AND EMPLOYEES CLUB

Constitution and By-Laws

Article I. NAME. The club shall be known as “LAURETA NATIONAL HIGH SCHOOL FACULTY AND
EMPLOYEES CLUB”.

Article II. OFFICE. Laureta National High School, San Miguel, Tagum City, Davao del Norte

Article II. PURPOSE. The general purposes of this club are:

Section 1. Promote the welfare of teachers and employees.

Section 2. Foster harmonious relationship/ healthy environment among teachers and


employees.

Section 3. Assist the members in times of disasters

Section 4. Promote unity and cooperation among the members toward the attainment of its
objectives.

Section 5. To help promote the development of a free and efficient work force with common
interest and with reasonable degree of condition.

Section 6. To help the school administration in carrying-out its many progressive policies with
regards to teacher’s welfare.

Article IV. MEMBERSHIP

Section 1. Only Regular-Permanent Teachers and Employees shall be a member of the club.

Section 2. Teachers shall be those with or without teaching loads but are classified as such in
his/her appointment.

Section 3. Teachers who are actually teaching in the school and employees shall be
automatically become bonafide members of the club.

Section 4. A membership fee of 50.00 shall be charged to each member and a duly accomplished
notarized membership form at the start of the school year or upon appointment as in the case
of new teachers.

Section 5.In the occasion that the newly hired teaching and non-teaching personnel resists
his/her membership in the club, a waiver should be submitted

Section 6. Termination of membership is upon resignation, transfer, or retirement from service.

Article V. RIGHTS OF MEMBERS


Section 1. Participate in the deliberation during the membership meeting;

Section 2. Vote on all matters brought before such meeting;

Section 3. Seek elective position;

Section 4. Avail himself of the services of the organization without any discrimination
whatsoever upon the compliance with conditions and requirements thereof;

Section 5. Inspect and examine the books of accounts, the minutes books, and other records of
the organization during office hours and to execute other rights and privileges of
membership.

Article VI. OFFICERS

Section 1. A president, a vice-president, a secretary, an asst. Secretary, a treasurer, an asst.


Treasurer, an auditor, a P.I.O., and two businesses managers shall be elective officers
of the club.

Article VII. ELECTION OF OFFICERS

Section 1. The officers shall be elected by open ballot or viva voce at a meeting called for the
purpose. One ballot shall be cast by each member. A majority of the ballots to cast
shall decide the election.

Section 2. Candidates for the office shall be nominated on the floor.

Article VIII. DUTIES OF OFFICERS

Section 1. The President

a. The President is the executive officer.

b. Shall preside at all meetings- regular or special meetings.

c. Shall call special meetings of the club when necessary or when requested to do so.

d. Shall sign all official documents and papers of the club.

e. Shall perform such duties as usually attached to the office of the president.

f. Lead the organization in all lawful activities.

g. He must exercise such powers, functions and duties, pertinent and inherent to the
position of president.

h. Is the representative de oficio in all representation of the organization.

Section 2. The Vice-President

a. Shall have all the powers and perform all the duties of the president in the absence
of the latter.

b. Shall perform duties/responsibilities delegated to him/her by the president.

Section 3. The Secretary


a. Shall keep records of the proceedings of the meetings or special meetings.

b. Shall submit a report of the activities of the club and upon its adoption shall present
a copy of this report to the members.

c. Shall issue and sign all official documents and notices of the club and perform such
other duties as are usually attached to the office of the secretary.

Section 4. The Assistant Secretary

a. Shall assist the Secretary on the duties attached to the office of the Secretary.

Section 5. The Treasurer

a. Shall collect the annual fee from the member.

b. Shall deposit the funds of the club u a recognized depository bank and shall
disburse these funds.

c. Shall keep record of all money received and disbursed.

d. Shall see to it that all obligations of the club shall be approved by the officers.

e. Shall submit a report of the financial condition of the club to the meeting of the
club.

f. Shall jointly make deposits and withdrawals with the president.

Section 6. The Assistant Treasurer

a. Shall assist the Treasurer on the duties attached to the office of the Treasurer.

Section 7. The Auditor

a. Shall audit from time to time the book of accounts of the club.

b. Shall perform functions as are attached to the office of the Auditor.

Section 8. The Public Information Officer

a. Shall supervise and place the news releases of the club and shall publish all special
activities conducted by the club in some local or national papers.

Section 9. The Business Managers

a. Shall manage all affairs of the club and such other functions as are attached to the
office of the business managers

Section 10. The Members

Every bonafide member shall enjoy the right to:

a. Vote

b. Hold office

c. Be informed of the club’s affair and obligations

d. Examine the book of account

e. All grievances

Section 11. Adviser/Principal


a. Shall render advice to the organization from time to time when the circumstances
he deems it proper, necessary and practical.

