NOTES ON PRICING

SECTION G

Generally

A The Bills of Quantities have been prepared in accordance with the Standard Method of
Measurement of Building Works Seventh Edition, Revised 1998 (SMM7). However this is not
so in every respect and each and every departure from the SMM7 has not been individually
highlighted. The method of measurement as expressed in these documents must be accepted
where applicable.

B Notwithstanding the provisions of the several sections of the SMM7, none of the general items
to each section have been included as an item in the pricing sections of these Bills of
Quantities. They are however deemed to be included within the rates and prices given.

C The Contractor shall price every item in the pricing sections of the Bills of Quantities. Any item
left unpriced shall be deemed to have been allowed for in the prices of other items. No claim
for payment in respect of unpriced items will be admitted. Lump sums set against groups of
items are not acceptable.

D Descriptions of work and materials are not necessarily complete in the Bills of Quantities and
reference should be made to the General Conditions of Contract, Specifications and to the
Drawings for this information. The prices inserted in the Bills of Quantities must be
comprehensive and should be the full inclusive cost of the work in every respect and of general
liabilities and obligations set forth or implied in the documents on which the Tender is based.
The completed prices must truly reflect the value of the item described.

E The rates and prices shall be deemed to include for all costs in respect of local religious
holidays and customs and the provision of all amenities customary in the State of Qatar.

F The Notes on Pricing are to be read in conjunction with the item descriptions given in the
pricing sections of these Bills of Quantities and shall apply wherever relevant.

G The attention of the Tenderers is drawn to Clause 55 Quantities of the General Conditions of
Contract and note should be made that the Work shall not be re-measured. With regard to the
priority of the several documents forming the Contract as stated within the first paragraph of
Clause 6(2) Documents Mutually Explanatory, of the General Conditions of Contract, the
Contractor shall check the descriptions and quantities and allow where provided for any errors,
additions or omissions considered necessary to establish a lump sum firm price. At any time, if
requested by the Engineer the Contractor shall provide a complete and detailed breakdown of
any such insertions.

Definitions

H The terms “plug”, “plugged” and “plugging”, shall be deemed to mean plugging concrete or
blockwork by an adequate permanent method of fixing suitable for the situation, material and
article to be fixed.

J In the description of items for external services or drainage, the work “Trench” shall be deemed
to include excavating, grading bottoms, planking and strutting, backfilling, compacting earth in
layers not exceeding 150 mm thick and disposing of surplus spoil.

Materials on Site

A Monthly valuations shall certify payment for unfixed materials in site as provided for by Clause
60 of the General Conditions of Contract.

B The valuation so certified by the Engineer shall be the invoiced cost of the materials, if the
Engineer considers this cost to be realistic, plus any customs duty or other Qatar taxes paid
together with an allowance for port dues and delivery to and unloading at the Site. The
valuation for unfixed materials on site shall be the net reimbursement to the Contractor of the
cost of the materials delivered and unloaded at the Site and as such shall be exclusive of any
profit or Contractor’s overheads mark-up.

C Notwithstanding the foregoing, such net reimbursement to the Contractor for unfixed materials
on Site shall be less than the total price included by the Contractor in the Bills of Quantities for
both supplying and subsequently fixing the said materials, such that in the opinion of the
Engineer, a reasonable and sufficient value is retained for payment to the Contractor in
subsequent monthly payments for permanently fixing the materials in the Work.

D The Contractor shall make due allowance in pricing the Bills of Quantities to take account of
these clauses.

E Formwork materials including all struts, timber or sheet boarding, all other timber work, waffle
moulds, proprietary shuttering systems and the like shall not be considered as “unfixed
materials on site” for the purposes of monthly valuations. Formwork shall be valued in
accordance with the preambles of the Preliminaries section as “plant” and/or as measured
work, once executed, in accordance with the rules of measurement and these notes.

Preliminaries

F Monthly payments for Preliminaries shall only be made for those costs which have been
properly incurred and for which the Contractor has inserted prices against the items in the Bills
of Quantities’ Preliminaries section. Payment for such shall be valued proportionally at the
same rate as the value of permanent work executed in any month bears to the total value of
permanent work included in the contract.

G Notwithstanding to SMM7, Preliminaries shall be separately priced for fixed charges and time
related charges for the construction period of given in the Bill of Quantities.

