II. BACKGROUND/RATIONALE

The Provincial Government of Oriental Mindoro has been implementing the integrity mechanisms through
aseries of programs and activities. One of the programs identified is the Integrity, Transparency, and
Accountability in Public Service (ITAPS) Seminar to be conducted by the Office of the Ombudsman.

III. ACTIVITY GOAL, OBJECTIVES AND OUTPUT

A. Rational Objective

The conduct of the ITAPS aims to raise the level of awareness of the PGOrM personnel and other invited
government employees on the significance of building a character of Integrity in governance and provide a
deeper understanding of integrity, transparency and accountability in public service.

It also aims to provide venue whereby public service values are internalized and to develop a deeper
understanding of the role of public servants and the accountability attached to the positions in the
government.

B. Learning Objective

By the end of the activity, the participants would have verbalized the importance of integrity, transparency
and accountability in public service in their respective offices and departments.

C. Expected Output
 Individual integrity assessment
 Action plan on integrity mechanism

IV. ACTIVITY CONTENT AREA AND METHODOLOGIES /MEDIA

The Office of the Ombudsman will conduct the seminar in two batches on 27 – 28 February, respectively.
It will cover the following topics, to wit:
 the Roles and Functions of the Office of the Ombudsman;
 Rules of Procedures of the Office;
 Graft Prevention Programs/Projects and initiatives;
 Common Crimes Committed by Public officials and employees
 Penalizing violators
 Integrity within the public servants.
 Anti-red tape, integrity development review, procurement reform and unliquidated cash advance.

Participants are given a chance to raise questions or ask for clarifications during the open-forum after the
lecture-proper which will be answered by the lecturers from the Office of the Ombudsman.
As the conclusion of the series of lectures and workshops, participants will make an individual integrity
assessment and formulate their respective integrity plans as the outputs to be implemented in their own offices,
division or units.

V. ACTIVITY REQUIREMENTS

A. Time Allotted for the Activity

The seminar-workshop will be a whole day activity from 8:00AM to 5:00PM for 27 and 28 February 2019.

B. Profile of Proposed Participants

Participants, as suggested by the Office of the Ombudsman shall be the Department Heads, Program
Implementers, Division Chiefs, Unit Heads and other invited government employees from the National
Government Agencies and Local Government Units.

C. Resource Persons/Facilitators

Resource Persons will be from the Bureau of the Resident Ombudsman of the Office of the Ombudsman
Manila.

D. Venue/Facilities

The expected participants for the ITAPS Seminar will be 100 on 27 February 2019 at the Feraren Hills
Resort and 100 on 28 February 2019 at the Tamaraw Hall. A total 200 participants will be invited for the
ITAPS Seminar-workshop.

E. Resource Requirement

Two (2) snacks and lunch will be served during the two day activity. Training Kit will also be provided upon
registration. After completion, each participant will be given a certificate of participation and appearance.

VII. MONITORING AND EVALUATION

 Participants and reaction of the participants shall be observed during the program especially in the
open forum.
 Feedback from the participants will be taken using a feedback form.
