DEAR EDITOR,
Living in Delphos we
are very lucky to have two
school systems that consis-
tently yield students with great
test scores and high gradua-
tion rates. After several days
of reading multiple sources
of information concerning the
Delphos city school tax levy,
I was feeling a lot of confu-
sion about the facts surround-
ing the levy. To sort out this
confusion, I paid a visit to
Brad Rostorfer, Delphos City
Schools Treasurer, to find out
some facts about this levy. He
was very helpful and supplied
a lot of information, which
answered many of my ques-
tions while also creating a few
new ones.
Currently in the Delphos
City School District, we are
paying property taxes equal to
46 mills. The residual value
(adjusted for inflation and
cost of living) of these mills
is 23.97 mills. According
to state mandates, a school
district cannot be below 20
residual mills. We are told if
the $1.5 million tax levy is
approved, the school board
would let the 2004 5.5 mills
property tax expire in 2012.
Current residual value of this
levy is 4.85 mills. The school
board also said they would
follow up on the following
year with dropping the 5.5
mills on commercial property
voted in 1992, which as a
current residual value of 3.25.
If one does the math, 23.97
residual mills minus the 4.85
residual mills, minus the 3.25
residual mills equals 15.87
residual mills, which is 4.13
residual mills below the state
mandates. Also, the values of
mills and residual mills can-
not be adjusted unless placed
on the ballot for public vote.
Given this information, can
the school board make good
on its promises to roll back
these millages?
Another question that arose
from the information supplied
by Brad concerns the fact that
a portion of the levy funds is
planned to be used for increas-
es in administrative, teacher
and staff salaries over the next
few years. These increases
seem ill-timed and somewhat
“in your face” given the econ-
omy is down and many in the
private sector have tightened
their belts and are working
for the same pay or even less
pay. In addition, many gov-
ernment agencies are forcing
their employees to take days
off without pay. Why is the
public education community
immune from these economic
realities?
And finally, why a full 1
percent amount for the tax
increase? The $1.5 million
raised is an estimate based
on our 2009 Ohio tax returns.
Unemployment was high in
2009, so when the economy
turns around, this tax will gen-
erate a lot more than $1.5
million. Why not a smaller
percentage amount that will
still meet the school sys-
tems needs for the foresee-
able future? Then if additional
needs exceed the revenue,
increases in the rate could be
considered.

our candidates and elected
government officials account-
able in the offices to which we
elect them.
Instead of complaining and
always finding fault with gov-
ernment, accept the obligation
responsibly to research issues,
gather information on both
sides of issues and then sift
out the facts. Ask questions
and expect answers that are
factual. Avoid the temptation
to stay home from the polls
November 2. If you choose
not to vote, don’t expect to
be listened to when complain-
ing. Remember, we vote for
and elect candidates expect-
ing government to be for the
people, by the people and of
the people. When you stay
home you abdicate your right
and obligation as a free citizen
to vote for and elect govern-
ment that can be trusted and
will work for the people they
serve.
I have been what I am
suggesting to all voters. My
ballot has been cast. I have
been gathering facts about
the Putnam County District
Library since December 31,
2008. The facts before me call
for a NO vote on the Putnam
County District Library levy,
which is on the November 2
ballot. The most recent factual
information I have comes in
noncompliance findings and
recommendations from the
State Auditor’s Office. You
should be able to check this
out for yourself. However, to
this date the 2010 board min-
utes are not on the web site.
This was a finding by the
auditor’s office. You should
be able to access everything
about the library because it
is public information. I have
just now been informed that
the board minutes have been
posted through August 2010.

