Project Bay Street Streetscape Improvement Project (West End) $5,600,000

Funding provides for streetscape improvements along the stretch of Bay Street from MLK Boulevard to Warner
Street (base of bridge at the Springfield Canal). Planned improvements may include: new sidewalks, new
landscaping, on-street parking, lighting, site furniture, gateway monument signage, median art installations,
dedicated bike lanes, a nature walking trail along the canal, and an enhanced intersection at Fahm and Bay
Street.

Project Benton Boulevard Improvements $8,000,000

Widen Benton Boulevard from two to four lanes from Jimmy DeLoach Parkway to Highlands Boulevard. Two
new lanes, a grass median and shoulders will be constructed approximately 1700 feet north of the Jimmy
DeLoach intersection and continue to the Highlands Boulevard intersection. The existing four lane section,
which shifts down to two lanes will also be resurfaced. This project will upgrade the Jimmy DeLoach Boulevard
intersection and the Highland Boulevard intersection.

Renovation of the existing station located at 2401 Augusta Avenue. Proposed work to include: interior

Project General Traffic Improvements - District 1 $4,000,000

Project is intended to address intersection improvements needed in various locations to improve vehicular and
pedestrian safety; minimize traffic delays and congestion and improve traffic flow. Work will involve: lighting
upgrades; installing turn lanes; and constructing new and upgrading existing traffic signals. Proposed
intersections/areas for improvements in District 1 include: I-16 (from I-516 to Gwinnett); I-516 and Gwinnett
St.; Bay and Drayton Streets; Bay and Whitaker Streets; Louisville Road and East Lathrop Avenue; Louisville
Road and West Boundary Street; MLK Boulevard and I-16; MLK Boulevard and Taylor Street; Gwinnett and May

Development of a new park and/or outdoor athletic fields to provide recreational facilities for Northwest
Savannah. Funding is needed for land acquisition, design and construction costs. Amenities may include a

lighting, parking lot, and/or a pavilion.

Project Highlands Town Center $8,000,000

New community center and police substation to service northwest Savannah. The community center is
projected to cost $6,000,000 and will be a full service recreational facility to include a gymnasium, kitchen and
multi-purpose space. The Police substation is projected to cost $2,000,000 and will provide a central location
for patrol officers to: quickly respond to calls for service in the northwest area of the City; perform
administrative functions and have access to restroom facilities while performing work duties.

Project Hudson Hill Park Improvements $1,500,000

This project will improve the condition of the Hudson Hill Athletic Field, located on Hudson Street near the
Hudson Hill Community Center. Funding will be used to install new synthetic turf which will make the field
available for multiple sports and reduce annual maintenance costs. Other improvements will include: fence
replacement; lighting system upgrades; and improvements to the parking lot and drainage system.

Improvements to existing practice fields to include: field grading, irrigation and drainage installation, athletic

tennis courts to green space for additional practice field space.

To provide safe pedestrian walkways that connect neighborhoods and provide access to major activity centers
including schools, parks, trails, transit stops and stations, commercial centers, shopping, and other public
services. Approximately two miles of new sidewalks will be installed in District 1 neighborhoods. Proposed
locations include: Fell Street (from Stratford to Bay); Hopkins Street (from 41st to Ogeechee); Stratford Street
(from Lilly to Augusta); Liberty Parkway (from Ogeechee to Mills B Lane); Cloverdale Drive (from Eleanor to
Stiles); Richards Street (from West to McIntyre); Stiles Avenue (from Belaire to Ogeechee); and McIntyre (from
Richards to Stratford).

Project Riverwalk Extension $2,000,000

Construction of the final section of the Riverwalk on the eastern end of River Street that will connect Morrell
Park and the Eastern Ferry Shelter (near Marriott Hotel) to the Eastern Wharf Riverwalk (formerly known as the
Savannah River Landing development). This section will be approximately 550 feet in length.

