31. *Mrs. Shakeela Khanam Rashid:

Will the Minister for Industries and Production be pleased to state:

(a) total production of vegetable ghee and oil in the country during
the year, 2006-07;

(b) total demand of those products during the said period; and

(c) the steps being taken to control its prices?

Minister for Industries and Production: (a) The total production of


edible oil/ghee in the country during 2006-07 was recorded at around 2.9 million
tonnes.

(b) The total annual domestic demand of edible oil in the country is around
2.7 million tonnes.

(c) The prices are deregulated, however the steps inter-alia taken to
decrease and stablize the prices and increase in supply are as under:—

(a) The Government is providing subsidized Utility Stores Corporation


(USC) brand ghee/cooking oil at the rate of Rs. 67 per Kg/litre through
USC outlets.

(b) The Government has established Federal Food Committee (FFC) in


the Prime Minister Secretariat which is monitoring the demand/supply
and prices.

(c) Pakistan Oilseed Development Board, Ministry of Food, Agriculture


and Livestock is promoting cultivation of oilseeds to increase the
domestic share.

Will the Minister for Housing and Works be pleased to state:

(a) whether there is any proposal to launch new official residential


schemes for Federal Government employees at Islamabad and
Rawalpindi; and

(b) if so, the details thereof?

Minister for Housing and Works (Haji Rahmatullah Kakar): (a) As


per Cabinet decision dated 13-03-1995, no proposal is under consideration of the
Government to launch new official residential schemes for Federal Government
employees at Islamabad and Rawalpindi.

33. *Mrs. Belum Husnain:

Will the Minister for Industries and Production be pleased to state


whether there is any proposal to convert locally manufactured vehicles/
cars to electrical fuel injection (EFI) system; if so, when it will be
implemented?

Minister for Industries and Production: EFI engines for the cars are
now an established technology. The engines used for most of the car models
produced in Pakistan are EFI engines. However, the engines of low capacity cars
such as Suzuki Mehran, Alto and Cuore, are not EFI engines.

Competition in the car industry to get preference through provision of high


mileage, efficiency and power, motivate the car assemblers to innovate and
up-grade their engine specifications and technologies. However, there is no policy
or condition for the car assemblers to produce EFI engine cars only.

34. *Syed Javed Hassnain Shah:

Will the Minister for Tourism be pleased to state:

(a) year-wise total number of tourists who visited Pakistan during


the period from 01-01-2005 to 31-12-2007;

(b) year-wise income earned therefrom during the said period;

(c) steps taken for development of tourism in the country during the
said period?

(c) Ministry of Tourism has taken following steps for promotion of tourism
in Pakistan during the said period:—

(a) Two new motels have been constructed at Astak, Skardu and Booni,
Chitral:

(b) Campaigns were launched in print and electronic media for promotion
of tourism in the country, publication of brochures, Credit Card facility
and special packages were offered to students and families.

(c) During the year 2005 to 2007, the Ministry of Tourism participated in
six international tourism exhibition, fairs and conferences.

(d) The Ministry organized/sponsored familiarization visits for 10 groups


of foreign journalist, travel writers, media teams, students and tourism
trade professional to different tourist destinations of Pakistan.

(e) Ministry arranged free distribution of tourist literature, publicity
material, tourist brochures, posters, video cassettes, CDs, etc.

(f) In the development sector, the federal government has approved the
PC-I/PC-II of seven (7) projects related to the Tourism:—

(i) Construction of Aiwan-e-Sayyhat, Islamabad.

(ii) Construction of Bus Terminal at Nankana Sahib;

(iii) Revamping/Up-gradation of existing TICs;

(iv) Reconstruction/rehabilitation of PTDC Motels damaged during


earthquake;

(v) Updation of Tourism Research Studies;

(vi) Development of Website for Tourism Industry;

(vii) Tourist Facilitation Centres (TFCs) at provincial headquarters


Peshawar and Quetta.

(g) Introduction of Lahore-Delhi bus service. Three buses are plying on


Lahore—Delhi route on weekly basis;

(h) The Ministry arranged 40 events and activities to celebrate Visit


Pakistan year 2007;

(i) Participation of Ministry in 22 International Events, Conferences and


activities;

(j) The Ministry of Tourism has announced 18 incentives to promote


adventure tourism in Pakistan.

36. *Mian Abdus Sattar:

Will the Minister for Education be pleased to state:

(a) the total number of educational syllabi introduced up-to


Intermediate level in Federal Government Schools/Colleges at
present; and

(b) whether there is any proposal to introduce uniform syllabus of
education in the country; if so, the time by which it will be
implemented?

