while the governor’s moratorium

CONDEMNED INMATES KEPT?
They are confined to individual cells
in one of three special sections of San
Quentin State Prison. There are 520
cells stacked five stories high in the
prison’s east block, where the vast
majority of condemned inmates live.
There are three dozen cells on the
sixth floor for condemned inmates
deemed to cause the least trouble.
The so-called “adjustment center,”
the solitary confinement wing of
death row for disruptive prisoners,
has 81 cells.
The 22 women sentenced to death
are housed in the Central California
Women’s Facility in Chowchilla. No
woman has been executed since
California reintroduced capital
punishment in 1978.

Court denies South City tax district
Judge sides with property owner claiming it was unfairly roped into extra land tax

A county Superior Court judge sided with
a South San Francisco landowner’s oppo-
sition to a community facilities district
proposal which disallows establishment
of the property tax along Oyster Point
Boulevard.
Judge Leland Davis last week ruled in
favor of Kashiwa Fudosan America’s
objection to the city’s effort to create a
small tax district designed to finance
infrastructure improvements near a pro-
posed Bayfront development.
Attorney Ben Reznik, who represents
the company owning two large office
buildings included in the small district
boundaries crafted by city officials, lauded
the court’s ruling.
“The reason we thought it was unfair is
that they were basically dragging an exist-
ing property owner who has had property
there for 25 years into a community facil-
ities district so they could force our client
to pay some of the taxes to defray their
cost,” Reznik said of city officials.
The court’s decision Friday, March 8,
found South San Francisco officials over-
stepped their authority in attempting to
establish the narrow district boundaries
which would have only included Kashiwa
Fudosoan America’s property, city land
and an area targeted for a massive commer-
cial building proposed by Oyster Point
Development.

nism for a portion of the nearly $70 mil-
lion worth of work.
For his part, City Attorney Jason
Rosenberg said city officials disagree with
the court’s findings and are planning their
next steps over whether to challenge the
ruling.
“The city respectfully disagrees with the
judge’s ruling and is currently considering
its options, including appeal, ” said
Rosenberg, who opted not to offer more
details on the city’s position.
City officials voted last year with Oyster
Point Development to form a supermajori-
ty of landowners in favor of the district,
overriding Kashiwa Fudosan America’s
opposition as the third landowner.
Under terms of the proposed tax, the
developer would have been required to pay
7 cents per square foot of property owned
while the infrastructure work goes on and
an additional 32 cents per square foot in
perpetuity. The city was expected to large-
ly exempt itself from paying the tax,
while Kashiwa Fudosan America was
offered to pay a reduced rate.

qualified to coordinate such an effort, due
partially to concerns associated with

ulated by the San Francisco Bay
Conservation and Development
Commission.
The court also found that the city was
not a qualified landowner, for the purposes
of voting in the special election required
to form the district. City officials had
planned to pay a small portion of the tax
required by the facilities district once a
hotel was built on the property, but a
majority of the tax burden would be shoul-
dered by the two other landowners.
With a disagreement regarding the city’s
authority, the court ultimately determined
insufficient votes existed to require the
district’s establishment.
For his part, Reznick said Kishiwa
Fudosan America is satisfied with the out-
come of the court case.
“They are very, very pleased because the
alternative means our client would have
been on the hook for paying taxes forever
and ever without getting any benefit out of
it and that would have reduced the value of
their property,” he said.
Furthermore, Reznick said he considered
the district’s proposed formation an espe-
cially egregious attempt at government
overreach, which essentially would have
rigged the system to require his client to
pay an estimated additional $200,000 in
taxes.
“I’ve been doing land use zoning work
in California for 41 years, and I found this
a very arrogant approach,” said Reznick.

ing that Nicholson has suffered second-

resilient, this woman is a leader,” Breed said.
Nicholson currently serves as deputy
chief of administration and has been a fire-
fighter, paramedic, lieutenant, captain and
battalion chief.
The new fire chief said she was “honored
and humbled” to be selected as the new
chief.
Nicholson will work with Hayes-White
on a transition plan in the coming weeks,
according to the mayor’s office.

Report: Power lines sparked massive California fire

LOS ANGELES — One of the
largest fires in California history
was sparked by Southern
California Edison power lines that
came into contact during high
winds, investigators said
Wednesday.
The resulting arc ignited dry
brush on Dec. 4, 2017, starting
the blaze in Ventura and Santa
Barbara counties that resulted in
two deaths and blackened more
than 440 square miles (1, 139
square kilometers), according to
the investigation headed by the
Ventura County Fire Department.
The arc “deposited hot, burning
or molten material onto the
ground, in a receptive fuel bed,
causing the fire,” said a statement
accompanying the investigative
report.
Southern California Edison did-
n’t immediately return a call seek-
ing comment.
The fire destroyed more than
1,000 structures before it was con-
tained 40 days after it began near
the city of Santa Paula. A firefight-
er and a civilian were killed.
A month after the blaze started, a
downpour on the burn scar
unleashed a massive debris flow
that killed 21 people and
destroyed or damaged hundreds of
homes in the seaside community
of Montecito. Two people have
not been found.
The investigation was conducted
by fire officials in both counties
along with the California
Department of Forestry and Fire
Protection.
Investigators said the Thomas
fire first began as two separate
blazes that joined together. They
determined the utility was respon-
sible for both ignitions.
Edison previously acknowl-
edged its equipment likely started
one of the two fires.
Victims claimed in lawsuits that
losses from the blaze and flooding
were due to negligence by Edison,
which has said it will work with
insurance companies to handle the
claims. The utility is protected
from going bankrupt over the dis-
asters, thanks to a law signed last
year that passes excess liability
costs on to utility customers.