Project Savannah Powder Magazine Restoration $250,000

The City of Savannah has entered into a partnership with the Historic Savannah Foundation and other nonprofit
groups to secure, stabilize, restore, and redevelop the historic Savannah Powder Magazine. The Powder
Magazine is an abandoned City-owned gothic-style brick structure (located on Ogeechee Road) completed in
1898 to store explosive powder, artillery ammunition, and dynamite. It was designed by two of Savannah’s
most famous architects – Alfred Eichberg and Hyman Witcover. The building was actively used by the City until
1963, and has sat abandoned since. In December the Historic Savannah Foundation, in conjunction with the
City, was awarded a $2,500 grant from the National Trust Preservation Fund to conduct a conditions assessment
of the Powder Magazine. That assessment will drive stabilization and restoration plans, with the goal of
eventually transforming the site into a public park and historic site using public and private funding.

Project will involve performing various improvements to existing swimming pools in District 1 including: pool

in restroom and dressing room areas; and other miscellaneous improvements necessary to comply with ADA and
the Health Department's requirements. Renovations will be performed at the Bowles Ford and Tompkins
facilities.

Project Tide to Town - District 1 $3,900,000

Provide funding for Tide to Town, an urban trail system that will create approximately 90 miles of dedicated
pedestrian, bike, and multi-use facilities to foster a highly-functional active transportation network throughout
all of Savannah, from the urban core to the City's marshes and waterways. Tide to Town will provide a
continuous, non-motorized transportation system designed with the general community in mind. Much of the
system is envisioned as separated, protected bike and pedestrian facilities along many of the City's existing
canals and public rights-of-way. Tide to Town will provide improved and safe multi-modal mobility and
connectivity as evidenced by a significant increase in the number of neighborhoods connected to walking and
biking infrastructure. Because this project is in the early planning phase, adjustments may be necessary to
specific district allocations next year as more information becomes available.

Project Tri-Centennial Park Improvements $2,500,000

To support the implementation of recommendations included in the Tri-Centennial Park Master Plan. The Park
is located on City-owned property and managed by the Coastal Heritage Society. Project will involve the:
construction of six new ADA compliant restroom facilities in the White Washroom Building to support visitors
and special events; remodeling of the existing six restroom facilities in the Storehouse building and other
improvements necessary to allow this building to be used as the new visitor entrance and ticketing location for
both the Georgia State Railroad and Savannah Children's Museums; restoration of deteriorated roof monitor,
windows and doors in the Roundhouse Building; improvements to the entrance and parking lot that is adjacent
to Battlefield Park; and improvements to the Coach and Paint Shop Buildings to allow both buildings to be used
for the expansion of the Savannah Children’s Museum.

Citizen Recommendation: Provide funding for drainage improvements in the Cloverdale Neighborhood, areas
near Beach High School, 51st Street and Hopkins, Ogeechee Road, Springfield Terrace, Louisville Road, Feiler
Terrace Canal (to include widening), Dundee Canal, and Bel-Air Drive.

Staff Recommendation: Downstream drainage improvements will first need to be completed before
improvements can be made to the requested areas. Staff does not recommend moving forward with this
project until such improvements have been completed.

Project Bilbo Basin Improvements (Phase 2) $20,000,000

To extend the Bilbo Canal southward to Normandy Street, as the second phase of the Bilbo Canal Project.
Phase two continues construction of the 130 foot wide canal south of President Street. The project provides
100 year storm capacity for areas south of President Street, helping development meet flood mitigation
requirements, and allowing for future projects by increasing the capacity of the Bilbo drainage basin, which
drains much of the downtown area.

The Savannah Mid-Town Quiet Zone project proposes the installation of additional Supplementary Safety
Measures (SSMs) at ten vehicular railroad crossings to allow for the establishment of a federally approved
‘Quiet Zone’. A quiet zone would allow trains to travel through the area without the federally mandated
requirement of blowing their horns 15-20 seconds prior to each highway-rail grade crossing.