H In addition, at the Engineer’s discretion and only where priced for by the Contractor in the Bills
of Quantities’ Preliminaries section, the actual cost of certain Preliminaries items, for example,
the provision of bonds and insurances, the construction of temporary facilities on site, etc., may
be certified by the Engineer for payment in full when executed. Such certification shall be the
lesser value of:

Either (1) The prices given by the Contractor in the Preliminaries section of the Bills of
Quantities

or (2) The net reimbursement to the Contractor of the actual cost incurred provided always
the Engineer considers such cost to be fair and realistic and such cost shall be
exclusive of any profit or Contractor’s overhead mark-up.

where (2) is less than (1), the balance shall be valued for interim payments proportionally with
the permanent works as described.

Preliminaries (Contd)

A Plant, machinery, transport and other moveable items when provided on site and priced for in
the Bills of Quantities’ Preliminaries section shall be valued proportionally with the permanent
work as previously described.

B Monthly valuations shall certify payment for permanent works executed on site as provided for
by Clause 60 of the Conditions of Contract. No separate earlier payment shall be certified by
the Engineer or shall become due to be paid by the Government for the value of any
Preliminaries costs which may have been included by the Contractor in his rates and prices for
permanent work.

Demolitions and Alterations

C The rates for demolitions and alterations shall include for all shoring and scaffolding incidental
thereto.

D The following terms shall have the meanings assigned to them :

Remove shall mean the complete removal by any means at the Contractor’s option, having
due regard to the surrounding structure. All incidental holes, chases, etc. left after
removal of an item shall be made good. In the case of partitions and the like, the
finishes shall be extended to match the existing.

Carefully
remove shall indicate that an item may be reused and the rate shall include for overhauling
or maintaining the item so that it will be acceptable when relocated.

E The rates for forming openings in block work walls shall include for quoining up jambs and
extending finishes to match existing.

Excavation and Earthwork

F Measurement for all excavation and filling shall be net (i.e. excluding working space) and no
allowance shall be made for bulking.

G Excavation and earthwork has been measured based upon existing ground levels as shown on
the drawings. The Contractor shall satisfy himself as to the accuracy of these levels and is to
allow in his rates for any discrepancies in levels.

H. The Contractor, when and where he considers it expedient to do so, and at the discretion of the
Engineer, may lay an approved filling as required prior to final setting out and excavation
works. In the event of the Contractor adopting this procedure no payment will be made for
excavation in the filling whether compacted or not, and the Contractor shall make due
allowance for this in his rates.

J. The rates for filling and backfilling are to include for all costs incurred in obtaining material from
approved sources, handling, loading, transporting, unloading, tipping, placing, bringing up in
stages and spreading and compacting as specified, trimming, grading and all other labours
necessary to ensure that the filling material is correctly placed to level and profile to the
required degree of compaction.

B The Contractor shall take and accept all responsibility for the character of the ground and no
extra price will be allowed for excavating in surface concrete, reinforced surface concrete,
paving flags, tarmacadam, loose rocks, debris, rubble, boulders, loose stones, old foundations,
running sand, mud, running water, high water table, etc.

C. Keeping excavations free from water including pumping and temporary drainage for disposal of
water shall be deemed included in the rates.

D Blasting will not be permitted.

E The Contractor shall be deemed to have been included for excavating to found on suitable
bearing strata as approved by the Engineer. Any additional excavation in soft or other material
unacceptable to the Engineer together with consequent backfill in mass concrete shall be
entirely at the Contractor’s own cost.

F The rates for surplus spoil removed from the site are to include for dumping at an approved
Government tip and all charges in connection therewith.

G Rates for excavation shall include for :

(a) Excavating in any type of ground including solid rock.

(b) Excavating below the water table.

(c) Levelling, grading, ramming and trimming bottoms of excavations.

(d) Properly supporting the sides of excavations.

(e) Working space.

(f) All necessary double or multiple handling of excavated materials.

Concrete Work

H The rates for concrete are to include for forming all construction and day joints and for all
necessary formwork in connection therewith.

J Concrete blinding has been stated as a nominal thickness. The Contractor is to allow in his
rates for any additional thickness of blinding due to site conditions, over excavation etc.

K The rates for all reinforcement shall include for rigidly fixing the reinforcement in position and
for all necessary chairs, spacers and other supports required to hold the reinforcement.

L The rates for concrete shall include for hoisting to any height or lowering to any depth,
compacting by vibrators as required, curing, hacking surfaces for key, all surface treatments to
unset concrete except trowelling, cutting and forming holes for pipe and the like, building in
pipe sleeves, forming and grouting mortises (other than mortises for anchor bolts) and making
good concrete in connection with holes and mortises.

M The rates for rod reinforcement shall include for hoisting to any height or lowering to any depth,
placing in any position, straightening as necessary, cutting to lengths, bending to required
shapes, tying wire, distance blocks and spacers.

A The rates for fabric reinforcement shall include for hoisting to any height or lowering to any
depth, placing in any position, all cutting, distance pieces, bending, holes, notching, tying wire,
tying at laps and cost of material in laps.