Gas & Electric Corp. filed for
bankruptcy in the face of billions
of dollars in potential liability
from huge wildfires in that part of

state law requiring inspections of
facilities where immigrants are
detained. The panel did not imme-
diately issue a ruling.
The inspection law also calls on
the state attorney general to
review the legal rights immigrants
are afforded and how they are being
apprehended. Hurwitz said he had
trouble understanding how the
conditions under which immi-
grants were apprehended were any
of California’s business. He also
raised concerns that the authority
to evaluate the due process immi-
grants receive may be too broad.

sion by Republican senators to stave off an
awkward defeat for President Donald Trump on
his declaration of a national emergency at the
Mexican border, and to protect themselves
from a politically dicey vote opposing him,
seemed to collapse Wednesday.
The setback made it all but certain that
defections from his own party will force
Trump to cast what could be his first veto —
on a struggle directly related to his signature
issue of building barricades along the south-
west border. It also left Republican senators
facing a painful choice: defy a president who

Manafort gets seven
years in prison, then
faces fresh charges

WASHINGTON — Former Trump campaign
chairman Paul Manafort was sentenced to a
total of seven and a half years in prison on
federal charges Wednesday, then was hit
almost immediately with fresh state charges
in New York that could put him outside the
president’s power to pardon.
In Washington, U.S. District Judge Amy
Berman Jackson brushed aside Manafort’s
pleas for leniency and rebuked him for mis-
leading the U.S. government about his lucra-
tive foreign lobbying work and for encourag-
ing witnesses to lie on his behalf.
“It is hard to overstate the number of lies
and the amount of fraud and the extraordinary
amount of money involved” in the crimes,
Jackson told Manafort, 69, who sat stone-
faced in a wheelchair he has used because of
gout. She added three-and-a-half years on top
of the nearly four-year sentence Manafort
received last week in a separate case in
Virginia, though he’ll get credit for nine
months already served.
The sentencing hearing was a milestone in
special counsel Robert Mueller’s investiga-
tion into possible coordination between the
Trump campaign and Russia in the 2016 elec-
tion campaign. Manafort was among the first
people charged in the investigation, and

bid for months. The president can pardon fed-
eral crimes but not state offenses.
New York’s attorney general’s office had
looked into whether it could bring state-level
crimes against Manafort but faced a possible
roadblock because of the state’s double jeop-
ardy law.
That statute goes beyond most other states
by preventing state-level charges that mirror
federal counts that have been resolved — and
also prevents prosecutors from pursuing
state-level charges when a person has been
pardoned for the same federal crimes.

divide over class in America

lies ensnared in the college
bribery scandal embody wealth
and privilege in America: CEOs,
Hollywood stars, Wall Street mil-
lionaires. A California vineyard
owner. A prominent Manhattan
lawyer.
If they’re villains, they’re vil-
lains made to order for a time pre-
occupied with deep divisions of
class, privilege and race — a time
when many regular Americans
often feel they have no chance of
getting ahead in a system that’s
engineered in favor of the richest
of the rich.
For those Americans, the corrup-
tion in the college admission sys-
tem exposed by Tuesday’s indict-
ments further shatters any notion
that hard work, good grades and
perseverance are the way to get
into a prestigious school.
“For most people outside the
elite, these institutions might as
well be on the moon. This story
just reinforces that, the way in
which money buys opportunity in
America,” said Richard V. Reeves,
whose book “Dream Hoarders”
argues that the American upper
middle class hoards opportunities.
Prosecutors said dozens of par-
ents paid bribes to alter their chil-
dren’s test scores or get them into
colleges like Yale, Georgetown,
Stanford and USC as athletic
recruits, fraudulently.
In court papers, the ringleader
explained the realities of getting
into top colleges in America in
stark terms: There’s the front door,
which involves getting in legiti-
mately through academic achieve-
ments. There’s the back door,
which involves donating huge
sums of money to a university to
influence admissions decisions.

cheaper — was through the side

“It really infuriates me right
now. These people jumped ahead
in line of my kid, I mean, literally
my kid, this year,” said the author
and cartoonist.
For Alcaraz, there’s also outrage
at seeing wealthy, white families
try to cheat the system, especially
when many minorities have expe-
rienced being questioned over
whether they got their spots
because of their race.
“They had all the advantages but
they had to cheat,” he said.
The scandal resonated largely
because it’s hard to avoid conver-
sations these days about the
wealth gap, the 1 percent and a
“rigged system,” a term used by
Bernie Sanders and Elizabeth
Warren — and by President Donald
Trump, though the billionaire
developer-turned-politician and
his administration exemplify that
system to many.
Wealthy parents can pay for a
stellar K-12 education, athletic
coaches and test prep, as well as
donations to the Ivy League
schools — all legal ways to influ-
ence admissions decisions. They
have personal or legacy connec-
tions at elite schools that they can
use to gain admission. They under-
stand how to navigate the compli-
cated admission system.
In his 2006 book, “The Price of
Admission, ” journalist Daniel
Golden detailed how the real estate
developer father of Jared Kushner
— Trump’s son-in-law — pledged
$2.5 million to Harvard in 1998 .
Kushner was later admitted, even
though his high school adminis-
trators told Golden they didn’t
think he was qualified.
There are other impediments to
the non-elite. Research has shown
that the all-important college
admissions tests are biased and
not a good predictor of college
success for black students, said
Darrick Hamilton, a professor of
economics and policy at Ohio

