CHAPTER I

PROBLEM AND BACKGROUND OF THE STUDY

Introduction

The collecting, treating and disposing range of garbage coming from animal and

human activities that are discarded as unwanted and useless is the process of Solid Waste

Management. A proper solid waste practice is an expansive and a developing issue for

nations and frequently an ignored part mostly in urban locations. In any case, poor waste

administration can add to the effect of urban flooding by blocking seepage, expanding

garbage and harboring illness vectors. In these spots, inappropriate administration of

strong waste keeps on affecting general strength of whole networks and urban or rural

areas; contaminate neighborhood water, air and land assets; add to environmental change

and sea plastic contamination; block environmental change adjustment; and quicken

consumption of woods and mines. Proper Solid Waste Management System has a huge

impact in the Tourism Industry. With this proper application, establishments that follow

city ordinances pertaining to Solid Waste Management practices will most likely preserve

the current state of that environment and will not put it in the brink of congestion. It

demonstrates that waste management problems have continued to exist despite the

creation of various policies because it neglected to address the root cause of the problem

which is the disposal behavior of generators.

The province of Laguna is located in the CALABARZON area in Luzon. Santa Rosa, the

capital of Laguna, is known as a serene and calm community, the town individuals went

their ways taking a shot at the land as farmers, crafts mans, and fishermen. The lake water
gave an abundant reap of rate of type of local fishes, for example, biya, hipon, ayungin,

tigite, dalag, and dulong which are quickly evaporating amid nowadays in the vigorously

contaminated waters of the lake. The land, nonetheless, was honored with rich crisp

groundwater from its dirt layer arrangement of sand and plastic shakes up to the present

day that makes the city extremely alluring to private, business, and modern improvement.

The local government of Laguna then introduced their own “Basuranihan” project, which

basically means Basura and Bayanihan. This idea originated from their former Mayor

Arlene Arcillas. which includes people or gatherings who register with the Ecological and

Characteristic Assets Office of the region to bring recyclable waste materials amid the

month to month Basuranihan Day. The recyclables are then sold to their choice of

junkshop and the corresponding winner will receive a prize.

This paper aims to present the specific case of Sta. Rosa, Laguna in its efforts to address

the waste issues and concerns at all levels and to know how Sta. Rosa Laguna keeps up

and enhances their ways to diminish waste materials on human well being and condition

to help monetary improvement and prevalent personal satisfaction and how different

areas to come up in this solution. This research also looking forward to evaluate

challenges encountered and the success of the “Basuranihan” project, the different steps

how the local government came up with the idea of the project. The researchers will

gather data by conducting an interview in the local government unit and also by

surveying people involve like the local community, establishments and also the tourist

traveling in the province of Laguna. Humankind should see it as a way to make an

increasingly dynamic and livable city/district for its citizens. The public should

effectively take an interest and gain from the best and most effective practices. As they
generally state, neatness begins with one’s very own community; rehearsing to isolate our

waste can go a long towards saving our planet.

Statement of the Problem

The general problem of this study is how may the existing Solid Waste

Management practices of the local government of Sta. Rosa, Laguna evaluated and

promoted?

Specifically, this study sought to answer the following questions:

1. How may the demographic profile of the respondents be described in terms of:
1.1 Age
1.2 Gender
1.3 Occupation
1.4 Educational Status
2. What are the solid waste management programs implemented at Sta. Rosa Laguna?
3. How may the effectiveness of the solid waste management program be a assessed in

terms of:
3.1 Economic Benefits
3.2 Environmental Sustainability
3.3 Stakeholder Participation
4. What action plan may be proposed to heighten the effectiveness and promotion of the

Solid Waste Management program in Sta. Rosa Laguna?

Significance of the Study

The study will profoundly benefit the residents on other cities especially here in

Bulacan. This section will provide brief description on the various significances of the

study given the problems regarding in Solid Waste Management in Santa Rosa, Laguna,

Philippines.
The beneficiaries of this study are the following:

The City Organization of Laguna. To give credits to their word and to inspire them to

continue what they started. This will also serve as their goal to improve the project and its

implementation.

The Students. They can learn how to help the community to implement and improve the

solid waste management, spread the knowledge and also to protect the environment in a

young age.

The Citizens. To be a knowledgeable about solid waste management and to be a part of

these practices can help them to be more active and aware of why society needs solid

waste management. With their help, the application of these practices will be more

successful.

The Environment. By implementing the practices for solid waste management, it will

not just lessen the garbage but also it will help the environment to be healthier and more

alive. Solid waste management is a way to save the environment.

The Researchers. By gathering information and studying each part of this research, the

researchers will learn the importance of this study is not just in a specific place but also

for the sake of saving the environment.

The Future Researchers. With this research, it will help the future researchers that

conducting the same or related to this research for them to use as reference in conducting

their study.
Other provinces. By evaluating and proving the success of Laguna’s “Basuranihan”

project, this will help to other provinces to promote the proper Solid Waste Management

practices for them to apply and be one of the cleanest provinces in the Philippines.

Scope and Delimitation

The study focused on the solid waste management practices in Sta. Rosa Laguna

in the year March-May 2019.

This study is delimited to the following factors: into the wastes generated by the different

establishments, by the locals and the tourist coming to Laguna, its generators and the

policies implemented by the local government unit, the authorities and bodies involved

in its management implication. Solid waste here refers to municipal’s ideas when it

comes to proper solid wastes practices. These are wastes coming from the following

sources: Hotels’ solid wastes that comes from there sewage systems, trash gathered and

also some restaurants and municipal services like the paper being reproduced and other

solid wastes generated by the municipality.

The respondents of the study are mainly focus on the locals, tourists, establishments, and

local government units, who have the experience and knowledge to manage their waste.

Thus, it is also delimited in identifying the materials they are using in managing their

wastes.
