 In 2015, the City of Alhambra kicked off its Comprehensive General Plan update
branded as “Vision 2040 – A Community’s Mosaic.” The General Plan is a long-
range vision for the future of the community, and is sometimes referred to as the
“blueprint” or “constitution” for the future. The City’s General Plan was last adopted
in 1986, and although parts of the plan have been updated since then, it is necessary
for the City to once again look into its future and decide what it wants to be, the
direction it wants to go in and how it will get there.
The General Plan is intended to foster a vision for the long-range planning of the
community. Each element includes narrative text followed by goals, policies, and
implementation measures. The updated General Plan is organized in a contemporary
format that includes the following 7 chapters:
Chapter Chapter Summary
Describes organization of the Plan and provides a
Introduction
summary of goals.
Land Use & The relationship between land use, community character
Community Design and community design are identified in this chapter.
Discusses the City’s transportation network and
Mobility addresses vehicle, bicycle, and pedestrian circulation,
transit, rail and parking.
Addresses topics that affect the quality of life such as
Quality of Life recreation, open space, environmental justice, jobs,
economy and healthy communities.
Addresses the conservation and management of natural
Resources resources such as water, biological resources, cultural
resources, energy, air quality, and climate change.
This chapter seeks to maintain and enhance the City’s
Services & infrastructure including technological infrastructure,
Infrastructure solid waste management, water services, library service,
police and fire protection, and fiscal management.
Identifies and describes potential health safety
Health & Safety challenges, as well as the requirements and resources
available to respond to such challenges.
The Planning Commission will consider the Final General Plan at their
meetings on May 6 and May 20, 2019.

Integral con el nombre de “Vision 2040 – A Community Mosaic.” El Plan General
es una visión de largo alcance para el futuro de la comunidad, y a veces se le denomina
“el cianotipo” o “constitución” para el futuro. El Plan General de la ciudad se adoptó
en 1986, y aunque se han actualizado partes del plan, es necesario que la ciudad vuelva

Este capítulo busca mantener y mejorar la infraestructura