Preservation and restoration of City Hall's interior public spaces on the first and second floor levels, including
the lobby, rotundas, stairwell, hallways, Council Chambers, and reception room. Project will include:
preservation and restoration activities; electrical, mechanical and audiovisual upgrades; structural engineering
and monitoring services; and replacement of window treatments. Respecting the structure's historical and
architectural integrity (including original 1906 materials, features and layouts) will ensure this significant
Savannah landmark and the City's flagship building is available for future generations of Savannah citizens.

uses a process to manage digital information but it is very inefficient and often requires a large amount of staff
time.

on this fiber for voice, data and traffic signalization.

Replacement of the existing RMS which is an agency-wide system that centralizes critical records and
information for use by the Savannah Police Department. The existing system was installed in 2007 and has not
been updated. Newer technology will result in a significant reduction in the amount of time needed for staff
to input data as modern systems allow automated data collection, organization and electronic data input.
Updating the existing RMS will therefore enhance operational efficiency and resource management.

Project Public Safety Radio Tower Relocation $5,000,000

The radio network is jointly funded by the City of Savannah and Chatham County. There is need to relocate
two existing towers to provide better coverage in the eastern portion of the County (Tybee tower) and the
southern portion of the County (Southside tower). The City is responsible for funding the relocation of the
Southside tower, which is collocated on a commercial cellular tower, owned by American Tower, at 500 Lucas
Drive lot 55. The tower is not designed to withstand a significant weather impact such as a category 3 or
higher hurricane. Loss of the Southside radio site impacts 33% of the radio system footprint in Chatham
County. The County will fund the relocation of the Tybee tower, which is located on County-owned property
on Tybee Island. Requested funding is for: an engineering study, relocation of the tower, and construction of
two new radio sites.

New procurement of specialized vehicles necessary to support the special operations of the Savannah Police
Department. Vehicles are needed for response to a wide range of tactical situations such as hostage rescue,
barricaded gunmen, warrant operations, terroristic threats and other high-risk security situations. The
department currently utilizes vehicles which are owned by Chatham County. However as a result of the SCMPD
demerger in February 2018, there is a need for the Savannah Police Department to acquire its own vehicles to
ensure efficient delivery of critical services to the Savannah community.

To provide funding for the milling, patching, leveling and/or resurfacing of a portion of the City's roadway
network. Streets are currently being evaluated by Roadbotics, a company that uses new technology to rate
roadway conditions. Approximately half of the City's 700 miles of streets have been assessed and the
remainder is expected to be completed next year. Once completed, a list of prioritized roads will be provided
by staff.

Project Brick Street Preservation $250,000

Citizen Recommendation: Provide funding for the removal of asphalt and the relaying of brick & block streets
and sidewalks.

Staff Recommendation: Funding is included in an existing project which allows for replacement of brick and
general repairs/improvements to City streets and sidewalks. However, funding is limited; Additional funding
could be used to specifically target brick streets and sidewalks(as opposed to concrete-constructed facilities)
which are in need of repairs. Most of the City's brick street inventory is located in areas north of Victory
Drive. Cost estimates are ball-park figures and will need to be revisited by staff in the event the project is
approved as a potential project to move forward. Funding could be alocated as follows: District 1 ($31,250);
District 2 ($125,000); District 3($31,250); District 4($31,250); District 5 ($31,250); and District 6 ($0).

approved, to perform necessary repairs to curbs that were constructed with granite. Granite curbs are viewed
by many to be of historical significance and part of the character of the City's neighborhoods.

Project Lite Rail Line Connecting Southside to Downtown $80,000,000

Citizen Recommendation: Povide funding for a new lite rail system similar to the City of Charlotte's Lite Rail
System, to connect the Southside of Savannah to the Downtown area.

Staff Recommendation: Light rail (or streetcar) service has been considered in Savannah in the past by both
the City of Savannah and Chatham Area Transit. The challenges are primarily cost and logistics. Staff
recommends that instead of looking at particular uses, that the City instead look at transit corridors that could
be developed. Within these corridors the City could have light rail or high frequency bus service, or rapid bus
service. The corridors would serve to connect residents, workers, and shoppers with hubs throughout Savannah
and in the County. Chatham Area Transit is starting it’s re-routing next year and the City should work with
them and the Metropolitan Planning Organization to determine what the best option is.
