1.0 PURPOSE
The purpose of this procedure is to establish the requirements for the safe vehicular
movement at LOBP Project Construction Area.

2.0 SCOPE
This procedure applies to all vehicles and equipment movement inside LOBP Project.

3.0 ROLES & RESPONSIBILITES.


3.1 Employees
3.1.1 Familiar with the vehicular hazards associated with the movement of
equipments and vehicles.
3.1.2 Follow the safe work practices and site speed limit of 15 KM/Hr that are
established.
3.1.3 Use the pedestrian crossing for crossing and respect road safety signs.
3.1.4 Keep away from rotating equipments and blind spots.
3.1.5 Do not stay under the shadow or underneath of equipments while not in
operation.
3.1.6 Follow the instructions from banks man, operator or driver while working
closely with such equipments.
3.1.7 Understand the potential hazards related to the vehicle movements.
3.1.8 Follow designated walkways while moving inside the construction area.
3.1.9 Wear seat belt all time during working hours.

3.2 Location Managers & Supervisors


3.2.1 Implement and disseminate a system for the traffic management at LOBP
Project.
3.2.2 Provide adequate road safety signs and speed limit boards at project site.
3.2.3 Ensure the workers having valid driving licenses or equipment operator
certificate before allow them to operate or drive.
3.2.4 Ensure the vehicles meet LTA requirements and roadworthy.
3.2.5 Assist or escorts the vehicles while moving inside the site.

3.2.6 Communicate the diversion or road blocks in advance to the project team
due to construction progress.
3.2.7 Provide assistance to the workers at the alighting points and zebra crossings.
3.2.8 Provide banks man to all equipments to site.

3.3 LOBP HSE Department:


3.3.1 Facilitate in the implementation of traffic management plan in the project.
3.3.2 Conducts speed check to the vehicles inside the project area
3.3.3 Provide expert advice on traffic matters as required.
3.3.4 Investigate traffic incidents and provide the recommendations to prevent the
reoccurrence.
3.3.5 Monitor the flow of traffic and disseminate the possible road blocks to all
party involved in project.

4.0 Driving and Operating Requirements:

4.1 All categories of vehicle and equipment must only be operated if:-
4.1.1 Vehicles and equipments are fit for the purpose.
4.1.2 Inspected and confirmed to be in safe working order.
4.1.3 Seat belts installed and in working conditions.
4.1.4 Loads are secured properly and not exceed the manufacturers design
specifications.
4.2 Drivers must only operate a vehicle if:
4.2.1 They have adequate operating experience and trained.
4.2.2 They are medically fit.
4.2.3 They are licensed and authorized to drive/operate vehicles.
4.2.4 They are appropriately rested and not suffering from tiredness or fatigue.
4.2.5 They do not use a mobile phone or two way radio while driving the vehicle.
4.2.6 Seat belts are worn by all occupants at all times a vehicle is in motion.
4.2.7 Drivers and Operators are not under the influence of alcohol or drugs.

9. General Requirements:

 Parking breaks must be set whenever the vehicle is parked


 Always park the vehicles at a level ground.
 No person allowed riding in the back of pickups, Lorries, bed of dump trucks or any type of
heavy equipments.
 All raised hydraulics shall be securely blocked while repair works being accomplished to
prevent accidental release.
 Windows are kept cleans and do not cause any obstructions.
 Maintain the house keeping all time.
 Switch off engines during the fueling.

10. Records To Maintain:


1. Daily Equipment Check list.
2. Monthly Equipment inspection Label.
3. Insurance
4. Copy of Pre entry check list.
5. Records of preventive maintenance.