UK lawmakers vote against no-deal Brexit

LONDON — In a tentative first step
toward ending months of political dead-
lock, British lawmakers voted Wednesday
to block the country from leaving the
European Union without a divorce agree-
ment, triggering an attempt to delay that
departure, currently due to take place on
March 29.
Parliament is scheduled to decide Thursday
whether to put the brakes on Brexit, a vote
set up after lawmakers dealt yet another
defeat to Prime Minister Theresa May amid a
crisis over Britain’s departure from the EU.
The lawmakers’ 321-278 vote has politi-
cal but not legal force, and does not entirely
rule out a chaotic no-deal departure for
Britain. But it might ease jitters spreading
across the EU after lawmakers resoundingly
rejected May’s divorce deal on Tuesday.

lawmakers approve a divorce deal with the
EU in the next week, or a much longer delay
to Brexit if they don’t.
The EU warned that voting against no-
deal Brexit wasn’t enough to stop it. By
law, Britain will leave the EU on March 29,
with or without a deal, unless it cancels
Brexit or secures a delay.
“There are only two ways to leave the EU:
with or without a deal, ” a European
Commission official said. “The EU is pre-
pared for both. To take no deal off the table,
it is not enough to vote against no deal -
you have to agree to a deal.”
The official spoke on condition of
anonymity because of the sensitivity of the
unresolved situation.
Earlier, chief EU negotiator Michel
Barnier warned that “the risk of a no-deal
has never been higher.”
As Britain teeters ever closer to the edge
of the Brexit cliff, lawmakers are trying to
seize control from the divided and squab-
bling government, although it’s far from
clear if they can agree on a way forward.
There are competing factions that support
May’s deal, a “softer” deal that would keep
close ties with the EU, a no-deal Brexit, or
even a new referendum on Britain’s EU mem-

LAGOS, Nigeria — A three-story
building collapsed in Nigeria on
Wednesday with scores of school chil-
dren thought to be inside, setting off
frantic rescue efforts in the country’s
crowded commercial capital. An emer-
gency management official said more
than 40 people had been found but it
was not yet clear how many died.
Associated Press video showed res-
cuers carrying several dust-covered,
stunned-looking children from the rub-
ble, to cheers from hundreds of people
who rushed to the scene. But the crowd
quieted as others were pulled out and
slung over people’s shoulders, unmov-
ing.
The children were hurried through the
crowd to ambulances. One man pressed
his hands to a passing survivor’s head
in blessing.

WASHINGTON — The Federal Aviation Administration
issued an emergency order Wednesday grounding all Boeing
737 Max aircraft in the wake of a crash of an Ethiopian air-
liner that killed 157 people, a reversal for the U.S. after fed-
eral aviation regulators had maintained it had no data to
show the jets are unsafe.
The decision came hours after Canada joined some 40
other countries in barring the Max 8 from its airspace, say-
ing satellite tracking data showed possible but unproven
similarities between the Ethiopian Airlines crash and a pre-
vious crash involving the model five months ago. The
U.S., one of the last holdouts, also grounded a larger ver-
sion of the plane, the Max 9.
Daniel Elwell, acting head of the FAA, said enhanced
satellite images and new evidence gathered on the ground
led his agency to order the jets out of the air.
The data, he said, linked the behavior and flight path of
the Ethiopian Airlines Max 8 to data from the crash of a

told reporters on a conference call Wednesday.
Satellite data right after the crash wasn’t refined enough
to give the FAA what it needed to make the decision to
ground planes, Elwell said. But on Wednesday, global air
traffic surveillance company Aireon and Boeing were able
to enhance the initial data to make it more precise “to cre-
ate a description of the flight that made it similar enough to
Lion Air,” Elwell said.

SUZANO, Brazil — Two masked men armed with guns,
knives, axes and crossbows descended on a school in south-
ern Brazil on Wednesday, killing five students and two
adults before taking their own lives, authorities said.
The men, identified as former students at the school in a
suburb of Sao Paulo, also shot and killed the owner of a used
car business nearby before launching the attack on the
school, authorities said.
Besides the five students, the dead included a teacher and a
school administrator, said Joao Camilo Pires de Campos,
the state’s public secretary. Nine others were wounded in the
school attack and hospitalized, he said.
“This is the saddest day of my life,” de Campos said,
speaking to reporters outside the school in the Sao Paulo
suburb of Suzano.

Health, tech lead stocks to third straight gain

Boeing briefly dipped, but finished slight-
ly higher, after the U.S. said it was joining
other countries in grounding the company’s
737 Max 8 airplane following a fatal crash
of an Ethiopian airliner over the weekend.
The S&P 500 has now clawed back all its
losses from last week, when the benchmark
index posted its worst week since December.
The market has rebounded this week even
though the costly trade dispute between the
U.S. and China has yet to be resolved and
the outlook for corporate earnings growth
has dimmed this year.
A batch of economic reports helped drive
the latest rally, giving investors more rea-
son to have an upbeat view of the economy.

showed lower-than expected stockpiles.
“I’m still scratching my head to find out
what kind of an upside catalyst we’ve actual-
ly gotten, other than just maybe an aggre-
gate of relatively positive economic
reports that individually aren’t enough to
move the market,” said Randy Frederick,

Charles Schwab. “Frankly, this rally has
been much stronger than even that would
explain, so I’m a bit puzzled by it.”
The S&P 500 gained 19.40 points, or 0.7

As is usually the case, the long ball is a major part of the
Bulldogs’ offensive repertoire as they have hit 19 dingers
in the month of March, following four more blasts Tuesday.
But catcher-outfielder Amanda Ubois-Weitenhagen
joined a select group of athletes after having hit grand
slams in back-to-back at-bats last week. There have been

