PHILTA RULES

All tournaments (Open & Age Group) are eligible for PHILTA ranking points in
accordance with the following criteria and are conducted and administered under the
following regulations laid down by the Philippines Tennis Association (PHILTA).

CATEGORIES OF EVENTS:

A. OPEN TOURNAMENTS:
A.1 ELIGIBILITY – The event is open to all players thirteen (13) years and
above, without discrimination.

A.2 SIZE OF DRAW - The event must have a minimum of 32 entries for men
and 16
entries for women in the Singles Main Draw, and 16 entries for men and 8
entries for women in the Doubles Main Draw. Exceptions maybe allowed
on a
case-to-case basis.

A.3 TITLE RIGHTS - PHILTA owns the title rights to the National Open, Metro
Open and the PHILTA Open.

A.4 APPLICATION - Any request to host a tournament and the sanction of such
by
PHILTA must be receive in writing in the official PHILTA application form
not
less than thirty (30) days prior to the event. Late requests seeking PHILTA
sanction will be considered on a case-to-case basis and will be accepted
into
the calendar if, in PHILTA’s opinion, the tournament concerned can be
runned
viably and players can be advised in due time of the site and dates of
entry.

A.5 SANCTION - PHILTA reserves the right to impose a sanction fee of

P5,000.00
(Five Thousand Pesos) or more per tournament. The fee is in addition to
the
prize money and is non-refundable. The sanction fee must be paid within
five (5) days from approval date.
 A.6 APPROVAL - All applications will receive written notification regarding
PHILTA
approval and acceptance of the event on the PHILTA’s ranking list with the
appropriate group classification and points distribution and prize money
thereof. A copy of PHILTA’s letter of approval must be posted at all
tournament
venues that the participants maybe guided accordingly.

A.7 CALENDAR – Open tournaments sanctioned by PHILTA maybe held in the

same week provided the events are not played in the same region.

A.8 GROUP DESIGNATION:

1. GROUP A – National Open, Metro Open, PHILTA Open, & any other
tournament with a total prize money of P400,000.00 and above; all
events (Mixed Doubles are Optional).

2. GROUP B – Tournaments with a total prize money of P300,000.00;

all
events ( Mixed Doubles is optional).

3. GROUP C – Tournaments with a total prize money of P200,000.00 to

P299,000.00.

4. GROUP D – Tournaments with a total prize money of P100,000.00 to

P199,000.00.

5. GROUP E – Tournaments with a total prize money of P50,000.00 to

P99,000.00.

A.10 PRIZE MONEY DISTRIBUTION

The prize money as advertised in a program or declared in advance by

the Organizing Committee shall be paid out unless a restriction has
been
 specified. Tennis players may only win prize money as divided and
advertised in the program and approved by the Tournament Referee.

A.11 ENTRY DEFNITIONS

A. DIRECT ACCEPTANCE – Players accepted directly into the draw

by
virtue of their PHILTA ranking as determined by the
Tournament Referee.

B. QUALIFIERS – Players included in the draw as a result of

their winning in the Qualifying Competition.

C. WILD CARDS – Players accepted directly into the Main Draw

at the discretion of the Tournament Committee and/or Referee.

D. ALTERNATES – players who are ranked lower than Direct

Acceptances into the Main Draw and Qualifying under PHILTA’s
ranking at the time of entry deadline. Vacancies in the Main Draw
shall be filled either by the players from the Qualifying List up
until the time that the Qualifying event has started or by alternates
whose ranking are higher than that of the highest ranked player in
the Qualifying List. Vacancies in the Qualifying List shall be
subsequently be replaced by alternates. Once the qualifying has
started, vacancies in the Main Draw may only be filled by Lucky
Losers.

E. Players who have lost in the final round of the Qualifying

competition and fill an opening in the first round of the Main Draw.
A player to be eligible as a lucky loser, must report to the
Tournament Referee, sign the lucky loser’s sign-in record, must be
ready to play within 15 minutes after the announcement of a
default or when the match is called, whichever is latest. Once a
lucky loser forfeits, he/she is no longer eligible for lucky loser
status.

F. ON-SITE ALTERNATE – Players who appear at the tournament

site
on their own risk to fill up a possible vacancy. In order to be
eligible for on-site alternate status, a player must have completed
 an official entry form, must personally sign-in with the Referee on-
site, and must have paid the entry fee applicable.

A.12 ADMINISTRATION & SUPERVISION – All PHILTA sanctioned open

tourna-
ments shall be administered and supervised by a PHILTA-accredited
official as Tournament Referee.

A.13 APPLICABILITY OF RULES – The rules of Tennis and the Code of

Conduct
promulgated by the Association of Tennis Professionals (ATP), the
Women’s Tennis Association (WTA), and the ITF Futures Circuit shall
be
part of PHILTA’s Rules by reference.