I have been informed by
various sources of informa-
tion that concerns me about
the Delphos City School
levy that current voters are
being asked to pass. Delphos
Jefferson wants to build a new
school when they get state
funding, but I have been told
that money is being stashed
back now or they want to
when the levy passes. My
concerns are if money can be
put away now, why is addi-
tional funding needed and if
the levy passes where will all
the additional money come
from?
Does Delphos Jefferson
have paid recess monitors?
Paid cafeteria monitors and
football game workers? I
believe so. Where are all your
volunteers?
I ask again who will pay
for this levy; the working
middle class family, some
who are already struggling
to meet their own financial
needs. Those who chose not to
work will not pay and further-
more did not pay real estate
tax. The economic picture is
already bleak. Why would
someone who is struggling

something that would further
diminish their financial well-
being? It’s time to tighten
your belts! If this levy is so
important, I say start at the
top and take 10 percent cut.

The election will be on
Nov. 2 and this will be the
most important one in the last
10 years due to the econo-
my. Ohio has been hit hard
with the loss of thousands of
manufacturing jobs; we must
remember who and what pol-
icies put the state and nation
in this situation.
President Clinton left the
nation in the best economic
boom in a century with mil-
lions of jobs created and a
yearly surplus to start paying
off the debt. In eight years,
the jobs and surplus disap-
peared. We were taken into
the worst recession since
the Great Depression under
Republican leadership.
Strickland was elected in
2007 and cleaned up corrup-
tion. He immediately imple-
mented changes to bring back
jobs and create jobs. Ohio
ranks first in renewable and
advanced energy manufactur-
ing and sixth in overall job
growth. We’re a long way
from recovery but remember
who got us there and how he
did it. Governor Strickland
has governed responsibly and
put us on the path to recov-
ery. He is leading in the right
direction, so don’t turn us
back to the past.
Kasich was the Ohio 12th
district Congressman from
1983-2001; he voted for
NAFTA, CAFTA and favored
trade to China and 20 other
unfair trade bills. He will
eliminate the state income
tax, which is 46 percent of
the state’s revenue. This
would raise property, city,
sales taxes and license fees.
Bills must be paid. Working
Ohioans will pay more in
these taxes than what they
were paying in state taxes
and a terrible burden will be
placed on seniors and oth-
ers on fixed incomes. Kasich
left Congress for Lehman
Brothers in 2001. This failed
Wall Street bank helped create
the recession. He refuses to
release his Lehman Brothers
income but after Lehman
Brothers filed bankruptcy, he
received a $460,000 bonus
in 2009. Wall Street bailout
money paid for by our taxes.
Governor Strickland has
taken a voluntary pay cut. He
also pays for his own and his
wife’s health insurance out of
his pocket; he started doing
this in Congress and said he’d
do it until all Americans have
affordable health care.
Kasich proposed privatiz-
ing Social Security while in
Congress.
There is a sharp contrast
between the candidates;
Strickland walks the talk,
spending his career represent-
ing all families of Ohio and
the nation. Kasich spent his
career representing himself,
Wall Street and the wealthy;
not the middle class or work-
ing class.
We have a long way to go
to get out of the recession.
It won’t happen overnight
but stay with those who are
working for all families and
not just a select few. These
are the facts. What’s your
choice? Get out and vote.

Today, I have had
a good day so far. Mom
wasn’t feeling good this
morning so Dad made us
breakfast. He made grilled
cheese sandwiches and cof-
fee soup. And we also had
cereal. Susan, Loretta, and I
washed the dishes.
Sister Elizabeth went
to another community for
the weekend to a friend’s
house. Her friend invited
Elizabeth for her 16th birth-
day. It always seems empty
when she isn’t at home.
It is very nice out today
and very warm, too. I like
fall and watching the leaves
fall off the trees. I really like
it when it gets windy and
the leaves blow away so we
don’t have so many to rake.
I don’t mind raking up the
leaves when my sisters and
brothers help, too. Together
we make it fun so it doesn’t
seem like work.
I like all the other sea-
sons, too. I like winter so
I can go sled riding and I
can smell the fresh snow.

