concern shall be recognized. Access to official records, and to
documents, and papers pertaining to official acts, transactions, or
decisions, as well as to government research data used as basis
for policy development, shall be afforded the citizen, subject to
such limitations as may be provided by law.
Executive Grder No. 2, s. 2016,! in addition, provides:

In line with the Bill of Rights, E.0. No. 2, and prevailing jurisprudence, please
provide us with true copies of the above-mentioned agreements.
In addition, we make this request pursuant to Section 5(a) of RA. 6713 (Code
of Conduct of Public Officials and Employees), Section 9 of the MWSS FOI CO
nual, and the Administrative Code of 1987.4 the last of which provides that
