This morning, from a cave somewhere in Pakistan, the Taliban Minister
of Migration, Mohammed Omar, warned the United States that if Arizona's
Immigration Law is not repealed, Taliban authorities intend to cut off
America's supply of convenience store managers and possibly Motel 6 and

When someone can explain how 20-years of increased tax revenues go to
bond payments instead of the County, Hospital, Water Authority and
Schools is a good thing, maybe they can earn my trust.

Redevelopment Powers Law (Tads)

A "yes" vote, however, does have certainties. "Yes" is trusting the Henry
County Board to wisely gamble future tax dollars on private redevelopment.
"Yes" means voting for our local government to interfere in the free market
by choosing which developers will develop which projects. "Yes" will open
the door to possible corruption, abuse, and huge debts. "Yes" means a
bigger Henry County government.

I'll be voting NO and urging family, friends, and strangers to


do the same.

John Douglas: Attended the Intermodal Transportation gathering in


Macon [last Friday], billed as the Senate Transportation Committee meeting
but it was nothing more than a show case of Democrats, special interests
and others wanting to spend huge sums of money. Everyone was
represented except the taxpayers who will pay the bill. Sec of Trans Ray
LaHood gave a pep talk for the Obama administration. I got up and left.

VOTE to Re-Elect Erik Charles

Erik Charles is the current holder of the District 4 seat on the Henry County Board of Education. He
and his wife, Trania, live in Stockbridge and they have two sons. Charles works as a real estate consultant and has been
on the BOE for eight years. He serves on the board of the Henry County YMCA and devotes time to the American Cancer
Society, Big Brothers, and his church, Eagle's Landing First Baptist.

Charles believes in a strong and active school board that is engaged with the stakeholders. He commits to spending
time visiting schools and hearing from teachers, administrators, and parents, and wants to help re-energize the school
system. Students should be continually challenged to reach higher, the curriculum must be made relevant, and children
should not be allowed to stop at grade level learning. He pledges to make sound budgetary decision based on the best
way to raise student achievement. More funds need to go into the classroom and Charles said he will look for every way
to cut spending in programs that do not affect the classroom.

Opponent Butler was a community outreach consultant providing technical assistance to various community
organizations.

John Gilbert is a resident of Stockbridge and is married to Melanie Haywood Gilbert and is
the father of three daughters. He studied television production at Auburn University and is currently working in television
production at local affiliate SBN-TV in McDonough. Gilbert is one of the founding members of the Henry Players and the
Georgia Independence Day Festival.

Gilbert's goal as commissioner would be to make Henry County an inviting place for businesses making fair taxes a
priority and doing away with capital gains tax.

THE REAL BOTTOM LINE ON THE TAD REFERENDUM

AS EVERYONE KNOWS, I'M NOT RUNNING FOR ANYTHING THIS FALL. I HAVE NO AGENDA IN WRITING THIS PIECE, EXCEPT FOR A DESIRE TO
SEE FACTS AND COMMON SENSE IN ELECTION-RELATED MATTERS.

THE REFERENDUM ON TAX ALLOCATED DISTRICTS (TADS) IS ONE OF THE MOST PUZZLING ISSUES I'VE SEEN IN A WHILE. WITHOUT
FURTHER ADO, HERE ARE SOME OF MY OWN OBSERVATIONS ON IT:

A LOT HAS BEEN SAID AND WRITTEN ABOUT COUNTY TAXPAYERS BEING ON THE HOOK FOR BONDS IF A TAD PROJECT FAILS. WHOEVER
SAYS THAT IS EITHER IGNORANT OF THE FACTS OR LYING ABOUT THEM . WHOEVER BUYS THE BONDS TAKES THE LOSS IF THERE IS A LOSS TO BE
TAKEN, JUST LIKE ANY OTHER INVESTOR . THE TAXPAYERS ARE NOT ON THE HOOK FOR ANY LOSSES. BY THE WAY, EVEN IF WE PASSED THE
REFERENDUM AND IDENTIFIED A PROJECT, IN THE CURRENT ECONOMIC CLIMATE THERE IS ABOUT A SNOWBALL'S CHANCE OF SELLING THE BONDS
RIGHT NOW ANYWAY.