visiting. They were prob-
ably surprised to see how
I am during a post-concus-
sion. I am glad I came out of
the post-concussion while
they were still here.
I always like to talk to
Kevin’s mom. She is so nice
to talk to. She brought us M
& Ms.
It was nice today we
could go outside without a
jacket. My brothers and sis-
ters were playing basketball
outside. I wish I could play,
too, but I understand why
Mom and Dad do not want
me to for now. I will be glad
when I am allowed run and
ride my bike and anything
else I want to do. I like to
read and write, which seems
to be about the only thing I
dessert.
Tonight we were all sit-
ting out on the front porch.
It felt like summer. Now
it is dark and Loretta and I
are going to make popcorn.
I like making popcorn. Our
family likes when I make
the popcorn because they
say it tastes good.

tled the ninth-ranked Lady
Redskins but fell by scores of

The Redskin victory sets

onship as St. Henry (19-5)

really improved her game this
year.”
The Lady Knights used a
pair of Kirstin Hicks aces and
a Sammi Schneider kill to
close within 17-15 but would
get no closer. St. Henry
quickly pushed the advantage
back to 21-15 after kills from
Kremer, Hoyng and Kenzie
Kleinhenz and would not look
back. The Redskins closed set
one with a Kremer kill for the
25-20 win.
“It was big to get that first
game,” Kremer added. “They
did a great job of battling us
and they are a very good vol-
leyball team. Their serving
was causing us problems so it
was big to take a little of the
edge off by getting the win.”
“That is the story of these
girls,” commented Crestview
head coach Tammy Gregory
on the Knights’ resiliency.
“They may get behind but
they just keep on working
and battling to the end. They
have done a great job of that
all year and tonight was no
different.”
Set two saw the Lady
Knights jump out to a 7-2
advantage and led 10-6 after
a Kirstin Hicks slam. St.
Henry, though, would rally.
The Redskins tied the set
for the first time at 13-13
on an Ashley Heitkamp
kill and took the lead on an
Alyssa Winner slam. Winner
added two more slams as the
Redskins pushed the lead
to 19-16 before Crestview
answered. Kills from Danica
Hicks and Taylor Springer
ignited the red, white and blue
as the Knights knotted the set
at 21-21. St. Henry answered,
however, by scoring four of
the final five points, capped
on a Crestview hitting error
for a 25-22 victory.
“We got beat by a very
good volleyball team tonight,”
Gregory added “We came in
here as the underdog and just
wanted to battle and give it all
we could. I am very proud of
the effort we gave and I think
these girls have a lot to be
proud of.”
The Knights fell behind
quickly in the third set and
never fully recovered. The
Redskins jumped out to an 8-1
advantage and led by as much
as 14-5 midway through the
set. Crestview did make one
run, getting to within 19-12
on a Burger slam. St. Henry
traded points the rest of the
way, though, before a Kremer
slam sealed the 25-17 vic-
tory.
Burger finished her career
with nine kills in the match
with Danica Hicks add-
ing four kills and four aces.
Springer also had five slams
for the Knights, who close the
season at 20-4.
“We had a great season,
won our league championship
and won a sectional title,”
Gregory noted. “These girls
have nothing to be ashamed
of.”
Gregory also compliment-
ed her two graduating seniors
in Burger and Schneider.
“Each of those girls
deserve a lot of credit for this
team’s success,” concluded
the Knight mentor. “They led
in different ways but both
were very good leaders this
year. Jessica became our go-to
person and had to make that
adjustment. Sammi was play-
ing her first year at the varsity
level but was a great learner
and just always was positive.
The chemistry on this team
was fantastic and that was a
big part of our success.”
Wayne Trace entered the
night with a tall task ahead as
the Lady Raiders took on top-
ranked Marion Local.
The Lady Flyers came into
the contest having lost only
four sets for the season and
showed why in rolling to a
25-11, 25-12 and 25-15 win
over the Raiders.
Wayne Trace led early
on in set one, using kills by
Sarah Feasby and Janelle
Davis to grab a 4-3 advantage.
However, the Flyers took over
at that point. Marion Local
scored 10 straight points, five
of which came on aces by
Alyssa Winner, to grab a 13-4
lead.
“We didn’t do a good job
of serve reception tonight,”
noted Lady Raider head
coach Sara Pugh. “You know,
I can deal with the fact they
scored on kills because they
hit the ball well. But the serve
receive errors were inexcus-
able and that was the big dif-
ference in the match.”
With the Flyer advantage
at 19-6, Wayne Trace put
together a mini-run. An ace
by Carlee Sinn, a Feasby kill
and a Krystal Wannemacher
slam got the Raiders with-
in 20-11. However, Marion