Article IX. ELECTION AND TERM OF OFFICE


Section 1. The Officers shall be elected by members in a meeting called for the purpose.
Section 2. the officers-elect shall take office immediately after the confirmation of their election.
Section 3. The term of office shall be two years and until the successor shall have been elected
and qualified except the adviser.
Section 4. All officers may run or nominated for reelection.
Section 5. In the event of disqualification or resignation of officer, the club may elect a successor
who shall serve for the unexpired term.

Article X. MEETINGS
Section 1. Regular meeting of the officers shall be held every second Wednesday of the month at
10:00 AM.
Section 2. Special meetings of the officers shall be called anytime as the need arises.
Section 3. Meeting with all the members maybe called by the president provided that a notice of
this meeting has been given to the members at least one day prior to the meeting.
Section 4. Before the meeting will start, reading of the previous minutes will be carried out.

Article XI. VOTING


Section 1. Each member shall be entitled to cast a vote.
Section 2. There shall be no voting by proxy.

Article XII. FUNDS


Section 1. Each member shall be asked to contribute an annual fee of P240.00 and/or any
amount to be determined by the officers aside from the membership fee of P50.00.
Section 2. The 50% of the annual fee shall be payable in July. The other 50% of the annual fee
should be paid in the middle of the school year.

Article XIII. SOCIAL SERVICES


Section 1. Mutual Aid System
a. In case of death of an active member, the beneficiaries of the deceased shall receive
aid from the organization in the amount of P200.00 multiplied by the number of
members.
b. In case of death of one of the five listed beneficiaries of an active member, the said
member shall receive an aid in the amount of P100.00 multiplied by the number of
the members immediately after the certificate of the secretary and a copy of the
death certificate had been filed.
c. Who are qualified beneficiaries:
1. Husband/wife
2. Children (all)
3. Parents
4. Brothers/sisters
5. Any other beneficiary listed on the membership form.

Section 2. Retirement
a. Upon retirement from service of an active member he/she shall receive a gift in cash
from the organization in the amount of P300.00 multiplied by the number of
members.
b. The said retiree is entitled to a testimonial program and a party to be listed by the
organization and members shall contribute in the amount of P200.00 multiplied by
the number of members to finance the foods.
c. The venue of the testimonial is at the discretion of the retiree.

Section 3. Hospitalization
a. In the case of hospitalization of an active member, member can receive in the
amount of P100.00 multiplied by the number of members for hospitalization
allowance. (Only those having major operation and other expensive
hospitalization except Caesarean operation) However, for the identified
beneficiaries of the members who happened to have minor operation or health
issues, the assistance will be subjected to Pass the Hat.
b. Availment of hospitalization assistance is twice for the member.
c. Availment of the hospitalization assistance will depend on the days of the confinement
of the member. Members confined in three to five days will have an assistance of P
50.00 multiplied by the number of members. Members confined in six days and up will
have an assistance of P 100.00 multiplied by the number of members.
Section 4. Court Letigation
a. Any active member who becomes a plaintiff/complainant in a criminal or
administrative case the member shall receive in the amount of P50.00
multiplied by the number of members provided the said case had passed
scrutiny and had been approved as rightful by the organization committee on
teachers’ welfare. Provided further, that the case does not involve other
member of the same organization.
Section 5. Birthday Celebration
a. All members will contribute in the amount of P50.00 multiplied by the total
number for the birthday celebrant.
b. The collected amount will be used for get together lunch after the monthly
mass.
c. The club will conduct Harana for the birthday celebrants during the celebration
after the mass.
d. Birthday celebrants will be recognized after the monthly mass.

Section 6. Teacher’s Welfare

Members of the Faculty club are already beneficiaries with the lending program as to
be implemented by the committee on it.

Article XIV. QUORUM


A Majority of member of the club present shall constitute the quorum for the transaction of
business.

Article XV. PARLIAMENTARY AUTHORITY


The Robert’s Rule of Order shall govern the meetings of the club:
a. Call to order
b. Reading of the minutes of the previous regular or special meetings
c. Correspondence
d. Committee Report
e. Treasurer’s Report
f. Unfinished business
g. New business
h. Adjournment

Article XVII. AMMENDMENT


Section 1. No amendment shall be made to this constitution except at any meeting by a two-
thirds vote of the members present.
Section 2. No amendment shall be made unless a written notice signed by the president and
the secretary including the proposed amendments have been given each member at least 5 days prior
to the meeting.

Article XVIII. TRANSITORY PROVISION


Section 1. This constitution shall take effect immediately after the adoption and approval by a
majority of the members present in the meeting called for the purpose.
Section 2. The incumbent officers prior to the adoption of this constitution shall continue to hold
office until a new set of officers or successors shall have been duly elected.

Article XIX. EFFECTIVITY


This constitution and By-Laws shall take effect upon its approval.
Approved in the year of our Lord. This 24th day of October 2014 at Laureta National High School,
Brgy. San Miguel, Tagum City, Davao del Norte, Philippines.
