1. CITIZENS' TIME
The Planning Commission provides this time for citizens wishing to share their ideas and concerns
with the Commission. This does not include comments on public hearing items as there will be
opportunity when we reach those agenda items. Citizens wishing to address the Planning
Commission should provide their name and residential address. Citizens' comments are limited to
three minutes unless a large number of citizens wish to speak; in which case, the time limit must be
reduced to accommodate all who wish to address the Planning Commission.
2. ANNOUNCEMENTS
This is a public hearing to allow the Commission to gather information from interested citizens on the
agenda items. Citizens may speak in reference to each item on the agenda for a time usually limited
to three (3) minutes. Commissioners and staff may ask questions of anyone attending the hearing.
Speakers are asked not to direct questions or comments to each other. Speakers are not allowed
additional time for rebuttal. This is a hearing, not a debate. Questions may be directed to
Commissioners and staff informally after adjournment or during office hours to the Community
Development staff.
3. A Zoning Ordinance Text Amendment to Article 4 Part 6 Related to Veterinary Clinics and
Accessory Kennels in the Planned Commercial Industrial Development (PCID) District - This
text amendment proposes to add veterinary clinics as a principal permitted use and allow minor
kennels as a secondary permitted use with a Special Permit when accessory to a veterinary clinic in
the Planned Commercial Industrial Development (PCID) District. (R. Holder Trumbo, Jr., Scott District

4. Comprehensive Plan Compliance Review - COMR-19-010577 - Catlett Community Park (PIN
7922-75-8804-000, Cedar Run District) - The Applicant seeks a Comprehensive Plan Conformance
Determination for a proposed public park in accordance with Code of Virginia § 15.2-2232, which
requires a public hearing for the Planning Commission to determine whether the proposal is
substantially in accord with the adopted Comprehensive Plan. (Fauquier County Board of

5. AMENDED: Special Exception SPEX-18-009986 - The Clifton Institute, Inc. - An Application for
Two Category 5 Special Exceptions to Allow the Operation of an Indoor and Outdoor Technical
School and a Category 13 Special Exception to Allow a Business or Professional Office with
Six or Less Employees (PIN 6986-18-3518-000, 6976-98-5890-000, 6987-22-2330-000, 6986-28-
5760-000, 6986-38-1571-000, 6986-48-5451-000, and 6987-40-8953-000, Scott District) - The
Applicant is requesting two Category 5 Special Exceptions to allow the operation of an indoor and
outdoor technical school and a Category 13 Special Exception to allow a business or professional
office with six or less employees. The Clifton Institute, Inc., located on 900 acres in a conservation
easement, offers programs with an emphasis on environmental education, research and ecological
restoration. The properties are located at 6500 and 6712 Blantyre Road, Warrenton. (The Clifton

6. Special Exception - SPEX-19-010483 - Wellness Retreat at Twin Oaks Sewage Treatment
Facility - An application for a Category 20 Special Exception to Allow a Belowground Sewage
Treatment Facility (PIN 6975-99-1300-000, Center District) - The Applicant has requested approval
to utilize a belowground sewage treatment facility to serve the Wellness Retreat at Twin Oaks
approved by the Board of Supervisors in January 2019 (SPEX-18-010208). The proposed facility will
treat an estimated 2,820 gallons per day of sewage through the use of a series of septic tanks,
drainfields, and related equipment. The property is located at 6791 James Madison Highway. (Mark S.
