1. This is a progress report regarding the alleged killing that transpired at Sibulan,
Cangmating that was reported to the Sibulan Police Station at around 6 o’clock more or
less in the morning of February 14, 2017 by SPO2 Benidekto Cardong Putik. The initial
report was submitted on the same date, February 14, 2017, under the same case.

2. The follow-up investigation revealed that another stevedore who is a resident of San Jose,
Negros Oriental was later on able to identify the victim due to the presence of an anchor
tattoo at the inside arm of the victim. The victim was identified as Ramon Magsaysay, 25
years old, resident of Jilocon, San Jose, Negros Oriental.

3. According to the mother of the victim, Ramon left their house at about 6 o’clock more or
less in the evening of February 13, 2017, to go to his friend’s birthday party at
Cangmating, Sibulan. His friend’s name was said to be Mark Santos. The victim did not
go home later that evening and they assumed that he decided to sleep at his friend’s
house. However, at about 6 o’clock more or less in the morning of February 14, 2017,
they heard a news that there was a dead body found at a street in Cangmating, Sibulan
and later on discovered that it was his son.

4. According to Mark Santos, the friend of the victim, the latter arrived at his house at about
6:30 more or less in the evening of February 13, 2017. Later that evening, together with
their other friends, they had a drinking session outside their house and most of them got
drunk including the victim. A heated argument aroused between the victim and another
friend named Kyle Ramos. The two, according to him, are suitors of a certain girl and the
girl was said to like the victim more than Kyle. However, they were able to pacify the
two and continue their enjoyment. At about 12 o’clock more or less in the midnight, their
drinking session ended and all of his friends went home including the victim.

5. Based on the aforementioned facts, Kyle Ramos is a possible suspect. The theory of
either homicide or murder is the more likely to be charged to the alleged suspect. This
case is to be further investigated by the SOCO.
