CHAPTER I

PROBLEM AND ITS SETTINGS

Introduction

Record Management are important, it is the planning, controlling, directing,

organizing, training, promoting and other managerial activities related to the

lifecycle of records, which are conducted to achieve adequate and proper

documentation of federal policies and transactions, and effective and economical

management of administrator operations. A record begins as a document that is

created or received. If that document meets definition of a record, it must be

captures in a recordkeeping system. When the record is not needed for current

administrators business, it is closed and optionally retired to off-site storage.

Finally, the record is either destroyed (if it is temporary) or transferred to National

Achieves (if it is permanent).

Even in the 21st Century, a small business may be able to keep most of its

records on paper. Given the growing amount of data hacked from major

companies, paper might even seem more secure. There are genuine advantages

to turning files into digital data, though. With sensible precautions, you can

minimize the potential downsides.

Modern society mostly used Microsoft Access to develop documentation for

the sake of their businesses. In schools; Schools are also one of society that using

Microsoft Access. Most of the schools are using Microsoft Access for the Guidance

Memory Record Compilations. This system can help the school administrators or

faculty members in terms of documentations, subject info or research. Guidance

Memory Record Compilation was important for the school guidance counselor and

advisers for their students’ record.

Your laptop or desktop computer can record your business transactions,

send and store invoices, and keep your guidance records without taking up any

added space. It can do your bookkeeping for you, record of the students. Storing

digital documents somewhere multiple staffers can access them to boosts

efficiency. For example employees assigned to the same project can reference,

write or edit documents together without having to be in the same room, or even

while working from home. If you don’t want to devote substantial money or staff to

an IT department, cloud computing is an option. Rather than use your own data

serves, you pay companies to store your documents on remote servers accessible

online.

Statement of the Problem

The study aims to answer the following statements;

1. What are the problems that are usually encountered by the guidance

counselor and advisers in Manual Recording in terms of:

1.1 fast retrieval of data;

1.2 systematic recording; and

1.3 Efficiency of delivering guidance records service?

2. How may the effectiveness of GMRC be described in terms of:

2.1 fast retrieval of data;

2.2 systematic recording; and

2.3 Efficiency of delivering guidance records service?

3. To what extent does the use of GMRC help enhance guidance records

services?

Significance of the Study

The study can be beneficial to the following person.

School Administrator, it can help school administrator to know the benefits

of GMRC System, and what’s the systems really is.

Advisers, GMRC System is not only for school administrators, but it will be

beneficial for advisers. So this study can also help the advisers to know why the

GMRC System was created.

Students, this study can also be beneficial to students for they will be

knowledgeable in GMRC System. This study can be their manual of what are the

benefits of GMRC for them as a student.

Future Researcher, this study can also be beneficial in future researcher

on their research study. IT can be serve as their reference to finish their study.

Hypothesis

𝐻𝑜 : The implementation of GMRC System does not have significant

effectiveness between the recordkeeping in guidance counselor management.

Scope and Limitation

This study was conducted in Paradise Farms National High National High

School at Senior High School Department. Its objective is to give an outlook or

information about the Guidance Memory Record Compilation (GMRC) System.

The participants of the study was selected using Purposive Sampling Procedure.

Because the respondents of the study will also the one who will use the GMRC

System which is the advisers and guidance counselor of Senior High School

Department. And basically they must to be part and the respondents of the

research study.

FEEDBACK

This section briefly discusses the framework of this research study. It

presents the input, process and output. The input includes the statement of the

problem; How does the effectiveness of GMRCY System be describe in terms of;

fast retrieval of data; systematic recording; and efficiency of delivering guidance

records service. And the process are the Implementation of GMRC System

between the Pre-Assessment and Post-Assessment Survey Questionnaire. And

also the output of the study is the Guidance Memory Record Compilation

(GMRC) System. The feedback was made for the future researcher who may use

the researchers’ study as reference in their studies.