HAVING THE ABILITY TO CREATE A TAD IS FAR FROM A SURE ROUTE TO SUCCESS. IT MIGHT WORK, AND IT MIGHT NOT. THE PROPERTY
UPON WHICH ATLANTIC STATION NOW SITS HAS GONE FROM ABOUT $7 MILLION IN ASSESSED VALUE TO AROUND $500 MILLION IN THE FEW YEARS
SINCE IT WAS DEVELOPED. THAT DOES NOT MEAN HENRY COUNTY WOULD SEE THE SAME THING HAPPEN HERE. IT'S JUST ONE EXAMPLE. SOME
MUNICIPALITIES IN GEORGIA HAVE HAD THE AUTHORITY TO CREATE A TAD FOR 10 TO 20 YEARS AND HAVE NEVER CREATED ONE.

I HAVE NOT HEARD ANYONE IDENTIFY A SINGLE HENRY COUNTY PROPERTY THAT CLEARLY QUALIFIES FOR THE CREATION OF A TAD. THE
REDEVELOPMENT POWERS LAW, WHICH GOVERNS THE CREATION AND OPERATION OF TADS, DEFINES A REDEVELOPMENT AREA TO INCLUDE
DISTRESSED AREAS, DETERIORATING AREAS, OR AREAS WITH INADEQUATE INFRASTRUCTURE. I DON'T KNOW THAT A FORMAL STUDY HAS EVER BEEN
DONE, BUT I AM STRUGGLING TO THINK OF ANY TRACT IN THE COUNTY THAT WOULD PASS MUSTER IN THAT REGARD . IN MY OPINION, NEITHER THE
HUDSON BRIDGE-JONESBORO ROAD CORRIDOR NOR THE AREA AROUND TARA FIELD QUALIFIES (AND BOTH OF THOSE ARE IN MY DISTRICT).

THE ONLY WAY TO USE A TAD PROPERLY IS TO TURN AROUND A TRACT THAT CANNOT BE DEVELOPED ANY OTHER WAY. IT IS NOT A
SHORTCUT FOR SOMEONE TO DEVELOP AN ALREADY-DESIRABLE PIECE OF PROPERTY AT A DISCOUNT.

MANY OF YOU HAVE ALREADY VOTED, BUT IF YOU ARE GOING TO THE POLLS AND TRYING TO DECIDE ABOUT THE "REDEVELOPMENT
POWERS" REFERENDUM , YOU NEED TO ASK YOURSELF ONE QUESTION: "DO I TRUST MY ELECTED OFFICIALS TO USE THIS ECONOMIC TOOL PROPERLY
IF THEY HAVE THE AUTHORITY TO DO SO?"

THAT IS THE BOTTOM LINE. A TAX ALLOCATION DISTRICT CAN BE AN EXCELLENT RESOURCE FOR ECONOMIC DEVELOPMENT IF IT IS
ESTABLISHED PROPERLY . IT DOESN'T TAKE A GENIUS, HOWEVER, TO KNOW THAT HUNDREDS OF PEOPLE IN HENRY COUNTY DO NOT WANT TO SEE
THE BOARD OF COMMISSIONERS IN A POSITION TO WIELD THIS KIND OF AUTHORITY. IF YOU FEEL THAT WAY , THAT IS YOUR RIGHT.

QUITE FRANKLY, IT IS VIRTUALLY IMPOSSIBLE TO DETERMINE THE CORRECT ANSWER TO THAT QUESTION. EVEN IF YOU TRUST THE CURRENT
BOARD TO DO THE RIGHT THING, YOU HAVE NO IDEA WHAT A FUTURE BOARD WILL DO. BUT THAT IS WHERE THE REAL AUTHORITY LIES.

THE VAST MAJORITY OF THE ELECTORATE KNOWS VIRTUALLY NOTHING ABOUT THIS REFERENDUM AND WHAT IT COULD DO.I AM SURPRISED
THAT THERE HAS NOT BEEN MORE INFORMATION RELEASED FROM KNOWLEDGEABLE SOURCES IN 2010. A GRASSROOTS EFFORT IN FAVOR OF THE
PASSAGE OF TADS HAS PICKED UP STEAM IN THE PAST FEW WEEKS BUT IT MAY BE TOO LITTLE, TOO LATE. MANY OF THE PEOPLE WHO HAVE
WRITTEN AND SPOKEN AGAINST THE REFERENDUM THIS YEAR DON'T SEEM TO KNOW WHAT THEY ARE TALKING ABOUT.

