to his YouTube channel, "livefree ordiepeople" pertaining to this
investigation. Andrew Sheets video recorded his jail visitation with inmate Rodney McGee. In the video, Andrew and Rodney talk
about this investigation and reiterate the fact they are both responsible for posting the YouTube video which broadcasts the identity
of a sex offense victim. They voice their frustration with the investigation, calling it illegal, and claiming the statue doesn't fit because
1 - Sex Bat/Ag Child assailant, Raymundo Garza, was never arrested for molesting her.
The title for this video is "COPWATCH TALKS TO RODNEY MCGEE IN JAIL ABOUT CHARLOTTE COUNTY,SHERIFF ILLEGAL
INVESTIGATION."

Investigative Notes
When I discovered the video in violation, I contacted YouTube and Google to notify them of the sensitive content. I requested they
remove the video to prevent 1 - Sex Bat/Ag C... rom being re-victimized any further.
As the investigation continued, the videos were removed from both of Andrew Sheets' YouTube channels. However, the video has
still remained on Rodney McGee's page. I sent another notice to YouTube, requesting it to be taken down.
This report contains screen-shot images of the YouTube pages from Rodney McGee and Andrew Sheets' accounts. It also contains

screen-shot images of Andrew Sheets' Facebook page that posted the link to the YouTube video as well as the links to his YouTube
videos which show his admissions to the crime.
For each of the YouTube videos related to this case, to include the one that broadcasts the identity of the sex offense victim; I
recorded the videos through a web-based converter, Peggo, which is specifically used to record videos from YouTube. When I
located the video in violation and the videos of supporting evidence, I copied the URL from the YouTube site, placed them into the
Peggo web-site which then produced an unaltered recorded copy. Those copies were then placed on a CD and submitted to
evidence.
On September 24th, 2018; when Andrew Sheets spoke with Sergeant Wagner and Lieutenant Heck, he provided a copy a Florida
Supreme Court ruling regarding Florida State Statue 794.03. Upon my review of the ruling, it appears the Florida Supreme Court ruled
on a specific case with a specific set of circumstances that led to the disclosure of a sexual offense victim. In the case, it specifically
mentions that the person held responsible for broadcasting the sexual offense victims information had lawfully obtained the
information, and therefore could not be held responsible for its disclosure. This set of circumstances is different from the case
dealing with Andrew Sheets and Rodney McGee. However, the court ruling was added to this case so it can be reviewed and
considered by the State Attorney's Office.
Summary
Since was 4-years-old, she was a victim of sexual battery. She was forced to endure a lifetime of molestation from
1 - Sex Bat/Ag Child
, Raymundo Garza. Although she made several attempts to report these incidents, there was never enough evidence
1 - Sex Bat/Ag Child
to charge Raymundo Garza.
When 1 - Sex Bat/Ag ... became an adult, she became a mentor for a young girl by the name of 1 - Sex Bat/Ag Child . When 1 - Sex Bat/Ag Child was
9-years-old, she became a sexual battery victim of Raymundo Garza. Raymundo Garza was later arrested and convicted of the
offense.
During the investigation, 1 - Sex Bat/Ag Child had to relive her childhood and share her stories of being molested by Raymundo. Since so
much time had passed, 1 - Sex Bat/Ag Child had moved on with her life and no longer wanted to pursue her cases. 2 - Victim Amend 6 did
not want her personal information out for the public to see and wished to remain a non-reporting victim.
On January 29th, 2018 and January 30th, 2018 1 - Sex Bat/Ag Child was re-victimized when Rodney McGee and Andrew Sheets posted a
video to their individual YouTube channels. The videos not only broadcasted 1 - Sex Bat/Ag Child identity on the world wide web, they
clearly identified her as a sexual offense victim and named the man responsible for molesting her.
An investigation was initiated in efforts to show proof that the video seen on these YouTube channels were in fact from Rodney
McGee and Andrew Sheets. I began submitting subpoena requests for information pertaining to the YouTube channels and Facebook
page responsible for posting this video. Due to the limited amount of information available through a subpoena process, I was only
able to verify the account members name, email addresses and phone numbers that matched the records of the Charlotte County
Sheriff's Office database; to that of Rodney McGee and Andrew Sheets.
However, once an investigation was initiated and Andrew Sheets became aware of it, he proceeded to post numerous YouTube
videos confirming that he and Rodney McGee were responsible for posting the video. These videos included copies of the
subpoenas sent to their accounts, long rants about their frustration about being investigated for the video, naming the specific
statue they were being investigated and even a video where Rodney McGee and Andrew Sheets sit down during an inmate visitation
and discuss the facts of this case. This included confirmation they posted the video that identifies 1 - Sex Bat/Ag Child as a sex offense
victim.
Conclusion
Based on the details of my investigation to include subpoena results, victim statement and YouTube videos from Andrew Sheets
admitting responsibility of this crime; probable causes exists for the arrest of Rodney McGee and Andrew Sheets for violation of the
Florida State Statue 794.03 which is defined under the Sexual Battery chapter as broadcasting the identity of a sexual offense victim.
I am requesting this case be sent to the State Attorney's Office for review and consideration for a criminal summons.