Addition of Brown ‘changed everything’ for Raiders

ALAMEDA — Rookie general manager
Mike Mayock and coach Jon Gruden had
meticulously put together a plan to rebuild
the Raiders with three first-round draft picks
and a couple of smart free agent signings
when they suddenly got sent in a different
direction last week.
The Pittsburgh Steelers were willing to
trade the NFL’s most prolific wide receiver
for two mid-round draft picks, assuming the
Raiders could come to terms on a new con-
tract for Antonio Brown.
“When we discovered we might have a
chance for his services, it changed every-
thing,” Mayock said Wednesday after the
Raiders officially added Brown as their first
big move of the new league year.
The Raiders dealt third- and fifth-round
picks in the upcoming draft to the Steelers
and gave Brown a new three-year contract
worth $50.125 million, a relatively small
price to pay for a player who has averaged
more than 100 catches and 1,500 yards
receiving per season over the last six years.
The trade ended a very messy and very pub-
lic divorce between Brown and the team that
helped mold him from a sixth-round pick
into arguably the greatest wide receiver of
his generation.

Mayock and Gruden have admired Brown
from afar during their time as broadcasters,
with both calling him the hardest-working
practice player they have ever seen.
The 30-year-old Brown was an All-Pro four
straight years from 2014-17 and is the first
player ever with at least 100 catches and
round pick to Kansas City for Ford and are
giving him a five-year, $87.5 million con-
tract, according to his agent.
San Francisco also agreed to a two-year deal
with running back Tevin Coleman to add depth
in the backfield, according to a person famil-
iar with the deal who spoke on condition of
anonymity because the deal hadn’t been
announced. ESPN reported that deal would be
1,200 yards receiving in six straight sea-
sons. His 686 catches and 9,145 yards since
2013 are the most ever for any player in a
six-year span.
“He’s done everything in his power to be
the best he can possibly be on and off the
field,” Gruden said. “His body of work is not
only impressive, but fun to watch. He’s elec-
trifying after the catch, he’s a great competi-
tor, he wins the 50-50 ball, he’s outstanding
in short areas. You have a great imagination
as a football coach when you coach a man
like this. He can play split end, he can play
flanker, he can play in the slot. He can return
punts and sell popcorn at halftime. We’re
excited about this guy.”
Brown is one of several additions the
Raiders have made to start the new league
year. They agreed to a four-year, $66 million
deal with tackle Trent Brown to bolster the
line and a four-year, $42 million contract
with safety Lamarcus Joyner during the
negotiating period.

Carr and Brown have already started work-
ing out together at a nearby park and are
excited to see what they can do on the field.
“It’s refreshing,” said Brown, who clashed
with Ben Roethlisberger during the end of
his time in Pittsburgh. “I think he’s hungry
for success, hungry to turn the organization
around, hungry to get on the winning side of
things. I’m just hungry for the same
things.”
The Raiders also completed a trade that
sent guard Kelechi Osemele and a sixth-
round pick to the Jets for a fifth-round pick.

The A’s will take 30 players among a trav-
eling party of 160, must pare the roster to 28
for the two games and designate 25 active for
each game. Melvin knows it will be an emo-
tional two days for Ichiro Suzuki, the 45-
year-old Mariners outfielder who may be
playing his final big league games.
“He’s had quite a flare for the dramatic over
his career,” Melvin said. “I’m hoping he
doesn’t come up in a situation that could hurt
us. I know there will be some emotion
involved in what he’s going through.”
Usually, when Suzuki is in town for a series
against the A’s, the outfielder gets together
for dinner with Melvin, the Mariners’ manag-
er in 2003-04. There may not be time on this
trip, Melvin said.
“I don’t know that there’s been a more
impactful player, at least since I’ve been
doing this, than Ichiro,” Melvin said. “He
was beloved there. He’ll be in the Hall of

pick in this June’s amateur draft. Scouts are
flocking to Berkeley and beyond to watch
Vaughn from every angle.
As a junior, Vaughn batted .402 with 23
home runs, 14 doubles and 63 RBIs in 199 at-
bats and had 59 runs scored. He had an .819
slugging percentage, .531 on-base percentage,
struck out just 18 times while drawing 44 walks
and was hit by 12 pitches. Vaughn was Pac-12
Player of the Year and became the first player in
Cal history to win the Golden Spikes Award.
He has become accustomed to having all
eyes on him.
“You do notice it but you’ve really just got

Despite the exaggerated demise of the
NFL, professional football continues to
move the sports needle. Look no further
than the start of the 2019-20 season,
which officially started Wednesday and saw

Vaughn has plenty to keep him focused:

It’s tough to miss his production.
In a two-game stretch on March 1 and 3
against Saint Mary’s, Vaughn had four home
runs with an opposite-field grand slam and drove
in nine runs spanning eight plate appearances.
A one-time big league pitcher himself,
second-year Cal coach Mike Neu realizes the
caliber of player he gets to write into the
lineup each game.
Neu’s challenge before the season was
deciding where to hit Vaughn in the order to
get the most from his production. Vaughn
has been in the No. 2 hole behind left-hand-
ed-hitting sophomore Darren Baker — son
of former major league manager Dusty Baker
— in the leadoff spot.