IF IT FAILS AT THE POLLS NEXT WEEK,


I WOULD LIKE TO SEE IT BACK ON THE BALLOT IN 2012 - AT THE SAME TIME HENRY COUNTY
ELECTS FOUR SEATS ON THE BOARD
COMMISSIONERS. THEN EACH CANDIDATE FOR THOSE SEATS WILL HAVE TO DEAL WITH THE TAD ISSUE AS
OF
A KEY COMPONENT OF HIS OR HER PLATFORM, WHETHER FOR OR AGAINST IT. IN THE MEANTIME, PERHAPS THE VOTERS CAN BE EDUCATED PROPERLY
WITH THE FACTS AND SOME COMMON SENSE.

THE DEVELOPMENT OF GOOD MORAL CHARACTER IS INTENTIONAL

UNTIL ELECTION DAY, NOVEMBER 2, WE WILL CONTINUE TO BE BOMBARDED WITH CLAIMS OF ACCOMPLISHMENTS AND ACCUSATIONS OF
INCOMPETENCE. CANDIDATES' BEHAVIOR WILL BE CALLED INTO QUESTION AND THE WISDOM OF PAST DECISIONS WILL BE CHALLENGED .

POLITICAL CAMPAIGNS CAN CAUSE ONE TO WONDER IF ANYONE DESIRING TO BE ELECTED IS REALLY CAPABLE OR HAS THE CHARACTER TO BE A
PUBLIC SERVANT. IT IS ALRIGHT TO DISAGREE WITH THE ACTIONS AND OPINIONS OF ANOTHER BUT POLITICS OFTEN INVOLVES MORE THAN THAT .

I AM NOT AS MUCH CONCERNED WITH DIFFERENCES OF OPINION ON ISSUES AS I AM ABOUT THE CHARACTER OF THE PERSONS WHO WILL BE MAKING
DECISIONS ON OUR BEHALF . I BELIEVE OFTENTIMES THERE IS MORE THAN ONE WAY TO DO THE RIGHT THING . MY HOPE IS THAT ELECTED
OFFICIALS, AND OTHER LEADERS, ARE PEOPLE WHO HAVE THE DESIRE AND THE WILL TO DO WHAT IS RIGHT AND IN THE BEST INTERESTS OF THEIR
CONSTITUENTS.

IN AN INTERVIEW WITH FORBES MAGAZINE W. MICHAEL BLUMENTHAL, CHAIRMAN OF UNISYS, TALKED ABOUT QUALITIES NEEDED IN LEADERS. HE
SAID, "YOU HAVE TO TRY TO MAKE SURE THEY HAVE A CLEAR SENSE OF WHAT IS RIGHT AND WRONG, A WILLINGNESS TO BE TRUTHFUL, THE
COURAGE TO SAY WHAT THEY THINK AND TO DO WHAT THEY THINK IS RIGHT, EVEN IF THE POLITICS MILITATE AGAINST THAT ." HE WENT ON TO SAY
THAT HE WAS OFTEN IMPRESSED WITH THE KNOWLEDGE AND INTELLECT OF AN INDIVIDUAL AND "DID NOT ALWAYS PAY ENOUGH ATTENTION TO THE
QUESTION OF HOW HONEST, COURAGEOUS AND GOOD A PERSON THE INDIVIDUAL REALLY WAS ."

JOHN WOODEN, LEGENDARY UCLA BASKETBALL COACH ADVISED, "BE MORE CONCERNED WITH YOUR CHARACTER THAN WITH YOUR REPUTATION.
YOUR CHARACTER IS WHAT YOU REALLY ARE WHILE YOUR REPUTATION IS MERELY WHAT OTHERS THINK YOU ARE." THAT IS GOOD ADVICE WHETHER
THE PERSON IS A LEADER IN BUSINESS, EDUCATION, POLITICS, OR RELIGION.

