UL Considerations:
System Overview
This manual provides instructions for selecting, installing and configuring SA3000 Security Access
System. Recommendations on selecting an installation location and selecting Door Accessories, used
to monitor and control access at a door, are included. Wiring diagrams show how to connect the
SA3000 system.
The SA3000 Door Access System, designed to work with Blackboard Transaction System (BbTS), consists
of:
• SA3000 Controller (page 2)
• Power Supply and Enclosure (page 2)
• Card Readers (page 2)
• Door Accessories (page 3)
SA3000 CONTROLLER
New installations must be ordered with a Power Supply and Enclosure. The
Enclosure has a hinged, locking door and a tamper switch.
“Controller Unit” refers to the SA3000 Controller, Power Supply, and Enclosure.
CARD READERS
In addition to the Controller Unit, one or more Card Readers must be installed.
Card Readers are ordered separately from the SA3000 Controller Unit, allowing flexibility in Card Reader
selections to meet the application requirements.
in addition to the Controller Unit and Card Readers, Door Accessories are required to complete the
SA3000 System to monitor and control access at the door. Door Accessories include door locking
mechanisms, door monitor contacts, request-to-exit switches, alarms, etc.
Door Accessories are not available through Blackboard. Ask a door hardware dealer about locking
mechanism options and compliance issues.

Careful planning of hardware purchases, cable routing, power supplies and reader placement will simplify
a successful implementation of the SA3000 System. Consider the following before ordering hardware:
Installation Overview
The Power Supply has a toggle switch and terminal blocks for connecting to the AC Mains. The Enclosure
has a hinged, locking door and tamper switch.

4 Connect one of the 5-position power plugs from the Power Supply to the Master Controller power
connector J7.
Seat the plug on the connector so the retaining latch engages.
5 Connect the other 5-position power plug from the Power Supply to the Door Controller power
connector J4.
Seat the plug on the connector so the retaining latch engages.
6 Using a 10-position terminal block from the hardware kit, connect the two wires from the Enclosure’s
tamper switch to the Tamper inputs (Door Controller TB5, pins 7 and 8).
7 Set the power switch to the ON position, verifying power LEDs illuminate.
There may be a delay of up to 5 seconds.
The Master Controller board provides both 10/100 Base-T TCP/IP (J1) and RS-485 (TB2) connections for
communications with BbTS (NP, Network Processor). Choose a connection based on the local network.
The host connections, J1 and TB2 are for supplementary use only.
Once connected to the network, the Controller must be configured for the network type.
Reference Controller Unit Configuration (page 28) for information on configuring the
Controller Unit.
10/100 Base-TX: Install Cat5 cable with an RJ-45 plug connector into the J1 connector on the Master Controller
board.
The RJ-45 plug connector must be terminated per EIA/TIA-568B patch cable specifications.
The J1 connector exits at the top of the board.
RS-485: Install wiring from the Master Controller TB2 terminal block to the local RS-485 network using Belden
8273 cable or equivalent. Terminate connections per Table 3:
Terminal Block Descriptions (page 41) details Door Controller Terminal Block connections.

MAGSTRIPE READERS
Two models of Proximity Readers are also available for the SA3000
System.
The SA3000 Controller Unit supports the SACS and SASPP legacy Card
Readers. See Wiring to Existing SACS and SASPP (page 19).

Magstripe Readers require the user to swipe a card. Proximity Readers require the user bring a card into
range of the Reader. Both Readers read the encoded information on the card and transmit the information
to the Controller Unit.
BbTS Universal Edition Systems only support the 78-bit Proximity card format.
The Controller Unit compares the card information to its internal database to determine if the card has
access privilege at the door. If valid, the Card Reader turns on the VALID lamp. If invalid, the Card Reader
turns on the DENIED lamp. If an error is encountered while reading the card, the Card Reader turns on the
ERROR lamp. In this case, the user must re-swipe the card.
Both the SE3/CS and SE3/CSPP Readers can be configured to generate tones. If access is allowed, the
Reader generates a valid tone. If access is denied or in the case of an error, it generates a warble tone.
When selecting a location to mount the Card Reader, consider the following:
SE3/CS I NSTALLATION
The SE3/CS Card Reader can be installed on a door frame, mullion or wall, wherever space
constraints require a narrow Card Reader.
A decorative shroud is available for use with a surface mounted single gang box. Consider
installing a protective visor if the Card Reader will be exposed to inclement weather.
Two mounting plate models are available for this model and sold separately. The narrow
mounting plate has the same profile as the Reader (see page 12). A wide mounting plate
mounts to a single gang box, flush or surface mounted on a wall (see page 13). Either
mounting plate is used to mount a protective visor, although a wide mounting plate provides
more stability. If using a decorative shroud and a visor, two mounting plates are required (see
SE3/CS Mount w/ Shroud & Visor (page 14)).