Definition of Terms

Record Management – is the process of managing documents that serves as a

record. A record begins as a document that is created or received. If that document

meets definition of a record, it must be captures in a recordkeeping system. It also

the effective way to manage some activities like elections, guidance, proposal etc.

And record management are very useful in schools. It can be Manual Recording

or Digital Recording.

Manual Recording – is kind of recording that uses papers for documents. It has

the same benefits of record management, it they has a same process.

Digital Recording - same as manual recording, but this time it was upgraded to

technological advancement. Digital recording was activated in computers, laptop,

or maybe in smart phones. In the 21st Century,

GMRC System – Guidance Memory Record Compilation System, made by the

researchers for one the output of the research study. The system will be used as

a school guidance counselor management system. Instead of manual recording,

the GMRC System is more capable to use for the school as a digital recording of

the guidance memory records.

CHAPTER II

REVIEW OF RELATED STUDIES AND LITERATURE

Record management system

Record management is a system or program that will help you to retrieve

information’s you store. The software can be used to manage the creation and

maintenance of records within classification schemes, apply retention and disposal

schedule, and control access and use.

Electronic record management will be able to record any data that you store to

device and also categorize the data system should be able to capture records

created by an organization business systems and application. According to Lopez

(2005) a Registration System helps and provides efficient and reliable services to

the students, enrollment personnel and administration. Moreover, this system

improved the process of enrollment in terms of searching, retrieving and subject

schedules. While in a study conducted by Cayabyab (2007), many problems and

difficulties were identified in the existing system of Dagupan City National High

School (DCNHS). These major concerns are affecting the efficient enrollment

system of students. Security of the student’s records were found to be at high risk.

The current system may fail to protect some important documents. It has also

untimely and inefficient report generation. A computerized system for DCNHS shall

result to a significant increase in the number of enrollees Network. Based on the

researcher, a web-based enrollment system for Veritas Parochial School (VPS) in

Web Based enrollment system, Manila was developed to help its students enroll

in a more efficient way without the hassles of waiting long hours in filling out forms,

which sometimes become redundant, or to stand in line and pay at the cashier. It

is with the Web-based Enrollment System for VPS that this new style of enrollment

may be achieved. This new type of system offers its students new options for

enrolling at VPS. By logging on to VPS website, one can register and enroll

subjects for a school year. With these, all the students are required to fill out certain

forms that do not take more than a few minutes to accomplish. The system stores

its records in the school database for future references.

(Garry Bitter) Thus, in this increasingly computerized society we’ve been dealing

with, computer literacy, the ability to understand and use computers is very

essential. Ones competence in using computer can manipulate, change and

control the environment the way he pleases. Hence, computer applications in

terms of business, society and homes have become more prevalent in our daily

lives. Software applications are predominantly used mostly by corporate firms and

even in aiding tutorials in schools and record keepings.

Record keeping is widely accepted as an ethical requirement for good practice.

This chapter examine ethical basis for keeping ethical issues client access to their

records and it concludes with how records ought to be written. The most

fundamental in these concern is to keep records whether there is an obligation it

will star by considering to keep records before exploring subsidiary.

According to Marshall and Rossman (2006;42) explain that literature review is a

thoughtful and logical discussion that we build a logical framework. They have

different record management and different process that are available in the public

sector. Literature review also related proper records management to improve their

service delivery since proper records keeping improves business administration in

any organization. Documents are needed for evidence it was called records so

that, it was needed a record for confirmation evidence. According to folorunsho

(2003) record can be described as a collection of data and evidence. The foregoing

show that records are important collection of facts, result and information.

Nkwanko, (2001) thus, educational institution are general centers for data

generation by expansion records keeping. The complexity of this problem is better

appreciated by teachers, students, and administrators who require students

records to facilitate accurate time decision.

