CHAPTER 5

SUMMARY OF THE FINDINGS, CONCLUSION AND RECOMMENDATION

This chapter presents the summary, the conclusions drawn and the

recommendations made as outgrowth of this study. This study is on the perceptions of

the PNPA cadet respondents on the present status of the criminalistics laboratory in

PNPA, and the problems they encountered.

On the PNPA Cadet profile were age, sex and educational qualifications were

undertaken.

Summary of the Findings

The salient findings of the study are as follows:

1. In terms of perception, the PNPA Cadets has a poor perception that there is

complete criminalistics laboratory facilities and equipment of the Philippine

National Police Academy garnering an overall weighted mean of 1.78 verbally

interpreted as “disagree”.

2. PNPA cadet respondents really encountered problems on the criminalistics

laboratory facilities and equipment of the Philippine National Police Academy

with the overall weighted mean of 3.36 having a verbal interpretation of “agree.”

3. The researchers came up with an action plan covering a 10-year

implementation plans and pr Procurement of individual issue grams of the

Philippine National Police Academy about the improvement and enhancement

of the criminalistics laboratory. It had six key indicators, with respective success

indicator as follows:

a. Enhancement of updated laboratory equipment – 50% of the funds for academics shall

be distributed to criminalistics laboratory facilities and equipment

b. Improve relationship with the stakeholders - At least 15% be added to the total budget
of the academy including equipment given through donations.

c. Proper Budget Planning - 20 % savings from ordered laboratory facilities and equipment

d. Cadet’s exposure of criminalistics laboratory facilities and equipment - 100%

additional criminalistics knowledge and skills to cadets


e. Procurement of individual issue - Ratio of laboratory equipment to individual cadet must
be 1:1

f. Maintenance of laboratory facilities and equipment - 100% of the laboratory facilities


and equipment shall be inspected and maintained

Conclusion

Based on the findings of the study, the following conclusions are drawn:

1. The standard facilities and equipment that a criminalistics laboratory must have a

general laboratory design, electrical system design, plumbing system design and

technical laboratory section, divided into forensic photography, finger print,

forensic chemistry and toxicology, polygraph, ballistics and questioned document

in accordance with the National Institute of Standards and Technology Department

of Commerce of the U.S. Department of Justice on the Forensic Laboratories:

Handbook for Facility Planning, Design, Construction, and Moving and CHED

Memorandum Order No. 05 Series of 2018 specifically the Policies, Standards and

Guidelines for the Bachelor of Science in Criminology Program, it stated on Section

17: Laboratory and Physical Facilities sub-paragraph 2, 3 and 4.

2. The criminalistics laboratory in the Philippine National Academy has a poor status

as of the present.

3. The following are the top problems encountered by cadets of the Philippine

National Police Academy regarding the current status of its criminalistics

laboratory:

a. Lesson presentation is insufficient due to unavailability of some equipment.

b. Cadets lose interest on the lesson are not satisfied on the current status of

the criminalistics laboratory in PNPA.

c. The application of the theoretical knowledge to the actual practical

experience is not met.

4. A ten (10) - year action plan was made with six (6) key indicators with

corresponding success indicators that would provide an updated and modern

criminalistics laboratory facilities and equipment after gathering the data from the

responses made by the respondents about the problems they have experienced
regarding the laboratory facilities and equipment in the academy. This action plan

aims to the improve and enhance of the criminalistics laboratory.

Recommendation

Based on the findings and conclusions presented, the following recommendations

are suggested:

1. The researchers recommend that the PNPA Cadets should continue the

eagerness to learn, the resilience in facing the challenges of incomplete laboratory

facilities and equipment and maintain the quality and excellence of PNPA Cadets

in academics, fitness and merits.

2. The researchers recommend that the professors in Criminalistics have enough

skills, knowledge and initiative to effectively impart the lessons to the PNPA Cadets

despite of the problems in the laboratory facilities and equipment.

3. The researchers recommend that the Philippine National Police Academy, as an

ISO institution together with its administration to make this matter an urgent and of

high importance as it is a reflection of the institution’s vision, mission and goal.