Local closed out set one with
kills from Margaret Wuebker
and Claire Heitkamp, along
with a Heitkamp block, for
the 25-11 win.
“The girls battled tonight
but they are just very good,”
Pugh said of the Flyers. “They
play great defense and if you
let them set up their offense,
they are going to be hard to
beat.”
The second set saw the
Flyers open a quick 8-3
advantage but the Raiders
did fight back. Kills by
Rebecca Habern, Sinn and
Davis helped Wayne Trace
pull within 11-9 before the
Flyers took command. They
responded with five consecu-
tive points, highlighted by
three Winner kills and a Josie
Winner slam, to open a 16-9
advantage. A Feasby slam
and a Habern ace sliced the
Raider deficit to 16-11 but
Wayne Trace got no closer.
Marion Local finished the set
on a 9-1 run to post the 25-12
victory.
“I thought we played hard
but we just made too many
mistakes against a team you
can’t afford to make mis-
takes,” added Pugh.
The blue and gold took
a 20-7 lead in the third and
final set. Wayne Trace closed
to within 23-14 after three
straight Taylor Baumle
kills but the Flyers finished
from there. Slams by Alyssa
Winner and Josie Winner
closed the night with a 25-15
Marion Local win.
“These girls have a lot to
be proud of,” noted Pugh.
“They had a tremendous sea-
son and have raised the bar
for us for next year.”
Five Raider seniors closed
their career Tuesday night in
Taylor Baumle, Janelle Davis,
Jalyn Egnor, Abbey Linder
and Kelsey Heck.
“Our seniors have been
tremendous this year,” con-
cluded Pugh. “They have led
us and they have been great
in keeping everybody posi-
tive and working hard. The
seniors did a great job of tak-
ing this team to a new level
and they will be missed.”
Feasby recorded five
kills for Wayne Trace with
Baumle adding four. Sinn and
Davis chipped in three each
with Wannemacher adding
two and Heck one. Habern
and Sinn also had an ace for
Wayne Trace, which closes
its season at 16-8.
Paul Pierce made a pair of
free throws to seal it for the
defending Eastern Conference
champions.
“I actually felt like I was
in the playoffs,” said Allen,
who scored 20 points. “It had
the same feeling, that same
energy.”
That was bad news for
James, who lost to the Celtics
in the playoffs twice in the last
three years and finally gave up
trying to win a championship
in Cleveland. After a heavily-
publicized courtship, he joined
Dwyane Wade and Chris Bosh
with the Heat and created a
team that was favored to win
a championship — and hated
everywhere but Miami.
But the Heat fizzled in the
debut of their superstar three-
some on Tuesday night, scor-
ing just nine points in the first
quarter and falling behind by
15 at halftime. That’s when
James took over — the way he
was forced to so many times in
Cleveland.
“It’s going to take time and
we understand that,” James
said. “I think right now it’s a
feel-out process. It almost felt
like we were being too unself-
ish, trying to get each other
into the game.”
Pierce scored 19 points,
Rajon Rondo had 17 assists
and Kevin Garnett had 10
points and 10 rebounds for
Boston. Shaquille O’Neal had
nine points and seven rebounds
in 18 minutes in his Boston
debut and backup Glen “Big
Baby” Davis had 13 points and
five rebounds.
“We’re still a work in prog-
ress,” O’Neal said. “We’re still
learning each other. We played
well. ... If we keep playing like
that, we’ll be fine.”
James scored 15 points in
the third quarter, making 2-of-
3 from 3-point range as an out-
side threat and 5-of-6 from the
line after picking up fouls on
drives to the basket. He took
seven of the team’s 13 shots
in the quarter and Miami cut a
19-point deficit to 63-57.
“We knew we wouldn’t
necessarily hit on all cylinders
right away,” Heat coach Erik
Spoelstra said. “When we got
close and started grinding, that
was more of his competitive
nature the second half.”
But James missed three
3-point tries in the fourth as
the Heat failed to claw their
way back. He also finished
with eight turnovers. Wade
scored 13 points on 4-for-16
luxury suites was listed at
$18,824 a few hours before the
game — booed James virtually
every time he touched the ball
and delighted in Miami’s early
struggles.
But that was no different
from when he was with the
Cavaliers.
Returning to the building
where his Cleveland career
ended, James avoided questions
about the tumultuous summer
in which he became the NBA’s
biggest villain except to say,
“It was pretty long.”
Since signing with the Heat,
James has become beloved
in Miami and he remains a
respected rival in Boston.
But he’s still hated back in
Ohio.
A radio host in Cleveland
hired a witch doctor to try to
jinx James and his attempt to
win a title elsewhere. WMMS-
FM broadcast the ceremony on
Tuesday morning, claiming to
use bones, blood and a James
jersey to cast a curse on the
2-time MVP.