A record keeping system is the tool to manage records. It is a manual or automated

information system having the necessary functionality that enables it to carry out

and support the various record management processes such as collection,

organization and classification of records to facilitate their retrieval, distribution,

use, preservation. When designing and implementing record keeping system, an

organization should ensure that it can meet the organizations’ record management

policy, requirements, and guidelines. Organization and management needed a

good record management and it starts with the policy. Policy are needed when

creating a record management for that it will be reliable, accurate and compatible

records for the users. The record must be accurate and usability to fulfill its

purpose, so that it was needed the policy record management.

Student Record System

Student records is often viewed as traditional paper record keeping keeps

for the education bureaucracy. However, well-designed student record system,

whether using paper documents or automated systems, yields many benefits.

Student record shows a very important role in the function of education system

and the schools ability to meet the needs of students. Separate student records

become a student record system when they are linked together or made accessible

to perform one or more critical functions. These functions may include generating

reports, adding/deleting/changing records. Automated systems produce efficiency

in managing the student records of various activities. The developed system is

capable of managing, monitoring, and organizing student academic performance

and guidance records.

This new computerized program of student record system helps to easily access

the data of a student this is enables the school to compare their student records

with my updates. It also reports the statistical information a different thing like

enrollment profiles student and violation. The Student Registration System deals

mainly with hardware devices and installed software components on devices. The

System performs many tasks. It consists of web based system used by Super

Users, Administrators and Students of the university. The system helps to record

students’ personal details, publish time table, preview student result, select

subjects for the semester. Therefore, the web based part is expected to run on

various operating system platforms. The client server architecture of the system

requires to remotely connecting with client and server through the internet

connection. The system has two nodes such as the Web server and Clients. The

(web server), which is a virtual machine. The applications of the system will run on

the web server connected to the database server.

records for an organization throughout the records. The activities in this

management include the systematic and efficient control of the creation,

maintenance and destruction of the record.

Record management is one of the most important part in school. The administrator

ill face difficulties when they are planning a program without the record. Records

and record keeping constitute the arteries that supply life. Sustaining blood to the

system and sub system of organizations and institutions (Nwagmu, 2000). To

achieve this successfully, the record must be stored in such a way that it will

capable and safe guided against environmental damage, corrupted, it is the threat

when record managing digitally, so the administrator must be used careful when

using the system. To successfully achieve this, records must be stored in such a

way that they are accessible.

Synthesis

In using recording management system it can manage the record of the student.

It can minimize and avoid the hassle to compiled, record or stored the information

of students’ data. Record presents the result of the students’ information that can

help administrator to organize throughout the records. The ability of record is to

specify the students’ information using a system. Recording is about written

information, record system produce a benefits and the one is the ability to report

information for individual students the focus of the recording system is the students

outcomes for monitoring well the information and the performance of the students.

CHAPTER III

METHODOLOGY

This chapter emphasizes the method and used in gathering datum and it

serves as the work process of the research study. This chapter present the

researcher’s research design, participants of the study, sampling procedure,

research instruments, data gathering procedure, and statistical treatment.

Research Design

The study uses One-Shot Research Design to evaluate and assess the

Guidance Memory Record Compilation with corresponds to easy managing of the

guidance records. Pre-experimental in a type of experimental research but it does

not have a controlled group.

The conducted research applied descriptive correlational research design,

as its medium to pursue its main objective. These research design were used in

order to describe the revealed effect of the two correlated variables. Descriptive

approach was also used in the study for the interpretation of survey questionnaire

that was used for data collection. Furthermore, the study want to prove that there

is significant effectiveness by using the GMRC System or Digital Recording, and

qualitative analysis that will support the data that will be presented including survey

questionnaire on which the respondents will answer based on the given

instructions.

This type of research design is appropriate on this study to describe the

effectiveness of GMRC System of Paradise Farms National High School which is

the main objective of the study.

Participants of the Study

The participants of the study comes from the Senior High School

Department of Paradise Farms National High School. There are advisers and

guidance counselor who will be the respondents. They are selected for they are

involved in guidance management; as a guidance counselor for their

recordkeeping; as adviser for their students’ performances.