B The rates for formwork shall include for all props, struts, stays, wedges, bolts, all cutting,
labours at intersections and overlaps, passing at angles, cutting and fitting around projections
and pipes, all stops, chamfers not exceeding 50mm wide, splayed internal angles not
exceeding 15mm wide, mould oil, strutting and supporting formwork to a height not exceeding
3.50 metres and for easing, striking and removal.

C The rates for curved formwork shall include for formwork to curved, conical, spherical, elliptical
and other surfaces curved to one or more radius or any radius or radii.

D The rates for forming channels, chases and kerbs shall include for ends, angles, intersections
and outlets.

E The rates for precast concrete shall include for all moulds; finishing fair on all exposed faces;
square, rounded and stooled ends, rounded nosings and edges, rebates, angles and ends to
kerbs etc., holes or notchings for pipes etc., and hoisting, and bedding in position.

F The rates for hollow block suspended construction shall include for all concrete ribs, hollow
blocks, solid concrete work in hollow block construction, filling ends of hollow blocks, fixing
slips, metal clips and the like.

Brickwork and Block work

G The rates for brickwork and block work shall include for all cutting; wedging and pinning up to
soffits; building at any height off slabs or beams; raking out joints or hacking surfaces to form
key; bedding and pointing plates, frames and corrugated sheeting; building in door and window
frames and the like; building in or cutting and pinning in ends of lintels, bearing bars, steps,
timbers, steel sections and the like; holes for pipes; mortises and making good in connection
with building in, cutting and pinning in, holes and mortises.

Roofing

H The rates for slate or tile roofing shall include for all cutting, holes for pipes, standards and the
like, cut courses at eaves, all cutting and bonding at eaves, verges, valleys, hips and ridges
and fitted, filled or fair ends, angles and intersections to hips and ridges and forming small
openings.

J The rates for corrugated or troughed sheet roofing shall include for all cutting, holes for pipes,
standards and the like, and fitted, filled or fair ends, angles and intersections to hips, ridges,
angles, cappings or barge boards and forming small openings.

K The rates for roof decking shall include for all cutting and for holes for pipes, standards and the
like and forming small openings.

L The rates for bitumen-felt, acrylic fibre or other similar sheet or roll type roofing shall include for
cutting, notching, bending and lapping, holes for pipes, standards and the like, angles, ends,
extra felt for laps and turning into grooves and forming outlets to flashings, skirting, aprons,
gutters, valleys, kerbs and channels and forming small openings.

A The rates for metal roofing shall include for all cutting; notching and bending; ends, angles and
intersections to rolls, hollows, condensation channels and moulding and for forming small
openings.

B The rates for all sheet metal flashings and gutters shall include for angles, intersections, ends,
extra material in laps, seams, passings at ends, dressing to outlets and ends, angles and
intersections to cappings, hollows, and channels and mouldings.

Carpentry

C The rates for all carpentry work shall include for all raking and circular cutting; joints in
continuous lengths of timber or for providing timbers of any length; all joints; notching and
fitting ends of timbers to metal sections, shoes and heads; mitres, ends and intersections on all
members; holes for pipes, tubes, bars, cables, conduits, ducting, trunking and the like and for
pads, slips and wedges built or wedged in.

D The rates for rebates, grooves, chamfers, rounded edges, moulded edges and the like labours
shall include for all cross grain and stopped work and all stops, angles and mitres.

E The rates for roof boarding shall include for all cutting at intersections on work to cross falls and
all notches, rounded corners and the like.
F The rates for carpenter’s metalwork shall include for preparing timber for metal (e.g. sinking,
grooving etc.).

G The rates for bolts and connectors shall include for holes and countersunk holes and for
pellating if required.

Joinery

H The rates for all joinery work shall include for all raking, curved or splayed cutting; mitres and
ends to all members; for all joints in members over 200mm wide or for obtaining timbers in one
width; notching; sinkings; rounded curves; splayed edges; extra timber in joints, horns etc.,
dowels and cramps and holes for pipes, tubes, bars, cables, conduits, ducting, trunking and the
like.

J The rates for doors, skylights, sashes and casements are to include for fitting and hanging any
type.

K The rates for handrails shall include for all heading joints, quadrants, ramps and wreaths.

L The rates for rebates, grooves, chamfers, scribed edges, rounded edges, moulded edges, and
the like labours shall include for all cross grain and stopped work and for all stops, angles, ends
and mitres.

M The rates for bolts and connectors shall include for holes and countersunk holes and for
pellating if required.