Minister for Education (Mr. Ahsan Iqbal): (a) New National


Curriculum for Early Childhood Education up to HSSC level for 23 subjects has so
far been notified from 9th December, 2006 to 5th September, 2007 and is expected
to be introduced from 2008 academic session.

(b) Yes, it is desire of the Government to introduce Uniform Syllabus in


the Country. At presently Public Sector Schools are following Uniform Syllabus
but there is a parallel System of Education in Private Sector which is ‘O’ level/ ‘A’
level System. The Inter Provincial Education Minister’s meeting held on
6th December, 2005 at Karachi considered the proposal for an elimination of ‘O’
and ‘A’ levels and decided that after sufficient improvement in the education system,
the position will be reviewed in 2010.

A draft of New Education Policy is under review and shall be finalized in


consultation with the newly installed Provincial Governments. The issue of
Educational Uniform Syllabus through out the country will be addressed in the new
Education Policy.

37. *Mr. Muhammad Hanif Abbasi:

Will the Minister for Sports be pleased to state:

(a) the names of the countries visited by the present Chairman of


Pakistan Cricket Board so far;

(b) the total amount incurred on those visits alongwith the authority
who approved those visits; and

(c) TA/DA and other privileges granted to the Chairman for each
visit?

Minister for Sports: (a) PCB has replied that Chairman PCB has:—

(i) Visited India twice on 2nd—6th November, 2006.

(ii) South Africa twice from 24th Jan. to 10th Feb. 07 and from 3rd to
5th April, 07.

(iii) England from 13th Feb. to 16th February, 2007.

(iv) Dubai from 2nd—4th March, 2007.

(v) West Indies twice from 9th—17th March, 2007 and 21st April to
6th May, 2007.

(vi) Abudhabi from 17th—24th May, 2007.

(vii) He spent total 63 days in India, U.K, Dubai, South Africa, Kuwait
Abudhabi and Malaysia as per details (Annex-A).

(b) PCB has only provided information on daily allowance on the visit of
Chairman, PCB to foreign countries which is US $29500. Information on Air Ticket
in some cases has been provided, whereas information on accommodation, transport
and other incidentals has not been given. Similarly, the approving authority has not
been mentioned. PCB has been asked to provide the same on priority basis.

Pakistani students during the last 3 years, with details?

Minister for Education (Mr. Ashan Iqbal): The Higher Education


Commission has awarded a total number of 6626 local and foreign scholarships
during the last 3 years. The details are as under:—

(i) Foreign Scholarships

¾ Post Doctoral Fellowships (394)

¾ MS,Ph.D and MS/MPhil leading to Ph.D Scholarships (2655)

(b) The Higher Education Commission does not run any educational
institution of number of universities funded.

(c) Presently 502 employees are working in Higher Education


Commission against the regular posts, while 303 employees are working on contract

40. *Chaudhry Muhammad Barjees Tahir:

Will the Minister for Religious Affairs, Zakat and Ushr be pleased to
state the total amount of Zakat deducted by the banks throughout the
country during the year 2007-08 alongwith the utilization of the said
amount?

Minister for Religious Affairs, Zakat and Ushr: During the year 2007-08
(01-7-2007 to 09-3-2008), Rs. 4073.38 million have been collected as Zakat.

Zakat is mainly utilized/disbursed through provinces. As per information


collected from the provinces, Rs. 1584.909 million have been utilized in the year
2007-08 during the period 1-7-2007 to 31-12-2007.

41. *Chaudhry Muhammad Barjees Tahir:

Will the Minister for Sports be pleased to state the steps taken during
the last five years for the promotion of Sports in the country?

Minister for Sports: The details of steps taken for promotion of Sports
in the country, during last five years, are given at Annexure-I, II and III.

STEPS TAKEN DURING LAST FIVE YEARS FOR PROMOTION OF SPORTS

National Sports Policy

z In July, 2005, the Cabinet approved the revised National Sports


Policy and its implementation strategy.

Establishment of Ministry of Sports

z In April 2006, a separate full-fledged Ministry of Sports was


established with the mandate of promotion and development of Sports
with a view to raise the professional level and performance of
sportspersons in accordance with the international standards.

events, training and general activities

z During last five years, forty six (46) Sports Development Projects
have been completed in all the provinces, Northern Areas and

Islamabad and another forty four (44) and projects are in progress at
present. Details are at Annexure II and III.

z National Training Camps have been arranged for preparation for


participation in Olympics, Asian, Commonwealth, South Asian and
Islamic Games with enhanced facilities, through Pakistan Sports
Board.

z Services of Foreign Coaches for various games such as weightlifting,


wrestling, Boxing, Swimming, Table-Tennis etc. were arranged.

z Sporting facilities/infrastructure for sports were also provided for the


players/sportspersons in various parts of the country, from time to
time.

z Ministry of Sports released Special Grants for participation of Teams


in the Olympics, Asian, Commonwealth, South Asian, Islamic Games
and other Regional Games through Pakistan Sports Board.