Sampling Procedure

To get the participants of the study, the researchers used Purposive

Sampling Technique, because of the selection of the participant of this study and

to gather more validated results and information. A Purposive Sample is non-

probability that is selected based on characteristics of a population and the

objective of the study. Purposive Sampling is also known as judgmental, selective

or subjective sampling. It was useful for the researcher to aim its main objective.

Research Instruments

This research used made instrument, where researcher administered Pre-

Assessment and Post-Assessment Survey Questionnaire to assess the

respondents to get relevant data. This research instrument was used to identify

the benefits of GMRC System for the guidance counselor recordkeeping. And it is

the best way to fulfill its objective.

Pre-Assessment Survey Questionnaire

Pre-Assessment is a test for the advisers and guidance counselor to find

what they need for the GMRC System that the programmer of the group was made.

It will help the researcher to know the problem in manual recording of guidance

counselor, and add to know what are needed in GMRC System. The pre-

assessment survey questionnaire in this study are consisting of 15 statements

about Manual Recording that are used in recordkeeping.

Post-Assessment Survey Questionnaire

Post-Assessment an instrument same like pre-assessment survey

questionnaire, but its main objective is to evaluate the respondents of his/her

observation about the system. It is a test for the advisers and guidance counselor

to identify how does the effectiveness of GMRC System be described in terms of;

fast retrieval of data, systematic recording, and the efficiency of delivering

guidance records service. It is the best instrument to use to answer the statement

of the problem number 3.

Data Gathering Procedure

This study undertakes the following procedure;

1. To identify the status of guidance counselor in his\her recordkeeping

using manual recording. The researchers administered own research

instrument; Pre-Assessment.

2. The researchers ask some teachers to validate their Pre-Assessment

Survey questionnaire.

3. The researchers conducted the Pre-Assessment Survey Questionnaire

through the respondents which is the guidance counselor and advisers

of Senior High School.

4. After knowing the issues in guidance counselor manual recording, the

programmer of the group started their work for GMRC System.

5. The researcher implement the GMRC System to the guidance counselor

and advisers together with Post-Assessment to identify its effectiveness.

6. Through datum that was gathered, it is use for presentation of data in

chapter 4.

Statistical Treatment

The collected data from the distributed survey questionnaire undergo

statistical treatment to establish better analysis, interpretation, and presentation of

the result. This study used the following statistical method.

CHAPTER IV

PRESENTATION, ANALYSIS AND INTERPRETATION OF DATA

This chapter presents the analyzed data that has been undertaken by the

researchers. Data were collected through Pre-Assessment and Post-Assessment

Survey Questionnaire.

Data are presented analyzed and interpreted in this chapter in the following

order. (1) The problems that are usually encountered by the guidance counselor

and advisers in Manual Recording in terms of: (a) fast retrieval of data; (b)

systematic recording; and (c) Efficiency of delivering guidance records service? (2)

Describing the effectiveness of GMRC System in terms of: (a) fast retrieval of data;

(b) systematic recording; and (c) Efficiency of delivering guidance records service?

Previous Method of Recordkeeping (Manual Recording)

The objective of this presentation was to show the description Manual

Recording in terms of fast retrieval of data, systematic recording and efficiency of

delivering guidance records service. The data used to perform this objective that

comes from the pre-assessment survey questionnaire that the participants of the

study were answered during the data collection period.

Table 1.1 shows the result of pre-assessment driven by the respondents of

the study. It shows the experience of guidance counselor and advisers on using

manual recording in their guidance record system. In the table, it shows that

manual recording lessens the work and time in recordings students’ data and it

can get accurate results on time, this statement has the highest weighted mean

which is 3.1, verbal interpreted as agree. The lowest weighted mean has 2.6, which

is the first statement, and it was interpreted as agree. In a total of 2.4 weighted

mean, which is interpreted as disagree.