BUILDING AND DEVELOPING CHARACTER IS NOT SOMETHING THAT COMES AUTOMATICALLY , ACCIDENTALLY, OR QUICKLY. IT IS NOT HEREDITARY. IT
IS CULTIVATED IN THE ACTIVITIES AND DECISIONS OF THE ORDINARY AND EVERYDAY. IT HAS BEEN SAID : "SOW A THOUGHT, REAP AN ACT; SOW
AN ACT, REAP A HABIT ; SOW A HABIT , REAP A CHARACTER; SOW A CHARACTER, REAP A DESTINY ." IN OTHER WORDS, THE DEVELOPMENT OF A
GOOD MORAL CHARACTER IS INTENTIONAL AND INCREMENTAL. EACH DECISION AND ACT DETERMINES AND BUILDS UPON PREVIOUS ACTIONS AND
CHOICES.

CHARLES SWINDOLL (LIVING ABOVE THE LEVEL OF MEDIOCRITY, P.107-8) SUGGESTS THAT THE WORLD NEEDS PEOPLE:
WHO CANNOT BE BOUGHT ;
WHOSE WORD IS THEIR BOND;
WHO PUT CHARACTER ABOVE WEALTH;
WHO POSSESS OPINIONS AND A WILL;
WHO ARE LARGER THAN THEIR VOCATIONS;
WHO DO NOT HESITATE TO TAKE CHANCES;
WHO WILL NOT LOSE THEIR INDIVIDUALITY IN A CROWD;
WHO WILL BE AS HONEST IN SMALL THINGS AS IN GREAT THINGS;
WHO WILL MAKE NO COMPROMISE WITH WRONG;

WHO DO NOT BELIEVE THAT SHREWDNESS, CUNNING, AND HARDHEADEDNESS ARE THE BEST QUALITIES FOR WINNING SUCCESS;
WHO ARE NOT ASHAMED OR AFRAID TO STAND FOR THE TRUTH WHEN IT IS UNPOPULAR ;
WHO CAN SAY "NO" WITH EMPHASIS, ALTHOUGH ALL THE REST OF THE WORLD SAYS "YES ."
SOLOMON SET A GOOD EXAMPLE FOR ALL LEADERS. HE RECOGNIZED THAT HE WAS INADEQUATE FOR THE TASK BEFORE HIM AND HE ASKED GOD
FOR "A DISCERNING HEART" (I KINGS 3:9).THE CHARACTER OF THE PSALMIST WAS EXHIBITED WHEN HE ASKED THE LORD TO "TEACH US TO
NUMBER OUR DAYS ARIGHT, THAT WE MAY GAIN A HEART OF WISDOM" (P SALM 90:12). THESE ARE GOOD EXAMPLES FOR EVERYONE, AND
ESPECIALLY FOR PERSONS WHO ARE LEADERS.

THE CHAMBER OF COMMERCE HOSTED A CANDIDATE FORUM TELEVISED ON SCB-TV (CHANNEL 15 ON CHARTER)

THIS IS A SUMMARY OF THE QUESTIONS AND RESPONSES:

JOHNNY BASLER ENUMERATED IMPOREMENTS IN DISTRICT 5 OVER THE LAST FOUR YEARS OF HIS TENURE AS DISTRICT 5 COMMISSIONER. ROADS ,
REPAVING, A NEW COMMUNITY CENTER, JOBS AND REDUCED CRIME RATE.

BRUCE HOLMES STATED THAT CRIME STATISTICS SHOW INCREASED CRIME AND THAT DISTRICT 5 NEEDS A STAFFED POLICE STATION. HE SAID
THAT NO POLICE PRESENCE WOULD EXIST IN FAIRVIEW WITHOUT A PETITION THAT HE ORGANIZED, BEARING 1,200 SIGNATURES.

BASLER COUNTERED THAT A FULLY STAFFED POLICE STATION, WITH A CID UNIT, IS HOUSED IN FAIRVIEW . WITH THE NEW COMMUNITY CENTER,
PLANS INCLUDE RELOCATING THE POLICE STATION TO THAT LOCATION. BASLER SAID THAT NEITHER THE COUNTY CLERK NOR THE COUNTY ATTORNEY
EVER SAW SUCH A PETITION.

