WASTE MANAGEMENT PLAN


OPERATIONAL WASTE

PART 1 - GENERAL

.01 Executive Summary


Riverstone High School is situated between Regent Street, McCulloch Street and
Riverstone Road. The school caters for children from year 7 to year 12, with a total current
enrolment of approximately 250 – 300 students and with a capacity for up to 880 students.
The school employs approximately 40 teaching staff. The proposed upgrades will assist in
achieving the enrolment capacity of 880 students that is expected to be generated by the
residential development that is currently occurring in the area. The proposed development
will not increase the school’s capacity of 880 students.

The existing waste pad is located within the school grounds and is accessed from
Riverstone Road. There is no proposal to change the waste strategy. However as the
waste quantity is estimated to be larger, the collection frequency will be increased to suit.

Waste will be initially collected in small bins placed throughout the school. The caretaker
will collect and transport this waste on a regular basis to the existing waste pad. As per
current procedure, the waste will be collected from there by a private collection contractor
on a regular basis.

Any other waste will be taken away in a 3000L skip/ bin in a yearly clean up and by
separate arrangement.

The waste produced and the actual floor space available will need to be managed in order
to facilitate the internal management of waste, as follows:
o Minimize the number of collections.
o Minimize the volume of waste to be collected
o Segregate the waste
o Recycle the waste

Basic requirements for waste handling facilities are as follows:


o To be of adequate size.
o Integrated with building design and site landscaping.
o Suitably screened from public areas.
o With appropriate access for collection.
o Assurance that OH&S requirements for waste contractors are met.

This report describes the waste management system proposed for the project, including:
o Estimates of waste quantity
o Waste space allocation & equipment
o Management of waste
o Waste segregation and minimization procedures
o Access

Regulations
This report has been prepared based on the Blacktown City Council DCP 2015 Part G
the Council Waste Management guidelines for new Development Applications. Note that
there no reference in that document to waste volumes generated in schools.

All waste stores will be fitted out to meet Building Code of Australia and Council
requirements.

It also makes reference to the NSW Office of Environment & Heritage “Model Waste Not
DCP Chapter 2008” for waste and recycling generation rates. It also makes reference to
the Department of Environment & Climate Change “Better Practice for Waste Management
in Multi-Unit Dwellings” published June 2008.

PART 2 - WASTE VOLUME ESTIMATES

.01 Access
Waste will be initially collected in small bins placed throughout the school. The caretaker
will collect and transport this waste to the existing waste pad accessed from Riverstone
Road. The waste will be collected from there by a private collection contractor on a regular
basis. There is no proposal to change the current waste strategy.

Any other waste will be taken away in a 3000L skip/ bin in a yearly clean up and by
separate arrangement.

.02 Waste Generation Schedule & Estimate of Waste Volumes

Background
o Number of students – proposed = 880
o As Council does not provide waste rates for schools, discussions were held with a
waste collection provider to obtain estimated volumes
o Reference was also made to the existing school plus three other schools:
Parramatta Public School, Parramatta High School and Quakers Hill East School.

Findings from existing school


o Number of students = 300 (new RHS is 2.95 larger)

o General waste = 1x 3000L bin collected 2x per week
1x 3000L bin collected 1x per fortnight
Total = 7500L per week
Using existing school to compare, general waste estimate for new RHS = 22125L
Or, 2x 3000L bins collected 4x per week
o Comingled waste = 1x 3000L bin collected 1x per fortnight = 1500L per week
Using existing school to compare, general waste estimate for new RHS = 4425L
Or, 1x 3000L bin collected 2x per week

Findings from Parramatta Public School


o Number of students = 600 (RHS is about 47% larger)
o Small bins used throughout to collect waste
o Larger bins (240 L) used near the canteen and the playground
o Caretaker collects this waste on a regular basis (eg. daily) and transports it on a
trolley to the main waste bins
o General waste = 1x 3000 L bin collected 2x per week = total 6000 L per week
Using Parramatta Public School to compare, the general waste estimate for AAPS
is 8820L / week.
Or 1x 3000 L bin collected 3x per week
o Recyclable waste = 10 x 240 L bins collected 1x per week = total 2400 L/ week
Using Parramatta Public School to compare the recyclable waste estimate for
RHS is 3528 L or 15 x 240 L bins collected 1x per week
Or 1x 3000L bin collected 1x per week, plus 3x 240L bins collected
1x per week

