A. Has the practicum experience helped you choose a course for college? Why or why
not?

Yes, It gave me an idea on how to effectively read, evaluate, sort and prepare voluminous
incoming documents for computer encoding. It made me realized that if I want to
become a lawyer, I should love to read and be accustomed to handling voluminous
documents. I should also be analytical in determining which documents are more
sensitive or indispensable, which document would need immediate attention or action.

B. Which experiences in school were of the most value during the Practicum?

I was able to apply values like listening well to the instructions given and following them
carefully. Planning what to do first, doing things systematically and orderly, paying
careful attention to details.

C. What could your company/job supervisor have done to improve your practicum
experience?

To improve my practicum experience, I feel my job supervisor could have brought me to

the courts to observe actual hearings or court proceedings.

D. If you could have done something to improve your practicum experience more? What
would it be?

If I could have done something to improve my practicum experience more, I feel I could
have been given more opportunity to interact with other employees and to observe actual
hearings or court proceedings.

E. What skills or knowledge were required in your OJT that:

1. You were prepared to do: I was prepared to listen to the instructions carefully,
implement the instructions well and systematically. Encode the documents in the
computer. The skills required would include good listening skills, focus, attentiveness,
computer literacy and analytical ability.
 2. You were NOT prepared to do: Sorting of technical documents which would
require actual legal and engineering knowledge.

F. What other skills or learning experiences would have helped in the Practicum?

I feel observation of actual hearings or court proceedings and more opportunities to

interact with other employees would have helped the Practicum better achieve its
objective.

G. What suggestions can you make to help improve the Practicum Program?

Since most of the offices and the courts are closed on Saturdays, I suggest that the school
considers implementing the Practicum Program during semester or summer breaks to
give the students more time to have a real feel of the working environment.
D. REFLECTION ABOUT PRACTICUM EXPERIENCE

Starting my actual practicum at the National Housing Authority has instantly opened
several wide ranging questions, curiosity and doubts in my mind. The first question that
enters into my mind is what is the basic difference between a student (who relies entirely
on the support of his parents, from food, clothing, shelter, tuition fees, allowance, books
and all other needs) and that of a working employee, who earns a living to support his
family and relatives who depend on him. The second question that enters my mind is
what is the importance, if any of doing my practicum at the National Housing Authority
and what has this agency got to do with my intention of being a lawyer? And the last
question that enters into my mind is that will a practicum experience really triggers my
imagination and passion to excel more to fully prepare for my future?

I started my practicum with a brief interview with the Department Manager, Engr.
Felicisimo F. Lazarte, Jr. Thereafter, I was endorsed to his Deputy, Engr. Romuel P.
Alimboyao. I was then directed to stay at my practicum station, just near the Office of
the Department Manager, the Deputy and the Executive Assistant Desk at said Northern
Central Luzon Department. Then the work started.

All incoming papers, documents and letters were dumped on my assigned table and I
recorded the date of receipt and the nature of the documents in the Department’s
Logbook. I also record all outgoing documents and the particular office, department or
destination to which the said documents should be transmitted. To understand how the
documents revolve around the agency, I was given to opportunity to accompany the
assigned employee in officially transmitting the documents to the different departments.
After the nice experience of moving around the agency through the transmittal of
documents and recording of incoming and outgoing documents, I was directed to encode
letters drafted by the department and other forms.

While two (2) days of practicum experience is too short a period to fully understand the
mandate of the agency, it gave me a glimpse of the agency’s mission and vision and my
intention of becoming a lawyer someday. It was liked I am experiencing the future now.
It made me think that I should start preparing for my future now. I realized that law is not
only confined in courts as I traditionally understand. Law is like a living organism that
runs in the veins of every person, every company, every organization, every nation and
can be applied in every situations. I also experienced attending the Holy Mass in the
early morning of January 02, 2014 at the National Housing Authority with the General
Manager, Atty. Chito M. Cruz delivering a welcoming address for the New Year to all its
employees with me and my father seated at the back. I also realized that the work of a
lawyer is not only confined to litigation but they can also be administrators, heads of
agencies and all other unlimited positions in government and private companies. Lawyers
have also the advantage of engaging in business among other activities and endeavors.

Like any organization, the National Housing Authority has many departments, sections
and more than P1,500 employees nationwide. It works under the leadership of the
General Manager and has the mandate of serving and providing homes for the lowest
30% income bracket of the Filipinos.

Lastly, my two (2) day practicum made me understand that the values required of a good
worker are basically the same with that of a good student who should learn to plan ahead,
be organized, obey and follow the hierarchy of leadership, work efficiently, diligently and
consider that a public office is a public trust. I also realized that efficiency and
competence alone are not enough. Trust and being trusted especially on sensitive data
and information are equally as important as competence in the work place. I also learned
the value and importance of teamwork, that goals and objectives can be better achieved
with everyone cooperating and helping each other.