The table 1.2 shows the results of pre-assessment that was answered by

the respondents. It aims to identify the effectiveness of manual recording in terms

of Systematic Recording together with experience of guidance counselor and

advisers in using manual recording. In the table above, it says that the manual

recording lessens the work and time of guidance counselor and advisers in

recording students’ data, this statement has a weighted mean 3.1 and it was

interpreted as agree. The overall weighted mean in this table was 2.5 which is

verbally interpreted as agree.

In table 1.3 presents the result in pre-assessments that the advisers and

guidance counselor had answered. It discusses the effectiveness of manual

recording in terms of efficiency of delivering guidance records service. It shows

that the manual recording is efficient on delivering guidance record data on the first

and second statement, which has a weighted mean of 3.3 and it was verbally

interpreted as strongly agree. The lowest weighted mean was 3, which is the

reliability of manual recording in any guidance issues (e.g tardiness, absence,

etc.). The total weighted mean of this table is 2.6, it was verbally interpreted as

agree.

Implementation of GMRC System

This study aims to define the effectiveness of GMRC System that was

contributed to guidance counselor recordkeeping management for the guidance

counselor and for the advisers. After the pre-assessment survey questionnaire, the

researcher conducted the implementation of the GMRC System or it can be

considered as Digital Recording from the respondents. And after the

implementation, the researcher distribute the post-assessment survey

questionnaire to the respondents. This data used to present the objectives from

the post-assessment survey questionnaire that the participants answered during

the data collection period.

In this table, it presenting the data from the post-assessment where the

respondents answered. In the table above, it discusses the effectiveness of GMRC

System in terms of fast retrieval of data. In shows that most of the statements was

verbally interpreted as strongly agree which is a sign that the GMRC System is

more effective in guidance record management. The overall weighted mean of this

table is 3.2 and it was verbally interpreted as strongly agree.

Table 2.2 is the presentation of the data gathered from the post-assessment

survey questionnaire that has been answered by the respondents. It discusses the

experiences of the respondents in using GMRC System and describing

effectiveness of GMRC System in terms of systematic recording. Most of the

statements has verbally interpreted as strongly agree with a weighted mean of 3.8.

But the first and second statement has the highest weighted mean of 4 and it was

verbally interpreted as strongly effective. The total weighted mean of systematic

recording is 3.23 and interpreted as agree.

Table 2.3 presents the effectiveness of manual recording in terms of

efficiency of delivering guidance records service. Based on the table, “It is reliable

in any guidance issues (tardiness, absence, etc)” has the lowest weighted mean

3.6, while the remaining statements has a weighted mean of 4, and it was verbally

interpreted as strongly agree.

This shows that the implemented Guidance Memory Record Compilation

(GMRC) System enhance the guidance recordkeeping management. It provides

sufficient needs in the guidance record management.

CHAPTER V

SUMMARY OF FINDINGS, CONCULSIONS, AND RECOMMENDATIONS

This chapter summarizes the method and procedures that has been done

in the study. It contains the summary of the findings, conclusions and the research

recommendation. The data shows to elaborate the main purpose of the study; to

describe the effectiveness of the usage of Guidance Memory Record Compilation

(GMRC) System. This chapter also discuss the output of the study.

Summary

This study was conducted to know the benefits of GMRC System in

guidance counselor and in advisers of Senior High School in Paradise Farms

National High School. Its objective is to define the effectiveness of the usage of

GMRC System.

Descriptive Method was used for the presentation of data, and in order to

collect datum, the researcher used made instruments which is Pre-Assessment

and Post-Assessment in data gathering, and answered by the respondents which

is the guidance counselor and advisers to get the reliable data. The researchers

selected the respondents through the use of Purposive Sampling Technique. The

Pre-Assessment Survey Questionnaire has been conducted before the

implementation of GMRC System, along the distribution of Post-Assessment

Survey Questionnaire.

