O. Work and Volunteer Experience:
I had worked in an association with a Local Lahore based NPO.The experience was very Good as a
I came across people from various social classes which are struggling for basic necessities of life
and It also helps me to mold my leadership skills as I have to lead many donations drives for our
NPO.
Being a medical student I had volunteered for Medical Camps in underprivileged area of Punjab

I have been a core member of Short Movie Society of my College.My team has made various
movies on social norms which are present in our society. We have also received many awards for these
movies.
I have also been a member of management team of Dramatics Club .
In sports, I am also a member of organizing committee of our Institute and we have successfully
organized many sports events.
I have also been a member of SIMS Patient Welfare Society (SPWS). It is a society of our medical
institute which helps the poor needy patients which cannot afford the treatment.

Belonging to a small village, I’ve experienced both rural and urban life due to transfer
of my father in different cities. This left a major impact on my personality as I was always
eager to learn about new people in new cities. Since my childhood, I’ve always wondered to
learn about cultures of people living in different countries.
As I heard about SUSI Scholarship, it was like a dream come true. A
perfect student cultural exchange program for me to visit US and learn about their culture.
The USA always fascinates me as it is a home to many cultures. Being the forerunner of
Democracy, Economy and Technology of this modern world, It would be a privilege for me to
visit and learn new things from them.
As a member of group, I will also try my best to represent my
country Pakistan in the righteous way. I will nullify all the misconceptions present between
the people of both countries and make a friendly environment between both nations. I will
be a responsible member of group and will cooperate with fellow members in best possible
way.
After coming back from this program, As, being a medical student, I will
learn about the modern American Health System and Technology and make certain changes
in our system to give our Patients the world class Medical Facility. I will make an attempt to
make a platform for Pakistani Students and teach them that how easily without any resources
they could visit US and learn about them.
U. Short answer questions
The short answer questions are an essential part of the selection process. Please structure your response
using paragraphs and limit your response to 150-250 words.

1) Who has the power to define a problem and how? How does this process work in Pakistan?

The Power of defining a Problem is always in the hands of People themselves. If people can
identify the problem, they can define it to Print, Social and Electronic Media so that the issue
will become prominent in the eyes of concerned authorities or people can directly report to
concerned authorities.
In Pakistan, due to lack of perceptiveness in people and incompetency of
state institutions the responsibility of defining the problem is largely in hands of Media these
days. The Judicial system can also take a Suo-moto notice if they feel it necessary. The Public
Representatives in Parliament also play an important role in highlighting the problems of their
people in Parliament. They can further make amendments in existing laws or they can introduce
new legislation to facilitate the people of country.
As Democracy in Pakistan is not consistent so the
Parliament is not fully active in pinpointing problems. But lately, as the democracy is back on
the rail again for about two tenures Parliament is gaining its strength back. People of Pakistan
are also hoping that the government can finally focus on their problems and solve it. People are
also becoming aware of their rights and are rising their voices against the injustice in society.

2) How are policies actually formulated, implemented, and evaluated in Pakistan?

Under the Constitution, the responsibility of policymaking rests solely with the executive
branch, with further division among the federal, provincial and local governments. Under the
18th Amendment, the concurrent list has been abolished and most of its powers transferred
from the center to the provincial governments. The provincial government can further delegate
authority, powers and resources under its control to the local government
Ideally, the government in Pakistan would then ask the concerned
ministries to prepare a draft document that takes stock of the existing situation, diagnoses the
problems, analyses the various options, outlines the preferred option, costs out its financial
implications and spells out the action plan along with milestones and deadlines.
Smart governments in Pakistan would bring the policies to
parliament for soliciting the views of the opposition parties to ensure a consensus that paves
the way for the policy’s implementation without friction and continuity.
Both the policy and its accompanying legislation once approved by the legislature
would then be entrusted with the ministry in charge for execution with specified timelines and
milestones.
Progress would then be periodically reviewed and monitored either by the prime
minister or the cabinet. The evaluation of policies can also be done by other institutions like
Judicial System or NAB. The ultimate power of evaluation of policies is in the hands of people
living in the democracy, as if they are happy with the policies, they would vote for them and if
they are not happy the government cannot gain their offices back.
