Bill Gives Counties Right to Refuse Toll Crossing

in the General Assembly expands the requirement to
Western Shore counties that the state receive the ex-
press consent of a county government before build-
ing a new toll road, toll bridge or toll highway in their
jurisdiction.
The bill could target efforts to build a third Chesa-
peake Bay toll bridge crossing to augment the current
aging spans.
The bill have received broad support so far, including
St. Mary’s District 29B Del. Brian Crosby.
The counties on the Eastern Shore already have the
consent requirement and have expressed willingness to
veto a new span that impacts their counties.
Here in St. Mary’s County the commissioner board
has already expressed its opposition to a bridge span
that would connect with Somerset County, citing in-
creased impacts on stressed roads and interference
with the Navy’s mission at Patuxent River Naval Air
Station.
A recently released state study map purports to show
multiple potential crossings connecting both shores
with one terminating in Lexington Park, the most traf-
fic congested portion of St. Mary’s.
There are four potential connections with neighbor-
ing Calvert County from Dorchester County, with one
in the northern most part of the county, two to the north
and south of Prince Frederick and one in the Solomons
or Lusby area.
The bill does not allow counties to prevent a bridge
being built if it has no tolls attached to it.
Commissioner Todd Morgan said the county had
been negotiating back and forth for the past year with
the state about its inability to handle a third bay span.
“We have already told the state we will not be able to
accommodate the third bridge,” Morgan said. “It [the

bridge connection would only serve to stoke more pub-
lic uproar over something that was nearly impossible.
“I don’t think it’ll make it to Calvert either,” Morgan
said.
Crosby discounted the map and its alleged crossings,
saying that he knew of no efforts to put in a crossing
from St. Mary’s.
“There are no discussions on that,” Crosby said.
“This is just so they couldn’t slap a toll on us without
our consent.
“A bridge from Lexington Park makes no sense es-
pecially since we don’t have a new Thomas Johnson
Bridge. This just expands our rights.”
Meanwhile, state projections show the current bay
span will continue to worsen under increasing traffic
burdens; a 2015 report stated that by 2040 the average
traffic on the bridge will increase by about 31 percent
to 92,800 vehicles each day. That figure is expected to
jump to 94,300 vehicles by 2020 during Fridays in the
summer season.
A new, single, eight lane bridge, to replace a demol-
ished older span, is estimated to cost $25.34 billion,
according to state figures.

The bill exempts anyone from legal
action who lawfully prescribes or ad-

The bill also targets variations of fen-
tanyl which are being seen more and
more at street level overdoses.
Fentanyl has become one of, if not the
most, lethal opioids found to be respon-
sible for overdose deaths, outstripping
heroin and other synthetic opiates such
as oxycodone.

SMADC Takes Over Oyster Trail Website


Guide Expands Support for Oyster Industry
The Southern Maryland Agricultural
Development Commission (SMADC)
recently adopted the management of
the ‘Southern Maryland Oyster Trail’
website, at the invitation of the project
originators Morgan State University,
Patuxent Environmental and Aquatic
Research Laboratory (PEARL) and
partners St. Mary’s and Calvert County
Economic Development and Tourism
Departments.
The Southern Maryland Oyster
Trail  was first conceived by environ-
mental non-profit True  Oyster Restora-
tion Initiative, Inc., as a tourism market-

tion for oyster farming; where and how
oysters are grown and harvested as well
as the economic, cultural, gastronomic
and ecological assets the oyster industry

New NAACP President Targets


Achievement Gap, Community Needs

William Roosevelt Hall III is relatively new to St.


Mary’s County, but he’s already become a fixture in
local politics and activism.
A native of Birmingham, Alabama he’s established
himself here by working with the National Association
for the Advancement of Colored Peoples’ Souls to the
Polls program, getting a seat on the county’s planning
commission and now as the newly-elected president of
the county’s chapter of the NAACP.
The group’s mission is to help promote opportunities
for people of color and to fight racism and its effects;
he works for both ends but said he’s focusing more on
the former.
“I’ll try to change people’s minds,” Hall said. “But
I’m focused on trying to solve problems.”
Hall, 38, a program analyst on Patuxent River Na-
val Air Station for the manned flight simulator, said he
particularly wants to tackle the achievement gap be-
tween black and white public school students.
He wants to find ways to mentor black students to
push themselves academically.
“I feel like nobody’s pushing them towards excel-
lence,” Hall said. “They’re just pushing them towards
passing.”
Hall knows about academic excellence. Growing up
in Birmingham, where the exodus of the steel industry
lead to widespread joblessness and social decay, Hall
was still able to attend a magnet school, excel academi-
cally and get accepted into the U.S. Military Academy
at West Point.
His mother was the driving force in him going into
the service academy, since he wanted to study business
at a college in Florida.

Out “with” the frying
pan, and in to hiding
Yes, I realize it is February and I should have opened the set before this,
but you know how it is. Sometimes you pass by something in your house so
much that you don’t even notice it’s there anymore. This is what happened
with a set of red cookware we bought before Christmas at the Prince Freder-
ick K-Mart when it was in close-out. The set was a real deal. The problem is
that I do not like red cookware, and do not see it in the future plans of what
I would like our kitchen to look like. BUT, it was one of those days where
my husband was not in one of his most patient moods. Maybe that’s because
I spent a half hour in the aisle debating the relative merits of 4 or 5 different
sets of pots and pans. Remember that I am married to a former firefighter. I
don’t want to make a blanket statement here, but most all of the firefighters
I have known are not known for indecision. People’s lives and their lives de-
pend on quick decisions and quick action. Unfortunately, this state of mind
also applies when they are shopping with their wives.
Our conversation this particular day went like this: He says: “How about
I buy a new set of cookware for Christmas?” Me: “Okay, let me just look
what is included in each one.” A few minutes later, he asks, “Okay which
one do you like?” Me: “Well, this one has some nice frying pan sizes, but
not enough pots, this other one has everything I want, but doesn’t look like
it would last.” Him: “How long have you had your cookware??” Me: “Since
my first wedding 37 years ago.” Him: “It needs to go! And SO DO WE!”
Me: starting to possibly whine: “But my mother got it for me.” Him: “Pick
something or we are leaving.” Me: mumbly like: “Okay, well I guess if I have
to, I guess this RED set is fine, it does have everything I guess I want.” In my
mind I am saying, “I HATE RED cookware, I want persimmon, or turquoise
or sage green.” Him: “Alright, get it, let’s go.”
I know I have been petty about this whole thing by just stepping around
this huge box in the extra bedroom, laying things on top of it to hide it, and
never opening the box. I even considered selling it on Facebook marketplace
to put towards a color I really want. It came to a point however where I had
no choice anymore. I realized when I looked at my old large-perfect for fry-
ing a whole pound of bacon frying pan that I had been blissfully oblivious
and completely ignoring the fact that the Teflon coating was scratched and
almost non-existent, and very likely a huge health hazard. And that the small
perfect for scrambled eggs frying pan was maybe not so perfect either any-
more. This was evident by the fact that when we fried sunny-side-up eggs in
the pan, we had to prop up the handle on the stove with a can of black pep-
per, so all the yolks and whites didn’t all end up as one big egg.

deciding to relocate to Tennessee. He
only spent a few months in Tennessee
before deciding to return to Maryland.
Kyle was an avid hunter and loved to go
fishing. He took several trips to North
Carolina to go deep sea fishing. He also
enjoyed visiting his life-long friend,
Korie Langley (Danielle) in Tennessee.
