WELCOME LETTER
through the method of promotion of private participation, tender for creation of superficies,
public urban renewal, development of commercial ports, and land development along
MRT lines and high-speed railroad station areas.
Infrastructure projects are important foundations that would improve citizens’ quality Taichung City Government, Tainan City Government, Kaohsiung City Government, and
of life and drive economic growth. The government still continues to provide infrastructure the Ministry of Transportation and Communications have also provided communication
projects under limited resources. Through public-private-partnership (PPP), the private channels for face-to-face consultation with investors regarding the investments and related
sectors inject funding in infrastructure projects and introduce business management laws and regulations. Through this platform, agencies may also gather feedback from
ideas to improve the quality of public service, promote economic development, create investors and take them into account in subsequent planning so as to better meet the
employment and stabilize social development. Creating a triple-win situation for the needs of the market in the future promotion of private participation in infrastructure projects.
Optimizing the PPP Environment and Improving the Capacity for Economic projects as a single point of contact for the private sector, and to assist various agencies
Development is the guideline for sound national finances in the Executive Yuan Mid-term in promoting private participation in infrastructure projects with diverse measures and
Policy Plan (2017~2020). Important measures include organizing solicitation conventions a positive approach. Through this Solicitation Convention, the Ministry of Finance hopes
and promoting the exchange of information on private participation. In the Investment that the private sector will take advantage of the investment opportunities infrastructure
Acceleration Meeting, Premier Lai instructed each agency to promote private participation projects and work with the government to provide a faster, high quality and sustainable
in infrastructure projects for the purposes of reducing financial expenditures and improving infrastructure projects and services for our citizens.
The Ministry of Finance has implemented the 2018 Sound Finance Program which
highlights the private participation in infrastructure projects. As a match-making platform,
this Solicitation Convention is held to promote and attract private enterprises to participate Minister of Finance
in infrastructure projects and to allow potential investors to make early assessments and
begin preparation. With efforts made by numerous agencies, 81 investment cases have June 29, 2018
