TERMS OF REFERENCE

I. Background and Objective

The NMYL was created during the term of President Corazon Aquino as
part of her administration’s youth development agenda. Article II of the NMYL
Constitution and By-Laws envisions a league of competent, pro-active and
ethical leaders believing in the capacity of the youth to effect change in
achieving prosperity through good governance, innovations and sustainable
development.

Pursuant to this vision, the SK Federation of Iloilo City will conduct a


leadership training that aims to enhance the skills of young leaders and
prepare them for a more responsive and responsible leadership in their
respective communities.

II. Objective of the Terms of Reference

1. To govern the conduct of the leadership training


2. To define the functions and responsibilities of the Training Director
and other related officials before, during and after the leadership
training
3. To define the rules of the leadership training and prescribe penalties
in case of breach

IV. Leadership Training Officials- Functions and Responsibilities

1. TRAINING DIRECTOR-

The SK FEDERATION PRESIDENT shall be the TRAINING DIRECTOR.


She will oversee the entire leadership training. She will be responsible for
identifying training needs, selecting and managing resources including
working with stakeholders, training vendors and other youth leaders to
develop and deliver training.

Any action requiring a major decision (such as budget expenditures,


change of venue, change of program flow, determination of penalty in
case of breach of house rules and the like) must be determined by the
TRAINING DIRECTOR. In case of conflict between the decision of other
training officers ad provided in the subsequent paragraph the decision of
the TRAINING DIRECTOR shall prevail.

It shall be the responsibility of the TRAINING DIRECTOR to sign off


on any tool which may be used during the leadership training taking into
consideration the appropriateness of the tool. Any tool which involves the
use of bladed weapon, pyrotechnics that may cause fire, loud and jarring
sound shall be absolutely prohibited.

The TRAINING DIRECTOR may join the leadership training as a


participant should she desire to do so. However, no activity in the
leadership training which the TRAINING DIRECTOR may have had
previous knowledge shall be offered to ensure neutrality.

2. DEPUTY TRAINING DIRECTOR-

The DEPUTY TRAINING DIRECTOR shall assist the TRAINING


DIRECTOR in any capacity which is necessary to ensure the smooth
conduct of the leadership training.

Should the TRAINING DIRECTOR join the leadership training as a


participant, the DEPUTY TRAINING DIRECTOR shall assume the role of
the TRAINING DIRECTOR for the time which the latter is unavailable.

3. MASTER OF DISCIPLINE-

The MASTER OF DISCIPLINE is responsible for the orderly conduct of


the leadership training. He shall ensure that participants are at the
designated venue during the specified time. It shall be his task to bring to
the attention of the TRAINING DIRECTOR any breach of training rules.
Moreover, the MASTER OF DISCIPLINE shall coordinate closely with the
TRAINING DIRECTOR during the training to report any untoward
incidents.

It shall be the task of the MASTER OF DISCIPLINE to draft the rules


and regulations along with the imposable sanction to be observed during
the training. The rules and regulations drafted shall be signed off by the
TRAINING DIRECTOR.

The MASTER OF DISCIPLINE cannot automatically impose penalty to


an erring participant without prior report of the incident being made to
the the TRAINING DIRECTOR. He shall have re commendatory powers in
so far as the imposition of penalty however, any severe penalty must be
signed off by the TRAINING DIRECTOR.

4. REGISTRATION TEAM through NMYL-

The REGISTRATION TEAM shall be responsible in enrolling


participants, keeping records of all participants, submission in due time of
all documents that may be needed for registration and make necessary
follow ups for participants.

Regular reporting to the TRAINING DIRECTOR shall be given to aid


the TRAINING DIRECTOR in determining the number of training kits
needed, board, lodging and other necessary materials.

5. HEAD FACILITATOR-

It shall be the duty of the HEAD FACILITATOR to maintain


communication and contact with all participants and volunteers
throughout the week to answer any inquiries, encourage participation and
ensure an inclusive environment for all participants. The main goal of a
facilitator is to draw out knowledge and insight from other group
members. A facilitator will use different skills, tools, exercises and natural
abilities to keep a group discussion moving smoothly. The HEAD
FACILITATOR is expected to be able to draw out the experiences of the
participants without making the discussion all about himself although he
may add his own experiences to drive on a point.

The HEAD FACILITATOR may use facilitation tools such as gimmicks,


instruments, exercises, and tricks. However, the TRAINING DIRECTOR
must be informed before the leadership training begins of the tools to be
used to ensure that the tools are safe and appropriate.

The HEAD FACILITATOR shall bring to the attention of the TRAINING


DIRECTOR and the MASTER OF DISCIPLINE any issues which can
threaten the safe space of the leadership training especially during
discussions.

6. DEPUTY HEAD FACILITATOR-

It shall be the responsibility of the DEPUTY HEAD FACILITATOR to


provide support in the conduct of the leadership training activities. As
DEPUTY HEAD FACILITATOR, they shall ensure that all participants in the
group were given a turn in the discussion.
The DEPUTY HEAD FACILITATOR shall also be responsible in assisting
the HEAD FACILITATOR to ensure that the level of participants energy
stays high for every activity or depending on the appropriateness of the
activity.

The DEPUTY HEAD FACILITATOR shall also help in identifying the


participants who are not participating, participants who threaten to
disturb the established safe spaces and participants who do not abide by
the rules of the training camp.

7. FLOOR DIRECTOR-

The FLOOR DIRECTOR is responsible to ensure that the activities


abide by the scheduled time. It is the task of the FLOOR DIRECTOR to
coordinate with the TRAINING DIRECTOR and communicate to the latter
any changes in the scheduled program.

The FLOOR DIRECTOR shall also be responsible in facilitating the


technical needs of the speakers and the participants within the venue.
Any issue with equipment shall be communicated to the FLOOR
DIRECTOR to be addressed.

Moreover, it shall be the task of the FLOOR DIRECTOR to ensure that


materials needed during the training are within the training venue before
the start of every activity. After the activities, it shall be the task of the
FLOOR DIRECTOR in close coordination with the SUPPORT TEAM to
inventory the materials and equipment used to ensure that they are fully
functional for the next activity.

8. SUPPORT TEAM and MARSHALS-

It shall be the duty of the SUPPORT TEAM to provide assistance to


the different designated TRAINING OFFICERS in whatever professional
capacity that may be required of them.

The MARSHALS shall be incharge of keeping the personal belongings


of the participants safe. Moreover, they shall establish a procedure to
facilitate the orderly collection, gathering and storing of personal
belongings such as cellular phones, wallets, watches,laptops and the like.

V. SAFE SPACES

In order to ensure the free flow of ideas and maximum participation


regardless of political affiliation, the leadership training shall establish the
following SAFE SPACES:
1. Designated Activity Area
2. Common Areas
3. Activity Halls during lecture
4. Group discussions conducted in connection with training activities

No offensive, foul, disrespectful, and phobic comments directed to a


persons gender, religious belief, political belief, educational attainment, prior
convictions, prior behaviour and the like shall be tolerated.

Appropriate sanctions shall be given to participants and officials alike who


violate the rules of SAFE SPACES.

VI. ADDENDUM

Rules and regulation to be observed by the participants shall be given


during the training.