SE3/CSPP INSTALLATION
The SE3/CSPP Card Reader provides a keypad in addition to the magstripe read head.
A PIN annunciator notifies the cardholder when a PIN must be entered after a card
swipe. The requirement to enter a PIN is configured in BbTS software. A mounting plate
is included with each SE3/CSPP, a protective visor is optional.
Cable length between Card Reader and Controller Unit must not exceed 4000 feet.

instructions.
MOUNTING CONSIDERATIONS
• Mount at least six inches away from any metallic surface 12" x 12" or larger
Large adjacent metals, especially iron, steel, or copper, diminish the card read range.
• Use a plastic gang box and conduit
• Do not use metal hardware within two inches of the back of the reader.
• Do not mount the Proximity Reader in areas of high vibration.
The TAMPER SELECT from the Proximity Reader must be configured as a Normally-Closed
contact.
TB1 and TB2 terminal blocks each support a single Proximity Reader. If two Proximity
Readers are installed, both TB1 and TB2 must be used.
The DC voltage supply from the Door Controller to the Reader is +12 VDC. If your
Proximity Reader requires +24 VDC, use an external power supply.

TERMINATION TABLES
Signal names may vary on the Proximity Readers as changes are made to the models.
SACS and SASPP Card Readers (not evaluated by UL) can be used when upgrading a SA2000 System to
use the SA3000 Controller boards. Some minor wiring changes are required, but these changes need only
be made at the Controller Unit. The existing Card Readers do not need to be removed. If Proximity
Readers were used with the SA2000 System, the Weigand interface module must be removed. The
SA3000 Controller Unit now interfaces directly with Proximity readers.

1 Remove all SASPP wires from the SA2000 Controller Unit TB1 terminal block.
2 Terminate the wires in the Door Controller’s TB2, per the pertinent wiring diagram (Figure 14).
Wiring colors are shown for Belden 8723 cable. If different wiring was used, remove the SASPP
Reader and check the wiring on the terminal block.
3 Verify the conductors are connected in an equivalent method as those shown in Figure 15.

DOOR ACCESSORIES
The SA3000 System requires Door Accessories to provide access control and door monitoring. Door
Accessories selections are based on the requirements for each application. Door Accessories supported
by the SA3000 are:
Door Monitor Contacts are used for door status or forced or held alarm reporting. The Door Monitor
Contacts signal the Controller Unit that the door is open or closed. There are several types of Door Monitor
Contacts commercially available. Purchase the Door Monitor Contacts that best suit the application and
install using the manufacturer’s instructions.
3 At the Door Controller, test the contacts with an Ohm meter and verify the circuit is less than 100 Ohms
when the door is closed and an open circuit when the door is open.
The door contact wires cannot be connected to the Controller Unit while performing this test.
4 Connect the wires from the Door Monitor Contact to Door Controller TB4, positions 7 and 8.

Request-to-Exit devices signal the Controller Unit that a valid door opening will occur, preventing a forced
alarm. In cases where a separate Card Reader is used to exit and enter, an exit device is not required
because the Card Reader provides the exit detection functionality.
Purchase the Request-to-Exit device that best suits the application and install using the manufacturer’s
instructions.
The Request-to-Exit device must provide a Normally Open circuit which closes when
activated.
The Door Controller can supply 24VDC (Door Controller TB3, pins 1 and 2) to the
Request-to-Exit device, if required.
3 At the Door Controller, test the device with an Ohm meter. Verify the circuit is less than 100 Ohms
when the Request-to-Exit device is active and an open circuit when not active.
The device cannot be connected to the Door Control board while performing this test.
4 Connect the wires from the Request-to-Exit device to Door Controller TB4, positions 3 and 4.

