IMPORTANT The Jeppesen cutover to the ICAO 2012 Filed Flight Plan (FPL)
format occurred on November 14, 2012. All flight plans filed with Jeppesen flight
planning products are now filed in the ICAO 2012 format by default. Flight plans not
filed in the ICAO 2012 format may be rejected by ATC.

IMPORTANT This document assumes a working knowledge of the “Amendment 1


of the Procedures for Air Navigation Services — Air Traffic Management, Fifteenth
Edition (PANS-ATM, DOC 4444),” which describes the ICAO 2012 FPL requirements
in detail. The ICAO 2012 FPL changes are also summarized in the EUROCONTROL
ICAO 2012 Flight Plan Guide.

The ATC File page provides a form you can use to submit a flight plan to the proper
authorities. Before you file a flight plan, you must include certain required information. Some
elements in the form are transferred from the computed flight plan, and some are populated
from the Customer Aircraft Database (CADB) record for your aircraft or from other system
sources. You can change or add content to many of the fields before submitting the form.

To file a flight plan, make sure all the required information is in the form and then click File
Plan. If any required information is missing from either the form or the CADB, you will be
prompted to enter the missing data before you send the filing request. If at any time, you
decide not to file, click Close to close the form page.

Two forms are possible:

• The ICAO 2012 form – JetPlan.com displays the ICAO 2012 form
automatically for ICAO filings. This form went into effect after Jeppesen’s
cutover to the ICAO 2012 Filed Flight Plan (FPL) format on November 14,
2012.
• The Domestic ATC form – The Domestic ATC form is used for domestic
flights. Your account configuration controls whether or not you have access
to this filing form. If you do, JetPlan.com fill display the form
automatically. Contact your Jeppesen account representative for more
information.

Using the ICAO 2012 Form


This topic provides an overview of the ICAO 2012 FPL format and instructions on using the
ICAO 2012 form, which is the standard form used for ICAO filings. The ICAO 2012 form is
substantially the same as the pre-ICAO 2012 form. However, it allows you to edit individual
fields in Item 18 and file them in the prescribed order.

IMPORTANT This document assumes a working knowledge of the “Amendment 1


of the Procedures for Air Navigation Services — Air Traffic Management, Fifteenth
Edition (PANS-ATM, DOC 4444),” which details the ICAO 2012 FPL requirements.”

Summary of ICAO 2012 Changes

New Item 10a/b ICAO 2012 introduces new EQUIPMENT Item 10a codes for
EQUIPMENT and communication and navigation equipment and capabilities and new
Codes Item 10b codes for surveillance equipment and capabilities.

Database Source: When your CADB Item 10a/b EQUIPMENT


(NC2) parameter is configured with these codes, JetPlan
automatically inserts the 10a codes before the “/” indicator and the
10b codes after the “/” indicator in Item 10a/b EQUIPMENT on the
filing strip.

NOTE If you manually override Item 10a/b codes in the ICAO 2012 filing form, be
sure to enter the “S” code (if used) first, or some ATC Centers may reject the filing. In
addition, if entering Item 10a/b manually in the ICAO 2012 form, you need to include
the “/” indicator after the Item 10a codes and before the Item 10b codes. For a list of
the Item 10a/b codes, see “ICAO 2012 Filing Form Fields” on page 14.

R – PBN Certified The PBN Approved (“R”) code in Item10a indicates that the aircraft
Item 10a Indicator has Performance Based Navigation (PBN) capabilities. Note that
there are dependencies between “R” in Item 10a and Item 18 PBN/.

Database Source: When the PBN Certified (I1) parameter in the


CADB is set to “Yes,” JetPlan automatically inserts an “R” in Item
10a on the filing strip.

New or Revised The following new or revised Item 18 indicators parameters are

specified in Item10b.
• Item 18 CODE/ – The aircraft address.
• Item 18 PER/ – Aircraft performance data.

Item 18 indicators must be filed in a prescribed order per the


“Amendment 1 of the Procedures for Air Navigation Services — Air
Traffic Management, Fifteenth Edition (PANS-ATM, DOC 4444).”
The ICAO 2012 filing form in JetPlan.com facilitates keeping that
order, even when you edit the Item 18 values in the form.