did a year ago and after being with him for a
year, not surprising,” said Stanford coach
David Esquer, who recruited Vaughn to Cal
before switching jobs to return to his alma
mater. “He’s just a class act on and off the field.
He makes people better because he kind of pulls
people with him with his work ethic.”
Neu, who grew up in the Napa wine coun-
try and made 33 career appearances in the
majors between 2003-04 with Oakland and
the Marlins, was hired away from his head
coaching duties at Pacific to replace Esquer
after working as the Golden Bears’ pitching
coach from 2012-15. The continuity meant
a lot to Vaughn, who was recruited by Esquer
and Neu starting when Vaughn was about 15
and a high school sophomore.
“I came onto campus and talked to both of
them and fell in love right there. I knew I
wanted to come here,” Vaughn said, noting
that when Neu was hired, “It was the same cul-
ture I committed to, it’s what I really loved and
I wanted to play for Cal baseball, whether it
was for Esquey or for Mike. It’s just a great
focused and we stopped competing. Once
they got back in the game we started to
panic and guys couldn’t keep their compo-
sure. And it is what it is.”
The Panthers scored four more times in
the fifth. Clark drew a bases-loaded walk on

Now, compare the flurry of activity in the
NFL compared to that of Major League
Baseball. If the NFL action was a gushing

Watching Vaughn years ago, Neu quickly
realized he had special potential. Vaughn
attended Cal’s camps and the coaches
watched his high school games.
“He was also a pitcher, and at the time he
was playing shortstop. So we felt like, ‘Hey,
we’ve got a guy who’s got a chance to pitch
for us, we feel like he’s really going to hit
and could maybe play somewhere, second
base, third base,”’ Neu said. “He’s obviously
evolved into a premier power hitter and prob-
ably more than you could imagine. We felt
like in that class we got a guy we knew was
going to be an impact player for us, to this
degree I don’t think anyone could say that.”
Vaughn is among college baseball’s most
feared hitters.
Still, don’t expect Vaughn to give much
notice to the fanfare around him or the constant
attention he will command as the draft nears.
“I’m just me,” he said, “I’m just a normal
guy that loves to go out and play baseball,
truly every day. It doesn’t matter the outcome.
I just love going and having fun doing it.”

ly enough guys who are good enough to win
in this league. It just depends if they want to
show up. … It’s as little bit disheartening
when you’re trying to defend a champi-
onship and you don’t feel guys have that
mentality.”

Pac-12 tournament
Stanford falls in opener to UCLA
LAS VEGAS — UCLA shut Stanford down
well into the second half, appearing as if it
would cruise into the next round of the Pac-
12 tournament.
The Cardinal made it a much more difficult
trip by hitting shots they were missing ear-
lier.
Jaylen Hands had 22 points and 11
rebounds, helping UCLA hold off Stanford
79-72 in the opening round of the confer-
ence tournament Wednesday night.
The seventh-seeded Bruins (17-15) built a
26-point lead before Stanford started hitting
shots in the closing minutes to pull within
69-62.
UCLA hit 10 of 12 free throws in the final
1:05 to earn a spot in Thursday’s quarterfi-
nals against No. 2 seed Arizona State.
Jalen Hill had 12 points and 10 rebounds,
and Chris Smith added 14 points for the
Bruins. UCLA will have to play without
freshman point guard David Singleton, who
broke his foot in the closing minutes of
Wednesday’s game.
The 10th-seeded Cardinal (15-16) strug-
gled against UCLA’s defensive pressure
early, finishing at 35 percent from the floor
and 7 of 25 from the 3-point arc.
Josh Sharma had 18 points and 13
rebounds, and Marcus Sheffield added 18
points to lead Stanford.
Cal ousted by Wright, Colorado
LAS VEGAS — Colorado had trouble hold-
ing onto the ball, didn’t shoot particularly
well and let a double-digit lead slip to three
in the final minute.
The Buffaloes found a way to overcome it
all and are headed into the Pac-12
Tournament quarterfinals.
McKinley Wright IV scored 18 points and
Colorado overcame a season-high 23
turnovers to hold off California 56-51 on
Wednesday in the opening round.
The fifth-seeded Buffaloes (20-11) gave up
17 points from their turnovers, but made up
for it shutting down the Bears defensively
and outrebounding them 40-19.
Colorado used an eight-point burst mid-
way through the second half to go up 10 and
held off a late Cal charge to remain undefeat-
ed (8-0) in Pac-12 Tournament first-round
games
The Buffaloes move on to face No. 4 seed
Oregon State in Thursday’s quarterfinals.