Door Locking Mechanisms are electronic hardware devices activated by the Controller Unit to lock/unlock
a door. Common Door Locking Mechanisms include:
• electric strikes
• magnetic locks
• crash bars and locksets with electronic latch retraction
Verify compliance with all applicable codes before purchasing door hardware.
For lock circuitry that is installed and configured as "fail secure", UL-listed panic
hardware shall be used to allow emergency exit from the protected area.
Purchase the Door Locking Mechanism that best suits the application and install using the manufacturer’s
instructions.
The Controller Unit can supply 24VDC (Door Controller TB3, pins 1 and 2) to the Door Locking
Mechanism, if required. This output is fused by FS1. If the fuse must be replaced, install a 2AG style, 1.5
Amp Slo-blow. See “Specifications” on page 40. for maximum current rating of the 24 VDC output.
The combined current for ALL devices connected to the 24 VDC output must NOT
exceed the maximum 1 Amp current rating.
Devices that require more than 1.5 Amp current require an external power supply. An example of such a
device is a crash bar with electronic latch retraction. Wiring of this device can be seen in Figure 16.
2 Connect wires to the Door Locking Mechanism according to manufacturer’s installation instructions.
When wiring to an inductive device, such as an electric strike or magnetic lock, install a protection
diode across the wires as close as possible to the lock mechanism, as shown in Figure 16. The diode
protects the relay in the Door Controller and reduces EMI when the circuit is opened. Two diodes
(1N4003) are included in the hardware kit.
3 Connect the wires from the Door Locking Mechanism to the Door Controller.

LOCAL ALARM
A Local Alarm can be connected to the Controller Unit to warn of a forced entry or a held condition. These
functions can be configured in BbTS software.
Normally-Open contacts are provided by the Door Controller for the Local Alarm. The Alarm output
terminals act as a simple switch to turn the siren on at the appropriate times.
Purchase the Local Alarm that best suits the application and install using the manufacturer’s instructions.
The Controller Unit can supply 24VDC (Door Controller TB3, pins 1 and 2) to the Local Alarm, if required.
This output is fused by FS1. If the fuse must be replaced, install a 2AG style, 1.5 Amp Slo-blow. See
“Specifications” on page 40. for maximum current rating of the 24 VDC output.
The combined current for ALL devices connected to the 24 VDC output must NOT
exceed the maximum 1.5 Amp current rating.

BYPASS OUTPUT (powered by Controller Unit)
Bypass Output (BYPASS) is used to bypass another security system during valid door openings. Connect
Door Controller TB4, positions 5 and 6 across the Door Monitor Contacts used by the other security
system.
AC Fail Input
AC Fail Input (ACFAIL) can be connected to an external monitoring device that detects when AC power is
lost. The external monitoring device must be located within the same room (within a maximum of 20 feet)
as the Controller Unit to meet the requirements for a UL-294 rated configuration and must provide a
normally-closed output. Connect the monitoring device across the Door Controller's TB5 terminal block,
pins 3 and 4.
Battery Low Input (BATLOW) can be connected to an external monitoring device that detects when a
battery-backup system's battery is low. The external monitoring device must be located within the same
room (within a maximum of 20 feet) as the Controller Unit to meet the requirements for a UL-294 rated
configuration and it must provide a normally-closed output. Connect the monitoring device across the Door
Controller's TB5 terminal block, pins 5 and 6.
Tamper Input
The Tamper Input (TAMPER) reports to the Host if the Enclosure’s door is open or closed. Connect the
wires of the plunger style switch mounted to the Enclosure to the Door Controller's TB5 terminal block, pins
7 and 8.
The Tamper Relay Output (TAMPER) can be connected to an alarm. The alarm must be located within the
same room as the Controller Unit to meet the requirements for a UL-294 rated configuration.
The normally-open output is activated when the TAMPER input is open, indicating the Enclosure door is
open, a serial card reader is not responding, or a proximity reader is indicating a tamper condition. The
Tamper Output is on the Door Controller's TB5 terminal block, pins 9 and 10.
Auxiliary Relay
The Auxiliary (AUX) Relay provides a mechanism to control a second lock (such as double doors with
separate locks) or to control an automatic door opener. It can be configured to operate in 'normal' or 'door
opener' mode. In 'normal' mode, the relay follows the state of the LOCK relay. In 'door opener' mode the
relay can be delayed, so the AUX relay is turned on after the LOCK relay is activated. This momentary
closure for activating a door opener can be configured (0.0 to 25.5 seconds). The length of time the AUX
Relay remains on, regardless of when the LOCK relay is turned off, can also be configured (0.0 to 25.5
seconds). The AUX Relay can be configured to activate for all card readers or for proximity readers only.
The AUX Relay outputs are located on Door Controller's TB3 terminal block, pins 8 (COM), 9 (NO) and 10
(NC).
Spare Input
The Spare Input (SPARE) will activate the Auxiliary Relay with a Door-Open-Request switch that provides
a normally-open contact. When the Spare Input is shorted, the LOCK and the AUX Relay will be activated.
This is useful with an automatic door opener. If the Request-to-Exit is activated without the Spare Input
being activated, the Auxiliary Relay will not cycle. The Spare Input is located on Door Controller's TB4
terminal block, pins 9 and 10.
The Controller Unit must be configured to interface to BbTS and attached Card Readers. Configure the
Controller Boards using either the switches on the Master Controller board or the configuration port.
DEFAULT SETTINGS
CONFIGURATION METHODS
The Controller Unit configuration can be changed using one of three modes:
• Controller Board switches
• RS-232 using a RS-232 terminal (such as a computer and Hyperterminal software & configuration
cable)
• Telnet via IP if using Ethernet connections