HOLMES TOUTS SEVEN INTERCHANGES AND 27 MILES OF FREEWAY IN HENRY COUNTY, BUT WE MUST DO MORE. WE HAVE TO BRING JOBS WITH
HIGH-TECH, BIO-TECH AND FINANCIAL BUSINESSES.

BASLER RESPONDED SAYING THANKS TO THE COUNTY COMMISSION; CHAMBER AND DEVELOPMENT AUTHORITY 1,800 JOBS CAME TO THE COUNTY
IN THE LAST FOUR YEARS. HE ALSO NAMED SEVERAL COMPANIES THAT RELOCATED HERE.

HOLMES STATED THAT BASLER HAD DONE VIRTUALLY NOTHING TO IMPROVE DISTRICT 5 BEFORE HE (HOLMES) ENTERED THE RACE FOUR MONTHS
AGO.

BASLER COUNTERED THAT HENRY CURRENTLY HAS $26-MILLION IN CONSTRUCTION PROJECTS THROUGH SPLOST III. IN THE LAST FOUR YEARS
$20-MILLION WAS BROUGHT TO DISTRICT 5. SEVERAL STATE PROJECTS ARE IN PROGRESS SUCH AS HWY 138 AND HWY 155, AND HWY 155 AT
MILLERS MILL AND AT HEMPHILL ROAD. NO PROJECT REQUIRING WORK WITH THE STATE DOT CAN BE DONE IN 4 MONTHS .

ON THE ISSUE OF TAX ALLOCATION DISTRICTS

The Power of a School Board

Decisions affect kids and taxes and quality of life. Yet, voters remain oblivious to who the members are and how they
are inclined to manage the system.

When school systems reach the maximum millage rate allowed by law, which is where Henry County Schools are now,
they must choose which programs, personnel or instructional materials will be eliminated from their budgets.

Regardless of funding levels school systems are still expected to provide quality educational services for their students.
The HCS 2010 Legislative Priorities and Positions flyer is informative. It is focused on reduced state level funding that
affects every school system in the state. For example, 2009-10 funding came 41% from local taxes and 56% from state
sources.

The Fy2011 budget was updated in May 2010 and presented to the elected board. Maintenance and Operations: 20
millage points; Bond Debt: 3.06 millage points. Henry County received 23.06 millage points of county-wide property
taxes. The millage rate is higher than Cobb, Fulton and Gwinnett counties.

Operating Revenue is set at $284,322,095. The system serves 40,805 students.

The county approved a third SPLOST Program in 2007, with estimate of SPLOST III revenues totaling $300 million over
six years.

A small group of six people, five elected members plus the Superintendent, represent the residents, taxpayers and
voters of Henry County. They serve for four-year terms and receive about $16,000 per year salary.

Too many people believe It's For The Children. They think the school board is simply a budgetary and policy committee
to better our schools. It is not a politically partisan role. The honor of serving is seen as a social promotion rather than
serving as representatives on a Constitutional Tax Authority for Henry County.

In fact a school board is political by definition. The members are elected to represent the people of a politically
organized district. The school board is a governmental taxing authority overseeing $Hundreds of Millions in tax revenues
annually.

Every new form of taxation must be approved by the voters. Just last year the Henry BoE sought to increase bonded
debt by $256-Million for construction of new schools. BoE Staff presented to parent groups, a special "citizen"
committee was formed to promote the public relations aspect and the Chamber of Commerce sold the value of higher
taxes to improve the business environment. Voters rejected that referendum by 70% to 30%.

We are beyond the cross-roads of financial austerity. Our economy is weak and people have called an end to every kind
of bond debt and higher taxation just because it is marketed by the county's social elite.

As we elect school board members this year, remember that personal integrity, philosophy and political ideology do
matter!

Henry's school board has a lot of power. They determine the terms of employment and compensation. They approve
budgets, tax rates, staffing, land buys, school zones and curriculum.

Election to the Henry Board of Education is a serious and important matter. We must turn away from candidates with
specific ties to tax-and-spend agendas at the Chamber of Commerce. The days of spin marketing and public relations
ended with stark economic realities. We must reject the old ideas and move forward with Conservative Principles.

There is a clear choice for the District 5 BoE seat, and that is Ryan Davis.

