Sir:

We obtained your RL No. 2018-120 dated June 04, 2018 on August 3, 2018 pertaining to
the liquidation reports of the confidential activities of the office amounting to P1,800,000.00
for CY 2009.

Let me said once again that in keeping with the ideals of good governance, the public
official is enduring some portion of the sovereign function of the State to ensure the full benefit
of his constituents. However, in this regard, he ought to observe just the same good judgment,
prudence and circumspection in the utilization of public resources to bring about transparency
and accountability.

Below are our comments on the results of the evaluations:

1. Copy of the minutes of the meeting with at least 2/3 votes of the members of the
City Peace and Order Council endorsing the release and utilization of the
Intelligence and Confidential Fund, pursuant to Item IV .5 of DILG Memorandum
Circular No. 99-65 dated April 23, 1999 and pursuant to Section 2 (II) –
Documentary Requirements of COA Circular No. 2003-003 dated July 30,2003;

Herewith was the Minutes of meeting with at least 2/3 votes of the members of the
City Peace and Order Council endorsing the release and utilization of the Intelligence
and Confidential Fund, pursuant to Item IV .5 of DILG Memorandum Circular No. 99-
65 dated April 23, 1999 and pursuant to Section 2 (II) – Documentary Requirements
of COA Circular No. 2003-003 dated July 30, 2003.

a. Specimen signature of then City Mayor. The submitted list of specimen signatures
does not include specimen signature of former City Mayor Melencio L. De Sagun,
Jr., pursuant to Section 3 (c) under Documentary Requirements of COA Circular No.
2003-003 dated July 30, 2003.
 Attached was the signature of then City Mayor, Melencio L. De Sagun, Jr., pursuant
to Section 3(c) under Documentary Requirements of COA Circular No. 2003-003
dated July 30, 2003.
