BACKGROUND AND RATIONALE OF THE CENTER

Pursuant to Republic Act 9165, otherwise known as “Comprehensive Dangerous Drug Act
of 2002” and “Dangerous Drug Board Series of 2004” with the marching order of Pres. Rodrigo R.
Duterte on war against drugs and to rehabilitate drug dependents, BJMP-CARAGA Butuan City Jail
Recovery Center started with the vision of our dynamic Regional Director J/SSUPT ESTER G PEPITO
specifically designed for drug dependent inmates, visualizing a rehabilitation Center that is
responsive in restoring from a drug dependent to drug free residents.

It was on August 2016, BJMP-CARAGA Health Service Section conducted census on drug
related cases in Butuan City Jail. The total incarcerated inmates was 1, 058 (male and female) in
which 912 are drug related cases that is 86.2% of the total jail population. BJMP-CARAGA Health
Service Rehab Section envision to identify 45 inmates charged with drug related cases as 1 st
batch/recipient for the drug rehab program which will be temporarily sheltered to 3 cells inside
Butuan City Jail compound. With the present jail situation, it is indeed imperative to establish a
recovery center, catering the present needs of our residents.

BJMP-CARAGA links and partner with Department of Health and LGU for the
establishment of Butuan City Jail Recovery Center at Brgy. Libertad, Butuan City, a pilot Jail
Rehabilitation Center for drug dependent inmates. Addiction to substances, as considered by
experts, is a disease whereby needs equal attention similar to all other inflictions in our clientele
present in our area of responsibility.
 Hence, BJMP-CARAGA Health Service Section is determining a pilot jail Recovery Center
for drug dependent inmates; to develop and come –up with an effective leadership and
management system for treatment and rehabilitation; implementing strategies for advocacy;
health promotion; ensure provision of comprehensive & integrated health care services in
treatment and in-house rehabilitation center; strengthen networks and linkages to DOH and LGU’s
and other related agencies.

Specific Objectives:
1. To ensure efficient and effective delivery of drug dependent’s treatment and rehabilitation
services;
2. To establish and maintain acceptable standards operation in the treatment of drug
dependents in accordance with the BJMP security and control policy;
3. To help residence cope and manage their cravings from drugs through therapeutic
intervention.
4. To develop self-esteem and regain respect and love for the family;
5. To establish partnership and linkages to sustain and improve the rehabilitation services;
6. To meet the standards and guidelines for the accreditation and monitoring of drug abuse
as treatment and rehabilitation center for BJMP-CARAGA region jail facility;