season league title, they had walloped St.
Robert’s in the third week of the season.
After that loss, the Bears fell the following
week to St. Matthew’s of San Mateo and,
middling at 2-2, were in danger of not qual-
ifying for the playoffs — only the top four
teams from the seven-team league advance
— without a strong finish.
“We played [St. Gregory’s and St.
Matthew’s back-to-back],” Paras said. “And
then the following weekend we had to play
St. Charles (of San Carlos), which was a
key game for us because we both came in 2-
2. … We didn’t know if we were going to be
able to turn it around. We just hoped we
would be able to play better.”
The Bears had something of a comeback-
kids mystique to them all season though.
Even in regular-season games, they over-
came early deficits to earn close comeback
victories. Paras said this has been a trade-
mark of many of his teams, dating back to
his 16 seasons as the Jefferson High
School boys’ varsity head coach.
Even during its struggles early in the sea-
son, St. Robert’s showed flashes of come-
back brilliance. Following the Week 3 loss to
St. Gregory’s, the Bears fell to St. Matthew’s,
but overcame a 17-point deficit to get to with-
in 1. St. Matthew’s finished strong, though,
and was up convincingly by the final buzzer.
Facing the make-or-break showdown with
Golden State had a seven-point lead to
start the fourth and scored the first seven
points of the period, highlighted by a 3
from Thompson, to push the lead to 92-78.
The Warriors were up by 12 in the first
half but Houston cut it to 54-52 by half-
time. A 3-pointer by Gordon gave the
Rockets their first lead early in the third
quarter and one by P.J. Tucker seconds later
made it 60-56.
The game was tied later in the quarter after
a three-point play by Paul before the
Warriors used a 9-2 surge to take a 76-69
lead with about five minutes left in the
third. Curry had five points in that stretch.
Golden State was up by nine soon after
that, before the Rockets got two 3-pointers
from Gerald Green to power an 8-2 run that
cut the lead to 81-78 with two minutes left
St. Charles, though, St. Robert’s went on a
three-game win streak to close the regular
season, finishing with a 5-2 record good for
second place in the PPSL.
“You could see it the confidence on the kids’
faces after that (St. Charles) win,” Paras said.
In the semifinals of the PPSL postseason,
the Bears had to come back after a slow first-
half start against Immaculate Heart of Mary of
Belmont. Paras, though, continued to work
his sage advice to finish strong.
“I tried to preach to them, we know that teams
are going to have runs,” Paras said. “We know
we are going to have runs. You just need to per-
severe through the runs and keep competing.”
It was this perseverance that led to the may-
hem at Morton Gym last Friday night.
Trailing 29-15 to start the fourth quarter, the
Bears opened with forward Tyler Brown lofting
an assist pass into the post for Skoufis to pound
in a layup to close it to 29-17. St. Robert’s then
turned to the full-court trap to pressure a quick
turnover and Leveroni connected on his first 3
of the period to close it to 29-20.
The Trojans broke the trap off the follow-
ing inbound, but Skoufis hustled back on
defense to block a shot and quickly put the
Bears back on offense. Farrugia then con-
nected on a 3 with 5:30 remaining to make
it 29-23. St. Gregory’s pushed back for a

go up 36-34 with 46 seconds left. Coming out
of a timeout, St. Robert’s got 1 of 2 free
throws from Leveroni to close to within a
point. With 15 seconds remaining, the Bears
were forced to foul and were fortunate when St.
Gregory’s missed the front end of a 1 and 1.
Then, with their final possession, the
Bears triumphed on Farrugia’s buzzer-beater.
And mayhem at Morton Gym ensued.
“It’s always exciting,” Paras said. “You
want the kids to succeed because it’s some-
thing that will be memorable for them. …
This is a story they can tell their friends.
This is a game their grandparents will be
able to talk about. … You just hope it car-
ries over to their high school careers.”

Sleeping plants
fend off cold best

Each warm spell makes the next cold spell feel that much
more frigid to me and — more importantly — to my trees
and shrubs. These plants would be much better off if the
weather would stay cold until it was ready to turn warm in
earnest.
This time of year, cold is the only thing keeping most
trees and shrubs in their winter sleep.

GOING INTO DEEP SLEEP IN AUTUMN

Such was not the case back in autumn. Short days and
cooling temperatures put these plants into a kind of sleep
from which they could not awaken until they felt that win-
ter had passed. Plants mark time by the amount of cold they
experience, each kind of plant requiring different amounts
of cold before it can awaken.
Even with warm temperatures, for example, apple trees This time of year, cold is the only thing keeping most trees and shrubs in their winter sleep.
will not start growing again until experiencing an accumu-
lated total of about 1,000 hours of temperatures between 30
and 45 degrees Fahrenheit. (It is the amount of cold, not
frigid temperatures, that triggers the hormonal changes that
jolt plants awake.)
Once that “cold bank” has been filled, warmth can awak-
en these plants, which is what I fear happening with early
warm spells. New growth, being succulent and lush, is espe-
cially susceptible to cold. Frost biting at new stems weak-
ens a plant, could even kill it, depending on the vigor of the
plant and the timing and degree of cold.
Early flowers are part of that awakening growth. If noth-
ing more, cold threatens to turn colorful petals to brown
mush. But dead flowers also cannot go on to become fruits,
leading to further disappointment if the hope was for some-
thing luscious or again decorative.

YOU CAN HELP

We gardeners can make our plants less susceptible to the
ill effects of early warm spells.
One way is to grow plants adapted to your region. Even
within a species, individual plants vary in their winter cold
requirement. A red maple native to Georgia, for example, is
more likely to awaken prematurely in New York than would
a red maple that is native to New York. New York red maples
having “early wakening” genes would have died off or been
overgrown by those with genes that kept them asleep
longer.
Most of what we plant, of course, is not native or neces-
sarily perfectly adapted to where we garden; we can help by
trying to keep such plants asleep longer. Look around your
yard and note how frozen snow lingers longest on the north
side of your home or on north-facing slopes. Plants on
north-facing slopes or on the north sides of buildings sim-
ilarly feel less warmth, so begin growth later.
Even a tree or shrub that needs sun can thrive on north-
facing slopes or near north facing walls. These locations

“I talk to a lot of seniors and families who
never believed they’d be homeless and
that’s heartbreaking because they are leav-
ing our area because they can’t support their
families,” said Councilwoman Diana Reddy.
The 2018 “mini count” tallied 143 home-
less people in the city and councilmembers
hope that number will go down after the new
programs are implemented.

