The Philippine government, while acknowledging that the migration of its highly skilled citizens, such as
nurses, can potentially result in brain drain, claims that this problem can be turned into brain gain or brain
circulation by successfully building on the expertise of its citizens abroad through the Filipino diaspora
(Nicolas 2012).

the premise that many of a country‟s expatriates are unlikely to return, since they have settled abroad

HISTORY
1998- to present
GlobalPinoy.com (GP) was launched on April 9, 1999 as a portal site to bring Filipinos around the
world closer to home. The initial membership of the site ranged from 7,000 to 7,500, and the very
first sections were Freedom Wall, Chat, Email, News, Search, E-greetings, Photo Album, Jokes, and
Information Center. From the beginning up to this day, the most visited section has been the Chat
Room, peaking at 85 chatters at a given time.
By 2007, GlobalPinoy.com had grown to a membership of over 140,000. Newer sections included
directories, entertaining stories, success stories, odd jobs,
puzzles and recipes. The Cultural Heritage section in
particular, aimed to familiarize Filipinos, especially those
born and raised outside the country, with local culture and
tradition. In the area of entertainment, GP also invited local
bands and singers to engage in chat sessions with GP
members.