Recovery Act Confusion

As part of the Economic Recovery Act of 2008, the federal government awarded Henry County more than $6 million to
combat home foreclosures by buying, renovating and selling them at bargain prices. One of the stipulations however
was government officials could not profit from the program.

Henry County said late last year it discovered a problem with two companies it hired.

"When we looked through some of the contracts, noticed some signature that we felt might pose a conflict of interest,"
said Henry County spokesperson Julie Hoover-Ernest.

The county said the conflict involves a company owned by Davis and a second company that employs state Rep. John
Lunsford. Hoover-Ernest said the companies were awarded a total of about $40,000 that must be repaid.

Davis applied and was accepted to participate in the program. The issue of conflict came up a year ago and he stopped
participating. The timing of this revelation is politically motivated. And no law has been broken.

Interesting that the County did a very poor job of operating and governing the program. For about a year agents in the
program were able to take commissions on the front and back end of the deals. Like with Davis and Lunsford, the
County was in charge and they failed to govern it.

It is no secret that BJ Mathis and some others want to see Davis replaced by a more liberal, more compliant person.
Late Monday afternoon, Davis released a statement to CBS Atlanta.

"These are politically motivated accusations which are designed to confuse and distract voters from the real issues
we have been working on: creating jobs in Henry County, educating our children, and improving our region's
transportation system. We are reviewing the documents closely and will respond appropriately however we
believe that we have fully complied with the law, and will of course continue to do that."

Now publish a complete list of all public officials who participated, their roles and their actions.

Schools and Money

The teacher is trained to be a bureaucrat. The system is designed to grow. Educators are in the system, but the system
is not geared to provide them the support they really need.

One of the favorite arguments is that "we need more money so we can have smaller classes.' But the public school
student-teacher ratio fell from 24.7 students in 1965 to 15.9 students in 2002. It is logical to believe that more money
and more teachers would improve results. But in government schools, it made no difference in student performance.

Another cry is that public schools are underfunded. In truth they have lots of money. America spends ore on education
than the vast majority of countries that outscore on international tests.

But the entitled class believes government (meaning taxpayers) are responsible to increase funding. They blame school
problems on lack of funding, and demand more money.

The spending line goes up, but achievement and graduation rates remain flat. Everyone has been conned. You can give
public schools all the money in America and it will not be enough.

In a competitive world with private, parochial and charter schools that produce good results - and exist because of
parental choice and involvement - public schools would be forced to innovate.

Regional Transportation Tax

This special purpose tax, if accepted by the voters, is set to end in ten years. It creates new government
bureaucracies, new taxes, new special taxation districts. It's placement on the ballot asks voters to accept bigger
government.

to provide for certain powers and duties of the Department of Transportation; to provide for certain responsibilities of the
commissioner of transportation; to provide for certain responsibilities of the director of planning; to suspend restrictions on
the use by public transit authorities of local sales and use tax proceeds; to change the membership of the board of directors
of the Metropolitan Atlanta Rapid Transit Authority; to provide for a Georgia Coordinating Committee for Rural and Human
Services Transportation; to amend Title 48 of the Official Code of Georgia Annotated, relating to revenue and taxation, so as
to provide for legislative findings and intent; to provide for the creation of special districts; to provide for a special district
transportation sales and use tax in such special districts; to provide for definitions; to provide for an exemption from the cap
on the imposition of local sales and use taxes; to provide for the development of an investment list of projects; to provide for
a referendum; to provide for the rate and manner of imposition of such tax; to provide for collection and administration of
such tax; to provide for use of the proceeds of such tax; to provide for returns; to provide for distribution and expenditure of
proceeds; to provide for annual reporting; to provide for regional Citizens Review Panels; to provide for tax credits; to
provide for certain exemptions; to provide for the effect on any local sales and use taxes; to provide for judicial actions; to
amend Title 50 of the Official Code of Georgia Annotated, relating to state government, so as to provide for the creation of
the Transit Governance Study Commission

Recall that the toll on GA-400 was to expire after costs of construction were met. This year the legislature extended the
toll for another 10 years.

Recall that the state is already in a financial crisis and especially the DOT has more promised projects that will call for
an additional $110-Million, for which there is no funding source.

This Act shall be known and may be cited as the "Transportation Investment Act of 2010." Notice that making Big
Government bigger is always called an Investment?