have an outstanding home-equity loan for $10,500. The bank
appraised my home at $125,000, because I have the outstanding
equity loan. The interest rate is currently 5.49 percent with a
mortgage insurance rate of 0.5 percent for a total of 5.99 percent.
The loan officer stated that my lifetime cap on interest would be
5.49 percent. The bank quoted my available principal limit as
$71,125, minus mortgages insurance $2,500 and other closing
costs of $2,542. This leaves my net principal limit at $66,083
less than my equity loan of $10,500 for a total of a lump sum
cash of $55,583. I would also have to pay $380 up front to begin
the reverse-mortgage process. Do you feel a reverse mortgage
would be in my best interest? I would receive about $55,200 in
cash if I decide to pursue this further. -- Joe, via e-mail
DEAR JOE: You haven’t indicated why you need to borrow
the money. That is an important consideration. If you absolutely
have to borrow, that’s OK. You indicated that you are only
concerned about yourself since you have no immediate family.
The down side to this is that you are very young for a reverse
mortgage -- although legally you may get one. They are generally
not advisable for someone under 70, and the older you are the
better, because the diminished life expectancy increases how
much you can borrow. Reverse mortgages are more expensive
than other forms of borrowing. If you are absolutely sure that you
want to get the money and do not have to repay it, the reverse
mortgage is certainly something to be considered. If there are
any other alternatives they should be taken advantage of.
DEAR BRUCE: My brother and I recently had our mother
move into an assisted-living facility because of her increasing
Alzheimer’s symptoms. Because her assets are below $80,000
and her annual income under $24,000, she is eligible for
“widow of a war-time veteran” benefits of $1,000 a month
toward her assisted-living debts. She would like to sell her
house, which, under VA (Veterans Affairs) rules does not count
in her assets. But if we sell it, her assets would then exceed the
limit. Her house should bring in at least $100,000, and she has
no mortgage. Any ideas on what we should do with her house
so she can receive the VA benefits? If we rent it, this would put
her above the income limits, plus neither of us wants to be a
landlord. -- Donna, via e-mail
DEAR DONNA: You have a very complex environment.
You didn’t mention it, but unless you have a power of attorney
for your mother in hand, it may be very difficult for you to act
on her behalf. You have to go to court to have her declared
incompetent (because of the Alzheimer’s disease) so you can
be named custodian. This can be expensive and very frustrating.
Until you get that done, your options are limited. You can’t sell
the house because you have no legal standing. Beyond that, you
might wish to have the house gifted to you and your brother,
which she is able to do. Consult your attorney on this matter.
Assuming that there will be no need for Medicaid or any such
charity for the next three years, that should take the look-back
period away, and you guys could invest the sale money in an
account that you know is earmarked for your mother’s care (after
the gifting she could declare against her lifetime exemption, so
there will be no taxes). Don’t take a step without consulting an
attorney.
DEAR BRUCE: I recently sold oil leases (mineral rights
only) inherited from my husband when he passed. There seems
to be difficulty on how to determine their value for tax purposes.
I have consulted my accountant as well as my lawyer. There
has been no conclusive decision from either of them. Calling
the IRS is an exercise in futility. This inheritance originated
from a great aunt, then to my mother in-law and then to her
children. -- Sandra, via e-mail
DEAR SANDRA: I can appreciate your frustration. There
are many convoluted environments such as this. There are
specialists that deal with and negotiate with the IRS exclusively.
Usually, they are former IRS employees and know how the game
is played. I am surprised that your attorney or accountant hasn’t
recommended one or more of these professionals. If neither
can do so, your county bar association or local accountant’s
professional organization can recommend one or more of these
people. I can tell you from personal experience that I have hired
one to handle a matter with the IRS and was very satisfied with
the service he delivered.

