INSPECTION VISIT OF CONSTRUCTION OF 500KV

DOUBLE CIRCUIT QUAD BUNDLE TRANSMISSION


LINE FROM INTERCONNECTION POINT OF 500KV
CIRCUIT-1 HUB-JAMSHORO TO 500KV MATIARI
SUBSTATION.

GRID STATION.

BACK GROUND: Transmission of power emanating from 2*660 MW


CFPP installed at PORTQASIM under the banner of CPEC by POWERCHINA-CHINA is planned to be
carried out through 500KV double circuit T/L interconnecting PQEPC grid station to 500 KV Matiari Sub-
station. Due to delay in the construction of Matiari substation the transmission of power is carried out
through a interim arrangement of interconnection with NKI and Jamshoro grid station.,500 KV double
circuit T/L connecting PQEPC grid station to Jamshoro grid station and NKI grid station interconnection
point was constructed under first phase of interconnection scheme. Second phase comprised of
connecting the interconnection point of Jamshoro and NKI substation to the Matiari sub station .

However, with the soon expected commencement of operation of two new 1320 MW of new HUBCO
Power plant the transmitting capacity of the existing interconnecting line was found to be insufficient
under the N-1 mode of operation of T/ L. Executive CEO suggested a remedial stipulation to the uprising
conundrum by shifting the interconnection point of PQEPC-NKI grid station to the interconnection point
on Jamshoro-Dadu substation interconnecting transmission line. Advantaged location and near vicinity
crossing of the phase two of 500 KV double circuit T/L connecting Jamshoro interconnection point to
Matiari substation made the solution effective and applicable.

The construction of interconnecting Transmission line from Jamshoro interconnection point to Matiari
sub-station is under execution by sub dividing in to three lots .LOT I,II,III. Inspection visit was carried out
to observe and inspect the progress of construction of lot I, II, III. The brief overview of each lot is listed
below categorically,

LOT 1
 Total number of towers;146

Total numbers of tower erected till date; 144

Tower Number left to Erect: 2 (14,15)

Tower no 14 is already erected. Due to ROW issue tower No 15 erection was delayed however the
erection is expected to complete tonight.

 Total number of foundations; 146

Number of foundations completed; 146

Tower erected today T # 15 in progress.

 Stringing ;

Setup 6 T# 100-110 is in progress

Setup 6 Length =3.16km

The initial set ups are being completed.

Stringing completed for tower # ranging from T #49-146

 Stringing complete for distance =32.401 km

Stringing is expected to start tomorrow for setup ranging from T# 40-49. Insulator hanging and
allocation and arrangement of material is in progress. Tomorrow the task is expected to commence with
expectation to be finished in coming three to four days

Stringing of the tower (40-49) was delayed and was expected to start earlier, due to the ROW issue at
tower no 41, however the issue is cleared now and hopefully the work will start tomorrow.
 Jumpers/V Assembly of any of the dead towers is not being installed in the span of towers being
stringed i.e. from T# 49-146. The installation of Jumpers on dead towers will commence in two
days.
 Normally one or two days are required for the installation of jumpers per dead tower.

Row issues are cleared on all set ups, so tower # 40 till 146 are all clear. All three installments are paid.

ROW issues are persistent on tower no 107,108, due to which the spacers are not installed at the
aforementioned towers.

ROW is the major and problematic enigma faced by the constructor and consultant and acts as a hurdle
and slows down or delays the construction work significantly. ROW charges are divided in to three
categories. The client is supposed to pay three stepwise installments to the PQA to be handed over to
the landowner.

 Installment 1 : paid during the foundation work


 Installment 2;paid during the erection
 Installment 3; paid during the stringing.

Installments 1 and 2 are paid by the client and there is no issue remaining pertaining to those two,
however the third installment for the stringing process is yet to be paid by NTDC for LOT 3 and thus the
process of stringing is delayed and carried out and snail pace due to lack of payment of third installment.
NTDC should be pushed to clear the payment as early as possible for the frictionless and timely
operation and construction of towers.

 Erection of all the towers is complete.