Database Source: When an Item 18 indicator parameter is populated


in the CADB, JetPlan inserts the stored value in Item 18 on the filing
strip in the required order.

New links between Several links between Item 10a and Item 18 apply, as follows:
Item 10a/b and
Item 18 • R (PBN Approved) and Item 18 PBN/ – When “R” is in Item
10a on the filing strip (the PBN Certified [I1] parameter is set to
“Yes” in the CADB), PBN levels must be specified in Item 18
PBN/ and vice versa. Otherwise, the flight plan may be rejected.

Database Source: The Item 18 PBN/ (I2) parameter in the


CADB allows you to store the required data for insertion into
Item 18 on the filing strip.

• G (GNSS) and Item 18 NAV/ – When “G” is in Item 10a on the


filing strip, the type of external GNSS augmentation, if any,

Database Source: The Other Equipment (OE) parameter in the


“ATS Plan” section of the CADB allows you to store the GNSS
augmentation information for insertion into Item 18 NAV/ on
the filing strip.
• Z (Other Equipment) and Item 18 COM/, NAV/, or DAT/ – “Z”
is inserted in 10a when OE is populated. When “Z” is in Item
10a, equipment or capabilities that are not specified in Item 10a
must be specified in Item 18, preceded by COM/, NAV/, or
DAT/.

Database Source: The Item 18 COM/ (I3) and Item 18 DAT/


(I4) parameters in the CADB allow you to store data for
insertion into Item 18 on the filing strip. The Other Equipment
(OE) parameter in the “ATS Plan” section of the CADB allows
you to specify the data for insertion into Item 18 NAV/ on the

ICAO 2012 Changes to Customer Databases


Changes in the following customer databases have been made to support ICAO 2012 filings.

CADB The “ICAO 2012 Certification and Equipment” section in the CADB
contains data elements that automatically populate Item 10 and Item
18 in the ICAO 2012 FPL. The CADB must be configured for ICAO
2012 in order for you to file ICAO 2012 plans. For complete
information, see the Help topic for the CADB on JetPlan.com.

Flight Brief Parameters in the FBDB allow you to automatically apply the Item 18
Database (FBDB) Special Handling (STS/) and 18 Originator (ORGN/) parameters to
specified flights, auto populating the filing form. For more
information, see the Help topic for the FBDB on JetPlan.com.

MEL Database MEL Database parameters allow you to degrade or override the
following parameters in the “ICAO 2012 Certification and
Equipment” section of the CADB:

• 10a/b EQUIPMENT
• R – PBN Certified
• Item 18 COM/
• Item 18 PBN/
• Item 18 SUR/
• Item 18 CODE/
• Item 18 PER/

Before Using the ICAO 2012 Filing Form


Before using the ICAO 2012 filing form, please note the following:

• The ICAO 2012 form will be displayed automatically for ICAO filings
unless your account has been configured to display the Domestic form.
• You must configure your CADB with ICAO 2012 parameters. The ICAO
2012 FPL form is pre-populated with this data. For information, see the
“ICAO 2012 Certification and Equipment” section in the Help topic for the
CADB on JetPlan.com.

• See “Reducing the Likelihood of ATC Rejects” on page 10 and individual

Reducing the Likelihood of ATC Rejects


To reduce the likelihood of ATC rejections of flight plans due to incorrect entry of ICAO 2012
data, follow these guidelines:

• Ensure that when “R” is in Item 10a, PBN levels are specified in Item 18
PBN/ and vice versa.
• Manage the other dependencies between Item 10a EQUIPMENT and Item
18 PBN/ described in “New links between Item 10a/b and Item 18” on
page 7.
• If you manually edit Item 10a EQUIPMENT, retain “S” (if used) as the first
code in the field, or some ATC Centers may reject the filing.
• File Item 18 indicators in the prescribed order per the “Amendment 1 of the
Procedures for Air Navigation Services — Air Traffic Management,
Fifteenth Edition (PANS-ATM, DOC 4444).”(This is enforced
automatically in the JetPlan.com ICAO 2012 “Edit” form).
• Enter a maximum of eight PBN codes in the PBN/ parameter.
• Enter only numbers and letters for the ICAO 2012 parameters.

