Reinking has been charged with Unlawful Delivery of Firearm (Class 4 Felony). The charge alleges that Jeffrey L. Reinking committed the offense of Unlawful Delivery of Firearm in that, between the 12 and 30" day of November, 2017, he knowingly gave a firearm, a Bushmaster AR-15 to Travis Reinking, who had been a patient at Methodist Medical Center of Illinois Mental Health Unit within the past five years, in violation of 720 ILCS 5/24- 3(@)(6). As always, this defendant is entitled to a presumption of innocence until proven guilty. ‘Mass shootings have raised public awareness regarding the need to keep firearms out of the hands of persons afflicted with mental illness. There is good reason why our legislature has chosen to make this a criminal offense. While I strongly support citizens rights under the Second Amendment, I also strongly support holding individuals accountable for the commission of criminal offenses related to firearms. Unlawful Delivery of Firearm is a Class 4 Felony. If convicted, the defendant could be sentenced to Probation or 1-3 years DOC. The Court may assess a fine up to $25,000. Jeffrey L. JOHNSON, am the Chief Assistant State's Attorney for Tazewell County, Ilinois, 2. That [ have reviewed the police reports regarding the investigation of Jeffrey Reinking and would state the following: On May 26, 2016, TCSD Dep. Mancha was dispatched to the CVS parking lot in Morton regarding ERS standing by with a male, later identified as Travis Reinking. ERS employee Rob Mooney stated that he had been called to the scene by Travis’ family who were present and included his father, Jeffiey Reinking, his mother, Judith Reinking and his grandmother, Marilyn Hopper. Travis’ family advised Mooney that Travis had been having delusions since August, 2014 and that he currently believed that the entertainer Taylor Swift was stalking him and hacking into his cell phone. The family also advised that Travis had threatened suicide carlier in the day. Travis advised Mooney that Swift had hacked his Neflix account and a few weeks ago had arranged a meeting at the Morton Dairy Queen, When Travis arrived at the Dairy Queen at the appointed time, Swift was yelling at him from across the street, Travis ran after Swift but she climbed the side of the building to the roof and disappeared, Based upon his evaluation, Mooney attempted to get Travis to voluntarily go to Methodist Medical Center of Illinois for further evaluation and treatment but Travis was uncooperative and did not want to go. Dep. Mancha and Morton Officer Cabell also attempted to get Travis to go with Mooney but Travis refused. Travis was then advised that he was being placed into protective custody and was transported to Methodist Medical Center of Illinois in Mooney’s vehicle with Officer Cabell following in his squad car. Travis was admitted into Methodist Medical Center of Illinois’ Behavior Health Unit ‘on May 26, 2016 and discharged on June 3, 2016. On August 16, 2017, Travis Reinking’s Illinois FOID card was revoked as a result of Travis becoming a resident of the State of Colorado. On August 24, 2017, Sgt. Tarby met with Travis and Jefirey at Jeffrey's business in Tremont. Sgt. Tarby served the notice of FOID revocation on ‘Travis and confiscated Travis’ FOID card. Travis’ weapons, including a Kimber 9mm handgun, CZ-USA rifle, a Remington 710 shotgun and a Bushmaster AR-15 rifle were transferred to the possession of Jefitey. Jeffiey was advised by Sgt. Tarby that he was to keep the weapons secured and away from Travis.