Findings from Parramatta High School


o Number of students = 1600 (RHS is about 55% smaller)
o Small bins used throughout, some bins provided for comingled waste
o Caretaker collects waste regularly and transports it on trolleys to main waste bins
o General waste bin size = 3,000 L collected 5x per week (15,000L per week)
o Using Parramatta High School to compare, the general waste estimate for RHS is
8250 L / week
Or 1x 3000 L bin collected 3x per week
o Paper & cardboard = 2x 240 L bins collected 1x per week (480L)
Using Parramatta High School to compare, the recyclable waste estimate for RHS
is 264 L = 1x 240 L bin collected 1x per week
o Recyclable waste = 12x 240L bins collected 1x per week (2880L)
Using Parramatta High School to compare, the recyclable waste estimate for RHS
is 1584 L = 7x 240 L bin collected 1x per week

Findings from Quakers Hill East Public School


o Number of students = 703 (RHS is about 26% larger)

o Caretaker collects waste regularly and transports it on trolleys to main waste bins
o General waste bin size = 3,000 L collected 2x per week (6,000L per week)
Using Quakers Hill East School to compare, the general waste estimate for RHS is
7560 L / week
Or 1x 3000 L bin collected 3x per week
o Paper & cardboard = 3000L bin 1x per month or 3x 240 L bins collected 1x per
week (720L – 750L)
Using Quakers Hill East School to compare, the recyclable waste estimate for
RHS is 945 L or 4x 240 L bins collected 1x per week

o Recyclable waste = 5x 240L bins collected 1x per month, or 300L per week
Using Quakers Hill East School to compare, the recyclable waste estimate for
RHS is 378L or 2x 240 L bins collected 1x per week

Summary of findings
o General waste – the reference schools indicate that two 3000L bins would be
required with a collection frequency of 4x per week
o Recyclable waste – the reference schools indicate that one 3000L bin would be
required with a collection frequency of 2x per week
o A space for green waste bins or a composting area would also be recommended

Recommendations
o General waste = 2x 3000L bins collected 4x per week
o Comingled/ recyclable waste = 1x 3000L bin collected 2x week

Notes
o The above collection recommendations are based on the existing waste pad and
the existing waste strategy. A less frequent collection will require a larger pad.
o The collection truck to enter and leave in a forward direction
o School to be encouraged to adopt further recycling practices
o Separate colour coded bins to be provided at strategic locations for general and
comingled waste.
o Using 240L bins for comingled waste will facilitate waste segregation. Once
amount and type of recycling being achieved settles down, larger bins could be
used
o Caretaker to collect waste on a regular basis and transport it on a trolley
to the existing waste pad
o This report is part of the development application process. The final sizing of
waste stores and frequency of waste collection will be made once final
agreements are in place.

PART 3 - MISCELLANEOUS

.01 Waste Segregation and Minimisation – EPA policies


The waste strategy for the development will be continually evaluated by the School
Management, to improve the service provided and to achieve the NSW Government’s
waste reduction targets, through improved recycling methods and aiming to minimize
waste.

The School Management will prepare an Environmental Management System addressing


the waste collection and recycling procedures. This will set out expectations and
achievable objectives. The School will need to implement the following:

Avoidance
School to manage this to discourage the generation of waste, eg. kids lunches to be in
reusable containers, use of suppliers with in-house sustainability policies, etc

Resource Recovery
School to manage this by encouraging recycling of every potential item, eg. paper,
electronic equipment, furniture, etc.

Disposal
School to manage this by arrangement with waste company, eg. separation
of recyclables and organic waste. Use of waste collection provider with in-house
sustainability policies.

.02 Waste Stores Requirements


There is no proposal to change the existing waste pad or waste strategy

Note
Clinical Waste
Any chemical waste from the Science Laboratory and Materials Workshop and
Visual Arts areas is to be stored in a dedicated store room within the preparation
area or storage area of the workshops. The waste is to be collected from this point
and disposed of by a specialist waste contractor

Sharps are also to be collected and disposed of by a specialist waste contractor