• Do not enter any of the Item 18 indicators themselves in any database


parameter field. For example, when editing the value in the Item 18 COM/
text box, do not enter “COM” or “COM/” or “/”, followed by the input
value. Enter only the input value for the field, using only numbers and
letters. For example, F10000.

Understanding the ICAO 2012 Form


The ICAO 2012 form appears in the example below. Form elements are automatically
populated with information from the flight plan calculation, the CADB, and other sources.
Fields with a white or yellow background may be edited. Fields with red asterisks are required
elements. You must address any fields highlighted in yellow before submitting the filing. The
Edit link allows you to edit OTHER INFORMATION (REMARKS).

Editing the Item 18 Indicators


1. If you want to edit the Item 18 indicators, click the Edit link in the Item 18
OTHER INFORMATION (REMARKS) area of the form (see graphic
above).
Item 18 text boxes become available. The text boxes help ensure that your
Item 18 entries will be in the ICAO 2012 prescribed order on the filing strip.

2. Type entries as appropriate in the text boxes. See “ICAO 2012 Form
Contents” on page 14 for guidelines.
3. Click Save Edits.

ICAO 2012 Form Contents


The following table describes the elements in the ICAO 2012 form.

IMPORTANT The following table provides high-level information. For detailed


information on ICAO 2012 changes, requirements, and data, see the “Amendment 1
of the Procedures for Air Navigation Services — Air Traffic Management, Fifteenth
Edition (PANS-ATM, DOC 4444).”

Form Element Description


ADDRESSEES(S) (Required) This information is derived from the POD in the
flight plan.However, you may edit this field in the filing
form. Include a comma or a space between the “A” and the
first address. If more than one address is specified, separate
each address with a space.

AIRCRAFT IDENTIFICATION (Required) If you use the Call Sign option (CS/xxxxxx) in
the flight plan request, the filing program will retrieve the
sign from the flight plan. Otherwise, type the information in
the Aircraft Identification text box.
NOTE ARTCCs/ACCs accept no more than 7 characters.

FLIGHT RULES Defines the flight rule (IFR/VFR) under which the plan is
being filed. Since JetPlan.com requires the input of a flight
rule prior to calculating a flight plan, this field is always
populated from the flight plan.

TYPE OF FLIGHT (Required) This field specifies the type of flight the aircraft
typically performs. This information is derived from the
CADB, if a value is available in the Type of Flight (TF)
parameter. Otherwise, enter the appropriate information.
Input options:
• S – Scheduled air transport
• N – Non-scheduled air transport
• G – General aviation
• M – Military
• X – Experimental or “other”

TYPE OF AIRCRAFT Specifies the Aircraft ICAO code of the aircraft. This
information is derived from the CADB, if a value is available
in the Aircraft ICAO Code (KO) parameter.

WAKE TURBULENCE CAT. (Required) This value is typically included in the aircraft’s
generic file and is included in the filing form automatically.
However, it may also be derived from the Aircraft ICAO
Code (KO) parameter in the CADB. You can edit it manually
in the filing form.

EQUIPMENT The EQUIPMENT field lists the (10a) radio communication,


navigation, approach aid equipment and capabilities, as well
as the (10b) surveillance equipment and capabilities of the
flight.
10a Equipment codes are entered as a single, concatenated
string before the “/” indicator and 10b Surveillance
Equipment codes are entered after the “/” indicator
Example:
SABCDHJ2KM2RT/CHU2
With a few exceptions (noted below), the EQUIPMENT field
is automatically populated by the 10a/b EQUIPMENT (NC2)
parameter in the “ICAO 2012” section of the CADB.
IMPORTANT Several dependencies exist between Item 10a
and Item 18 indicators. See individual indicator descriptions in
this table. See also “New links between Item 10a/b and Item
18” on page 7 and the EUROCONTROL ICAO 2012 Flight
Plan Guide for data input restriction information.
NOTE If the plan is sent to an AFTN center, the 10a/b
EQUIPMENT parameter will be limited to the first 69
characters (including the “/” indicator).
NOTE The application of a degradation to the Item 10a/b
EQUIPMENT parameter in the ICAO 2012 section of the MEL
Database overrides the 10a/b EQUIPMENT parameter value
in the CADB and removes the CADB output from Item 10/a in
the ICAO filing strip. For more information, see the Help topic