MAINTENANCE
Normally, the Controller Unit and Card Readers do not require maintenance. Magstripe reader heads may
be periodically cleaned using commercially available clean cards. Pin pads can be wiped with a damp
towel.
Normally, the Controller Unit does not require maintenance. Test the Controller Unit annually to verify
proper operation.
The resistance of the Door Monitor Contact switch should be measured and verified to be less than 100
Ohms when the door is closed. When the door is open, the resistance should be greater than 100KOhms.
The Door Controller TB4 terminal block must be removed when taking the measurement. The
measurement must be taken across pins 7 and 8 of TB4.
The resistance of the Request-to-Exit switch should be measured and verified to be less than 100 Ohms
when the switch is active. When inactive, the resistance should be greater than 100KOhms. The Door
Controller TB4 terminal block must be removed when taking the measurement. The measurement must be
taken across pins 3 and 4 of TB4.
TAMPER SWITCH
Verify the Tamper input switch is operating correctly by depressing and releasing the switch that contacts
the enclosure door. When depressed, the TAMPER indicator on the Door Controller board should be off.
When the switch is released, the indicator should be on. If an alarm is connected to the TAMPER output,
the alarm should be on when the door is open.
Normally, Card Readers do not require maintenance. Test Card Readers monthly to verify proper
operation.
The SE3/CS and SE3/CSPP Readers can be tested by swiping both a valid and invalid card.
• Swiping a valid card will turn on the green VALID annunciator.
• Swiping an invalid card will turn on the red DENIED annunciator.
• Swiping either card in the reverse direction, from bottom to top, will cause a read error and the yellow
ERROR annunciator will turn on.
• If tones are enabled, swiping a valid card will generate a constant tone.
• If tones are enabled, swiping a invalid card will generate a warble sound.
• If tones are enabled, a read error caused by swiping either card in the reverse direction, from bottom to
top, will generate a warble sound.
• The Power light, located near the bottom of the reader, should always be illuminated.
• The SE3/CSPP keypad should generate a tone after pressing each of the keys.
TR O U B L E S H O O T I N G
The Blackboard SA3000 Door Access System provides several mechanisms to aid the installer in
troubleshooting problems. Both the Master Controller and Door Controller boards display status
information through the LED indicators and the LCD display. The Card Readers also have problem
indicators that can be used to pinpoint a problem if the system is not working properly. Error messages and
error indication for each device are covered below.
MASTER C ONTROLLER
The Master Controller board LCD displays status information. The LCD contains 4 lines.
1 Current time and date
2 Model number and the 6-character abbreviated name of the Controller Unit.
3 Blank
4 Messages (If blank, no detectable error exist).
Dynamic status messages are displayed briefly when card information is being processed (e.g. a card
swipe), including “Transaction Valid” and “Transaction Invalid”. Watch messages to verify the system is
active and processing card data.
Static messages, which can indicate an error condition, are displayed on line 4.
“Check Status” indicates an abnormal condition exists. To view the abnormal condition, press the INC key
on the Master Controller until the “Show Status” message is displayed. Press ENTER to select “Show
Status”, and continue to press ENTER to advance through status screens:
1 Number of cards loaded
2 Software versions of the Controller boards and Readers
3 Abnormal conditions which exist are displayed on subsequent screens.