FLORENCE, Ariz. (AP) —
Facing a nationwide shortage of
a lethal injection drug, Arizona
has taken an unusual step that
other death penalty states may
soon follow: get their supplies
from another country.
Such a move, experts say,
raises questions about the
effectiveness of the drug. But
it also may further complicate
executions in the 35 states
that allow them, as inmates
challenge the use of drugs not
approved by federal inspec-
tors for use in the U.S.
Arizona said Tuesday that
it got its sodium thiopental
from Great Britain, the first
time a state has acknowledged
obtaining the drug from out-
side the United States since
the shortage began slowing
executions in the spring.
“This drug came from a
reputable place,” Chief Deputy
Attorney General Tim Nelson
said. “There’s all sorts of wild
speculation that it came from
a third-world country, and
that’s not accurate.”

10:26 p.m. after a stay issued
by a federal judge was lifted
by the U.S. Supreme Court.
Landrigan’s lawyers had
argued he could be suffo-
cated painfully if the sodi-
um thiopental doesn’t render
him unconscious. In lethal
injections, sodium thiopental
makes an inmate unconscious
before a second drug paralyz-
es him and a third drug stops
his heart.
Hospira Inc. of Lake Forest,
Ill., the sole U.S. manufac-
turer of the drug, has blamed
the shortage on unspecified
problems with its raw-mate-
rial suppliers and said new
batches will not be available
until January at the earliest.
There are no FDA-
approved overseas manufac-
turers of the drug.
The limited supply has also
directly affected executions
in California, Kentucky and
Oklahoma, and may affect
executions in Missouri, which
says its supply of sodium thio-
pental expires in January.
California officials say
they acquired a dosage of
12 grams in September with
a 2014 expiration date. But
there was some dispute about
the source. Hospira said its
remaining supplies expire next
year and California could only
have obtained it elsewhere.
The state prison system
would not address the dis-
crepancy. “The state obtained
the sodium thiopental law-
fully from within the United
States,” Terry Thornton, a
corrections spokeswoman told
The Associated Press.
Ohio, which spends about
$350 for the drug for each
execution, ran out of the
amount prescribed by state
procedures just three days
before a May 13 execution.
The state obtained enough in
time but won’t say where.
A few weeks ago,
Kentucky’s governor held off
signing death warrants set-
ting execution dates for two
inmates because the state is
almost out of sodium thio-
pental. The state’s lone dose
expired Oct. 1.
Officials say they have
tried unsuccessfully to get the
drug from other states, and
have gotten calls from states
looking for it.
