Hampshire Department of
Revenue Administration
(NHDRA) recently pub-
lished its Fiscal Year 2018
Annual Report, which pro-
vides insight into NHDRA’s
operational initiatives, data
regarding the taxes NHDRA
collects, and municipal
finance and assessing laws
administered by NHDRA.
NHDRA collected $2.3 bil-
lion in taxes during FY2018,
most of which went to the
New Hampshire General
Fund and Education Trust
Fund. Under Commissioner
Lindsey Stepp’s guidance,
NHDRA continued to make
progress on its strategic
approach to improved cus-
tomer service and overall
modernization by complet-
ing the final phase of its
electronic filing project,
establishing a taxpayer serv-
ices department and creating
internal performance track-

it feels to have chronic
obstructive pulmonary dis-
ease or COPD.
COPD incudes emphysema
and chronic bronchitis, and
permanently damages the
airways and air sacs in the
lungs. It’s progressive, but
because it comes on gradual-
ly, many people don’t realize
they have it and how it’s lim-
iting them.
COPD occurs most often in
people 40+ who are or were
smokers, have had long-term
exposure to lung irritants and
air pollution, including sec-
ondhand smoke, or have a
rare genetic condition. It’s a
major cause of disability in
the U.S., and 65,000 people
in New Hampshire have
been diagnosed with COPD.

it's too late to change the
printed ballots since they've
already been mailed out for
early voting. And now he is
expected to win by a land-
slide in the forthcoming
Nevada state legislature elec-

Multiple cars were dam-
aged when a truck lost its
load of about 22,000 metal
grinding balls, which then
rolled down a steep hill.
Witnesses said the truck was
going up a steep incline
when the back of the vehicle
hill. Police said at least six
cars were damaged by the
balls, but no injuries were
reported. The driver of the
truck said he made a wrong
turn and ended up on the
steep road. "All over the

The November mountains lie

your family and friends, this
is what you need to do on
making your family DVD;
Computer Hardware before
you can make DVD’s on
your computer you have to
be sure it is up to the job.
Your computer must have a
fast processor an Intel Duo
Core or i3, i5,i7 or AMD
Athlon 2.8 GHZ, the faster

In order to dedicate more
resources to general support
and streamline internal
workflows, NHDRA’s goal
is to reduce the number of
documents scanned and
processed manually by
increasing the utilization of
electronic document pro-
cessing. By communicating
the option to submit elec-
tronic files to taxpayers,
NHDRA was able to reduce
the number of scanned and
manually processed files and
increase electronic docu-
ment processing by nearly 4-
percent, respectively. In
addition to improving over-
all customer service through
documentation processing
and the call center, Taxpayer
Services led NHDRA
through the tax season
“rush” period in March and
April. In March 2018, DRA
processed 32,537 documents
representing more than $168
million in revenue, and
72,975 documents repre-
senting more than $271 mil-
lion in revenue in April 2018
– a 7-percent increase com-
pared to the 2017 rush.
During FY2018, NHDRA
also focused on establishing
and tracking performance
metrics by creating what is
referred to as the Balanced
Scorecard. Staff from each
unit of NHDRA now track
key measures against 23
specific objectives which are
assessed on a monthly basis
by managers in order to
identify areas for improve-
ment. Objectives include
customer satisfaction, inter-
nal processes, resource man-
agement and employee
development.

Every autumn, when the air
tastes of apples and leaves
crunch underfoot, my
thoughts turn to tiny owls –
northern saw-whet owls
(Aegolius acadicus) to be
exact. Just eight inches in
length with a round head and
bright yellow eyes, the saw-
whet is arguably New
England’s most endearing
owl. Deer mice, I suspect,
would beg to differ.
Saw-whets are small, secre-
tive, nocturnal, and very
often silent. As a result, until
relatively recently, their
migration patterns were
poorly understood. Project
Owlnet, a network of
researchers spanning much
of North America with a par-
ticular concentration in the
northeastern U.S., is chang-
ing that.
For five Octobers, I volun-
teered at one of their research
sites in southwestern New
Hampshire. Every calm,
clear night, we’d deploy an
array of delicate vertical nets
– called “mist nets” for their
hazy appearance – on a
forested hillside. In the mid-
dle of the array was a
portable speaker, pro-
grammed to broadcast an
audio loop of the saw-whet’s
high-pitched toot-toot-toot
call, loud enough to be heard
from above.
If we were lucky, when we
returned in half an hour, the
recording would have lured a
curious saw-whet (or two or
three) into our nets. The
researchers would then care-
fully extract each owl from
the tangle of filament and
carry it in a soft cloth bag to
the banding station: a fold-up
camp table sporting a
lantern, a kitchen scale, a
binder of data sheets, and an
assortment of small scientific
tools. There, they would
weigh and measure the owl,
examine the wear on its
feathers with a black light to
determine the bird’s approxi-

