21 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

23 SECTION 1. Arkansas Code § 23-115-404 is amended to read as follows:
24 23-115-404. Confidential information.
25 (a)(1) Except as provided in subdivision (a)(2) and subsections (b)
26 and (c) of this section, the Office of the Arkansas Lottery shall comply with
27 the Freedom of Information Act of 1967, § 25-19-101 et seq.
28 (2) The following records or information shall be treated as
29 confidential and are exempt from public disclosure under the Freedom of
30 Information Act of 1967, § 25-19-101 et seq.:
31 (A) Information pertaining to the security of lottery
32 games and lottery operations, including without limitation:
33 (i) Security measures, systems, or procedures; and
34 (ii) Security reports; and
35 (B) Any records exempt from disclosure under the Freedom
36 of Information Act of 1967, § 25-19-101 et seq.; and

1 (C) Any identifying records or information regarding a

2 lottery winner.
3 (b) Except as otherwise required by law, an employee of the office or
4 of an entity listed in subsection (c) of this section who has been given
5 access to any identifying records or information regarding a lottery winner
6 shall not disclose the identifying records or information to another
7 individual or entity.
8 (b)(c) The following entities Arkansas Legislative Audit shall have
9 full access to the records of the office.:
10 (1) The Internal Revenue Service;
11 (2) Arkansas Legislative Audit; and
12 (3) The Department of Finance and Administration.