The Downtown Streets Team employs a
“work first” model by providing opportuni-
ties primarily for chronically homeless
people to regain employment skills, build a
sense of team and camaraderie and through
that process work toward full-time employ-
ment typically within a year and also even-
tually housing, said Teri Chin, Human
Services manager.
“We’ve seen this as a model, it’s going on
in eight cities in the Bay Area, but it’s not
happening in San Mateo County yet so we’d
also be a pilot for the county,” she added.
Vice Mayor Diane Howard celebrated the
Downtown Streets approach.
“I’m very excited about the program and
work first. There’s such a dignity in feeling
useful,” she said.
A nonprofit called Adobe Services current-
ly offers the sort of services that the hous-
ing locator program would provide in the
city, but only for special needs popula-
tions, Chin said.
“We see families and individuals come in
all the time who are facing rent increases
they can’t afford and now they need to find
somewhere else to live. And right now we
can give them some ideas about how to do
that, but we do not have the ability to actu-
ally help them go find that housing,” Chin
said. “We don’t have the resources to go talk
to landlords in our community and try to see
if they might be willing to work with us to
create some more space for affordability
within their own units for members of our
community.”
The housing locator assister position
would develop relationships with landlords
and provide incentives to increase access to
affordable units for residents as well as help
homeless people assemble renter resumes,
access housing opportunities and, in some
cases, accompany clients to housing inter-
views, according to the report.

The council has already set aside
$750,000 for homeless services and the
city would only need another $70,000 in
addition to that money to fund the two
pilots. Staff feels confident grant funding
will be available.

who are mentally ill, people of color
and those can’t afford legal representa-
tion, according to a press release from
Newsom’s office. The executive order
does not alter inmates’ current convic-
tions or sentences and does not provide
for the release of any individuals from
prison, according to the release.
“I cannot sign off on executing hun-
dreds and hundreds of human beings
knowing, knowing that some of them
will be innocent,” he said, according to
a live video of his Wednesday press
conference.
No inmates have been executed in the
state since 2006, when the state’s exe-
cution protocol was challenged in
court. Having exhausted their state and
federal appeals, 25 death row inmates
are eligible for an execution date,
according to the release.
But for District Attorney Steve
Wagstaffe — who deliberated with a
team of prosecutors for months before
announcing their decision to seek the
death penalty in Contreras’ case —
Newsom’s decision is at odds with the
way California voters voted on three
recent ballot initiatives. In the last
seven years, two initiatives to end the
death penalty failed to pass and
Proposition 66, which he said sought
to streamline the process, was
approved by voters in 2016, noted
Wagstaffe.
“Three times the people of this state
have voiced their opinion,” he said.
“Gov. Newsom has decided that that’s
not relevant.”
Wagstaffe described the decision to
seek the death penalty against a defen-
dant as the most significant decision
his office makes and said Contreras’ is
the only case in which he made the call
to pursue capital punishment in his
eight-year tenure as district attorney.
He added he wouldn’t seek the death
penalty as a means of striking a plea
bargain, noting he would only pursue it
if he feels a defendant truly deserves
that level of punishment.
“If it’s the right thing to do, then
we’ll do it,” he said. “Those decisions
aren’t made in two weeks, they’re made
over months and years.”
Wagstaffe said the only defendant
sentenced to death in the county in the
last 25 years is Alberto Alvarez, who
received a death sentence for the 2006
murder of East Palo Alto police Officer
Richard May in a case Wagstaffe prose-
cuted.
‘There’s never closure’
For Alvarez’s defense attorney Eric
Liberman, Newsom’s decision was wel-
come news. Liberman said he was
somewhat ambivalent about the death
penalty before he worked on Alvarez’s
case, but came to believe the
punishment wasn’t appropri-
ate even for those who have
committed murder. He said he
has carried the burden of his
client receiving the death
penalty since the day
Alvarez’s verdict was
announced and wasn’t con-
vinced after trying Alvarez’s
case that the death penalty
can bring the closure many
say the families of victims
feel when a defendant is sen-
tenced to death.
“When you suffer a loss
such as this, it’s something
that maybe time helps heal
but there’s never closure,” he
said.

Notable inmates on death row
SCOTT PETERSON
After he reported his pregnant wife missing on
Christmas Eve 2002, police pursued nearly
10,000 tips, and looked at parolees and
convicted sex offenders as possible suspects.
Ultimately, Peterson was arrested and convicted
of first-degree murder in the death of Laci
Peterson and second-degree murder for their
unborn son in Modesto, California. Now 46, he’s
housed at San Quentin State Prison.
RICHARD ALLEN DAVIS
Davis, 64, has been on death row at San Quentin
since his 1996 conviction in the kidnapping and
murder of 12-year-old Polly Klaas of Petaluma,
California. The case helped gain support for
California’s “three-strikes law” for repeat
offenders. A third conviction for a serious felony
leads to an automatic life sentence.
LONNIE FRANKLIN
A serial killer nicknamed the “Grim Sleeper,”
Franklin was convicted in 2016 for the killings of
nine women and a teenage girl in Los Angeles
dating to the 1980s. He was linked at trial to 14
slayings, including four women he wasn’t
charged with killing. Police have said Franklin,
now 66, may have had as many as 25 victims.