Summary of the Findings

From the data that are gathered by the researchers from the respondents,

the following findings have been summarized below:

1. Previous Method of Recordkeeping (Manual Recording)

The previous method of recordkeeping which is manual recording has found its

effectiveness. Through the data gathered, the objective of the study has been fulfill.

It presented and analyzed in chapter 4. The population the study respondents in

the Pre-Assessment and Post-Assessment Survey Questionnaire about the

effectiveness of manual recording in terms of fast retrieval of data, systematic

recording, and the efficiency of delivering guidance record service. The manual

recording has its effectiveness, but not at all times, manual recording is reliable,

because in table 1.1, it shows that the guidance counselor and advisers responds

disagreed about the effectiveness of manual recording in terms of fast retrieval of

data.

In the result of pre-assessment survey questionnaire, the systematic

recording has the highest total weighted mean of 2.8 with a verbal interpretation of

agree. At the same time, there was a disagreement about the effectiveness of

manual recording. The respondents disagreed that the manual recording is

effective in terms of fast retrieval of data, with a total weighted mean of 2.4 and

verbally interpreted as disagree.

The result of pre-assessments survey questionnaire has become useful for

the programmer of the group for those systematical standard that are needed to

add in the system.

2. The Effectiveness of Guidance Memory Record Compilation (GMRC)

System

In the process of this study, the researchers implement the Guidance Memory

Record Compilation (GMRC) System along with Post-Assessment Survey

Questionnaire to define the effectiveness of the system made by the programmer

of the group. And using the Post-Assessment Survey Questionnaire, the data has

gathered. In chapter 4, it has been presented and analyzed by the researcher. In

the tables in chapter 4 on the numbers 2.1 to 2.3, it presented and interpreted the

effectiveness of Guidance Memory Record Compilation (GMRC) System in terms

of fast retrieval data, systematic recording, and efficiency of delivering guidance

record service. In presenting the tables in chapter 4, it shows that the GMRC

System is more effective in terms of efficiency of delivering guidance record

service with a total weighted mean of 3.36 and interpreted as strongly agree. And

systematic recording has the lowest total weighted mean 3.23, and verbally

interpreted as agree.

3. The extent of Guidance Memory Record Compilation (GMRC) System

in enhancing guidance record services

In discussing the extent of GMRC System, it can be analyzed on the data

presented in chapter 4 and in Conceptual Framework. In chapter 4, it shows

the effectiveness of Guidance Memory Record Compilation (GMRC) System

in terms of fast retrieval of data, systematic recording, and efficiency of

delivering guidance record services, and it has been proven by the data

gathered that using GMRC System is very effective in guidance

recordkeeping management. And in Conceptual Framework, the researchers

discussed that this study can help the future researchers as their reference in

their studies.

Conclusion

Based on the findings of the study, the following conclusions were drawn:

1. The manual recording was effective, but digital recording are more effective

than manual, in terms of fast retrieval of data, systematic recording, and

efficiency of delivering guidance record services.

2. The implementation of GMRC System have significant effectiveness

between the recordkeeping in guidance counselor management.

3. The Guidance Memory Record Compilation (GMRC) System can enhance

the recordkeeping in guidance management in the present and in the future.

It can be beneficial in future guidance counselor and future advisers. And

this research study can help the future the future researcher as their

reference.

Recommendation

In the light of aforementioned findings and conclusions drawn in this study,

the following recommendations are hereby presented.

1. The researchers recommend to use Guidance Memory Record Compilation

(GMRC) System in guidance recordkeeping management.

2. The researchers recommend to use Guidance Memory Record Compilation

(GMRC) System to check the students’ record and can be a help for the

advisers to distribute honors for their student.

3. The researchers recommend to apply GMRC System in the school

permanently. It can help the future administrators in guidance

recordkeeping management.

4. The researchers recommend that future research should apply this

treatment on a larger sample size and used this on another research design

to help the guidance counselor, advisers or any administrator to improve

the guidance recordkeeping management of the school.