I would like to express my gratitude to National Housing Authority, Department Manager

Engr. Felicisimo F. Lazarte, Jr. for accepting me and allowing me to do my practicum in
his department. I would also like to express my special appreciation and thanks to my
Practicum Instructor and Immediate Supervisor, Deputy Area Management Officer, Engr.
Romuel P. Alimboyao for his guidance, clear instructions, encouraging words and support
which made my two (2) day practicum a wonderful experience to remember. I would
like to thank the employees of the Northern Central Luzon Department for all the help
and support they have provided me during my short stay with them.

A special thanks to my family. Words cannot express how grateful I am to my mother and
father for their encouraging words, continuous guidance and support in my studies and
my chosen career. Their prayers for me had sustained me and will continue to sustain

1. Company Background

 Agency Classification: Government-owned and -controlled corporation under the

administrative supervision of the Housing and Urban Development Coordinating Council
and classified under the Infrastructure Utilities Group.

 Charter: Presidential Decree No. 757 dated 31 July 1975

 Mandates:

Under PD 757 dated 31 July 1975. NHA was tasked to develop and implement a
comprehensive and integrated housing program which shall embrace, among others,
housing development and resettlement, sources and schemes of financing, and delineation
of government and private sector participation. Under EO 90 dated 17 December 1986.
NHA was mandated as the sole national government agency to engage in shelter
production focusing on the housing needs of the lowest 30% of the urban population.

Under RA 7279 (UDHA) dated 24 March 1992. NHA was tasked to provide technical and
other forms of assistance to local government units (LGUs) in the implementation of their
housing programs; to undertake identification, acquisition and disposition of lands for
socialized housing; and to undertake relocation and resettlement of families with local
government units.

Under RA 7835 (CISFA) dated 08 December 1994. NHA was tasked with the
implementation of the following components of the National Shelter Program - the
Resettlement Program, Medium Rise Public and Private Housing, Cost Recoverable
Programs and the Local Housing Program.

Under EO 195 dated 31 December 1999. NHA was mandated to focus on sociliazed
housing through the development and implementation of a comprehensive and integrated
housing development and resettlement; fasttracking the determination and development
of government lands suitable for housing; and ensuring the sustainability of socialized
housing funds by improving its collection efficiency, among others.

2. Company History

The National Housing Authority (NHA) is the sole national agency mandated to engage
in housing production for low income families. It traces its roots to the People's Homesite
Corporation (PHC), the first government housing agency established on 14 October 1938
and to the National Housing Commission (NHC) which was created seven years later, on
17 September 1945. These two agencies, the PHC and the NHC, were eventually merged
on 4 October 1947 into the People's Homesite and Housing Corporation (PHHC).

In the years that followed, six(6) more housing agencies were created to respond to
separate and distinct shelter requirements, namely: the Presidential Assistant on Housing

and Resettlement Agency (PAHRA); the Tondo Foreshore Development Authority

(TFDA); the Central Institute for the Training and Relocation of Urban Squatters
(CITRUS); the Presidential Committee for Housing and Urban Resettlement
(PRECHUR); the Sapang Palay Development Committee (SPDC); the Inter-Agency task
Force to Undertake the Relocation of Families in Barrio Nabacaan, Villanueva, Misamis
Oriental.

Eventually, on 15 October 1975, the National Housing Authority was organized as a

government-owned and-controlled corporation, by virtue of Presidential Decree No. 757
dated 31 July 1975. All other housing agencies were abolished by the said decree. The
NHA took over and integrated the functions of the abolished agencies - the PHHC and the
six (6) other housing agencies. The creation of the NHA is the second attempt of the
government to integrate all housing efforts under a single agency, twenty-eight years after
the merger under the PHHC.

Three years later, the Ministry of Human Settlements (MHS) was created in 1978. The
Ministry adopted the wholistic approach to housing. The NHA was placed as an attached
agency to the MHS.
On 26 March 1986, Executive Order No. 10 was issued placing the NHA as well as the
other agencies attached to the abolished MHS, under the administrative supervision of the
office of the President. Subsequently, Executive Order No. 90 was issued on 17
December 1986, rationalizing the housing structure in the government along lines of
specialization and concentration.

EO 90 identified the key housing agencies to implement the National Shelter Program
and defined their respective mandates. The NHA was mandated to be the sole
government agency to engage in housing production. Under the said Executive Order,
NHA was placed under the policy and program supervision of the Housing and Urban
Development Coordinating Council (HUDCC), the umbrella agency for shelter charged
with the main function of coordinating the activities of various government housing
agencies engaged in production, finance and regulation.

Executive Order No. 20 on 28 May 2001 reaffirmed mass housing as a centerpiece

program in the poverty alleviation efforts of government. Said EO likewise reaffirmed
HUDCC's administrative supervision over the housing agencies including the NHA.

3. Mission/Vision

 Mission: "We provide decent, adequate, and affordable housing to the greatest
number of people and ensure the provision of community facilities and utilities and social
services and economic opportunities."

 Vision: "Building Homes, Building Safe, Resilient and Sustainable Communities”.

 Corporate Objectives:

a. To provide and maintain adequate housing for the greatest possible number of
people.
b. To undertake housing development, resettlement, or other activities that would
enhance the provision of housing to very Filipino.

c. To harness and promote private participation in housing ventures in terms of

capital expenditures, land, expertise, financing and other facilities for the
sustained growth of the housing industry.