He was convicted along with an accomplice,
Leonard Lake, of killing 11 people at a cabin in
the Sierra Nevada foothills during the 1980s.
Lake killed himself in 1985. Ng’s prosecution cost
was convicted and sentenced to death,
Liberman said he has visited him at San
Quentin State Prison several times and
noted he appears in handcuffs during
visits and is otherwise locked up for
much of the day.
Liberman said his client understood
the possible consequences of his
charges but was much more worried
about how the sentence would affect his
family.
“He was much more worried about
how this would affect his mom, his dad
and his sisters … and I think that
remains through today,” he said.
‘Abuse of power’
One of several groups backing
Proposition 66 in 2016, the Criminal
Justice Legal Foundation alleged in a
press release Newsom substituted his
own opinion for the repeated decisions
of the state’s voters. Kent Scheidegger,
the foundation’s director, noted
California residents voted for the death
penalty 11 times since 1972.
“The governor’s decision to grant a
blanket reprieve to prevent executions
is an abuse of power and a slap in the
face of the families of murder victims,”
he said.
Scheidegger said in an email he does
not believe there are any judicial chal-
lenges available to the reprieve portion
of Newsom’s decision, and indicated
any political actions that could be
taken have yet to be decided. He added
the group may challenge in court

Prosecutors said Alcala, now 75, stalked women
like prey and took earrings as trophies from
some of his victims. He was sentenced to death
in 2010 for five slayings in California between
1977 and 1979. In 2013, he received an
additional 25 years to life after pleading guilty
to two homicides in New York. Investigators say
his true victim count may never be known.
VINCENT BROTHERS
A former high school vice principal, Brothers
was convicted of killing his wife, their three
young children and his mother-in-law.
Prosecutors said he tried to create an alibi by
flying to Columbus, Ohio, with the pretext of
visiting his brother. He then drove his rental car
to Bakersfield, California, to kill his family and
returned to Ohio. Now 57, he’s been on San
Quentin’s death row since 2007.
ANGELINA RODRIGUEZ
Her husband’s death was initially ruled
undetermined, which meant Rodriguez was
ineligible for a payout on his life insurance. After
she pushed for more testing, it was determined
that Frank Rodriguez died of antifreeze
poisoning. She was arrested for his death and
convicted in 2004. She also was accused — but
never convicted — of killing her infant daughter
in 1993.

Wagstaffe noted Newsom does not

penalty in California and in his
announcement Wednesday indicated he
won’t enforce it. He didn’t anticipate
Newsom’s decision to keep any ongo-

on the books and prosecutors are
sworn to uphold the law.
Contreras’ defense attorney Peter
Arian declined to comment specifical-
ly on his client’s case because it is
pending trial. Charged with murder,
oral copulation of a child under 10
years old and child molestation with
great bodily injury, Contreras is
expected to appear for trial April 6,
2020.
But Arian said in an email Newsom’s
order begs the question of whether it is
fiscally responsible for district attor-
neys to continue seeking the death
penalty, noting the defense and prose-
cution of these cases is very expen-
sive, as is housing the inmates on
death row and decades of litigation that
follow a death verdict. According to
Newsom’s office, California spent $5
billion on a death penalty system that
has executed 13 people since 1978.
“The death penalty offers no closure
to victims and actually prolongs their
pain,” said Arian. “Whether or not peo-
ple agree with the death penalty in the-
ory, in practice in California it is a fail-
ure.”

tingent creditors, and persons who may
otherwise be interested in the will or es-
tate, or both, of Wayne H. Johnson. A
Petition for Probate has been filed by
David Wayne Johnson in the Superior

David Wayne Johnson be appointed as

WASHINGTON — When John
Hickenlooper announced his Democratic
presidential campaign, he vowed to sit down
with the Senate’s top Republican if he wins in
2020 — the kind of milquetoast pitch for
bipartisanship that White House hopefuls
have made for generations.
But for some Democrats, Hickenlooper’s
pledge landed with a thud.
Still stung by President Barack Obama’s
fierce battles with Republicans and at odds
with nearly every policy the GOP has pursued
during the Trump administration, some
Democrats say they have little interest in talk
of cross-party cooperation. They increasing-
ly view Republicans as immovable obstacles
on everything from health care to the econo-
my and are challenging presidential candi-
dates to blow past their GOP opponents
instead of bringing them into the fold.
“Happy talk about coming together with
the Republicans is not going to fly,” said
Brian Fallon, who advised Hillary Clinton’s
2016 presidential campaign. Fallon is push-
ing White House hopefuls to support over-
hauling Senate rules that typically require
some level of bipartisan support for big-tick-
et legislation.

open to the idea that two women could play
the two leading men who then play

Hence the two actors are played by
Samantha Ricci as Leo Clark and by
Adrienne Kaori Walters as Jack Gable.
Leo, the instigator, becomes Maxine,
while the reluctant Jack is Stephanie. In
another twist, the roller-skating waitress,
Audrey, is played by Justin Travis Buchs.
The other actors are cast by their gender.
The two more grounded characters in this
crew of zanies are Florence (Monica
Cappuccini), the dowager, and Meg (Sarah
Benjamin), her niece.

involves Florence rushing around, trailing
her IV stand behind her.
If there’s a villain, it’s Meg’s fiancé,
Duncan (Peter Ray Juarez), a strait-laced
minister who seems mostly interested in
her potential wealth. When Jack and Leo
show up in their female guise, he’s both
jealous and suspicious.
Completing the cast are Scott Solomon
as the inept physician, Doc, and Drew
Reitz as Butch, his son and Audrey’s
boyfriend.
The crew’s attempted staging of “Twelfth
Night” on the eve of Duncan and Meg’s wed-
ding is another hilarious scene.
Despite the complications, all’s well that
ends well with the right matching of cou-
ples.
It might be difficult at first to wrap one’s
head around the cross-gender casting, but
willing suspension of disbelief and the
actors’ skill make it work.
On top of that, many of the costumes by
Raven Winter are laugh-worthy themselves.
Running about two hours and 30 minutes
with an intermission, “Leading Ladies” will
continue through March 24 at Hillbarn
Theatre, 1285 E. Hillsdale Blvd., Foster
City.
