B. Historical Trivia

 Bacolod was derived from the Ilonggo word "bakolod" meaning


"stonehill" since the settlement was founded in 1770 on a stonehill area,
now the district of Granada and the former site of the Bacolod Murcia
Milling Company

 Bacolod, the "Sugar Bowl of the Philippines," is one of the most


progressive and elite cities in the country. Along its highway, sugarcane
plantation is a ty pical scene; coconut and rice are also grown. The
people are engaged in livestock, fishing, and pottery.

C. Local Economy

 Bacolod is the highly urbanized capital, communication, trade and


service center of the Province of Negros Occidental, one of the twin
provinces of Negros Island in the cluster of the Visayan Islands in the
heart of the Philippine Archipelago.

 In the recent past, Lipa is being transformed from an agrarian to an
urbanized area. A significant portion of the agricultural land area of the
city has been converted to residential subdivisions and industrial areas.

III. ISSUES OF THE DAY

1. Merger of Universal Robina Corp. and Central Azucarera Don Pedro


Inc. in Batangas blocked by PCC
 The merger of Central Azucarera Don Pedro in Batangas with food
giant Universal Robina Corporation was blocked by the Philippine
Competition Commission to prevent the marginalization of sugar cane
farmers in the region.
 While the transaction mainly affects sugarcane farmers in Southern
Luzon, the sugar processed from these facilities serve nationwide
demand, including Metro Manila.
 The commission’s market investigation earlier found that farmers stand
to lose the benefits of competition due to the merger, especially in terms
of planters’ cut in sharing agreements, sugar recovery rates, and
incentives.

2. Measles cases continue to rise as DOH pushed for compulsory


vaccine shots; Malacañang shoots it down
 Batangas has the 2nd highest reported number of measles cases in the
region.
 DOH is pushing for mandatory vaccine shots but Malacañang believes
compulsory immunization is not necessary.

3. Duterte drops Jinggoy from admin Senate slate


 Estrada was expected to be on Duterte’s preferred senatorial list, after
the President raised his hand in an event in Legazpi City, Albay last
week.
 Duterte, however, admitted that he just felt obliged to raise Estrada’s
hand in the event because the former senator was already there.
 With the exclusion of Estrada, Duterte’s Senate slate is now down to 11.

4. Duterte signs rice tariffication law


 The law lifts import limits on rice, imposing tariffs instead.
 Rice from Southeast Asian countries will pay a 35% tariff or the import
duty rate commitment of the Philippines for rice importation, pursuant to
the ASEAN Trade in Goods Agreement.

 For non-ASEAN member states, the tariff is at 50% or the tariff
equivalent calculated in accordance with the World Trade Organization
agreement on agriculture upon the expiration of the waiver relating to
the special treatment for rice of the Philippines, whichever is higher.
 SGP is a co-author of this law.

5. New LTO Offices


 SGP sponsored the conversion of LTO extension offices into regular
LTO district offices in Batangas City and Balayan, Batangas. This move
results to faster processing of transactions, ease of access to LTO
services, and shorter queues.