For example, SDGI.
NOTE Code “S” or code “O” is required in Item 10a when

IMPORTANT The insertion of R in field 10a requires that the
PBN levels must also be specified after the PBN/ indicator in
Item 18. Otherwise, the flight plan may be rejected. See the
Performance-Based Navigation Manual (ICAO Doc 9613) for
guidance on application of PBN levels. See “New links

This field is populated from the 8.33 KHz
Communication (83) parameter in the “Equipment”
section of the CADB.

when Item 18 PBN/ (I2) is populated.
NOTE New indicator
IMPORTANT The insertion of R in field 10a requires that the
PBN levels must also be specified after the PBN/ indicator in
Item 18. Otherwise, the flight plan may be rejected. See “New

EUROCONTROL ICAO 2012 Flight Plan Guide for data input

IMPORTANT The current ICAO limit is eight Performance
Based Navigation codes (16 characters) in the PBN/ indicator.

your flight plans may be rejected.
NOTE The application of a degradation to the Item 18 PBN/
parameter in the ICAO 2012 section of the MEL Database
overrides the PBN/ parameter value in the CADB and removes

FILED BY (Required) Enter the name of the person who is filing the
flight plan. An entry is required for international filings.

File Now/Lead Time/of By default, ATC filings are sent immediately (File Now).
Alternatively, filing requests can be made with a lead time so
that the request will be held in a queue until ETD minus lead
time.
Valid lead time values range from 0100-1600 for domestic
and 0100-1800 for international flights, entered in HHMM
format. For example, if it is currently 0000Z, and the flight
plan ETD is 1300Z, entering a lead time of 4 hours would
cause the plan to be filed at 0900Z.
If Lead Time is selected, but the HHMM input field is left
blank, default values of 0300 for domestic and 0500 for
international filings will be applied.

Domestic filing form. If you do, the form displays automatically. For more information,
contact your Jeppesen account representative.

NOTE The Domestic ATC form was unaffected by the ICAO 2012 FPL changes.

The figure below shows the domestic flight plan form. Form elements are automatically
populated with information from the flight plan calculation, customer databases, and other
sources. Fields with a white or yellow background may be edited. Fields with red asterisks are
required elements. You must address any fields highlighted in yellow before submitting the
filing.

The following table describes the elements in the Domestic flight plan filing form.

Form Fields Description


Type Defines the flight rule (IFR/VFR) under which the
plan is being filed. Since JetPlan.com requires the
input of a flight rule prior to calculating a flight plan,
this field is always populated from the flight plan.

Aircraft Identification (Required) Defines the aircraft by both the record


name in the CADB and the call sign. The CADB
record name is always populated from the flight plan.
For U.S. Domestic flights, you can set a value for the
Domestic Call Sign (DO) parameter in the CADB.
You can also specify a call sign in the flight plan
request. If you do, that value will override any value
that has been set for the Domestic Call Sign parameter
in the CADB.
The call sign will not be pre-populated in the filing
form if it was not specified in the flight plan request or
in the CADB. If the call sign text box is empty, select
this field and type the aircraft’s call sign. The call sign
is a required element of the ATC filing form.
NOTE Most ARTCCs/ACCs accept only 7 characters.

Aircraft Type/Special Equipment (Required) The Aircraft Type field will always be
populated automatically from the flight plan.
For U.S. domestic filings, you can set a value for the
USA Equipment Suffix (EQ) parameter in the CADB,
which pre-populates the Special Equipment field in
the form. However, you may edit this field as
necessary.

True Airspeed This information is transferred from the flight plan


calculation.

Departure Point This information is transferred from the flight plan


calculation.

Departure Time (Required) This information is transferred from the


flight plan calculation. However, you may edit this
field as necessary.

Route of Flight This information is transferred from the flight plan


calculation.

Destination This information is transferred from the flight plan


calculation.

EST Time Enroute This information is transferred from the flight plan
calculation.

Filing Addresses (Required) This information may be transferred from


a number of sources automatically. However, this
information may be edited as necessary. To add or
change information, type the appropriate information
in the Filing Addresses text box.