N The rates for ironmongery are to include for fixing to any surface, all mortises, sinkings,
notchings, borings etc, removing during decoration, leaving oiled and in proper working order
on completion, and supplying and labelling all keys and handing to the Engineer.
Structural Steelwork

A The rates for structural steelwork shall include for cutting ends of members; cutting to dead
lengths, all cutting on plates, welds, notchings, splay cutting, bevel cutting, cranks, splice
plates, bolts (except anchor bolts), rivets, holes, countersunk band tapped holes, and driving
rivets and countersinking heads.

Metalwork

B The rates for metalwork shall include for all cutting; ends; angles, intersections, ramps and
wreaths on frames, handrails, core rails, arch bars, bearers, stays and the like; assembling and
jointing together; all holes for pipes, tubes, bars, cables, conduits and the like and all other
holes, countersunk holes, tapped holes, slots and the like except where given in the description
of an item.

C The rates for metal skirting, duct covers and the like shall include for all angles, intersections
and ends.

D The rates for bolts and countersunk bolts shall include for holes and countersunk holes.

Plumbing and Engineering

E The rates for all Plumber’s and Engineer’s work shall include for assembling and jointing
together including jointing material; fixing to any background i.e., building board, timber, metal
and steelwork, block work and concrete; cutting and pinning in, plugging and screwing or
building in pipe sleeves; all pipe and duct brackets, hangers, clips or other supports and
subsequent making good and all cutting away and making good.

Electrical Installation

F The rates for electrical work shall include for all cable; conduit and trunking; fixings and
supports to cables, conduit and trunking, cable sleeves; disconnecting and refixing equipment
and fittings for other trades.

G. The rates for cutting away and making good to electrical installations shall include for all holes,
notches, mortices, sinkings and chases in both the structure and its coverings and for all
making good to them.

Plasterwork and other Finishes

H The rates for all finishes shall include for preparing surfaces for finishes or backings, for
working at or up to any height, all narrow widths and small areas and all cutting.

J The rates for all finishes to soffits shall include for level, sloping or curved soffits.

K The rates for in-situ, plain sheet, tile, slab, or block finishes shall include for all fair
edges, rebated edges, splayed edges, rounded edges, grooves, flutes and the like; ends
and angles or risers and edges of landings; ends, angles, ramps and wreathed corners to
strings and ends of steps; all fair joints or fair cutting; making good or cutting and fitting
around pipes, bars, cables, conduits, ducting, trunking, sanitary fittings and the like; dishing
to gullies and outlets; mortises, sinkings and ends, angles, ramps, outlets and intersections to
skirting, flush, raised or sunk bands, sills, dividing strips, channels, mouldings, flutes,
cornices, kerbs and the like.

A The rates for in-situ finishes shall also include for all internal and external angles; fair,
rounded, beaded, moulded and chamfered edges, quirks, arrises, chamfered external
angles and coved internal angles.

B The rates for tile slab or block finishes to ceilings shall include for work on flat, sloping or
curved ceilings.

C The rates for beds and backings shall include for forming key and all labours.

D The rates for lathing, baseboard and suspended plain sheet linings with supporting
metalwork, and fibrous plaster shall include for all labours and cutting.

E The rates for suspended ceilings and the like shall include for all supporting systems.

Glazing

F The rates for glazing shall include for all templates and cutting.

Painting

G The rates for painting shall include for working to or at any height; internal or external work;
rubbing down between coasts; work in multi-colours, cutting to line; opening edges of
windows and doors and work on additional surfaces exposed by such opening edges, hooks,
bolts and clips to sheeting and pipe clips, saddles, holderbats and the like.

H The rates for painting on wood shall include for work on hardwood or softwood and for
knotting.

J The rates for painting on manufactured board and wood shall include for surface filling.

Fencing

K The preambles regarding rates and prices for other sections of the Bills of Quantities shall
apply equally to work in this section.

Roads and Pavings

L Roads, pavings and associated works have been measured net in accordance with local
custom in Qatar and as described in the Bills of Quantities.

M The rates for bitumen macadam and the like flexible surfaces and the rates for paving flags
and the like tile pavings shall include for fair edges, joints to existing works, dishing to
gullies and drainage outlets, ramps, channels and the like and making good around pipes,
fence posts, bollards, stanchions and the like.

N The rates for kerbs, edgings, channels, blocks and the like shall include fair ends, cut
ends, and other joints and cutting, all making good and fair cutting around pipes, fence posts,
bollards, stanchions and the like, together with dishing to gullies or drainage to outlets and all
ends, angles, ramps and intersections.
E Notwithstanding any of the foregoing the preambles to rates and prices for other sections of
the Bills of Quantities shall apply equally to this section.