Following actions have been undertaken in respect of the game of


Cricket:—

z On 20th September, 2007 the long overdue Constitution of PCB


was finalized and notified to ensure smooth functioning of PCB,
replacing adhoc Committee.

z PCB is establishing Cricket academies in 11 regions all over the


country. Cricket Academies will groom and prepare not only the
players but also support staff for Pakistan.

z Centers of Excellence are being constructed by PCB at Karachi,


Abbottabad, Multan and Rawalpindi this year with modern training
equipment such as Bowling machines, Speed guns, IT equipment,
Bio-mechanic labs, High speed cameras etc.

z Under-13, Under-16 and under-19 Coaching programs are being


implemented.

z National Talent Hunt program has been initiated.

42. *Dr. Donya Aziz:

Will the Minister for Sports be pleased to state the steps taken during
the last five years for promotion of sports in the country alongwith
the amount incurred thereupon separately?

Minister for Sports: The details of steps taken for promotion of Sports
in the Country, during last five years, are given at Annexure-I, II and III.

z A sum of Rs. 2281.672 million has been incurred by the Government


of Pakistan through Pakistan Sports Board for promotion of Sports in
the country during the last five years. Year-wise details are given at
Annexure-IV.

8. Mrs. Shakeela Khanam Rashid:

Will the Minister for Housing and Works be pleased to state:

(a) the names with designations of officials/officers of Estate Office


at Islamabad and Karachi who have been posted at those stations
for more than three years alongwith the reason thereof; and

(b) whether there is any proposal to transfer those employees; if so,


when it will be implemented?

Minister for Housing and Works (Haji Rahmatullah Kakar): (a)


The List of officers/officials of Estate Office, Islamabad and Karachi is Annexed.
The postings/transfers of the officers are made as per routine and the officials who
are mostly low paid employees are not being disturbed due to financial/family cir-
cumstances.

(Annexure has been placed in the National Assembly Library).

(b) No proposal to transfer these employees is under consideration.

Will the Minister for Housing and Works be pleased to state the names,
designations and department of Government employees who have been
allotted government accommodations during the period from 16th
November, 2007 to 28th March, 2008; indicating also the category of
allotted accommodation?

10. Mr. Muhammad Hanif Abbasi:

Will the Minister for Sports be pleased to state:

(a) the names, educational qualification and experience of the


persons appointed in Pakistan Cricket Board during the last five
years;

(b) the salary package given to those employees;

(c) the procedure adopted for their appointments; and

(d) the name of the appointing authority thereof?

Minister for Sports :(a) PCB has furnised the details regarding names,
educational qualifications and experience of the persons appointed in PCB since
31st May, 2007 (Annex-A). PCB has been asked to provide information for the
last five years.

(b) The salary package given to those employees is available with PCB
since 31st May, 2007 as per (Annex-A).

(c) The procedure adopted for their appointments is as under:—

(i) Posts advertised.


(ii) Applications received and short listed.
(iii) Short listed candidates called for the interview by the panel.
(iv) Appointment letter issued to the selected persons.

(d) The PCB has shown the name of Mr. Nadeem Akram, Director
(HR& Admn) as Appointing Authority but M/o Sports has reservations that it can-
not be true. He is acting on behalf of PCB. PCB has been asked to provide notifi-
cation under which he is Appointing Authority.

11. Mr. Muhammad Hanif Abbasi:

Will the Minister for Sports be pleased to state:

(a) the tenure of appointment of Chairman, Pakistan Cricket Board;

(b) the prescribed procedure of the said appointment?

Minister for Sports :(a) Three (3) years.

(b) The Chairman Pakistan Cricket Board (PCB) is appointed by the


President in his capacity as Patron of P.C.B under Section 5(1) of the constitution
of the PCB, 2007 i.e. “The Patron shall appoint a person of high repute and
integrity with management experience as the Chairman for a period of three years,
who shall be eligible for appointment for one further consecutive term of three
years”.

12. Mrs. Yasmeen Rehman:

Will the Minister for Education be pleased to state:

(a) the total number of new Government Primary Schools established


in Islamabad and Rawalpindi during the year 2004-05, 2005-06
and 2006-07 alongwith the locations thereof; and

(b) the total number of students enrolled in those Schools during the
said period?