 Stringing of lot 1 tower is expected to be completed by Mid of March, which is the given
deadline for the completion of the work, however the land nature of towers ranging from Tower
no 1-49 is hilly and difficult to be accessed due to ditches, so the completion of stringing process
by the deadline is highly unexpected. Unofficially the completion of work may take three to four
extra weeks and maybe completed in mid-April 2019.
 Provided ROW issues and charges are cleared by the client and not act as hurdle to delay the
progress of work.

CREWS:

Total number of erection crews; 1

Persons per crew; 18

Crew 1 is currently working at tower #15

Towers erected per crew per month: 16-17 towers

Stringing crew: 5
Total Persons in all 5 crews; 85 persons

Total numbers of persons are subdivided in to 5 subgroups or crews and deployed at different locations
mentioned below:

 Group 1 is clipping group and is deployed at Tower# 136-128.


 Total number of persons in group 1= 12-14
 Group 2 is spacer installing group and is deployed at tower T#140-134
 Total number of persons in group 2=13-14
 Group 3 is Insulator hanging group and is deployed at tower T#41
 Total number of persons in group 3=20-22
 Group 4 is Shield wire pulling group and is deployed at tower T#137-146
 Total number of persons in group 4=18-19
 Group 5 is for material shifting, Tension pullers installation and collection of material and
preparation for pulling.
 Total number of persons in group 5=15-16

 The main problem faced in LOT 1 is non-availability of Compression Dye for the dead end bodies
of shield wire. Shield wire is being pulled presently and the pulling is complete from tower 49 -
146. From tower 90-146 the dead ending of bodies has not been done due to non-availability of
compression dye. The issue was raised to NTDC two weeks ago; however no progress is made on
the issue. The progress of work is hindered by the non-availability of compression dye. The issue
is still lurking and causing the delay in the work completion. NTDC should be pushed to provide
requisite compression Dye as early as possible so the dead ending of bodies of shield wire can
commence.

LOT 2
Total towers; 130

Erected; 129

Tower left for Erection: T# 125


 Erection of tower#125 is currently on hold and is delayed due to the ROW issue.
 Surrounding tower no 125 is crop field of i=onions and tomatoes. The landlord has not agreed
with NTDC for erection of tower as this process may damage his standing field of crop. Once the
field is harvested the erection work can be carried out bt NTDC and the landlord has given his
consent for erection after the harvesting of the crop field.

Foundations 130

 Civil work is complete in this LOT .with all the towers erected and foundations being
constructed.

Stringing:

 Stringing from Tower no 1 to tower no 79 i.e. Interconnection point is complete.


 Stringing from tower 79-130 is not started and there is no planning for the stringing of the
aforementioned towers span.
 Material allocation for the stringing was up and until the interconnection point i.e. T# 79.

Crew

Number of erection crew=1

Persons per Crew=30-35

Number of Stringing crew=1

Persons per Crew= 50-60

 Stringing crew is deployed currently at T#41-45 for the sacking of the conductor.
 Man Power is sufficient in this stringing crew of LOT2.

As mentioned before the interim scheme suggesting the shifting of the interconnection point from NKI
jamshoro T/L to Jamshoro-dadu grid connecting T/L was approved for execution by NTDC. The
intersection point for the Jamshoro –Dadu line lies in the LOT 2. Tower no 80-81 is the intersection point
for the two 500 kv T/L. Two additional towers A1 and A2 are still to be erected in the range of the
interconnection point in lot 2. Towers A1 and A2 require power shutdown for the erection as they are
the interconnection point. Foundations for tower A1 is complete. Preparation for construction of
foundation of A2 is undergoing, the foundation construction will start soon. The erection of these two
towers is expected to be carried out later under the maintenance period with shutdown on the dadu-Jso
T/L. However, no official scheme and plan for the erection of aforementioned towers is finalized yet.

ROW: One pending ROW issue. I.e. T# 125.

 Total Number of discs insulators in each string of LOT 2 is 46.


 The previous suggestion of using 58 discs was under the case of using VJ4 of 80 KN strength of
disc insulator.
 However, instead of using 80KN insulator, 160 KN insulators are being used in the V-String;
hence the total number of discs is 46 in each string.

 Setup 1=Tower #1-10( stringing process is complete)

 Row issues: Stringing work is stopped due to multiple ROW issue in this LOT as majority of the
towers are in the vicinity of crop fields.