B. JUNIOR TOURNAMENTS:

B.1 ELIGIBILITY – The tournament is open to all participants who meet the
age
requirement (as of December 31 of the applicable year) of the event
being
entered into, i.e. player who will be ten (10) on or before December 31
of
the applicable year will qualify to play in the age group 10 & Under
Unisex.
In the 18 Yrs. & Under age group, only players aged twelve (12)
years
through eighteen (18) years of age will be eligible for competition.
In the 21 Yrs. & Under age group, only players aged thirteen (13)
years
through twenty-one (21) years of age will be eligible for competition.

B.2 AGE GROUP EVENTS - All PHILTA sanctioned age group tournaments
must include the following age group events in Singles: 21 Yrs. &
Under,
18 Yrs. & Under, 16 Yrs. & Under, 14 Yrs. & Under, 12 Yrs. & Under,
10 Yrs.
Unisex in Boys and Girls categories. At least one (1) Doubles Event
each
for Boys & Girls must be included. Exclusion of certain age events
maybe
allowed on a case-to-case basis.

B.3 TITLE RIGHTS – PHILTA owns the title rights to host the National Age
Group. PHILTA Age Group, National Students Tennis Championships,
Metro Age Group, Philippine International Junior Tennis
Championships,
The National 16 & Under and the National 14 & Under.
 B.4 APPLICATION – Any request to host a junior tournament and the
sanction
of such by PHILTA must be received in writing n the Official PHILTA
Application Form not less than ninety (90) days prior to the event.
Late
requests seeking PHILTA’s sanction will be considered on a case-to-
case basis and will only be accepted into the calendar if, in PHILTA’s
opinion, the tournament concerned can be run viably and players can
be
advised in due time of the sites and dates for entries.

B.5 SANCTION – PHILTA reserves the right to impose a sanction fee of

Two
Thousand Five Hundred Pesos (P2,500.00) or more for event. The
sanction fee must be paid within five (5) days from approval date and
is
non refundable.

B.6 APPROVAL – All applicants will receive written notification regarding

PHILTA approval and acceptance of the event on PHILTA’s ranking
list
with the appropriate group classification and points distribution
thereof.
A copy of PHILTA’s letter of approval must be posted at all
tournament
venues that the participants maybe guided accordingly.

B.7 CALENDAR – except for National and International designated junior

Tournaments two (2) or more age group tournaments maybe held in
the
same week provided the events are not played in the same region.

B.8 Players before they can be ranked are required to participate in one
(1)
class a tournament, the National Age Group. He/she must also
participate in any group 2 events like the Andrada Cup, PHILTA Age
Group, Metro Age Group, Manzano Cup and any other PHILTA
sanctioned tournaments that have been held consistently. Likewise,
players also have to compete in at least two (2) provincial
tournaments.

B.9 “ANY TOURNAMENT DRAW WITH LESS THAN EIGHT

(8)
PLAYERS WILL NOT BE AWARDED ANY RANKING
POINTS.”

B.10 The ITF Ranking Ratio has been increased from the ratio 1:5 to
1:30 as
approved by the PHILTA National Executive Committee in its
meeting
 held last January 28 1999.

B.12 ALL PHILTA ORGANIZED AND/OR SANCTIONED

TOURNAMENT SHOULD BE PLAYED FOR A “MINIMUM
OF
FIVE (5) DAYS OR A MAXIMUM OF SEVEN (7) DAYS”.

B.13 ADMINISTRATION & SUPERVISION – All PHILTA sanctioned age

group
and junior tournaments shall be administered and supervised by a
PHILTA Accredited Official as the Tournament Referee.

B.14 APPLICABILITY OF RULES – The Rules of Tennis and the Code of

Conduct promulgated by the International Tennis Federation (ITF)
and
other rules as maybe accepted shall be part of PHILTA’s Rules by
reference.
 B.15 WITHDRAWAL & DEFAULTS:

1. OPEN TOURNAMENTS - Withdrawal and defaults in the

tournament
proper (Qualifying Rounds and/or
Main
Draw) will be subjected to fines,
penalties
and/or suspension points that may lead to
suspension from future participation in
PHILTA sanctioned tournaments, to be
implemented “strictly”’ by the Tournament
Referee, to discipline erring players.

PERIOD,
HE/SHE WILL BE SUSPENDED FROM COMPETING IN
RANKING
PHILTA-SANCTIONED TOURNAMENTS AS DESIGNATED BY
THE PHILTA TECHNICAL COMMITTEE.

PHILTA TECHNICAL COMMITTEE:

The PHILTA Technical Committee shall oversee the applicability of the Code
of Conduct in all PHILTA organized &sanctioned tournaments. The Technical
Committee should be composed of the following:

A. TOURNAMENT REFEREE;
B. TOURNAMENT DIRECTOR;
C. PHILTA DESIGNATED OFFICIALS OR MEMBERS
OF THE MANAGEMENT COMMITTEE