DOOR CONTROLLER
NORMAL OPERATION
Each Door Controller relay has an associated LED that indicates when the relay is energized. The LEDs
are located in a row along the top of the board with a text legend identifying the associated relay. These
LEDs can be used to verify wiring is installed correctly. For example, the DOOR LED should be ON when
the door is in the open position.

ERROR INDICATORS
The Door Controller status LEDs indicate an error condition exists when blinking. Status LEDs are the
combination of blinking ACFAIL, BATLOW and TAMPER LEDs while the DOOR, REQEX, LATMON and
SPARE LEDs are all ON. Table 14 lists the combinations of blinking LEDS and the error condition
indicated.
CARD R EADERS
The Card Readers (SE3/CS and SE3/CSPP) LED annunciators on the face of the unit will indicate an error
condition. Detectable error conditions and their identification are listed below:
The SE3/CS and SE3/CSPP Card Readers will flash the VALID, DENIED and ERROR annunciators
simultaneously when software has been corrupted in Flash memory. The Card Reader must be returned to
Blackboard for repair.
The SE3/CS and SE3/CSPP Card Readers DENIED annunciator blinks (approximately 1 second rate)
when communication is lost with the Controller Unit. If the DENIED annunciator is flashing, check the
following:
• Verify the Controller Unit has been configured to interface to the SE3/CS and SE3/CSPP Readers, ref-
erence Controller Unit Configuration (page 28).
• If two Card Readers are installed, verify one reader has a jumper wire installed across pins 2 and 5 of
its terminal block.
• Verify the wiring between the Door Controller board and the Card Reader is terminated as shown in
Figure 11: SE3/CS Wiring (page 14) or Figure 13: SE3/CSPP Wiring (page 16).
One annunciator will always turn on after a card swipe. If no annunciator turns on after a card swipe, the
Reader may have corrupted software or the read head is not operating correctly.
To check software integrity, cycle power to the Reader. The annunciators should turn ON and OFF in
sequence, followed by four tones, indicating the Reader has successfully executed its power-up
initialization code.
If the Power indicator located near the bottom of the Reader remains off when power is applied, verify the
voltage being supplied to the Reader is +12 Volts (Pin 1 = +12V, Pin 2 = GND).

• Card Readers can be ordered separately from the Controller for more flexibility.
• Supports 10/100Base-T communication with the NP for faster HS downloads in addition to RS-485
Multi-drop.
• The SA3000 supports 2 Card Readers (with or without PIN pad) and 2 Proximity Readers. The
Weigand interface module is no longer required to support Proximity readers.
• The SA3000 Controller consists of 2 boards (Master Controller and Door Controller). The boards
include status LEDs and a 4x20 LCD for displaying configuration and status information (no DIP
switches).
• Supports legacy SACS and SASPP Readers, allowing SA2000 system upgrades without replacing
Card Readers.
• Supports multi-plans in the downloaded cardholder database for off-line operation.
• Allows continued operation while downloading a new cardholder database. It will continue to operate if
it goes off-line during an HS download.
• The SA3000 enclosure has a locking/hinged lid with a tamper switch.
• The new SE3/CS Card Reader (without PIN pad) is approximately 1.5” shorter than the SACS.
• New Card Readers can generate valid/denied tones. Tones can be enabled or disabled through config-
uration options.
• New Card Readers use a 4-wire interface to the Controller.
• Enhanced tamper reporting include Controller Enclosure OPEN and Card Reader TAMPERED/
REMOVED (SE3/CS, SE3/CSPP, SASPP and HID prox).
• All components (Master Controller, Door Controller, and SE3/CS, and SE3/CSPP card slots) are in-
system re-programmable for future enhancements.
• The SA3000 does NOT support “learn mode”. An HS download is the only way to add/delete/change
cards in the downloaded table for off-line operation.