mate age, and place a light-
weight, numbered metal
band around its leg before
releasing it back into the
night.
Afterwards, we’d sit around
in our camp chairs, swapping
stories, sipping hot choco-
late, wishing we’d remem-
bered our long johns, and
crossing our fingers that
we’d find an owl on the next
net run.
The owl banders I worked
with have since moved on to
other careers in conservation,
but those nights at the band-
ing station left an indelible
impression on me. They also
contributed to what we now
know about saw-whet migra-
tion in the Northeast.
Over the course of five years,
more than 500 saw-whet
owls were captured, record-
ed, and released at the band-
ing sites in our corner of
New Hampshire. Twenty of
the birds had originally been
banded elsewhere: Vermont,
Massachusetts, New York,
Pennsylvania, New Jersey,
Maryland, Virginia, Quebec,
Ontario, even Michigan.
Twenty-one of the owls orig-
inally banded in New
Hampshire were later
encountered in Vermont,
Maine, Massachusetts, New
York, Connecticut,
Pennsylvania, or West
Virginia. One bird was cap-
tured in Keene, New
Hampshire a full six years
after it was first banded in
the Berkshires, an intriguing
find for a species whose
lifespan in the wild rarely
exceeds a decade.
The New Hampshire station
was part of a much larger
effort. According to a review
of saw-whet migration data
published in 2011, biologists
collectively banded an
astounding 81,584 fall-
migrating saw-whet owls in
eastern North America
between 1999 and 2008.
During that time, only 2,184
(less than 3 percent) were
recaptured.
Despite the low recapture
rate, data from the more than
100 banding stations associ-
ated with Project Owlnet
have revealed several trends.

moving south from Canada
in late September, with some
birds traveling thousands of

nesting sites in the boreal
forest and wintering grounds
in the central and southern
U.S. In the northeastern U.S.,
they tend to arrive when fall
foliage nears peak color.
Movement drops off signifi-
cantly three to four weeks
after leaf-fall.
Saw-whet migration also
appears to be tied to a four-
year cycle in small rodent
populations at their breeding
grounds, which is in turn tied
to mast production. Years
with more nuts and seeds
produce more rodents, result-
ing in more saw-whets. With
this boom comes increased
competition for food, forcing
juvenile owls to fly farther
afield in search of prey.
During an irruption year,
these “hatch-year” birds can
swell the ranks of migratory
saw-whet populations ten-
fold.
Females generally travel far-
ther than males, and males in
the southern part of the
breeding range may not
migrate at all. Some saw-
whets travel along the coast.
Others seem to follow moun-
tain ranges. There is still
much to learn.
Unless you’re a mouse or a
birder, you probably haven’t
given much thought to the
silent, winged predators that
emerge after dusk. This fall,
when you’re lighting your
woodstove or snuggling into
your flannel sheets in antici-
pation of the season’s first
hard frost, pause for a
moment. Open a window or,
better yet, step outside.
Breathe in the crisp autumn
air, peer out into the dark,
and imagine them: a tribe of
tiny owls – hushed, fierce,
adorable – passing through,
unseen, in the night.

Craig Richard Smith
passed away peacefully at
his home in Groton, VT on
October 23, 2018.
Craig was born on
September 22, 1964 in
Stoughton, MA to Francis &
Jacqueline Smith.
Craig served in the
National Guard for three
years but unfortunately had
to be honorably discharged
to return home to care for his
two children.
At the age of 19 Craig start-
ed his own excavating, truck-
ing, and snow plowing busi-
ness.
He was well known and
liked in the area and earned
the nicknames "earthmover"
and "snowman" because of
his love of snow and plow-
ing.
He enjoyed racing and used
to race at both Bear Ridge
and Rumney Speedways.
He loved the outdoors,

Marie loved gardening,
flowers, birds and animals.
She was also an extremely
talented artist.
Her love of the natural
world was surpassed only by
her joy in loving others.
She will be deeply missed
by all who were touched by
her kind and generous heart.

Elliott, Sr., 75, passed away
on October 18, 2018, in
Lebanon, NH, following a
period of declining health.
He was born on February
16, 1943, in Haverhill, NH to
Russell D. Elliott and
Clarissa A. (Robinson)
Elliott and spent his early
years in Woodsville, NH.
He graduated from
Woodsville High School in
the class of 1962.
A gifted athlete, he was a
three sport star playing four
years of varsity soccer, play-
ing on the 1959 Class M
Baseball Championship team
as a freshman, and scoring
more than nine hundred
points in basketball while

identified him as "every
coach's dream".
He entered the Air Force
after graduation and trained
at Lackland AFB in Texas,
and later at Lowry AFB in
Colorado where he attended
a technical training course
for nuclear weapons special-
ists.
He served overseas in Italy
for three years where his son
Thomas Jr. was born and
where he was able to contin-
ue his athletic career.
Traveling with a baseball
team he was referred to as
the American Home Run
Hitter.
Returning home to
Vermont he worked in con-
struction on Route 91 for
several years.
Later he owned and man-
aged Your Neighborhood
Grocery in South Ryegate,
VT while continuing to exe-
cute his skills playing soft-
ball in The Wells River
League.
After selling his business
he went to work for the
Grafton County Correctional
Center in North Haverhill,
NH as a security officer.
He retired in 2005 after
thirteen years of service.
In retirement he spent time
hunting and fishing, chasing
the big buck from Vermont
to New Hampshire and tow-
ing his boat to Long Pond
where his father taught him
to fly fish.
He spent time painting
houses where his reputation
was that of a perfectionist.
He found a niche in his
work restoring furniture
where his attention to detail
won both praise and return-
ing customers.
Fastidious to a fault
according to us amateurs he
was fond of saying with a
wry smile that "people paint
differently".
Occasionally he ventured
to the Wild Ammonoosuc
with his brother Garry to pan
for gold in an apparently
unsuccessful search for the
mother lode.
As his health deteriorated
he settled into a routine that
kept him closer to home.
He was the go to guy when
anyone shot a deer and need-

He spent many hours over
a number of months painting
Nick's barn the way it should
be painted.
He was as meticulous
mowing his neighbor's lawn

hands.
Passionate in his fondness
for the Boston Red Sox he
managed them every evening
religiously from the end of
Elliott Road and complained
about them tirelessly the next
day while reviewing the box

tended to by his neighbors
and friends.
